It was not easy in the slightest making that decree. Neither of them wanted it, she was sure about that. Still, she signed off on her decree, making it an official rule of Pixie Hollow.
It should have been announced a day ago but Clarion knew that once she made the announcement, the tiniest possibility of seeing Milori again would be gone for good.
"We can't get rid of the rain clouds, Queen Clarion." Glimmer, a storm fairy told her. "They aren't responding to our magic. We even got the fast flying fairies to help."
"In that case there is nothing you can do, Glimmer." Clarion replies. "We just have to hope it stops soon. Neverland winds can be unpredictable."
"Should we be worried? There haven't been rain clouds we can't get rid of." Glimmer asks, worried.
"It has happened before, dear. Don't worry so much about it. I suggest you head home quickly before it starts to pour." Clarion lies, smiles softly at the fairy.
Glimmer looks away before flying out the door to her study. Clarion lays back against her chair, eyes closing. She knew that she caused the rains, she just hasn't had much practice keeping her emotions in check.
"Did you find a solution for the rain?" Hyacinth asks as he walks in with Redlead in tow. "Sunflower and the nature fairies will be back tomorrow if nothing goes wrong. They can't return if it's raining."
"The storm fairies can't do anything about it. We just have to hope that it stops before their return." Clarion said. The storm fairies couldn't do anything but she should have been able to prevent this.
"What if it doesn't? Sunny wouldn't know what to do." Hyacinth panics. "She's not good at making last minute decisions."
"To be fair, neither are you, Cinth." Redleaf glances at his frantic friend.
Hyacinth scoffs. "Not everyone can stay rational like you, Red. That's why I have a backup plan for everything. They might not be able to go back to the Mainland 'cause they don't have enough pixie dust."
"Calm down, They could set up camp somewhere outside Pixie Hollow and wait the rain out." Redleaf sighs.
"In the middle of Neverland? That's not safe at all, what if those pesky lost boys-"
"If Clarion is calm about this I'm sure there's nothing to worry about." Redleaf reasons. Truth was that she wasn't calm, just tired.
"Fine but I'd like all the nature fairies back in one piece." Hyacinth glares at Redleaf before leaving the room.
Clarion just glances down at her lap, head pounding as she hears the door shut.
"Are you alright?" Redleaf asks softly. "I didn't think you would be so calm about this."
"I'm fine." Clarion breathes out.
Redleaf tilts his head. "So the sudden forbidden border crossing rule is you being fine too?"
Her head jerks up at that. "I-it's nothing, I've just been doing a lot of reading and it just seemed unsafe that it wasn't a law." She lied. "I didn't want anyone getting hurt."
"You should talk to someone if there's something's bothering you. Doesn't have to be me, but just talk to someone." He turns to the door.
"Alright." She says soft enough to be a whisper. Clarion buries her face in her hands once the doors shut close. Mary told her it wouldn't be easy getting over him but every waking moment was filled with thoughts of him and she swore that everytime she closes her eyes, the image of his broken right wing engraves itself into her mind.
The door almost slams open then. "Redleaf said that I should probably talk to you." Mary flutters in.
"About what?"
"Please, I know what you're thinking of." Mary rolls her eyes.
Clarion sighs. "I don't know what to do, Mary. My head's telling me that this is the right thing to do but my heart is begging me to reverse the rule. I also can't even stop this rain. The nature fairies can't come home if it doesn't stop and I just don't know what to do."
Mary walks over to the window. Grey clouds hovered over Pixie Hollow, making it dark even though it was barely the afternoon. "Well you have made improvements. Remember the first night? It was pretty much a thunderstorm. I know you miss him."
"So much."
The good thing about rain clouds was that you couldn't tell when the sun set.
"I wonder how he's doing."
"It mustn't be easy without a wing." Mary said. "But he flies on an owl now, I guess that's way cooler."
Clarion smiles, quickly wiping a tear that escaped from her eye. Maybe he broke a wing, but they both broke their hearts.

It was not easy seeing the royal decree, it definitely was not easy having to be the one to announce it. Milori never told anyone about his broken wing and dodged questions when someone asked about the cape he draped over his back, or the reason he rode on the back of an owl.
The cape was a gift, Sunflower taking the time to stitch and sew moulted owl feathers into a cape long enough to hide his wings. It took him a while to figure out a good riding system with the owl, it being mostly trial and error as it had never been done before. Before he knew it, the owl and him became friends of some sort.
Most days, Milori would ride his owl to the highest mountains and just sit there alone with his owl and his thoughts. Most of the time he would be angry. He hated the fact that his balance was off, he hated that his right shoulder felt significantly lighter than his left, he hated watching the fairies fly around in the frost forest. He was angry but not at her. Milori could never be angry at her.
He liked his owl. Unlike Dewey or Snowflake who cleared up their schedules to check on him, his owl never said much, allowing Milori to vent as it silently listened.
"I told her it didn't hurt you know." Milori chuckles soulessly. "I think I told her that I would never lie to her but she looked so sad." He runs his hands through the owl's soft chest. "I like that you don't talk. You're not like Dewey or Snow, all they want to do is talk and I just… can't." He sniffles.
"I don't want their sympathy." He adds. "They look at me like the rest of me is going to break and fairies are talking about me. I miss her so much it hurts." He cries, the owl giving a pitiful hoot, her yellow eyes looking almost sorrowful. "I don't like crying, it makes me feel like I can't breathe." He laughs quietly.
"Do you think she's alright?" Milori asks the owl which gave a soft hoot in response. He chuckles quietly. "I think I'll name you Astrid. Ree always liked that name." He smiled.
