Provisional License Exam pt2
Summary:
Round two of the exam, possibly the test results.
With the preliminary Exam completed only 100 examinees have passed to the second and final round of the provisional License Exam. All of class 1-A along with Inasa, and Shindo, and a few other stronger fighters are anxiously waiting for the rules and groups to this next part.
"There are 10 zones in this disaster area, each group will be assigned a zone. To complete this round, each group must identify and disarm/contain the hazards, save the civilians, and escape the zone. You, examinees, will enter the disaster scene as bystanders… and will undertake a rescue exercise"
"Pie Stampers," Kaminari asks confused.
"Bystanders, Idiot" Katsuki correct gruffly. "People who happen to be on the scene"
"The term is also used to refer to ordinary civilians…" Momo comments.
"You will not act as ordinary civilians, but as those who have hypothetically earned their provisional licenses." Mera explains, "you're being tested on how well you respond in rescue situations."
"Humm?" Shoji looks at something on the screen. "Look there are some people…"
"UH…. AHH?!" Sato exclaims.
"Huh?! Old people and kids?! What're they doing down there? That's dangerous!" the examinees shout.
"They are the people we are meant to save," Izuku sighs "Like the ordinary people that could be involved in a disaster or villain attack. It's what a rescue mission is."
"We know that…" A student mumbles with a glare at Izuku. "I just thought they would use training dummies, not real people."
Izuku tilts his head to the side "Why wouldn't they?"
"Because those are real people! They could get hurt!"
"That's true, but would you risk your life to save a dummy?" Izuku starts his eyes serious, "Using real people in the exams is an effective way to simulate an actual disaster. It forces you to think calmly and think of the person."
"Everyone there is a highly trained professional rescuee and in very high demand as of late!" Mera explains. "Please welcome the good people of Help us Company or H.U.C. for short."
"Who knew that was even a job…?!"
"Heroes are so popular nowadays, so it makes sense."
"The members of H.U.C. will be feigning injuries all across the field. It is your job to rescue them. You will all be scored individually and as a group on how well you perform these rescues. Those who attain the required points at the end of the test will pass. We'll start in fifteen minutes so take your bathroom breaks now…"
"EXCUSE ME! HOW WILL GROUPS BE DECIDED!" Iida shouts.
Mera sighs he hasn't gotten that far yet "I will leave the formations of the groups to you; however the groups must have 10 people and cannot all be from the same class."
Izuku smiles he walks right up to Shindo and Inasa "Hey, team up?"
"Who else is in your group Midoriya? What are their quirks?" Shindo smirks.
"Bakugo, Todoroki, Ace, Luffy, Kirishima, Sabo, Denki, and Ashido." Izuku smirks, "You already know our quirks.
Inasa makes a sour face when Izuku points at Todoroki, "Sorry Little Bro not going to work for me."
"I get it," Izuku states "It would make a great team though."
"I agree," Inasa looks to reconsider "I won't work with a Todoroki."
"I'm not dropping him for you." Izuku stands his ground, Icy glare pointed at the wind user.
Inasa walks away, Todoroki looks confused and slightly hurt "Did I do something to offend you?"
"Oho" Inasa glares at Todoroki "Nah. You'll have to forgive me, but … it's because you are Endeavor's son."
"What does that have to do with anything, bastard!" Ace rages.
Inasa ignores the hot-headed raven "I hate all of you." He studies Shoto "You've changed a lot since then… but those eyes…" his glare hardens, "Look just like Endeavors"
"Something wrong, Yoarashi?" A Shiketsu Student asks. Inasa turns around with a blinding smile on his face, "Nothing at all!" and dismisses Shoto completely.
Shoto's eyes are hidden by his hair as he looks down, "my father's eyes?"
Izuku places a comforting hand on Shoto's shoulder, "Sho?"
"Tch" leaves Shoto's mouth, Izuku can feel the cold building around him packmate.
"Forget him, Sho." Izuku pulls him into a hug, "What does he know anyway. I meant what I said before you are not your father. Don't let him get to you."
Ace joins the hug wanting to comfort Shoto "Izuku is right, you are not and never will be your father."
"Thanks, guys." Shoto muffles into Izuku's shoulder.
Shoto releases Izuku and recenters himself, Ace hovers close as Izuku turns to Shindo "So are you in?"
"I would prefer to work with people I know…" Shindo smirks, "But I already know the basics of your quirks, having a healer in the group is beneficial as well. So yea I'm in."
"Great that is ten people," Luffy exclaims.
"We got this in the bag," Ashido and Denki cheer.
The other examinees observe the group only seeing one non-class A member, "Is that allowed? Doesn't that give them an unfair advantage?"
Izuku sighs "The rules stated all ten people cannot be from the same class, Mera never specified how many a group can have."
"This group is within the rules of this exam." Mera agrees.
Katsuki smirks as the other students grumble and mumble away. His smirk widens as the others accept defeat. Izuku perks up "Shiketsu is coming."
"Excuse me, Bakugo?" a hairball-looking teen interrupts.
"Yeah?" Katsuki acknowledges.
"Shishikura… the shifty-eyed one… he came after you, right?" Hairball asks.
"Yeah… I crushed him." Katsuki confirms.
"I thought so… he was probably terribly rude to you; you must have been offended. He has a bad habit of trying to force his values on others. He couldn't contain himself after seeing someone as notorious as yourself." He looks around the group, "We'd really like to build a good relationship with U.A. going forward." He bows, "So please accept our apology."
"Whatever" Bakugo sighs.
"If you'll excuse us…" hairball dismisses and he and his entourage move away.
A BLARING ALARM STARTLES THE EXAMINEES AS MERA ONCE AGAIN SPEAKS TO THE EXAMINEES, "TERRORISTS HAVE LAUNCHED A MASSIVE ATTACK!"
"So that's the scenario for this exercise" Asui comments.
"THERE IS WIDE SCALE DESTRUCTION THROUGHOUT THE CITY, BUILDINGS ARE COLLAPSING AND PEOPLE ARE HURT! THERE ARE SEVERAL TERRORIST HOLDING CIVILIANS HOSTAGE."
"It's starting!" Izuku warns.
"WITH MOST OF THE ROADS OUT OF COMMISSION, RESCUE AND RELIEF SQUADS ARE HAVING A HARD TIME REACHING THE SCENE!"
"Another unfolding room?!"
"UNTIL THEY ARRIVE IT IS UP TO YOU HEROES TO TAKE CHARGE AND RESCUE CIVILIANS"
"SAVE EVERY LIFE YOU CAN!"
Izuku smirks heading for the metro zone, using his observation Haki he heads to one of the hostage situations. "Gotta do this right!"
"They mentioned a scoring system… but didn't explain the criteria…" Shindo smirks as he runs behind Midoriya.
"Until we know more, we treat this as a real event. Real lives in danger. Real threats." Izuku plans. "First this is a hostage location, the hostages are underground. We need to find the terrorist or villains and neutralize them. Luffy, use your rubber to sneak to the hostages, find out if there are any hazards, traps, bombs, etc. Disable them if you can, notify me if you can't. Kirishima, go with him and use your hardening to protect the civilians in case a trap is triggered. Ace and Shoto once the area is clear set the perimeter, we don't want the terrorists to try and use the civilians as a bargaining chip. Denki and Ashido keep the hostages calm and when it is safe try to evacuate them. Treat all injuries as if they are real, they might have fake wounds, but if this was a real hostage situation, they might not all be able to move." He removes his feathers, "These will heal their injuries, since they do not have real wounds just tap it to them, prove to them it works by slicing your finger or something."
"What will you be doing?" Ace asks.
"Kacchan, Sabo, Shindo, and I will locate the terrorists and neutralize them, we will come help with the evacuations as soon as we are able. Remember the priority is to save the hostages." Izuku plans out.
"We got this Nerd!" Katsuki grins.
"Everyone ok with their roles, are there any questions?" Izuku asks.
"Just one." Shindo speaks up, Izuku nods for him to continue, "How do you know the hostages are underground?"
"I can sense them, also from a villain standpoint it is the best place to put them. In the event something goes wrong the villains can detonate a trap and collapse the entire building on them." Izuku explains.
"You are willing to risk your teammate's life to pass this exam?" Shindo yelps shocked.
"NO!" Izuku growls defensively. "If it were up to me, I would do this mission myself to prevent any unnecessary risks, however, we would all fail if I did that. So I put the best people in the most ideal situations. Luffy and Kirishima can absorb the impacts of falling debris while shielding the hostages, Shoto can create structural stability with his Ice. Ace Can vaporize the debris. Denki can provide power and help evacuate the civilians, Ashido can use her acid to melt through obstacles that prevent them from escaping."
While running to their zone Izuku spots a crying child on the side of what would have been a road. He tells the group to stop and approaches the child as gently as he can, "Hey there," he crouches in front of the crying child.
The child sniffles, "Who, who are you?" he asks with a shake of fear in his voice.
Izuku smiles warmly, "I'm Fuji, I'm here to help." The child nods, Izuku looks him over, "You look injured do you want me to heal you?"
The child nods, Izuku lights his fingers on fire, the child tries to scurry away scared. Katsuki comes up softer than most people have ever seen him. He crouches next to Izuku, hands posed unthreateningly, "Fuji's fire makes boo-boos feel better." The kid pauses in his movements, Katsuki shows the kid and Izuku his cut hand "Fuji I slipped on some uneven group can you heal my hand?"
Izuku smiles warmly tilting Katsuki's hand toward the child so he can witness Izuku's fire healing the other hero's injury. "See all better now, Thanks Fuji." Katsuki smiles softly at the kid.
"So what do you say, Kid? Are you going to let my partner Raiken be braver than you?" Izuku challenges.
The kid shakes his head, lip trembling "you can heal me." Izuku runs his flamed fingers over the wounds he finds. The kid smiles up at him in appreciation.
"Now that your wounds are healed, let's get you back to your parents." Izuku holds out his hand for the kid to grab. The kid starts balling again.
"I can't" The kid wails.
"Why not? Where are they?" Izuku presses.
