"Let the swarm take the hits, that's what we're here for." Ochako instructs the gathered policemen as they deploy for the coming raid.
"Thank you, we will do so." A police captain responds.
"Will you be alright on your own?" Ryukyu asks kindly.
"I'll be alright, they need more strength on the infiltration team, and the Swarm's heavy hitters don't do well in close quarters." Ochako responds. "And Joan is too slow to keep up without creep."
"I know, but you're my charge, it's my job to worry about you and protect you even if you don't need it." Ryukyu says.
"I'll be careful. If it gets out of control I'll just space them." Ochako says confidently, opening a small wormhole.
"As a last resort please, vacuum exposure will be hard to explain." Ryukyu says sternly.
"Of course." Ochako replies cheekily.
The Yakuza's charge at the incoming police forces was halted quickly. They were brave for a bunch of criminals, but the arrival of a nydus worm on the front lawn terrified the unprepared yakuza and several policemen. The flood of resculings that it brought left the gangsters outnumbered to an enormous degree and the quickly routed.
A large yakuza keeps fighting but the hydralisks arrive and he is subdued quickly, leaving a path for Sir Nighteye and the attacking teams to race into the facility. Several Yakuza that would be a problem for normal heroes were quickly overrun by zerglings. Fake walls were broken quickly and not even the distortion of the hall could slow down the swarm.
Unfortunately Fat Gum and Kirishima are separated from the group. 'We'll be fine.' Kirishima sends seconds later, encouraging Ochako and the other heroes to continue forward. Nothing else slows the group down as even the group of Twice clones were easily dispatched.
"Where is she!" Overhaul shouts angrily as the heroes catch up to him.
"I must ask who you are talking about?" Sir Nighteye asks calmly.
"Eri!? Where did you take her?" Overhaul shouts.
"We don't have anyone named Eri in custody." A police captain responds. "But if she was here, we may not have processed her yet."
"She was gone before you came, you must have stolen her." Overhaul shouts, his rage reaching a point where his remaining subordinates were on the verge of fleeing.
"We have nothing. But we can check after your arrest." The police captain says stoically.
At this moment the creep caught up to the heroes and spread quickly around the room.
"What is this!" Overhaul screeches. "Get it out of my house!"
"The creep will be removed after your arrest." Ochako says kindly.
"Disgusting, filthy, diseased heroes!" Overhaul shouts, slapping his palm against the ground and sending a wave of spikes at the assaulting policemen and heroes.
"This is too much for you guys!" Ochako shouts after grabbing two policemen who were too slow to dodge.
"We will make a perimeter, good luck!" The police captain shouts, signalling his men to fall back as Sir Nighteye and Lemillion rush Overhaul leaving the others to Eraserhead, Queen Uravity and the other heroes.
The fight's didn't last long, Ochako was far too strong for mere gangsters to defeat and the arrival of several queens and the resulting additional creep tumors made it impossible for Overhaul to deconstruct any concrete. Creep proved near impossible for overhaul to fight with as it resisted any changes to its form, liquefying and falling to the ground before the spikes could reach.
Overhaul wailed in agony as he fought his hatred of the unclean and the heroes at the same time, hives breaking out all over his body. But without Eri, he simply didn't have the moral to go all the way against the heroes. Chronostasis is overwhelmed by the sheer number of heroes and zerg rushing him and quickly falls. Deidoro Sakaki's sloshed was ineffective against the zerg as they simply called upon local overlords to guide them instead, he fell quickly to the nets of the spider-roaches.
"This is kind of sad." Ochako says as she watches Overhaul stumble and flail crudely against the refined movement of Sir Nighteye and Mirio.
"It feels like this could have been an epic battle." Bubble Girl comments.
"This is better." Aizawa says. "No one has been hurt and the villains are captured."
And with a glance from Aizawa, Overhaul's quirk is blocked and he is quickly in cuffs.
"We have a guest from the Hero Public Safety Commision." Izuku says as the swarm prepares to vote.
"A bit of a coincidence?" Stain comments.
"We can hear him out, we may be able to end this conflict before it begins." Nezu says.
"Yo." a casually dressed man with red wings says as he walks in front of the group.
