IAmOutOfIdeas: This isn't a linear story, so things won't be explained immediately after they happen. Some things will take time, and some things may not even be brought up until MUCH later. Don't misconstrued this as me having a plan (I kind of do, only the basics), but I do have the more major plotlines and details in place. Smaller stuff is just going in chapter to chapter. If it connects it connects. I've been going back though and fixing mistakes and adding/taking out things. Harry IS in a different universe. And as for the Angela thing, that will be explained later.

POV: Leon S. Kennedy | September 29th, 1998
It didn't take Leon long to find the Generator Room Power Panel Part, returning to the Jail and imputing it into the large power panel. With his part of the mission done, he began to browse around the basement, unsure if he might find a spare part lying around like he had told Harry and Claire he might do. Harry and Claire...one of the more interesting parts of the night. Claire was a college student who entered the city looking for her S.T.A.R.S operative brother named Chris Redfield, only to run into Leon and subsequently Harry. But Harry...he was the embodiment of confusion, darkness, and convenience. He seemed to know everything that was happening, everything with the city, Chris, the way out. It was all a bit too convenient. And now he was just suddenly near powerless, unable to help them any more without the use of a gun or a piece of wood that held a cut out vein.
And don't even get him started on the idea of magic. Bioweapons and zombies made a modicum of sense due to the fact that they came from genetically viruses. But now the topic of magic had arose, and it was turning Leon's world upside down. Harry had said he had fallen through some Veil in London, and that he had come from 'somewhere else'. Like some sort of other dimension where magic exists? Were there more magicals in the world like Harry? Hiding in plain sight having gone through the Veil only without Umbrella's presence? If so, then that was terrifying. While Leon didn't necessarily trust Harry and his 'convenience', Leon knew that the wizard was at least sympathetic and cared about them. But all that power in someone or something that hated them? Leon wouldn't know what to do.
This is what bugged Leon. Harry had told them that he was fighting his mutation from evolving, and that if it did so, he might not be able to control himself. What would happen then? He would blow up the city like he did South Avenue? Kill Leon, Claire, this Valentine girl and her colleagues, and anyone else that survived this long? Leon didn't trust that. His job as a cop was to remain virtues and to protect and serve. But he didn't know how to protect people from this type of creature. A B.O.W wizard. He questioned just shooting Harry in the head, but immediately dismissed the thought thinking he was crazy. Harry was a person no matter what, and Leon wouldn't just kill him. But how could he help Harry? Inject him with the cure? How far along was Harry in the infection period that would determine if curing was possible? And could B.O.W's even be cured. He didn't know.
Leon thought on this subject for a long time, moving from room to room as he tried to plan out contingencies for if Harry turned mutant and snapped, how to make an extra antidote sample to try to cure the wizard, or even a way to get into that NEST facility beneath the Hospital and see if the answers lied in there. Leon questioned how Claire would react to Harry turning into that thing and evolving like Nemesis had. After all, the two had seemed closer in the elevator when Leon returned, and were even firing innuendo's and flirting with each other. And it did seem that Claire trusted Harry to an extent, and cared about him if the way she rushed him into the elevator to treat his wound was anything to go by.
He stopped within the Firing Range Office, finding a safe near identical to the one he had cracked to get the Power Panel Part. Leon looked around the room, trying to find a code to get into it only for him to find a small slip of paper on the desk. "We were told to remove two parts from the Power Panel in the jail to ensure none of those THINGS get one of the prisoners still locked in there. One's in the Generator Room, ones in the Clock Tower, and I created a third just in case something happened to the Clock Tower. There have been planes and choppers crashing down into the city, and its only a matter of time until one lands on the station. I'm leaving the code scratched into the bottom of the desk just in case I forget. If you're reading this and need a way out, look down there. Signed, Officer Davis" Leon frowned, placing the paper back onto the desk as he looked down under the desk. There, scratched in with what may have been a knife, were the numbers. 9, 12, 11. Left, right, left.