"They were in that building before the ground started shaking. They haven't come out yet." The kid point to a different building than the one with the hostages.
Izuku closes his eyes he senses two people inside that building. He hums "Okay, I and my friends are going to rescue them." Izuku states "But we need to get you somewhere safe." He holds the kid's hand and leads him to the group of heroes. "Chargebolt, I need you to protect him, Red Riot, Raiken, and I are going to rescue his parents. Everyone else go to that building and look for the hostages. I'll catch up."
"Got it." Is cheered out.
Denki squats in front of the kid "Hi, I'm Chargebolt. Don't worry Kid, Fuji, Red Riot, and Raiken will have your parents out in no time." He informs the kid with a reassuring smile.
The kid breaks character, "I don't get it, why are you sitting with me instead of helping the others?"
Denki smiles "This might be an exam, but these situations happen all the time. If this was a real scenario, I'd be a crap hero if I just left a kid alone without their parents." Denki sits next to the kid, "we don't know how this is being graded so Fuji decided we should treat this as if these were real scenarios. That being said, we don't know if there will be another attack so until Fuji comes back with your parents, you are my responsibility as well."
The kid smirks "Good Answer, we are the ones grading you. The job of a hero is to make the civilians feel safe. Fuji, Raiken, and you have ensured I was ok, healed my injuries, calmed me down, and distracted me long enough to be brave. Excellent job."
Denki blushes, "I suppose you are right." They sit in silence waiting for Izuku, Katsuki, and Kirishima to come out of the destroyed building.
***With Izuku***
Izuku, Katsuki, and Kirishima approach the building the kid said his parents were in. It doesn't take long to find the location they are trapped in. The room they are trapped in is blocked off by debris from the floors above them. Izuku calls out, "Is there anyone in there?"
His sensitive hearing picks up the sounds of coughing, and a raspy voice "Yes please help us!"
"We will get you out of there. How many people are in there? And is anyone severely injured?" Izuku shouts out as Katsuki and Kirishima start moving debris.
"It's just me and my husband" The voice calls, "He is unconscious."
'Shit' "Ok thank you Ma'am you are doing great. One more thing I need to know. Is he bleeding, or any sign of a head injury?" Izuku calls out.
"He was hit in the head with some debris, he has a cut he is bleeding." The woman informs. "Oh god please, please help me. My son, I need to get back to my son." The woman starts to panic.
"Ma'am your son is safe, he was really brave once we took care of him, he was able to help us locate you. He is with a fellow hero right now but trust me your boy is safe." Izuku reassures.
"Oh god please." Is the mantra Izuku can hear through the wall.
"Ma'am, can you tell me about your boy?" Izuku asks hoping to distract the panicking mother.
"Huh?!" The woman screeches "Why would I do that? My husband is probably dying, and you want me to chat with you?!"
Izuku smiles "Yes exactly, I am a healer I will save your Husband you can count on it. Right now my goal is to help a panicking mother. We have almost removed the debris; we will have you out of there in a few moments."
"Are you sure?" The woman asks, "My boy is really safe? You promise?"
"I promise." Izuku states.
Katsuki speaks up something fond in his voice "Your squirt is really brave."
"The little guy was so manly, while Fuji was healing his scrapes. He didn't even flinch after Fuji showed him how it works." Kirishima gushes.
The woman chuckles, "That sounds like Mykel, he wants to be a hero when he grows up."
"He is certainly brave enough already" Izuku chuckles back.
It only takes a few more moments before Izuku, Katsuki, and Kirishima break through the debris. Izuku approaches the unconscious man first he lights his fingers on fire and touches the man's temple. The man's eyes flutter then close, his breathing normalizes, and he releases a couple of dramatically loud snores to show that he is just asleep now. Izuku smiles at the woman, "Your husband is going to be ok; he is just asleep right now."
The woman launches to Izuku and engulfs him in a hug, chanting, "Thank you, Thank you."
"Not a problem Ma'am" Izuku laughs.
Katsuki clears his throat, "Sorry to interrupt but I think it would be best to evacuate this building, we don't know how much longer it will hold."
Kirishima butts in as well, "Besides we promised Mykel we would bring you to him."
"That is right," Izuku smiles, "I'll carry the husband." He turns to the woman, "Are you injured? Can you walk?"
"I am fine, thank you." She smiles. "Though I wouldn't mind two handsome young men to help an old lady out."
Katsuki and Kirishima blush, Kirishima recovers first while Katsuki sputters "Of course Ma'am" Kirishima crouches in front of the woman back presented to her to give her a piggyback ride. Katsuki helps Izuku position the man in a bridal carry. They leave the building. Izuku gives the man to Katsuki.
"Raiken, the ground is uneven I am going to transform and fly them to safety, I'll drop you both off with Chargebolt. Meet up with the others, I'll catch up."
"Got it." Katsuki nods.
Izuku shifts into Fuji, the woman gasps. Afraid they did something wrong Katsuki looks at the woman, he is surprised when he sees the almost sparkling admiration in her eyes, "Is that really Fuji? The healing wolf from the Hosu Incident?" she asks stunned.
"Yes, do you want to fly on him?" Katsuki asks with a smile.
"Oh my god! Can I really?" The woman asks excitedly.
"Of course, come on," Katsuki responds.
Kirishima helps the woman climb up Fuji's crouched form, then takes the man from Katsuki and lays him down. Katsuki hops up and sits in his normal spot. The woman is muttering phrases of excitement and disbelief. Katsuki lets tiny explosions out of his palms. Izuku trills in response and takes off slowly. The woman screeches in excitement. There is a small smile on the man's face as he cracks an eye open. They are only in the air for a couple of moments, before Izuku touches down near Chargebolt.
"Fuji!" Chargebolt cheers.
Katsuki and Kirishima hop off the wolf's back. Katsuki kneels in front of the child, "We did it!"
"Really?! They are ok?!" The boy gasps. He eyes the wolf warily.
Katsuki chuckles, "Do you want to ride him to safety?" the boy hesitates so Katsuki ruffles the boy's hair "I thought you were brave squirt."
"I AM BRAVE" the kid rages.
"Then prove it!" Katsuki smirks in Challenge.
"ONLY IF YOU PROVE IT WITH ME!" the boy argues.
Katsuki grins "you're on!"
Denki and Kirishima chuckle at the display, they know Katsuki is trying really hard to make himself seem like a caring hero, they couldn't be prouder of him. Katsuki levels them with a glare, "Go find the others, the nerd and I will be there shortly!" Katsuki growls out. He picks up the kid and uses a small explosion to hop back onto the wolf.
"Hold on tightly to his scruff, so you don't fall off" Katsuki instructs.
The kid nods and does as told. Katsuki gives Izuku the signal that they are ready to go. Up in the air again the kid lets out an excited squeal. Katsuki asks the woman for directions to the safe zone. Turns out the safe zone is the start point. Izuku lands and bows in front of the already rescued civilians. Katsuki helps the kid down first, then the woman, he picks up the man and jumps off Fuji. Izuku transforms back and waves cheerfully at the civilians. He helps Katsuki bring the man to the set-up aid station.
"We have to go to the others," Izuku reminds.
"Yeah, Let's go, Nerd!" Katsuki agrees.
They leave the starting area and Izuku transforms again, Katsuki hopping onto his back. With a powerful leap, Izuku takes off again. He uses his Haki to pinpoint the rest of his team. He finds them in the building the hostages are located in. With the hostages, he senses Luffy, Ashido, Shoto, and Ace. A few stories above them is Shindo, and Sabo working together to take down a group of Thugs. Kirishima and Denki following behind. Izuku senses a slightly more powerful signature close to the top floor. Most likely the boss.
Izuku hovers above the roof, unsure if the building can support his wolf form's weight. Katsuki leaps off Izuku's back and lands in a crouched roll. Izuku transforms and silently lands next to him. Using the silent communication skill they have been working on their entire lives, he conveys that the boss is two floors below them.
Katsuki heads to the stairs quietly, he is no master in stealth, but he knows how to dampen his presence. Making him seem farther away than he is. He makes sure to check the door for any tripwires or traps. He disables the emergency exit alarm and motions Izuku forward. Izuku stops at the door to the stairwell, he notices a flashing red light through the little window. Izuku growls, "This door is rigged. There is a bomb on the other side."
"Tch" Katsuki grunts "Maybe we can break a hole in the floor"
"That could work but we don't want to give away our position." Izuku contemplates, "we could go behind him use the debris to cover us, then I can paralyze him."
"That would work," Katsuki pouts, "I was hoping to fight in this round."
"Kacchan, this round is about rescuing the hostages." Izuku reminds him, "It might be best to avoid as much fighting as possible."
"You are right, Nerd." Katsuki relents with a sigh. "Ok, let's do your plan."
Izuku nods and leads Katsuki to a seemingly random spot. Izuku points below him and mouths "He is right under us!"
Izuku points to a spot a few feet away from them, he powers a small amount of OFA into his tails and Katsuki uses AP blast to form a hole in the ceiling. They jump down and dodge the man's quirk blast. Izuku launches a feather at the man and watches as the man crumples down in defeat. He picks up the Paralyzed villain and leaps through the shattered window. He lands gently on the ground and places the villain off to the side.
The villain coughs "What did you do to me?!"
"I gave you a very strong form of muscle relaxer. I will reverse the effects when the authorities take you." Izuku states coldly, "Now, you are going to answer a few of my questions."
The man glares at him but doesn't refuse.
Izuku smiles innocently, "Great, now what was your goal here?"
…
Izuku's smile sharpens, "Ok fine, we will figure that out on our own. I was giving you chance to cooperate with me as a show of good faith. Well whatever, next question. How many hostages are there?"
…
Izuku growls warningly "you know what, fine 1 hostage or 50 hostages doesn't matter I will save them all. I hope you enjoy your time in prison."
Izuku turns around and leaps back into the building.
"Did you get any information from him?" Katsuki asks.
"He wouldn't talk," Izuku pouts, "but I have all the information I need anyways."
"True" Katsuki nods "Let's go help the others."
