Raoul Evans returned back to the living after convincing the Goddess of Love to let him return. He was outside the kingdom as he was inside the forest of the outside walls.
"So she let you come back." A voice said to him.
Raoul turns to see a man who was covered in a cloak with a hood that was hiding everything except his mouth and nose.
"Who are you?" Raoul asked.
"Oh, you can just call me Kurusu." He introduced himself. "But for now you can call me an ally."
"Ally?" Raoul scowled. "Why do I want you as an ally?"
"Because I know what you'll do," Kurursu smiles. "But…"
"But…" Raoul raised a brow.
"But it's too boring," Kurusu says.
"Boring? What are you talking about?!" Raoul questioned him.
Kurusu just sighs, "Come on, torturing every evil person who has done something terrible? Boring!" Kurusu stares at Raoul. "These people are nothing but malice, people who want to cause nothing but pain, injury, or distress to another innocent like your mother or your sister."
"Don't you talk about them!" Raoul charged forward at Kurusu but only went through him.
"I'm not actually here but I'm here to give you this." Kurus held out the Zetsumetsu Driver and the Ark Scorpion Progrisekey. "Power that you can't get in this world. And you can show the people in this WORLD your new power."
"You keep saying this "WORLD" what do you mean by that?" Raoul asked.
Kurusu smiles, "I'm glad you asked because I am a traveler… a traveler between worlds, where I create Kamen Riders."
"Kamen Riders?"
"Sometimes their heroes or sometimes their villains and each world that needs one I created one or a few," Kurusu explained.
"And that's why you're here to create one?" RaRaoulul asked again.
"An anti-hero is what I'm making." Kurusu handed him the devices which Raoul unconsciously accepted.
"So, how do I use this?" Raoul asked.
"Place the large device on your waist and it will tell you the rest," Kurusu explained to him.
Raoul did what he was told and placed the Zetsumetsu Driver on his waist as it created a belt around him.
He then placed the device to his waist forming a strapping it around his waist and made it look like a large bulky belt.
ZETSUMETSU DRIVER!
After he placed the Zetsumetsu Driver onto his waist, the device gave out all sorts of information into his head. Raoul then unfolded the white and purple half square and turned it into a diamond which gave him authorization. Lastly, he activated the Ark Scorpion Progrisekey.
ARK SCORPION!
"Henshin," Raoul says as he inserts the Progrisekey into his Zetsumetsu Driver.
PROGRISE! ARK!
Kurusu then smiles as he sees Raoul covered by black goo known as malice. Raoul could feel the malice sting his skin like they were pincers.
DESTRUCTION! RUIN! DESPAIR! EXTINCTION!
Red kanji and purple energy & electricity surrounded Raoul before the malice dripped off of the betrayed hero having fully finished his transformation.
ARK SCORPION! The Conclusion After Evil Climbs The Top Of The Highest Mountain Of Rock.
Kurusu could only grin as see Raoul as the new Kamen Rider for his world.
Raoul now wore a black bodysuit with grey lines running down on the front side of his suit. On his bodysuit was attachment armor clamped down upon his body. He had black-colored leg guards, boots, and forearm guards held by purple wire grips. His shoulders were protected by segmented black plating and his chest was covered by a black-segmented chestguard that looked like abdominal muscles; it also had red lines connecting to his shoulder pads. Around his neck was a purple neck-guard and his black gloves had red fingertips. He wore a black helmet with a faceplate looking a little deformed it faceplate was held by purple wire-straps. On the right side of his faceplate were sharp edges being purple and black. He had a right yellow eyepiece with two orange cracks on it. On the left side, it looked incomplete with a large red eye with a crack lens on it. This is Kamen Rider Horobi Ark Scorpion.
"How do you feel, Raoul?" Kurusu asked the new Rider.
"I feel different, but I feel my hatred, my thirst for revenge, my malice increasing," Raoul responded.
"Good, good." Kurusu smiles. "You are now Kamen Rider Horobi Ark Scorpion, and this is now your world, the World of Horobi."
"Horobi…" Raoul muttered. "It means destruction, ruin, despair, extinction just like how the Zetsumetsu Driver announced."
"Now, Horobi why don't you destroy malice with malice." Kurusu grins.
Horobi clenched his fist ready to kill all those who betrayed him. The one who doesn't deserve to be in this world. He will kill all of them, no games, just executions. Horobi begins to walk away as his left eye begins to glow.

