Ragnar and the others had managed to reach the other side of the canal, but Heather was already gone.
"I've lost her scent," said Chopper.
"I see," said Ragnar as he drenched out his shirt.
"What should we do now?" Fishlegs asked.
"Chopper, you should meet up with Hiccup and the others and tell them everything that happened between us and Heather," said Ragnar. "Make sure you don't leave out a single word."
"Sure," Chopper nodded.
"What about us?" Fishlegs asked.
"I have a plan," said Ragnar. "We'll try and meet up later."
Meanwhile, Hiccup and Astrid had finally met up with Toothless and the twins. Unfortunately, Toothless and the twins were being chased down by an angry mob.
"Hold it right there!"
"Don't let them get away!"
Astrid looked back at Toothless. "Couldn't you have lost them before finding us?"
"Hey, don't get me," said Toothless.
"Yeah, it's not like we invited them," said Ruffnut.
"Besides, the entire town is out looking for us; it was going to happen sooner or later," said Tuffnut.
"You can't run forever!"
"This way!" Hiccup yelled as he quickly turned towards a back alley, and the others quickly followed.
The shipwrights turn around the corner, but they found they had completely disappeared without a trace, to their surprise.
"Where they go?"
"Check the alleys!"
"You don't think on the rooftops, do you?"
In truth, Hiccup was in his dragon form, clinging onto the bottom of the bridge while the others rested on his stomach. He was struggling to hold on as holding onto the four of them was quite heavy.
"We lost them."
"I don't get it; I'm sure they went this way."
"We better keep moving."
"All right, but we should check inside the buildings too."
"Good, we'll split up. Let's go!"
Hiccup and the others had the shipwrights moving on.
"Don't know how long I can hold on," Hiccup groaned.
"Just wait a sec," said Toothless.
Hiccup continued to hold on as they heard the shipwrights moving on, but he had no idea how long he could hold on.
"Just a little longer," said Astrid.
Soon all the shipwrights left but held on for a few more seconds to make sure. It was then that Chopper poked his head out from underneath the bridge in his human form. This caught Hiccup by surprise when he lost his grip, causing all of them to fall into the water.
Snotlout, meanwhile, was trying to get supplies for the Going Tiger, but everyone was preoccupied with the evacuation.
"I'm begging you," said Snotlout to the owner of the hardware store.
"Are you crazy?" he said as he closed his store. "I've gotta evacuate. Stop pestering me."
"Come on, I've got money, okay," he said, handing the man several notes and coins. "I need as much lumbar, tar and rope as this can buy. Oh, and some nails, latches and templates if you don't mind."
"I said I'm closing the shop."
"It would only just take a second, please."
It was then that his stomach growled, but he ignored it.
The man sighed. "Okay, kid, but I'm afraid this money is not going to buy much for ya."
"Then how about I sell my tools? Would that makeup for the rest?" Snotlout asked.
"Hey, hey, come on, stop it. We don't do barter; this is a big city, you know. I'm sorry, but it's cash only."
Snotlout's stomach then ground once again but even louder.
"You win," he sighed. "Let's make it quick."
In no time at all, Snotlout got everything he needed, but he was having trouble carrying all of it even with his strength.
"You sure you're okay carrying that with all those injuries?" the man asked, looking slightly concerned. "Can't you get some friends to help you out? Hey!"
Snotlout then toppled over.
"I knew this was a bad idea."
Snotlout merely picked himself up and continued carrying his equipment down the street, but he only took a few more paces into toppled over again.
"Wait, this isn't going to work," said the owner as Snotlout picked himself up once again.
"I'm fine, I've got it this is nothing," he said.
"Hey!" said the owner rushing to him carrying a bundle
"Don't worry, I can do it," Snotlout assured him.
"No, look," said the owner holding out some sandwiches. "Here, take these. You're hungry, right?"
Snotlout looked at the sandwiches, and his mouth began to water. Without hesitation, he took the sandwiches and picked everything up.
"Thank you," he said.
"Sure thing, try to be careful."
He then watched as Snotlout walked away with all the stuff you just purchased.
"Good luck out there, kid," he waved.
Snotlout soon returned to the Going Tiger; the first thing he did was eat the sandwiches the owner gave him.
"These are good," he said as he ate happily. "Really good. Guess that guy was pretty nice after all."
He then looked up and saw the waves were getting stronger.
"The waves sure are getting high, aren't they?" he said and then looked at the figurehead. "Don't worry, Tiger, you're going to be just fine."
He then began getting to work on repairing the ship; of course, he knew next to nothing about repairs. Fortunately, Hiccup had left behind a Fools Guide to Ship Repairs, which Snotlout suspected he did on purpose and used that as a reference.
"After all, you flew in the sky, remember?" he said as he hammered away. "You've got nothing to be afraid of."
Eret had lost his temper, and smashed the table.
"Whoa, what's got you wild up, big guy?" Coco asked.
Eret was thinking about Hiccup and still want to settle the score with him.
Everyone in the tavern was slightly nervous and decided to keep a wide berth from Eret.