Izuku nods and they make their way down to the other floors doing a full sweep and disabling any traps they come across. They make it down to the second floor where there are sounds of fighting. Izuku observes the scene and smirks Shindo and Sabo are holding their owns against the group of seven or so thugs. Izuku and Katsuki get into fighting stances "You guys need any help?"
"They are tough and wearing us down, but I think we can handle this." Shindo huffs out breathing heavily. "Can't use my quirk recklessly."
"They mentioned their boss was watching," Sabo informs.
"We already took care of Boss Man" Katsuki smirks ferally.
"I paralyzed him and dropped him off so the authorities can pick him up," Izuku explains.
"What about the kid and his parents? Did they get to safety?" Shindo asks.
"Yes, I flew them to the relief center." Izuku states. "The others are in position, as soon as we take out these guys, we can free the hostages."
"Yeah let's hurry." Sabo states, "I think one of them can drain energy."
Izuku flares his flames around both the other teens, "What's this?" Shindo squeaks.
"I can change the properties of my fire as long as it is medical in nature. Basically, I revitalized and removed fatigue and muscle strain." Izuku briefly explains.
"Useful" Shindo nods gratefully.
Izuku nods and releases his feathers, "I'm going to paralyze them."
"Go for it." Sabo agrees.
Izuku launches his feathers and watches as some of the thugs collapse to the ground, "Bring them outside, Chargebolt! Let loose."
Two things happen at once Izuku releases his fire in a protective column around him and his team and Denki unleashes his lightning zapping the remaining conscious thugs. With the thugs down Izuku instructs them all to bring them downstairs and outside to wait for pick up. All that is left is to get down to the hostages and escape.
Izuku and Katsuki lead the way down to the basement when the building starts shaking. Ashido's panicked voice rings out, "There's water flooding the area, hurry to the exit."
The group moves faster reaching the basement. They bust a hole in the ground as Shoto makes an ice ramp so the civilians can run out. Izuku orders, "Luffy, Ace, Red Riot, and Chargebolt lead the civilians to the top. Shindo and Ashido go with them."
The group helps whoever can stand to evacuate the building. A few of the more stubborn or committed to the role stay behind as injured hostages. Izuku looks at them all calmly, "Don't worry. I am a healer I will have you all fixed up and out of here in time for diner." Izuku smiles warmly. "Due to how many of you there are I cannot give individual treatment; I am going to release my flames in bursts. For fatal injuries, 3 minutes under my flames will stabilize you. Broken bones, sprains, etc. take less than a minute." Izuku unleashes his flames while ordering Shoto and Sabo to slow the incoming water. Shoto freezes the water as far as he can, but Izuku knows they are one a time crunch. The water pressure is increasing, and this entire building is going to collapse on top of them. Izuku draws back his flames breathing heavily, he commands, "I am going to shift forms to carry us all to the surface. Raiken, Sabo, and Shoto will use their quirks to break the ceiling. My feathers will protect you all from debris."
He gets collective nods from the group and transforms into his wolf form. His team members help the civilians climb onto Izuku. The ice starts to crack and Izuku gives a warning trill. Katsuki gives the signal it is time to go. He and Sabo break through the ceiling while Shoto uses his ice as a shield from the debris. They make it up to three floors before Izuku starts to falter, clearly exhausted.
"Nerd, we are away from the water danger, land and we can walk the rest of the way," Katsuki commands.
Izuku trills and concedes to Katsuki's demand. He lands roughly already transforming before hitting the ground. Katsuki drops in front of him and catches Izuku on his back. Shoto used his ice to slow the fall of the civilians by making a slide. Shoto and Sabo help the civilians to their feet and guides everyone through the rubble to exit the building.
Reunited with the rest of the group, Katsuki puts Izuku down. Izuku's breathing is back to normal. "Do you think you can shift again to bring the civilians to the safe point?"
"Yea, then I want a nap." Izuku chuckles.
"You can nap after all the civilians are safe. Nerd." Katsuki smiles fondly.
Izuku nods and transforms again, everyone is boarded and ready to go, Luffy acts like the seatbelt to hold all the civilians on Fuji's Back. It doesn't take long before they are back at the relief sight. Shoto makes another ice ramp to help the civilians depart from Izuku's back. Katsuki gives Izuku the all-clear when the last civilian slides down with an excited "Wee!"
Izuku lays down in wolf form, he tells him this is for practice to get the public used to seeing his wolf form, but he can't help the happy rumble that escapes him hearing the civilians and children laughing while petting and climbing all over him. He closes his eyes and relishes the feelings of peace and happiness his wolf form is bringing to the others. He trills when he hears Katsuki warning the civilians not to touch the wolf's ears as they are very sensitive. He doesn't know how long he naps for probably 20 or 30 minutes but somehow his body has become part of a giant playground for the kids, Shoto has made winding slides and monkey bars. The laughter rings out over the area, more and more kids plus Luffy and a forced Katsuki playing tag and causing chaos. Even Shindo has joined in on the fun using his quirk to weakly vibrate the ground to trip the evil Katsuki and Denki leading to massive dog piles on the two teens.
*** UP in the stands***
"How are they going?" one of the proctors asks.
Mera hums "With the way most of the groups started, it doesn't seem like many of them will make the cut… still… the H.U.C. People aren't handing out as many deductions as we expected. So not bad, on the whole." He looks through the results "It seems one group stands out among the rest."
"Which group?"
"The one with the Wolf Child" Mera drawls, "it seems like he is a natural-born leader, placed everyone where their potential would be maximized. Used his wolf form to fly the civilians to the rescue point. He is even allowing the kids to play with him. It is not just his thought the others of his team are engaging the children. If this was a real scenario the victims would be scared and hurt; he has managed to calm the victims down and relieve the tension."
"So what next?"
"Hum" the man hums, "only one area has been completely cleared, I thought it would take longer to clear the area. Typically when the heroes are done with their section, they merge with others to help where they can. However, that was not in the parameters and they probably thought it would ruin the other hopefuls chances. After all, this is an exam."
Mera considers the with a smirk on his face he turns the intercom on, "Examinees, only one group has managed to clear their section of the field so far. Typically when the heroes are done with their sections in a real fight, they move to help wherever they can."
Katsuki and Shoto pick up the message as clear as day, Katsuki starts to gently usher the kids off the Wolf playground while Shoto slowly melts his ice. The kids whine and grumble about their fun being taken away but relent and let the heroes get back to work. Katsuki stands in front of Izuku, "Nerd, let's go."
Izuku trills feeling energized he lets rumbles escape his throat as the rest of his team load up on his back. Katsuki translates, "Fuji said it was nice to meet you all, and he hopes you had fun playing."
The kids' cheer and wave as Izuku takes off. Izuku uses his observation Haki to sense where there are still more civilians. He finds a couple in a ravine with what looks like broken arms and legs on a couple. He glides gently into the ravine and shifts back into his human form, "Are you all, alright?"
"My arms are broken!" A man screams.
"My Legs! My Legs!" another screams.
There are more shouts about twisted and broken ankles and a few that are bleeding from the head. Izuku approaches the most severe injuries while guiding the others to splint the broken bones until he can get there. Once all the civilians have been attended to, he transforms back into Fuji.
"Ok everyone, we are going to load you all up on Fuji, he will get us all out of here safely," Katsuki informs.
Fuji drops the people off with the other civilians and takes off again. Each time he goes out he comes back with a few civilians. After the second trip, there is a loud explosion off to the side.
"When it comes to protecting people in cities… a hero's job is complex and multifaceted." A figure makes its way out of the exploded walls "There's the actual rescuing… Plus…"
More explosions sounding off causing everyone to freeze.
"!"
"WHAT?!"
"WHOA!"
"Another terrorist attack?!" Kirishima exclaims.
"Guys! This is part of the exams…" Ace Shouts
"Seriously?"
"More to deal with?"
As the dust settles a figure can be seen "Gang Orca!"
'This guy was one of the heroes chosen to join Endeavor and Best Jeanist during the LoV takedown in Kamino Ward… he's a strong one"
"…Dealing with enemies!" Gang Orca snarls. "Can you really handle both situations?"
'He sits at the number 10 spot right now! And he is #3 in the "heroes who look like villains" rankings'
"Now, then…" Gang Orca taunts as he and a bunch of clones make their way onto the field.
"THE VILLAINS HAVE SHOWN UP AND ARE ON THE MOVE! YOU HERO CANDIDATES ON THE SCENE WILL SUPPRESS THE VILLAIN INCURSION"
"You've gotta be kidding me!?" A student shouts "We have to fight too?!"
"A scenario that would give even the pros some trouble…" Aizawa glares "All this for provisional Licenses?"
"ALL WHILE CONTINUING THE RESCUE OPERATION."
"What's your move…" Gang Orca sneers, "…Heroes?!"
Izuku is already leading his team over to intercept the villains, a couple of others stopping the rescuing to gawk. Katsuki almost explodes at them but calms himself enough to shout, "Save as many lives as you can, we can hold him off for now. Anyone not actively rescuing civilians can take out the clones!"
"Over there!"
"Right near the evacuation center!"
"Having Villains pop out there is just plain mean!"
"We're not done with the rescuing over here, but… it's not like we can pretend this attack isn't happening…"
"In this part of the exam, each examinee gets a set number of points from the start. All scoring is based on the deductions that follow. H.U.C. is responsible for judging the rescue efforts themselves. But beyond that… when it comes to maximizing quirk efficacy via positioning… bird's-eye-view stuff like that… is being evaluated by 100 of my fellow public safety commission members, each equipped with scoring manuals and comprehensive data on the 100 examinees. One scorer is assigned to each kid down there! If someone's score falls below 50 points, they fail! Do your best, guys. Make good choices…"
Izuku shifts into his human form again sprinting toward Gang Orca with his team with him, "we cannot let him pass us. It would be best if we moved the civilians away from here, but some are still severely injured. The villains' target is most likely the civilians, so we stay between the villains and the civilians. Shoto, erect an ice wall around the rescuee point, leave an opening so the others can continue dropping off rescuees. Shindo, Denki, and Ace use wide-range attacks to slow them down. Luffy, Kirishima, Kacchan, and I will be the heavy hitters. Sabo, Ashido, and Shoto contain the clones, don't let them escape or get near the civilians."