A year later, it was the wedding of Princess Victoria with Count Emil Auclair. People were cheering over the future bride and groom. There's been a mysterious death with some guards but for now, was ignoring it to not show any fear.
The priests begin to say they blessed the bride and groom but before they could finish the blessing something landed between the couple and the priests sending them back.
When the dust settled, what they saw was Kamen Rider Horobi.
"It's good to see you, Princess Victoria." Raoul greeted.
"That voice… it can't be!" Victoria looked at Horobi in disbelief.
"That's right it's your HERO Raoul Evans!" Raoul exclaimed.
"Impossible!"
"The Hero?!"
"But we saw his execution!"
The crowd started to mutter to themselves. The former hero could only smirk under his helmet.
"Liar!" Victoria shouted. "Guards kill him!"
Guards charged at Horobi while Sandra stayed behind to protect Victorica, but when the guards charged at Horobi, a beam came out of his Zetsumetsu Driver and started to create something. Once it was finished, he held the Thousand Jacker.
Horobi then pulled the Jack Ring.
JACK RISE!
Horobi then pressed the Attack Trigger.
JACKING BREAK!
Horobi charges the Thousand Jacker with flames before swinging it, launching a ring of fire at the guards. He then follows this up with a series of flaming slash projectiles. As the projectiles hit the guards all they could do was scream in agony as they all burned to a crisp.
People screamed in fright as some of them were trying to escape as Victoria began to shake with fear.
Horobi began to walk towards Victoria, Sandra raised her sword before charging at Horobi and crashing her sword onto his shoulder. The blade of the sword did nothing as it hit Horobi's shoulder. Sandra, shocked and before she could do anything was punched in the stomach by Horobi and lost consciousness.
"Oh Sandra, what a desperate fool you are." Horobi mockingly shook his head. "One mistake and Victoria would flick you away like trash." He walked past the unconscious bodyguard and kept walking towards Victoria.
"Do something, you coward!" Victoria pushed Emil in front of her.
Hoping that Raul would be distracted with killing Emil, Horobi just slapped the young count to the ground. Emil yelps and falls onto his butt, the count looks up to see the horrifying Horobi, the latter stabs his Thousand Jacker in front of Emil's crotch. Almost having his member being skewed, the count pissed himself before losing consciousness.
Horobi returns to walking toward Princess Victoria as she slowly steps back.
"Stay back!" Victoria screamed.
Horobi didn't say anything but slash his weapon at Victoria making her screeched. Victoria opened her eyes and saw how she was still alive but felt wetness on her face. She felt her face and felt that Raoul had cut her beautiful face!
"That was just a warning Victoria," the malice Rider told her. "You're the last person on my list." Horobi then pulled the Jack Ring.
JACK RISE!
Horobi then pressed the Attack Trigger.
JACKING BREAK!
Horobi then stabbed the Thousand Jacker to the ground creating a small blizzard twister around him making the air cold. As the twister faded, Horobi was gone, somehow vanishing and leaving fear to the people.

Elsewhere, Horobi was outside of General Brown's home. Brown, his family, and his servants are nothing but killers and cannibals, monsters in sheep clothing. He knew Victoria would have sent a messenger to inform Brown about him.
Horobi gave a small chuckle as he created Attache Arrow.
Horobi began to draw the purple bow as he created four copies of the Attache Arrow as it suspended in the air behind Horobi.
KABAN SHOOT!
Horobi then let go of the Draw Extender and his Attache Arrow and the four copies fired purple energy arrows at Brown's mansion creating a large explosion. Horobi is pretty sure he hit the wall of their dining hall probably sending them flying.
Horobi then tossed away the Attache Arrow.
"Now let's go greet them." Horobi then created the Attache Shotgun.
He leaned the weapon to his shoulder and walked to greet General Brown and his family.

And if you're wondering who Kurusu, don't worry about it he could be a Time Jacker, Narutaki, or something else but don't worry about him. He might return to make another crossover more sense.