"Come on, Eret, you can tell us," said Chimney.
"What's up, bro?" Kalena asked.
"I've got so much rage inside of me I feel like another rampage is coming on right about now!" he roared and then walked off.
"Hey, wait for me, bro, don't rampage alone," said Kalena chasing after him.
"As always, thanks for the drinks, Burl!" said Kaley as she ran after them.
"What's got into him all of a sudden?" Burl asked, looking at Coco. "Is there something going on?"
"Beats me; you can never can tell with that guy. Only idiots know what idiots are thinking."
Hiccup and the others were now on the rooftop to get away from the angry mob.
"At least we finally managed to find a safe place," said Toothless.
"We should count ourselves lucky that Hiccup can fly; otherwise, we would have been out of luck," said Astrid and then narrowed her eyes at the twins. "Still can't believe that you two muttonhead is lured that angry mob towards us."
"You make it sound as if we did it on purpose," said Tuffnut.
"Though admittedly, we often do that sort of thing on purpose," said Ruffnut.
Hiccup shook his head and looked at Chopper. "I'm still surprised you were able to find us in the city this big."
"Helps when you have a good sense of smell," said Chopper.
"Ah, of course," Hiccup nodded. "But how come you're here alone, Chopper? I thought you went with Ragnar and Fishlegs."
"I was," he said.
He then began to explain everything that happened when they encountered Heather.
"This doesn't make any sense. Are you certain that what she said?" Hiccup asked.
Chopper merely nodded.
"Leaving the crew is one thing, but assassinating Iceberg?" said Tuffnut scratching his head.
"Yeah, I'm more confused than usual," Ruffnut nodded.
"We were prepared for this, weren't we?" Toothless asked, looking at them. "After all, Heather was our enemy before we let her join the crew."
Astrid nodded. "This might be our only chance to find out the truth, so we shouldn't run away. There are still a lot of things we don't know about Heather."
"And I suppose it's time to decide whether she's a friend or foe," said Toothless and looked at Chopper. "Are you sure that's what she said, Chopper?"
Chopper nodded.
"If she's saying that she won't see us after the day, then things are going to get worse," said Toothless. "Maybe the attack on Iceberg was just a warmup, and she has something even bigger planned for tonight. I don't know why Heather is doing any of this, so it hard to tell what she's planning, but seeing how much commotion her first attack on the mayor caused us only one thing to make things worse."
Astrid nodded gravely. "In other words, she's going to murder him. At least that's what she's trying to tell us, but since she told Chopper that she was going to pin the crime on us, it could be that she's feeding us all these little hints to lure out to the crime scene tonight."
"You think so?" said Ruffnut.
"There is a plan it would be convenient for us if we do happen to show up as that would put us at the scene of the crime," said Toothless.
"You guys seem to be very certain what she's thinking despite saying that you don't know what she's thinking," said Tuffnut.
"We're only talking about possibilities," said Astrid folding her arms. "You have to be ready for the worst-case scenario. I don't know why she's doing this; it could be that she was coerced, or maybe this was her plan all along, but we have to be prepared for anything."
"Then our best chance to settle this is tonight," said Toothless. "The only question is are we going?"
"Of course we are," said Hiccup. "However, there is one more thing we should consider. Ragnar and Fishlegs said that they saw her walking with someone in a mask. Obviously, that was on one of us, but Iceberg said exactly the same thing. That he was attacked by Heather and a large man in a mask that he didn't recognise. Whoever he is, I bet he's the reason that Heather is doing all this stuff."
"Yeah, that means it isn't her fault, and we just need to beat the real bad guy, right?" said Chopper.
"That is the ideal situation, but on the other hand, it also possible that this guy is one of Heather's friends," said Toothless.
"The big problem is that we don't have much to go on other than a big guy in a mask, so where are we even going to start?" Astrid asked. "We need a concrete goal before we can decide anything."
"We find Heather and capture her," said Hiccup. "It's the only way we'll ever know the truth."
"You're right; we're wasting time here trying to figure it out," Toothless agreed. "Just one thing is not going to be easy to catch. After all, the World Government has been trying for 10 years, and it still hasn't happened."
"Like he said, it's the only way we will really know for sure," said Astrid.
"Yeah, let's settle this right now," said Chopper.
"It beats waiting around here all night," said Ruffnut.
"I've been looking for something to do all day," said Tuffnut.
"Right, come on," said Hiccup. "Galley Law is waiting."
Palmer and his men were still searching the city for any of the Dragon Riders, but they haven't found a single hair so far.
"Damn, it's late," he said. "Where did that Dragon run off to?"
"Palmer, we've got to go," said shipwright. "All the streets are going to flood before long."
"All right, let's head back," said Palmer. "I'm going to the main office."
"Sounds good, boss. You heard him, guys, time to move out."
Eret was also searching for Hiccup, but he was having as much luck as Galley Law was starting to get frustrated.
"Get out here and fight me, Dragon Conqueror!" Eret roared at the top of his voice. "Where are you? Stop hiding! I thought that little turd had some backbone, but I guess I was wrong. He won't even show his face."