"Nerd, What about his quirk?" Katsuki asks.
"Gang Orca quirk: Orcinus. Does whatever Orcas can but on land." Izuku states, "Including an ultrasonic attack. With his ultrasonic attack, he can paralyze his foes."
"I'm gonna hit them with shock waves spaced at one-second intervals" Shindo warns.
"Don't worry about us, my heal suits will be effective enough to nullify any of your damage," Izuku shouts.
"Too Slow!" Gang Orca taunts. Using his quirk against Shindo. Izuku knocks Shindo out of the way and lands a punch to Gang Orca's jaw sending him skidding back. Green flames cover Izuku's ears as blood starts to trickle. "Is that the best you can do Heroes?! Don't get too cocky, Kids…!"
He powers up another ultrasonic attack aimed at the group of teens, Shoto uses his Ice to block the team.
"Midoriya! We can help with the evacuation!" Ojiro comes running behind him.
"It's not safe, we can keep him here." Izuku shouts back, he senses the frustration building in the group with Ojiro he sighs, "Ojiro, I am not boasting or anything but being a healer there is no safer place for them to be. Trust us and get more civilians out of the danger zone."
Ojiro nods, "Fine, I trust you to handle it."
"Of course," He flashes him a smile and a thumbs-up, "You can count on us."
Izuku watches as Ojiro runs off looking for more people to save.
"Blow the heck AWAY" comes a shout and a huge gust of wind.
"Wind?" Shoto exclaims.
"Inasa!"
"A villain Incursion is it?!" Inasa glares at the villains "What a heated turn of events they've decided to go with!"
Inasa and Shoto look eyes for a moment, something negative in the air, Inasa breaks the silence first with a sneer, "Why did you have to show up?"
"You…" Shoto freezes, he is not his father, he has changed.
"Why don't you help evacuate the area? Your quirk is suited for that." Inasa sneers. "I'll take care of this here!"
Gang Orca pauses in his attack willing to wait how this turns out. Izuku and Katsuki don't let that fly. Izuku comes at Gang Orca, "You are forgetting there is more than one hero on the scene!"
Katsuki moves in front of Shoto and glares at Inasa "If you are not going to help, go evacuate the civilians. We got this covered." He orders, "Let's move Icy- Hot"
Luffy and Kirishima attack the clones while dodging the cement gun bullets. Izuku jumps back to Shoto and Katsuki, "I know you two don't get along but wind feeds the fire. Ignore him for now, we have a job to do. You guys can sit down after this is over a fight it out then." He laces conqueror's in his voice to get his point across. "If you keep fighting, I will smash both of you into next week!"
"You are right little bro," Inasa agrees, "I will drop it for now."
"Good Thinking" Katsuki smirks. "All right let's do this!"
"Ok since we have Inasa here, I have a new plan." Izuku smirks "Ace stand over there, get flame commandment ready for the clones, Shoto you take the right. Inasa center field. On my signal I want you two to direct your attacks as low as you can. Swoop in from below and seal him up. If you can immobilize him just a bit, I can paralyze him. Kacchan and Denki help Luffy, Sabo, and Kirishima round up the clones for Ace. Kacchan, use howitzer impacts at the same time that Ace's fire connects. I don't want those clones reforming."
"Got it!"
"All right!" Izuku smirks ferally "Let's do this!"
With a plan in place, everything moves exactly as Izuku planned it would happen, within moments after the plan was made Gang Orca is twitching on the ground. His clone minions in a puddle around him. Izuku breathes a sigh of relief, they didn't need to move the civilians, and they kept their promise to keep the villains contained. Izuku looks around and transforms again. The group hops on as they usually do and Shoto holds a handout for Inasa to take. Inasa looks shocked but takes it anyway. Shoto pulls the other teen up onto Fuji's back and they take off. Izuku circles around the area making sure everyone has been saved. He drops down every once in a while, to offer help where needed.
"Let's check on the remaining H.U.C. members on standby… looks like three more to go before it's all over… I'll put an end to the test at that point. Don't let up just yet, Kids!" 'I see a nap in my future.'
"Bakugo, have Midoriya land I see some people." Shindo directs.
Katsuki nods and directs Izuku to land on a stable portion of ground. Katsuki and the other dismount to investigate the situation. There in the gorge looks to be two elderly people holding their arms.
"Look it's the heroes!" An elderly lady shouts "We are saved!"
"We hurt our arms really bad!" An elderly man screams "You gotta help us!"
Kirishima and Kaminari look down at them, "With injuries to the arms they can't climb up the gorge. Bakubro let Midobro know we have two more injured on the way. Shindo and I will help them up the wall."
"Got it" Katsuki glares muttering under his breath, "Stop telling me what to do, Shitty Hair!"
Luffy helps by Stretching his arms and latching onto the ground to make a makeshift rope to help the elderly climb the steep walls. It takes a few moments to get the civilians out of the gorge and back on stable ground. The wolf trills at Katsuki, "He said you are safe now, we will wrap your injuries here and bring you to the evac point. Fuji is using his remaining stamina to keep his wolf form." Katsuki translates with a smile.
The elderly couple nod and let themselves be carried onto the wolf. Luffy wraps his arms around the pair to keep them from falling off, "Don't worry, I'll make sure you don't fall."
"AHEM! AT THIS MOMENT… EVERY LAST H.U.C. MEMBER ON THE FIELD… HAS BEEN RESCUED FROM IMPENDING DANGER. THEREFORE, I DECLARE THAT THIS TEST IS OVER!"
Fuji takes off and lands a few moments later in front of the still-frozen evac point. Ace and Shoto dismount to melt the ice. Izuku chirps Katsuki huffs "Round everyone up, the civilians and other students. The Nerd is going to burst heal before he shifts back," Luffy, Kirishima, Ashido, Denki, Sabo, and Shindo move to round up the others. Izuku approaches when the ice melts and unleashes all his flames in a burst heal around him.
"So warm!"
"I can feel the soreness in my muscles melt away!"
"It's like I didn't do anything strenuous today!"
"This is the famous healing Wolf!"
Are some of the comments Izuku can pick up, he keeps the healing bursts flowing for a few more moments before it starts to flicker out. Izuku shifts back before he can stop himself breathing heavily and completely worn out. Katsuki catches Izuku before the other teen can face plant the ground, "you good Nerd?"
"'m fine, Kacchan." Izuku mumbles sleepily, "' M tired."
"You did good Nerd," Katsuki whispers, "rest now I'll let you know the results."
"THE RESULTS WILL BE ANNOUNCED ONCE ALL SCORES ARE TALLIED. GET CHANGED AND STAND BY FOR INSTRUCTIONS."
"Kacchan?" Izuku mumbles out.
"What is it Nerd?" Katsuki grunts.
"Gang Orca… Thugs… Paralyzed…" Izuku tries to get out, he's so tired but he is the only one who can remove the paralysis. He changes the properties of his feather to the antidote. Katsuki understands and calls their team over.
"Shitty Hair, Icy-hot, and Pikachu get over here," Katsuki commands.
Said boys head over watching Izuku mumble sleepily. "What's up Bakugo?"
"The Nerd paralyzed some people. I need you all to administer the antidote." Katsuki explains. Plucking a few feathers and handing them to the others. "Remove the paralytic feathers and administer the antidote, they should be able to move in about a minute," Katsuki instructs.
The trio nod and moves to find the paralyzed people. Shoto heads to Gang Orca and administers the antidote. "Sorry about this Sir," Shoto apologizes as he injects the antidote feather into the hero's blubber.
"What is this?" Gang Orca hisses.
"The antidote for the paralytic, Midoriya is the only one who can make the antidote as it uses his fire," Shoto explains briefly.
Gang Orca huffs and relaxes as feeling starts to slowly return to his body, "That kid, he is going to go far."
Shoto hums and sits next to Gang Orca, "I will be there to make it easier for him."
"Then let go of your petty hatred," Gang Orca begins. "If not for your friend I would have failed you and the wind user. Petty arguments are settled off the battlefield when lives are not in danger. If this was a real situation as a villain, I would have killed you both while you were arguing, if it escalated. Luckily you have a really good friend that obviously cares about you and decided to treat this as a real event."
"Thank you, Sir." Shoto states with a small smile, "I know it's not an excuse for my actions, but I let rage consume me by being compared to my father. When I started at U.A. I was so blinded by my hatred and wanting to prove to myself I could be a hero without my father I lost sight of important things like teamwork and communication. I know I still have a long way to go but with Midoriya and the others I don't have to do it on my own."
"You and your team have a promising future in Heroics, you all should think about joining my agency when you graduate." Gang Orca compliments.
"No thanks, Sir." Shoto smiles "We have already decided we were going to start our own agency."
"That's extremely difficult to accomplish. It will take a lot of hard work, time, and dedication." Gang Orca states, "but it is not impossible."
"Nothing worth having or doing is easy," Shoto states wisely.
"I suppose you are right." Gang Orca relents. Able to move again he stands and starts to walk away, "You have a good team, I will be rooting for you all."
"Thank you, Sir" Shoto bows. As Gang Orca leaves the area to the judges' room we waves over his shoulder to the young teen. Shoto heads back to the evacuation center to wait with the others. He spots Inasa sitting off to the side, he approaches the other teen and clears his throat, "I'm sorry."
"HUH?" Inasa's squeaks confused.
Shoto sits down and glares at his hand he takes a few moments to center himself, "I am sorry for how I treated you at the entrance exam. It wasn't right, and I'm sorry. To reject my father, to reject Endeavor… that is all I really cared about. I wanted to be the best hero I could be without my father's influence. Endeavor beat me into submission, into believing that friends would only hold me back. It wasn't until I faced Midoriya that I realized there was another way, Midoriya taught me that I am not my father, I can forge my own path."
"Why are you telling me this?" Inasa asks almost quietly.
