"Bill Cipher, welcome to the Council of Ricks." Rick Sanchez told the Floating Triangle.

"Together we can finally take our revenge on the Time Baby for imprisoning us both!" Bill Cipher proclaimed.

Several versions of Rick Sanchez cheered for Bill Cipher as he explained his entire plan to defeat the Time Baby.

"The Time Baby knows about your Council of Ricks, we must Resist the Time Baby or be enslaved by him!" Bill Cipher proclaimed.

Bill Cipher incited rebellion against the Time Baby for another five hours.

"Resist the Time Baby! Resist the Time Baby!" The chanting started among the Council of Ricks while Bill Cipher smirked to himself knowingly.

Dimension Y-15, Gravity Falls.

"What is this place?" Rick T-9 asked nervously.

"Weirdmageddon, my counterpart has gone totally power hungry!" Bill Cipher announced.

"The Council of Ricks will want to know about this." Rick T-9 says nervously.

"We just need this Bill Cipher to help us against the Time Baby, allow me to do all the talking and nothing will go wrong." Bill Cipher reassured him.

"You really think that you can talk your Dimensional Double into helping us?" Rick T-9 asked nervously.

"What other choice do we have here?" Bill Cipher asked back pointedly.

"Not much." Rick T-9 says reluctantly.

"The Floating Pyramid is our destination, nobody wander off and please stay together... I'm not getting slowed down because of your Morty!" Bill Cipher proclaimed knowingly.

"Rick, Bill is being judgmental again!" Morty protested instantly.

"The Crybaby needs to stop complaining, maybe a distraction would be helpful, how about the Abandoned Ice Cream Store over there?" Bill Cipher responds thoughtfully.

"Abandoned Ice Cream Store, Gravity Falls has the best distractions. Enjoy the Ice Cream, I have another Bill Cipher to deal with." Bill Cipher stated before leaving Rick and Morty behind.