Stepping up to the safe, Leon knelt down, and got to work. Left to nine, right to twelve, and left to eleven. The safe clicked open, revealing the small part. Leon snatched it, moving out of the room as he cautiously held up his shotgun. He had run into quite a few zombies and Licker's, and wanted to at least be prepared when one of either suddenly appeared. Moving through the Parking Garage, Leon walked into the Jail and stepped up to the Power Panel. He inserted the two parts, moving them around to ensure the power connection was intact. The lights suddenly turned on, the cell gate opening to allow Leon in. He did so, kneeling down as he grabbed the lanyard around Ben's neck. Leon stashed the keycard in his pocket, before rummaging through Ben's pockets. There, he found a tape player that already held a tape. Curious as to what was one it, Leon pressed play.
"-but that doesn't explain the rumors about the orphanage. I-I just find it way too coincidental Umbrella's one of the benefactors," Ben's voice called out.
"You told me this interview was about the new scholarship Umbrella set up," The voice of a woman spoke.
"Come on, Annette. Nobody cares about this. They want to know about the G-Virus, and the-"
"Where did you hear about this?"
"-and that big fucking sinkhole in the city which, by the way, rumor has it goes straight to your underground lab. Now, are you going to talk to me or are you-"
"This interview is over."
"Bitch."
Leon sighed, getting to his feet as the lights suddenly went off, the alarms blaring. On instinct he pulled out his Lightning Hawk, aiming it at the hallway as he slowly moved into said hallway. He popped a few zombies in the head, lopping around into the other empty hallway only to run directly into the Tyrant, who was strolling right up to him. Leon aimed at the things head, popping it with a few shots to the face as the Tyrant let out a growl. It fell to its knee, the pace of its breathing increasing as Leon rushed past it. He put a few shots into a few zombies, before moving back into the Parking Garage. Leon set his eyes on the gate leading outside, rushing forward towards it as the wall to his left suddenly crashed. The Tyrant stepped through, grabbing a surprised Leon by the neck as he lifted the rookie cop off his feet.
Holding up his magnum, Leon fired a few shot into the Tyrant's forehead, causing the B.O.W to growl in pain and anger as the sound of a car activated. Leon turned to his right and the Tyrant to the left, both watching as a black van sped forward. The Tyrant dropped Leon, spinning towards the van as it crashed directly into it, slamming the monster into the wall. Shooting to his feet, Leon backed away, the door opening as the FBI Agent Ada Wong stepped out of the van. She grinned, pulling her gun out of the handbag hanging on her shoulder, and stepped to Leon's side, watching the Tyrant as its fingers began to twitch. "Ada!?" Leon exclaimed, confused yet grateful.
"This is getting old, saving your ass - that's twice," Ada replied.
"I didn't realize you were keeping score," Leon bit out.
"Look, this isn't a game!" Ada snapped, only for the van to suddenly lurch backwards. Leon stepped away from the van, growling out 'You gotta be kidding me' while Ada pulled out a detonator. "Nothing dies down here," She spoke, clicking it as the van exploded, blazing with fiery red fire as Leon stumbled back. Ada seemed unaffected, and turned Leon. "I take it you have the key card?"
"Yeah, and this," Leon pulled out the recorder he had taken from Ben's corpse, and tossed it to Ada, who easily caught it as she examined it. "I was hoping you could explain what's on it," Ada examined the tape recorder for a moment, before holding it out to him to take. Leon did so, sticking it back into his pouch which Ada examined with a raised eyebrow, no doubt wondering why there was no indention for where the recorder was now supposed to be. After another moment, Ada shook her head and replied with annoyance. "Maybe... After I hear it. Let's get out of here. We might want to open the shutter,"
Leon gave her a nod in agreement, reaching down to grab hold of his radio. He pressed down on it, and spoke. "Harry? Claire? Are either of you there? Hello? Come in...Ok, well if you're there, I've got the two parts and the gate leading to the sewers is open," Leon explained, before letting go of the radio, turning back to Ada as he tossed her the keycard. She flashed him a smile, before sticking the keycard into the necessary slot, the red light above said slot glowing green as the gate began to slowly rise. Ada ducked beneath it, Leon doing the same as they moved up the path leading out of the garage as they stepped onto the street situated behind the station. The orphanage was across the street, blocked off by a chained lock.
"ls that the intel you needed?" Leon asked, motioning to his pouch.
"Unfortunately, no. Ben didn't come through," Ada replied, shaking her head as her eyes flashed through her sunglasses.
"Well, what exactly are you looking for?"
"More info on the people responsible for this mess. What about you? Trying to save the world?"