"My own actions from before, and even today caused this. If it wasn't for Midoriya we would have failed." Shoto covers his face with his hand, "I thought maybe you would like a reason for why I ghosted you. I'm sorry."
Inasa sighs "I've never been scared of anything as far back as I can remember, I was the type who could get into anything. As a kid, I liked picking up the bugs and watching them scurry around. Everyone thought it was gross, but I loved those cool bugs. So before I knew it, I was totally obsessed with heroes. They'd dive headfirst into trouble and give it their all. That red-hot fighting spirit meant everything to me!" Inasa's smile turns to a frown, "But that is why I don't like that particular hero. That hero… he had this gaze full of hatred toward something far-off. He was the only thing in this world I couldn't stand."
Shoto watches him nodding along but not wanting to interrupt the wind user. "During the recommendation exam at U.A. I was so excited, the greatest hero school in all of Japan… the most hot-blooded school experience this country has to offer is waiting for me! Then you used your ice to pass me and I thought it was the coolest thing in the world. Even though you had that same icy hatred in your eyes I had to give you credit for your skills. I knew you were going to pass, and I was determined to be your friend. But you wouldn't even look at me, you blew me off the same way Endeavor did, I just didn't understand."
"I'm sorry Inasa." Shoto whispers, "I tried so hard not to become my father that I turned into the very thing I hated. I'm sorry!"
"Then let's start over!" Inasa shouts, "I'm Inasa Yoarashi, I love Hot-bloodedness."
"Shoto Todoroki," Shoto smiles softly "I love cold soba."
They sit in comfortable silence until Mera returns to the podium, "It's been a long battle, Boys, and girls, but now it's time for the results… Before that though…regarding the scoring system… we of the heroes public safety commission, along with the members of H.U.C. were deducting points on two issues as we watched you perform. We judged you on your ability to Act flawlessly in a crisis." He points to the projector screen, "anyhow, here are the names of those who passed the test in alphabetical order. Keeping everything I said in mind please take a look…"
Izuku cracks an eye open to glance at the screen 89 out of 100 have passed the exam. He looks down the list for his packmates and classmates. He finds all of his pack has passed along with Inasa and Shindo. He looks for his classmates, Iida and Ochako are the only two who he can't find on the list.
Shoto smiles softly "I guess we owe Midoriya our thanks."
"I agree," Inasa exclaims "It's because of Little Bro that we were able to pass. I shall train harder to be worthy of his help in the future."
"I will too," Shoto smiles. He stands up ready to face his friends, before he leaves, he turns back to Inasa, hand out, "Thank you, Inasa."
Inasa grasps Todoroki's hand and heaves himself up, "Well until next time, Shoto."
"Yeah, see ya." Shoto dismisses as he heads back to his friends.
"Congrats, Shoto!" Izuku cheers.
"It's all thanks to you, Midoriya" Shoto states, "Thank you."
Izuku smiles and nods "The most important thing is we passed."
"You are right," Shoto sighs "I almost let my anger get in the way of our goals, but we took your advice and talked it out."
"How did it go?" Ace questions.
Shoto smiles softly "I think I have made a new friend."
"That is great, Sho!" Ace cheers.
"I assume you've all had a chance to view the results. Next, we will be handing out score sheets. We've explained the scoring system in detail, so read them over carefully."
"Kirishima?" a guy in the suit calls holding a paper.
"Thanks!" Kirishima bounds over toward the proctor and grips his sheet.
"Bakugo?" Another man in a suit calls.
Katsuki grunts and tries to dislodge the still sleepy Izuku. He wiggles in a way that should be unbecoming of a hero but just happens to make him look graceful. He saunters over to the proctor and receives his paper. Muttering a gruff, "thanks".
"Midoriya?" The man walks straight to Midoriya and hands him the paper.
"Thank you, Sir." Izuku smiles softly.
He looks down at his paper he scored perfect marks. He reads through the comments of the people they rescued. "He made sure I stayed calm while promising to find my parents. He realized I was scared of his fire and skeptical of his healing. He took the time to show me how it works and explained to me what his fire does."
"He reassured me that my son was safe and that he will get us all out of there. His calm and understanding presence helped me feel safe."
"Even though this was a test he still used his healing flames on our fake injuries instead of pretending to do so."
So on, and so forth. He keeps reading through the papers to the other comments and remarks.
"The use of his quirks and analyzing abilities were flawless. He has leadership potential."
"The way he directed his team and others around him helped the rescue mission immensely."
"He jumped in when needed and helped the other heroes rescue others."
"He diffused a situation from escalating by reminding the two what was really important."
"His ability to get people to work together is a skill not enough heroes have but sorely need."
Katsuki watches Izuku reading his paper, the emotions that flit across his Nerds face makes him want to hit people. Izuku is not used to strangers being happy when they first see his wolf form. He approaches the Nerd, "how did you do, Nerd?"
Izuku wipes his face and beams a bright smile at Katsuki, "KACCHAN! Can you believe it, I passed, and the civilians really liked Fuji. And, and they really liked Fuji. And the kids felt really safe with Fuji. KACCHAN!" Izuku blubbers, tears, happiness, joy, and relief all fighting to be expressed.
Katsuki smiles warmly "That's great, Nerd."
Izuku calms himself down a bit, "and the proctors liked how I didn't hesitate and thought my plans through. They complimented how I maximized everyone's potential. I scored a perfect score."
Katsuki smirks, "Do you think you did better than me? Nerd!"
Izuku gulps "Not at all Kacchan, I think we are equals."
"You're Danm right, we are." Katsuki smirks smugly "I got perfect marks too."
"Kacchan's so amazing!" Izuku cheers.
"It's all thanks to you Nerd." Katsuki ruffles Izuku's hair playfully.
"It was a punitive scoring system, with a threshold of 50 points. On your score sheets, you'll see how many points you lost for each action."
"61 damn that was close" Ojiro sighs.
"I got 84! Pretty awesome, huh? See, the simpler you are, the better!" Sero boasts.
"Hold up, Momo Yao. You got 94?!" Jiro shouts.
Momo smiles just shy of looking smug.
The rest of the pack goes over to Izuku and Katsuki. Luffy rockets himself over to them nearly crashing into Izuku, giggling happily "Izu, Kats how did you guys do?"
"Perfect scores." Katsuki boasts chest out in pride.
"REALLY!" Luffy shouts, "you guys got perfect scores. So cool!"
"Not surprising for Izuku, but I thought Bakugo would get some point deducted because of his gruff personality," Shoto smirks.
"What was that Icy-Hot?" Katsuki rages
"I can't believe Blasty scored higher than me again!" Ace slumps over pouting.
"HA! Matchstick! What did you score?" Katsuki taunts.
"96" Ace pouts, "they said I could have done more with my quirk during the hostage situation."
"HAHA fucking Matchstick, you know what this means, loser?" Katsuki smirks.
"We weren't competing!" Ace tries.
"Fuck you, everything is a competition, and you know that!" Katsuki shouts popping little explosions from his palms.
Ace buts his head against Katsuki's head, shoulders licking flames around him, "we didn't agree that this was a competition, so I don't have to do shit!"
Izuku steps between the two Hot-heads "Kacchan, Ace is technically right. You didn't have an agreement, so this wasn't a competition."
Ace Laughs in triumph, Katsuki growls warningly.
"That being said," Izuku smirks "Ace may have forgotten about our little agreement scheduled for after the exams. He might want to rethink provoking you."
"Oh, Shit" Ace gulps, "Ok fine I relent, you won this round Blasty."
"Your mine tomorrow," Katsuki smirks.
"What do I have to do?" Ace gulps.
"Dunno yet," Katsuki grins manically, "but you are gonna wish you died!"
"Fuckkk!" Ace groans, he slumps over defeated.
"Going forward, those who passed now have legal right to Act in a heroic capacity, but only during emergencies. That means fighting, villains, rescuing people in disaster scenarios… even without a professional hero's guidance, you are permitted to act on your own. But keep in mind that every action you take… comes with a heavy responsibility to society." The air shifts to something foreboding "As you all know, the great hero All Might is out of commission. His active presence served as an important deterrent to crime. Without that factor holding them back, we can be sure that the more brazen villains out there will start showing their faces. The balance has shifted, and the world is bound to start changing in a big way. With that in mind, know that you, the next generation, are the central pillar of society." He pauses, "Now, as heroes… you will set a standard, you must become the new bulwark keeping crime at bay. Be aware that the licenses you now receive are provisional ones. The road ahead is still a long one, so study hard at your respective academic institutions!"
Mera holds up a hand like he is giving a last-minute thought "Now then… ahem… as for those who didn't make the cut… don't be disheartened by your scores. You have no time for that… Especially because there's still a chance… If you sign up for and complete a special three-month training course… and pass the individual test at the end… you, too, will be awarded your provisional licenses."
Izuku tunes out the rest, he is planning his next steps to building his grand army. Everyone in his pack has gotten their provisional licenses. This means as soon as Izuku can talk to Fuji and find out where the Elemental Nations are, they can leave. He smirks at the groans and mutter he picks up with other students complaining about how much more work they have to do.
***Meanwhile in Tartarus***
While the provisional license exam was taking place All Might takes a trip to Tartarus.
"The second half must be starting soon. Or maybe it already has?" AFO greets, "I was under the impression you were going to focus on your role as an educator going forward… So what do you want from me?"
"Just hoping to settle things for good" All Might begins, "All for One."
"This place is so restrictive All Might. Say… my back is itchy, so I try to scratch it against the chair." AFO begins complaining. "In that instant, the turrets all around the room lock onto me. They're constantly monitoring my vitals and brainwaves. The second I even think about using a quirk… my life is forfeit" he continues, "Deep underground. Constantly monitored. Guarded by layer upon layer of security… it's how they dispose of the broken like me. Our society calls this place Tartarus, from Greek mythology. It's the name of a deity representing hell itself. Even I would have a tough time struggling against this particular God."
"No. you can't get out at all." All Might agrees.
"Believe what you want." All for One shrugs. "Why have you come? Where's Gran Torino? Or Shanks? Or are you on your own? I assume the costume is your way of clinging to lingering regrets?" AFO smirks, "or no, don't tell me… you're still playing hero?"
