As for your second question, that's a tough one. If Clover were still alive, he may influence the rest of the Ace-Ops to either make the transition or not. It's a matter of Ironwood being here. Harriet follows Clover's example of following orders without question, but Clover does it because he trusts Ironwood with his life. If Ironwood goes with the Empire, he may as well.
Marrow would definitely have spoken out against executing Saw's partisans. If you've seen the most recent episode of The Bad Batch, you'll know what would happen to him.