"Trying to get out of the city. Harry says the governments issued for a nuke to hit the city," Leon replied as Ada used what looked like a master key to unlock the door to the Gun Shop. 'Harry?' Ada mouthed, no doubt having heard the name before, which was odd seeing as Harry hadn't even remembered that was his name. "Yeah. He was a bioweapon that used to work for Umbrella. Went rogue yesterday and is helping us escape,"
"Where's he now?" Ada asked.
"He's...in the station. Why? Do you know him?" Leon questioned.
"No...I met him though...once," Ada replied, almost sounding sad at whatever she was thinking about. Leon raised an eyebrow, but didn't question it. He didn't have to as Ada continued. "I was on an assignment in Bolivia when a B.O.W ambushed my team...it slaughtered them all, leaving me alive by Umbrella's orders. An inch from death, only saved because I wasn't worth the effort. It wore a black and red uniform with an Umbrella emblem...it had the callsign 'NE-001' located on its left breast. I did a bit of digging, and discovered it was the only B.O.W in existent to have been injected with the T-Virus, Progenitor Virus, as well as the NE-a parasite. He was strong enough to survive all three, and somehow kept his mind. I never met him again after that,"
"Harry's different now," Leon told her. The 'NE-001' she described sounded nothing like the Harry Leon had gotten to know in the past couple hours. The Harry he knew was caring, kind, determined. Not the murderous psychopath that Ada described. But then again, Harry himself had told them he had been brainwashed and controlled by Umbrella for years. It was possible that in that time he was unable to control what it was he was doing. "He's a bit messed up, and doesn't remember everything about his life before being kidnapped by Umbrella, but -"
"Kidnapped?" Ada laughed, clutching her stomach. "Harry Potter didn't just get kidnapped and controlled. He was twisted by his own soul into what Umbrella wanted him to be. His inner darkness cheering gratefully for the opportunity to draw its knife and stab someone in the heart. Harry may not have wanted to be Umbrella's weapon, but Harry Potter relished the bloodshed. Craved it even,"
"How...do you know this?" Leon asked, unnerved at this development. So Harry really was untrustworthy to the deepest extent. If his inner soul was so dark that it was willing to submit, then why had he gone rogue, why help them? Why not go back to work for Umbrella after finishing the mission? It didn't make sense to Leon. He wanted to trust Ada - after all, she was in the FBI - but it didn't sound right given the current state of Harry. Perhaps his memories were being suppressed by his inner soul to ensure he could be turned back? That would make sense.
"I told you I did my research on him, trying to find a way to get back at him for my squad. All I found were Doctor Spencer's note on him. Infected with three virus, and was able to control his temper enough that after being blown to hell, he was able to refrain from evolving like other Tyrants did. His magical abilities were beyond anything Umbrella had seen from its experiments on wizards and witches in Europe. And there was no way that you could kill Harry unless he was in his normal form. The one you no doubt see him in. When he's in his mutated form, he's nigh-invulnerable," Ada explained as the two descended a construction sight, with Leon spotting the sewer entrance below them.
"Do you know what his other forms are? Like the ones he turns into like Nemesis did?" Leon asked.
"Nope. No one does. Never mutated past the first form,"
"He might tonight," Leon replied.
"What?!" Ada exclaimed, spinning towards him. "What do you mean by 'he might tonight'?"
"He told us that his mutated form was pushing out to evolve, but he had to use his magic to suppress it. Well now he's out of magic and if he gets to that point again, he won't have any way to stop himself," Leon replied.
"Holy shit," Ada breathed. She shook her head, rubbing the bridge of her nose as she grabbed Leon by the arm. "Leon...Harry Potter is dangerous. If you continue to be around him you face getting destroyed alongside anything he lashes out at. If what you say is true then he's a ticking time-bomb waiting to explode, and that means your time-table to get out of this hell-hole has been moved forward. Get that girl that's with him and get away from him. If he's going to blow, it's going to be because of that thing in the garage or because of this 'Nemesis' thing,"
"But we can't just leave him here, the nuke -"
"Will end him for good," Ada cut him off. "If he can blow because of a few Tyrants, what's going to happen when he runs into five, or ten, or an army of them under Umbrella's control? If he doesn't die here, than everyone is at risk in the future," Leon frowned, taking in her words as he rubbed his hand through his hair. What to do. What...to...do.