"You talk too much" All Might states.
"Humor Me!" AFO demands, "I haven't had a real conversation in what feels like forever."
"Where is Shigaraki?" All Might demands with a glare.
"Dunno." AFO shrugs, "unlike yours my chick has left the nest."
"What do you want?" All Might asks.
"…" AFO refuses to answer.
"What did you want?" All Might rephrases. "You surpassed your human limits. You might have lived forever with that body… instead you squandered your gifts on manipulation. Exploitation. Toying with people. What did you hope to achieve?"
"This is hardly a productive discussion." AFO sighs. "I could tell you, but you'd never accept it. There are always people who just refuse to understand." All Might stares at him, "We're the same. You and I. You looked up to heroes who stood for justice… while I looked up to the devil. Simple as that." AFO shrugs "I held on to my ideals…and acquired the power to embody them. I would have spared no effort to live forever in a world shaped by those ideals."
"So why set up a successor…?" All Might questions.
"Really? You're asking me that? HAHAHA! I love it!" AFO laughs "because you stole everything away for me, of course! Look at this body! these tubes are the only thing keeping me alive. My ideals had unlimited potential until you put an end to my designs" AFO smirks amused. "When people know the end is nigh… they leave legacies. I was trying to do what everyone else does."
The guard outside interrupts, "three more minutes All Might…". All Might glances over his shoulder with a nod.
"No, Wait! You can't do this to me" AFO shouts, "I want to talk more… Ah, right, of course. I imagine society is shocked by your sudden retirement. But how are things going really?"
"Right." All might states remembering the embargo and the orders not to divulge anything.
"What a shame… but I have a hunch…" AFO smirks "The media is probably going on about how concerns over your retirement… and the people's reluctance to accept Endeavor warrants a renewed unified hero society. Meanwhile, there are those others that sense the growing unease. Those in the shadows who never really supported heroes are starting to mobilize. Teaming up with the belief that they too can change the world."
All Might glares at the prisoner, grinding his teeth together.
"I'm sure Tomura and his people are still lying low… waiting and getting a good look at the other groups rising to power, hoping to spread their influence. And I bet some of those villain groups are even butting heads." AFO smirks, "that's probably how things are at the moment, right? Assuming all my machinations are going according to plan." AFO grins triumphally, "Let's keep in mind though… that's all really thanks to your retirement and the face you used to wear."
"But you can't save people anymore, all you can do is watch in horror at the explosion of villain activity that you caused. I picture you living out the rest of your remaining years cursing your own powerlessness. But tell me, really…"
"How does it feel?" AFO taunts.
All Might stands up falling for the taunt and wants nothing more than to actually finish the job his fists clenched to his sides. The guard calls out to him with a warning, "That is close enough, All Might"
"Yes. People get angry when their true feelings are perceived!" AFO taunts gleefully, "Yet here you are, unable to even punch me. What a shame."
"Don't assume you're the only one who understands…" All Might begins, "And I know every thought in your head too… Shigaraki's related to my predecessor. And you've spurred him to kill me… me and the boy too. Isn't that the plan?"
"So?"
"I won't die. I won't let Shigaraki kill me." All Might glares with a promise, "I won't let myself be killed! The future in store for this world isn't the one you want!"
"Settle things for good." That was your line…" AFO smirks again "Is that really all you came to say?"
"All Might." the guard calls "Time's up. Please exit."
All Might turns to the door, about to leave. "The future you foresee… I'll smash it! As many times as it takes. You'll be the one watching in horror while you live out your remaining years." All Might leaves but he catches the maniacal laughter AFO lets out. He thanks the guards that escort him to the exit of the building. Tsukauchi is waiting for him in his car.
"Sorry, this had to happen during the exams. The hoops you gotta jump through to visit Tartarus are hellish" Naomasa apologizes, "how'd it go?"
"If you were hoping for any intel… you're outta luck." All Might states as he glares out the window.
"Didn't think it'd be that easy." Naomasa states, "We're in for a long battle."
"The LOV is laying low, slowly expanding the organization…" All Might states.
"Figured, they'd be foolish to attempt another attack." The detective agrees "Oh, one other thing. I didn't have the time to do the paperwork, but what about a meeting with Stain?"
All Might's phone buzzes, "hold on a second." He takes a peek "It's Midoriya" All Might smiles as Izuku informs him the pack plus Sabo has passed the exams.
"What's going on?" Naomasa asks curiously.
"Oh… nothing…" All Might smiles. The car swerves a bit, "Hey, watch the road, Tsukauchi!"
After the Exams Aizawa pulls his students aside, "Class when we get back to the school, Principal Nezu is holding a mandatory school assembly."
The students break out in anxious chatter, confusion, and worry spreading over the group.
Aizawa sighs, "It is more informative measures the school is taking to ensure the safety of the students."
The class seems to calm a bit as they load onto the bus. Aizawa watches as some of the more outgoing students hover around the pack. Izuku and the pack slightly cage Sabo in a protective circle. Aizawa smiles it is hard to tell for sure if this a conscious act to play to the role they have forced upon the new teen; or if this is because Izuku has accepted the boy as his and is protecting him from the curious stares of the class.
Aizawa sighs, "Some of you may have noticed that we have taken a new student into our class." The students pause in their advances, "I cannot tell you guys much, but on my mission last week; we rescued the teen. He is an orphan, with nowhere to go. He will be in our class for the foreseeable future." He levels a glare at the students, "I expect you all to treat him fairly, and respect his boundaries."
"Yes, Sensei!" the class responds.
Aizawa relaxes, "Good, now get on the bus."
The students load up on the bus chatting quietly amongst themselves. Izuku slumps over Katsuki clearly exhausted and barely staying awake. Katsuki leans over to whisper something in Izuku's ear that Aizawa doesn't quite hear. But Katsuki looks openly soft and Izuku has a calm sleepy smile on his face as he nods and uses the explosive teen as a pillow. Shoto looks deep in thought, possibly about the teen from the other school. Aizawa will have to ask about that later. Ace is a quiet source of comfort for the Icy-Hot teen, he rubs small mindless circles on the teen's back. Luffy, Ace, and Sabo chatter quietly, the brothers filling Sabo in on everything he has missed. Denki slumps exhausted and one brain cell away from brain failure using Kirishima as a pillow. The electric teen slurs as he tells the hardened teen about his support gear from Kato and gushing on how it fits him perfectly. Kirishima is completely content with being used as a pillow as he diligently listens to everything around him. Aizawa smiles fondly watching as his eyes drift back to Katsuki. The teen has his eyes closed head tipped back he almost looks asleep. But Aizawa can see the twitching of his ears listening and ensuring the safety of his pack, he can see the gentle wag his tail makes as he relaxes in the realization that everyone is fine; he can let his guard down for a moment. Aizawa breathes a sigh of relief barely audible, but Katsuki cracks an eye open and studies the teacher. His eyebrow is raised slightly in confusion while his vermilion eyes flash with worry. Aizawa buries his smile in his scarf, it's ok the boys know how he feels about them, he shakes his head slightly to tell the explosive teen 'nothing is wrong. The teen shrugs his shoulders and relaxes against Izuku once more.
Shota Aizawa sometimes forgets how much his faux younger brothers have been through. He regrets every time he sees their guards up around people they should trust. He doesn't want to remember that they are children when he thinks of the war a week ago and how well they did. He doesn't want to remember the terrified look in Izuku's young eyes when Katsuki was taken. Sometimes he can't help but hate himself, Shanks, All Might, and even Hawks because they all had a hand in making them this way. They all trained them at one point or another, put burdens on the boys they shouldn't have at such a young age, and now, now they depend on the boys to save the world. Other times he is proud because his boys are resilient, hopeful, bright, heroic, and many, many more amazing things. And if Shota Aizawa knows one thing as an absolute fact is that no matter how hard the adversities try to push them; they push back a million times harder.
**** U.A. High****
The bus reaches U.A. as the students leave, their teachers guide them to the ceremony field. Principal Nezu stands on stage with All Might and Shanks flanking each side. As the students settle principal Nezu begins his speech, "Hello! It's everyone's favorite small mammalian principal!" He greets the students cheerfully. He goes on a tangent about keeping healthy fur by ensuring proper dieting and getting enough sleep.
"Super Irrelevant"
"Obnoxiously long-winded"
"And the biggest recent disruption to our lifestyle, as you all know… was the incident that took place this past summer." He breathes heavily, "The loss of our pillar. The focused attacks of our own students. We're seeing the effects of that emerging at a rate beyond expectations. Our society needs to prepare for unparalleled hardships in the near future. This applies especially to those of you in the hero course. Including you second and third years on work-study. Going forward, you must be more aware than ever of the threats out there."
"Work-Study?" Ashido murmurs.
"I'm guessing that's the next step after internships?"
"Such gloomy talk makes us all heavyhearted, I know. This is why we adults are doing our best to keep things from getting too dreary! We hope to inspire an industrious ethic in young men and women so that you may go on to become capable members of society. The business course, the general studies course, the support course, and the hero course. Do not forget… that it is all of you who will inherit this society."
Behind Nezu 9 figures approach the stage, the students break into anxious chattering.
"Who are they?"
"They don't look like heroes I know of."
"I'm sure we will find out soon."
Nezu clears his throat, "I know everyone who took the exam today is exhausted. However, due to the recent attacks, this school has been under, mainly Class 1-A, we have decided to hire out. These nine people have accepted positions at this school to help keep the students safe in the event of another attack." Nezu turns to the line of people, "Please introduce yourselves and the role you will be taking."
A blond steps up to the podium, "I am Sanji Vinsmoke, I am a chef that specializes in foods that revitalize and reenergize. I will be working in the Cafeteria with Lunch Rush. When not in the cafeteria I have received permission to teach kickboxing to anyone interested."
"So cool, another martial artist!" Ojiro exclaims.
The next to step up is an older red-haired man with pompadour-style hair, "I am Thatch, also a Chef. I am proficient at multiple forms of fighting and am willing to help with anyone's combat style."