"I know what you're saying, bro, but to be fair, the whole island is hunting him down, you know?" Kaley pointed out.
"Exactly, I bet he's hiding if he hasn't been caught already," said Kalena.
"And the weather isn't the only thing that out-of-control today," said Kaley looking at him.
"Tell me about it; it's like you've got a rampage going on inside of you too."
"Shut up," he said. "I'm just like that this week okay."
"Hey, bro!" a voice yelled.
They turned their heads and saw Teeny and other members of the Eret Family looking down at them from the bridge.
"Well, if it isn't Teeny," said Kaley.
Teeny and the others were still injured from their fight with Hiccup, so they limped over towards Eret.
"Tell me, tell me that you've beaten those stupid Dragon Riders?" Teeny asked.
"Nah, but I tried to," said Eret. "Some angry mob showed up got in the way, and Hiccup took off."
Teeny and the others just staring at him, stunned.
"Are those guys lucky or what?" said Teeny. "When you're on a rampage, nobody survives. That is weird; I wondered what that week dude with the black hair was fixing the ship all on his own? I figured that you had wrecked up the rest of the crew so bad that he was the only one left that could do anything."
Eret looked at him. "Wait, you found one of them?"
"Yeah, on their ship."
Eret chuckled evilly. "Well, that's just fine because all we need is one. In other words, we'll use that loser as bait to lure out the rest of them."
The Eret Family looked at him nervously.
"Whoa, bros' got his bad guy face on guys."
"All right, you good for nothings. I want you to march through town and spread the word for me. Say 'we've got black hair and if you don't want him swimming with the fishes, come to the warehouse under the bridge.' Tell them that Eret sent ya."
Teeny smiled.
"In the meantime, I'll go and grab black hair so we can make good on our little threat."
"You've got it, bro!" Teeny yelled. "I swear we won't let you down!"
It was now night, and all the citizens when the shelters and they were both concerned about Aqua Laguna and the Dragon Riders. The children were just playing around, having as much fun as they could under the situation.
"Aqua Laguna! Aqua Laguna!" they yelled repeatedly. "Aqua Laguna is coming for you!"
"Here comes the big wave!"
A few kids wearing a white sheet then began chasing some other kids pretending to be the massive wave.
The adults, meanwhile, were a bit more serious.
"So, you know what's going on with the Dragon Riders?"
"I'm not sure; I don't think they caught them yet."
"Still on the loose, that's no good."
"And with everyone so worked up about the storm, they'll have the perfect chance to attack again."
"And from what I've heard that night, all the craftsmen from the Galley Law Company will be guarding the main office to protect the mayor."
"Whoa, that's a really big deal, isn't it?"
"How many people do the Dragon Riders have anyway?"
"Some say 50, some say a hundred or even more. Remember that Captain's got a hundred million bounty on his head. For all, we know he could be setting an army of 3,000 to flight of the shipwrights as we speak."
"Are you kidding? That sounds really bad."
At the main office, the shipwrights were standing guard.
"All right, man, hold your formation and don't give an inch!"
"Yeah!"
"Don't even let a single fly get through, got it?"
"Yeah!"
The shipwrights weren't just guarding the outside. They were also guarding each and every single corridor. Standing outside Iceberg room where the foreman from Dock One acting as the last line of defence.
"Bring it on!" Tilestone roared.
"What's wrong with you? Will you please be quiet, Tilestone," Lael scolded.
"I heard the Dragon Riders were spotted on the Sea Train," said Lasse.
"That means they're still here on the island somewhere," said Silvernose. "Still, they would be complete idiots if they tried to show up with all these guards around."
"Yeah, you'd think, but that didn't stop the dumbass that barged in here earlier, does it?" Palmer pointed out. "We've got to be ready for anything."
Iceberg was sitting upright in his bed as Kala explained precautions that Galley Law had taken to protect him.
"This is reassuring, but it's a bit much," said Iceberg.
"They wanted to do this for you," said Kala.
"I'm not royalty."
"Pardon me, sir, but why on earth did you put Heather Owson's wanted poster on your wall?"
"It bothers you?"
"A bit," she said, adjusting her glasses.
"It's better if you don't know. That girl is a demon."
Hiccup and the others were making their way to the Galley Law headquarters. Hiccup was in his dragon form flying the twins while Chopper was in his jump point jumping on top of the rooftops and his jump point carrying Astrid in his arms and Toothless that his arms around his neck.
The two of them then entered a tree that overlooked Galley Law headquarters. Chopper pulled out a pair of binoculars and saw all the shipwrights guarding the front door.
"There sure are a lot of people out there," he said.
"And they lit up the entire place, no way I can fly there unnoticed," said Hiccup.
"It should be fine so long as you divebomb in there," said Astrid. "Once Heather shows up, I mean."
"That's right, if we make a commotion first, they'll just sneak in while we deal with the guards," said Toothless. "Let's be patient."
"Get ready," said a shipwright. "Strike at anything that moves men! Got it?"
They then all cheered, not knowing that Heather and the large man with the marks were looking down at them from the rooftops.