I tall short-haired raven steps up next, "I am Trafalgar Law. I am a surgeon. My abilities allow me to summon a room where I can perform surgeries, I can move anything within my space. I am also proficient in multiple fighting styles as well. I will be working with Recovery Girl."
"I am Marco the Phoenix. As my name states, I turn into a Phoenix. I am employed by The Red Force, but I have been hired by U.A. to perform security work." Marco shifts into his bird form to show the students.
"So pretty"
"So manly"
"He's like that kid from the hero course that turns into a wolf."
"Did you hear there are two of them now?"
Marco shifts back, "I have shown you my other form, sometimes I like to perch on roofs and fly around." This comment receives chuckles and snickers from the students.
A man with dreadlocks comes up, "I am Yasopp, like my friend Marco I have been hired to perform Security work. I do not have any cool power like my friend but if anyone wants to learn sniping or sailing, I would be happy to teach you."
"How is Sailing going to help us be heroes?"
"I'd be interested in learning it, Ribbit."
"Me too."
An old man steps up next radiating controlled power, "I am Silvers Rayleigh. I will be teaching hand-to-hand combat with Shanks. Along with that, I am a master in cultivating unbreakable wills."
"Unbreakable Wills?"
"What does that even mean?"
A green-haired man steps up, "I am Roronoa Zoro, I am a swordsman. I use Nitoryu and Santoryu. I have been hired to teach swords skills."
"Santoryu?"
"That means three swords style. Nitoryu means two swords style, also known as Dual Wielding."
"How is Santoryu possible?"
"I guess we will find out in class."
Another raven with the eyes of a hawk steps up, "I am Dracule Mihawk, swords master. I will be teaching swordsmanship with Zoro."
Finally, a woman steps up, "I am Nico Robin. I have been hired to stay at the school as Class 1-A's female dorm supervisor. I will also be maintaining the school library."
"Not fair such a hot woman watching Class 1-A?!" a tiny purple grape-like man screeches, "What about the rest of us?"
Nezu takes up the podium again, "Class 1-A is in significantly more danger than the other classes. Midnight will be watching over the females in class 1-B. I understand this is a lot to take in, it may also seem unfair, however, two Class 1-A students were kidnapped during the summer training camp. Class 1-A has been attacked during their training in the U.S.J. And one of Class 1-A's students was attacked at the mall during an outing with their friends. The extra security is to help lessen the workload of the staff. I did not say they're only going to watch one class."
The students seem placated for now, so Nezu dismisses them to their teachers. Class 1-A gathers waiting for Aizawa to dismiss them. Aizawa shows up looking as tired as always, "I advise you all to acquaint yourselves with the new guards. They can teach you things from other areas that will help in your future careers. Always take advantage of skills that will make you a more rounded hero." Aizawa sighs, "you never know what you will be doing an ocean rescue, only to realize you have no idea how to sail the rescues back to dry land."
"I suppose that makes sense, Sensei" Jiro confirms.
"Think about it, we resume classes tomorrow." Aizawa sighs, "I will make a list of extra training programs and times, I encourage you all to sign up for at least one."
"Yes sensei!" the class rings out.
Aizawa walks away and pulls his phone out.
To Problem Children
Nezu wants to talk with you, go to the conference room.
Izuku feels his phone vibrate in his pocket he reads the message and sends a message back. Asking Aizawa if the principal wants the entire pack or just him. Izuku doesn't have to wait long to get a response.
To Problem Children
Might as well bring them all.
Izuku smiles and shoots Aizawa a nod as their eyes meet. He grabs hold of Katsuki and pulls him towards the main building. The Pack follows close behind they ignore the questioning from the rest of their classmates. They make it to the conference room within a few moments. Izuku knocks on the door. All Might answers the door letting the group enter the room.
"Nezu will be here in a moment." Shanks states.
"Hey Shanks, All Might." Izuku greets smiling widely.
"Hello Midoriya, how were the exams?" All Might asks. He knows they all passed but he wants a more detailed recounting of the exams.
Izuku smiles "We worked together and treated the exams as if they were real. Kacchan and I received perfect marks."
"That's great Izuku!" Shanks congratulates.
"I am proud of all of you." All Might praises. "Not just for the exams but your mission as well. I want you all to know that if you need to talk, I'm willing to listen." All Might finishes with what he hopes to be a comforting smile.
Izuku smiles softly, "Thank you All Might, I think we are handling things ok." Izuku flashes his eyes toward Ace, Shoto, and Luffy his smile just a touch sad though it is possible no one but Katsuki sees it.
All Might nods he knows the boys are stubborn, "just know it's an open offer."
The pack nods gratefully. Aizawa and Nezu take that moment to enter the room. Nezu shimmies off Aizawa's shoulder onto the table. "Good to see you, boys. Congratulations on passing the exam."
There is a chorus of "Thank you sir" along with a grunted "'s easy" followed by a giggle.
Nezu smiles at the boys, "I called you here because I need Midoriya's input on something."
Izuku's eyes shine as he uses all his strength to contain his excitement, "What do you need Sir?"
"I will make this brief, but I was thinking of making an "Underground Hero Course" for the kids you will pick up from these other worlds. From your notebook, I can assume there would be too many to put in Aizawa's class."
"Who would be the teacher?" Izuku questions.
"All Might or Shanks" Nezu states simply.
"That would work for now, but I think most of the children are from the elemental nations they would need someone who knows how to use chakra to teach them. In my notebook, I have a couple of adult ninja that should be coming over as well. Since it will be an "Underground Course" no one really needs to know the teacher." Izuku starts his eyes start to glaze over, "I also need to know if chakra like Haki can be taught. If it is possible it would be wise to start integrating it into the curriculum."
Katsuki smirks and bops Izuku on the head, "Nerd, you lost them."
Izuku blushes, "Oh, right sorry Kacchan."
"Have you spoke to Fuji yet?" Nezu asks.
"No, I was going to see him tonight. There are a few things I need to look at first." Izuku shakes his head. Izuku rummages through his backpack looking for the small intricate box he found with the one piece. As he finds it, he pulls it out and places it on the table, "I found this right before we left the Grandline." Izuku blushes, "whatever is inside this box calls to me. I think it has something to do with getting to the elemental nations or the spirit gods. I wanted to open it and see if Fuji recognizes it."
"Have you tried to open it yet?" Nezu asks looking at the box excitedly.
"No, I didn't want to be distracted during the exams but now…" Izuku cuts off staring at the box, fingers twitching. He zones out and reaches for the box, with intense focus he pulls out his notebook opening a blank page he starts writing all the details he sees. He fiddles with the edges and notes the minute changes.
Katsuki watches Izuku tinker with the box with a fond sigh, "Well we lost the Nerd."
"That's fine if he can get it open during this meeting then we can get some insight as to what it might be. Roger was also drawn to that box." Shanks states.
"Did Roger manage to open it?" Shoto asks.
"Sadly, he passed before he could," Rayleigh informs.
"If anyone can get it open it's the Nerd," Katsuki boasts. "Like a box from another world will stop him."
Izuku squeals in delight as he has managed to open a portion of the box. He scribbles his findings down and continues tinkering and prodding at the box. Slowly working it open bit by bit. Katsuki starts hearing something calling out to him. He watches intrigued as the whispers get louder Katsuki can't make out what they are saying but he feels a sort of sadness, pain, hopelessness coming from the box. Almost like it needs help, or it will lead them to something that needs help.
Izuku nods as he catches Katsuki's eye, he hears it too, he feels it too. He furrows his eyebrows as he concentrates on getting the box open. Everything is silent while Izuku works on finishing the last few locks to the puzzle. Everyone waiting with bated breaths as the final lock clicks in place.
Izuku looks inside the box, face taking a confused look as he holds the trinket that was locked away. He can hear voices sort of, to him, they sound animalistic like Fuji or Fenrir. An idea comes to mind or maybe it is instinctual, "this might allow me to talk with the other spirit beasts."
"Are you sure, Nerd?" Katsuki asks.
Izuku nods, "I not 100% positive, but I can hear them. They are hurting, in agony. Maybe Fuji will have some insight. Kacchan can you hear it? Does Fenrir hear it?"
Katsuki concentrates he hears it as well. Fenrir grumbles in him almost excitedly. Izuku and Fuji are different from Katsuki and Fenrir. Maybe because Izuku has had Fuji since he was five, that the Nerd can only consciously hear Fuji when shifted or meditating. Izuku probably mistakes Fuji's presence as his own instincts. Katsuki however, can hear Fenrir all the time. Katsuki has to actively tune him out when he needs to think without the wolf's influence. He has to admit for the week he has had Fenrir, he can't deny that he likes having him. Listening to the wolf grumble, complain, and his witty remarks are hilarious.
"Tell the kid that I have heard these voices before," Fenrir grumbles.
Katsuki relays Fenrir's message to Izuku. Izuku studies Katsuki, "Did he mention where? Or Who these voices belong to?"
Katsuki pauses for a second eyebrow twitching irritably, "he says he can pick out a few of the voices. He says the deep growling voice is Kurama. The higher-pitched one is Shukaku. The others are hard to distinguish."
"Kurama, and Shukaku? Isn't that the Nine-Tails and the One-Tails? They sound pained." Izuku breaks off into a whimper. "We need to get to the Elemental Nations. We need to help them." Izuku sounds pained.
"We don't know where to look for it yet, we need more information." Katsuki reminds.
"Fuji said Shanks was from the Uzumaki clan. If Shanks managed to leave the Elemental Nations, then there is a way to get to it. Fuji might be able to tell me more. I'm gonna meditate." Izuku decides.
"Shouldn't you wait till you are in a more comfortable location?" Nezu wonders.
"No, there is no time. Since we are all here, I might as well do this now instead of calling another meeting later." Izuku finalizes.
Nezu relents and silence takes over the room.
Katsuki growls at Izuku, "I'm going with you Nerd."
"Of course, Kacchan." Izuku nods. He closes his eyes and slows his breathing matching his breathing to Katsuki. As he sits, he feels his mind or consciousness being pulled into himself. He opens his eyes, as usual, he is in the heart of OFA, none of the predecessors are awake so he heads to Katsuki's echo. He reaches for Katsuki and pulls him in as soon as he feels the other teen.
"Let's figure this out, Nerd." Katsuki grunts.
Izuku nods and the landscape changes to Fuji's den. Katsuki will never get used to the forest inside his Nerd's mindscape. They wander down familiar paths to reach the cave-like structure in the middle. Reaching the outside Izuku calls for Fuji, "Fuji."
The wolf grumbles as he makes his appearance, "Kit? What brings you and mate here?"
"I opened the box, there was a trinket in there." Izuku rushes out, "Fenrir recognized some of the voices as Shukaku and Kurama. There are nine sections, each numbered. There are names etched into it as well. The middle has some sort of design, but I can't make heads or tails of it." Izuku sketches it out in the dirt for Fuji to inspect.
Fuji studies the picture, it indeed has the names of his brethren engraved on it. He recognizes the middle design, "Pup, the middle is a seal."
"A Seal?" Izuku asks confused.
"Yes, similar to a bind. The Uzumaki Clan in the Elemental Nations were famous and feared for their knowledge of Seal Work. Seals can be used to trap, contain, release, and repel among other things. This particular seal is called the Biju Enhancement Seal."
"What does it do?" Katsuki asks.
"I'm not sure if it is supposed to give the host more access to the spirit's power, or if it's supposed to make the spirit stronger. Can you tell me more about this medallion, Pup?"
"The names are color-coded and don't appear to change. The numbers fluctuate in colors ranging from green to almost black. Not too sure what the colors mean. When I studied the darker colors the feeling of agony was so strong. I heard faint whispering almost like they were calling for help. I want to say the medallion somehow represents their state of being. Do you think the medallion will help us find them?"
"I think with the Medallion and the One Piece you should be able to get to the Elemental Nations. The Medallion seems to be connected to the Spirits. I think the seal on it will help them. Don't worry Pup, when we do find them, we will heal them. I will have to study the seals on the hosts to find out what is hurting them."
Izuku slumps, "how does the One Piece and the Medallion get us to the Elemental Nations?"
Fuji hums, "the One Piece connects to multiple worlds. You could reach the Elemental Nations without the Medallion, but it would be by chance since none of you have been there before. The Medallion will lock onto to the Spirit in the most trouble and the One piece will send you to him."
Izuku huffs out a relieved breath, "So I'll be able to help them. That's good."
Katsuki clears his throat, "We need to tell the others, then Nezu can send us on another mission." Katsuki pauses as he considers, "it might be a few days before we can help them."
Izuku whimpers, "I know, Kacchan. I am worried we won't make it in time. In my visions, we barely made it in time before Shukaku was about to be taken. Gaara will die if we are late."
Katsuki growls protectively, "don't worry Nerd. We will tell Nezu about the threats you remembered from the Elemental Nations. We tell him we barely made it last time. If I can hear them calling for help, maybe Nezu can as well."
Izuku brightens, "Thank You, Kacchan." Izuku turns back to Fuji, "Thank you, Fuji. We'll see you later." Izuku grabs onto Katsuki and heads back to OFA. Izuku leads Katsuki to his flame again and watches as Katsuki goes back to his own consciousness. Izuku meditates again and relaxing his breathing as he comes back to himself.
Nezu watches as the two teens come back to themselves. It's fascinating really, Nezu thinks. Having a bond that allows the mates to enter each other's consciousness. Nezu can't remember ever meeting a pair so entuned with each other as these two teens. He watches as Izuku blinks his eyes open, he studies the room and his eyes fall on his still meditating soulmate. Izuku whispers to Katsuki softly, so softly Nezu can't pick it up. Soon enough Katsuki's eyes flutter open. Nezu gives them a moment to center themselves. "Welcome Back, boys," Nezu greets politely.
Shanks studies the two boys, he notices the subtle shaking racking Izuku's frame, "what did Fuji tell you?"
Izuku locks his intense gaze at Shanks, "Fuji said the One Piece and the Medallion will get us to the Elemental Nations by locking onto the Spirit in the most trouble."
"How do we know which spirit is in the most trouble?" All Might inquires.
"I can hear them. Right now Shukaku and Kurama are the loudest. Kurama is angry about something, he is in pain, but Shukaku is in danger. If my visions hold any truth he is about to be extracted from his host. In my vision, we barely made it in time." Izuku manically gets out.
"We will start planning to send you guys to the Elemental Nations soon." Nezu starts.
"THERE'S NO TIME!" Izuku hollers. Tears fill his eyes, "if we don't make it in time, Gaara dies. Everything we have fought for up until now will be for nothing. We need all the pieces, if we lose one of the Spirits our chances of winning this war significantly decrease."
"Izuku calm down." Shanks orders with a bit of Conqueror's Haki in his voice.
Izuku shakes his head in defiance, battling his will with Shanks, "you don't understand, you can't hear him. He needs help." He growls in fury, "you're expecting me to let someone die. Someone no older than me."
"No one is expecting you to let someone die." Shanks interrupts, "but we need you to calm down so we can plan." Shanks send Katsuki a hopeless look, looking for help to calm Izuku down. Katsuki looks at Shanks just a defiantly as Izuku. Shanks chances a look at the other Pack Mates; he receives looks of fury across each of the boys' faces. Shanks sighs, "I'm sorry, Izuku. I didn't mean to imply that we needed to wait long. Going to another world without a plan is going to be more detrimental to the overall success of the mission."
"We understand that, but the Nerd already knows what he has to do." Katsuki glares at Shanks.
"And what is that?" All Might speaks up.
Izuku forces himself to calm down, "My visions of the Grandline were spot on. It only makes sense that my visions of The Elemental Nations are spot on as well. When we get there, we intercept an organization called the Akatsuki from taking Shukaku from Gaara, saving the boy's life. We meet up with Kurama and his host Naruto, they take us to another village; allied with Gaara's village. From there we meet and speak with their leader the Hokage, we inform them of the tragedies, and I agree to let one of them enter my mind to see my memories. The leader sends Naruto, his teacher Kakashi, and two other Ninjas with us to prevent the capture of the other Spirits. With their help, we gain more allies and save the Spirits and their hosts. When we get back to the village the leader of the Akatsuki is already attacking. The village is in ruin most of the ninja are under rumble dying or already dead. I use Fuji's soul manipulation ability to save everyone. After everyone is safe, Kacchan, Naruto, and I find the leader. After talking to him, we find out he is being manipulated by something called Zetsu. Fuji heals the damage Zetsu does to this guy's soul and mind. He becomes a formidable ally."
"You let them go into your mind?" All Might screeches.
"I am asking them for their help, to help a world, not theirs. If I have to be a little vulnerable to ease them, I have no problems with that." Izuku explains, "I need them to trust me. It's the only way this works. They see my visions and everything about the Calamities. They also see the fall of their world and agree to help save ours."
"Is it wise to trust so many of them? What happens when the war is over? Will they try to seize power for themselves?" Nezu asks.
"That's irrelevant right now. We need their help; we can negotiate terms of power after the war is over. In my vision, we have a council of leaders rather than one person with all the power. Each world elects two people to be their voice, laws, and rules are determined by voting. Everyone is treated equally children all go to the same schools regardless of powers, quirks, chakra, or devil fruits it doesn't matter they are all treated fairly." Izuku explains. "It is the only vision I see after the war."
"I see." Nezu nods. "That does seem like the most ideal solution for the distribution of power."
Shanks sighs, "I guess that's a good enough plan for now. We are at a disadvantage because we don't have people on the other side that we know. In the Grandline I knew Whitebeard and we had my crew. I am just wary of being in a place that we know nothing about."
"I understand Shanks" Izuku nods, "everything will work out. We can adapt to the minor changes as they come up."
Nezu nods, "I will create a cover mission for you by tomorrow and we will hash out the details after your classes. For now, you are all dismissed."
Izuku and the pack leave the conference room, they make the trek to the dorms in silence. Izuku spots Ashido and waves her over.
"What's up, guys?" Ashido greets.
"Come up to our suite in a bit." Izuku whispers.
"Ok, you guys look tired. I'll come to get you before dinner." Ashido winks.
"Thanks, Ash." Izuku nods and leads the group up to their suite.
Opening the door Izuku plops onto the couch with a huff. He hunches over and buries his face into his hands. Shoto sits beside Izuku and lightly rubs his shoulders, "Do you want to talk about it?"
Izuku sighs, "I'll be ok Shoto."
Ace. Luffy and Kirishima plop down around the distressed teen. Katsuki stands protectively behind him. Ace sighs, "I've never seen you use Conqueror's against Shanks before."
Izuku whimpers, "I didn't mean to. But when he told me to calm down, I snapped." He hunches in on himself, "I know I have being irrational, but hearing Shukaku in agony and being told I need to calm down hit me harder than I thought it would. I couldn't stand the thought of letting Gaara die."
Kirishima's face turns confused, "Why does Gaara mean so much to you?"
Izuku whimpers unable to answer, Katsuki sighs, "Gaara becomes pack."
The other's eyes widen, "are you serious?" Ace questions.
Izuku whimpers, "Yes, I'm serious. Just because I don't know him right now and to him, I'm a stranger doesn't mean I don't have memories of him. To me and Fuji he is pack. Others in the Elemental Nations become pack as well, but Gaara is the one in the most danger right now. I can't sit around and do nothing."
"Imagine what the Nerd would go through if he was unable to save Ace. If he was forced to sit here and do nothing as Ace's soul was ripped out of his body." Katsuki growls.
"That's terrible" Luffy gasps, his eyes tear up. Kirishima holds him as Ace's face pales.
"That is essentially what Shanks is telling him to do." Shoto realizes.
Izuku silently weeps as the pack closes in on him to give him comfort. Izuku ends up slumping into Katsuki crying himself to sleep. Katsuki rubs Izuku's back and lays with him on the couch. The other's retreat to Ace's room, Katsuki doesn't care what they are doing; all he cares about is that they are being quiet and letting the nerd sleep.