"Hawks?" All Might exclaims.
"That's me." The man says. "The HPSC has gone out of control." He begins.
"Really?" Nezu asks.
"Endeavor didn't pull any punches and leveraged his rank and money to initiate this debacle." Hawks continues. "I represent the members of the board who disagree over this and much of the recent HPSC policy."
"Will you provide information about their plans in exchange for our protection?" Izuku asks.
"We will, not that we will need protection if you win." Hawks says.
"Alright, now that that's over with, we were able to piece together a plan during break." Nezu says. "All Might will speak with the Emperor and see if he is interested in intervening. In the meantime the swarm should create a new political brood and a colonization brood, we need to work on both our influence and our back up plans."
"Any other changes before we vote?" Izuku asks.
"None Izuku." Inko says.
"Alright, let's begin with: do as they say and prepare for war." Izuku says, "Raise hands for yes." No hands were raised. "Abstain?" Nezu and All Might raise their hands. "No?" The remaining members of the swarm and Hawks raised their hands.
"Hawks, you can't vote here." Inko says.
"Fine." Hawks grumbles.
"That's an obvious no." Izuku says, "next plan: flee to the stars. Yes?" Tsu and Inko raise their hands. "Abstain?" Nezu and All Might raise their hands. "No?" Everyone else raises their hands.
"Another no." Izuku says. "Alright, plan: try to fix Japan. Yes?" Almost everyone raises their hands, "Abstain?" Nezu and All Might abstain again. "No?" Tsu raises her hand defiantly.
"Alright, so we will try to fix Japan." Izuku announces, "Let's start immediately with the new broods, Nezu, how do you feel about leading the political aspect of the swarm?"
"It would be an honor." Nezu says happily.
"Anyone object?" Izuku says, and only All Might raises his hand.
"I don't think we should leave Nezu unchecked." All Might says.
"As a member of the swarm he still answers to me, and we will still vote on larger matters." Izuku says.
"I saw him sneak Shield's quirk enhancer into his cave." All Might says.
"How smart is he now?" Kyoka asks. "High Spec, A massive brain body, access to overlords and a quirk enhancer?"
"I'm off the charts at this point." Nezu says.
"High Spec cheap augmentation, plan to add to all command strains." an evolution apprentice says.
"So we'll be smarter too?" Mina asks.
"Eventually yes." Izuku says, "Except me, since I rely entirely on the Hive Mind for brain power."
"Don't we all to an extent?" Momo asks.
"Yes, but it's more of a booster to most of you." Izuku explains.
"Can we make its boost better?" Kendo asks.
"With practice, yes, as you integrate into the swarm you will begin using overlords subconsciously." Izuku answers.
"Can we place Rei in charge of Colonization, as a sub-brood to my administration?" Inko asks, feeling the conversation had run its course.
"That's a good idea." Todoroki says immediately.
"Speaking of good things, I have a galactic map!" Mei shouts.
"Not a word Hawks." Nezu says quickly, noticing Hawk's shock.
"Well, let's have a look then." Mina says with obvious excitement.
Izuku creates a familiar small ball-like creature and it walks to the center of the group.
"What is that strain anyway?" Kirishima asks curiously, "You had it with you at Sir Nighteye's meeting but I couldn't find it on the list."
"Did you check anything other than the standard combat units list?" Momo asks.
"Well, no." Kirishima admits.
With a sigh, Izuku begins. "This is a projectorlisk, a completely unique strain created to support meetings inside and outside the swarm. It has the bio-projector ability found in Leviathans and Specialist Overlords along with a translation ability for non-swarm members, as we can just use the hivemind, and a jamming ability."
"Jamming? Is that a quirk?" All Might asks.
"Well, yes, remember the USJ incident?" Izuku says.
"We couldn't communicate to the outside." Momo says with understanding.
"So, you harvested a villain?" Nezu asks, quickly looking into the swarm memory.
"He lived and was processed by the police without any incident." Izuku says confidently.
"I see, we should try to avoid non-consensual essence gathering." Nezu comments.
"It's not that bad, a bit of blood, some hair, and some skin cells. They don't feel a thing. If they are on creep it might happen by accident." Izuku argues.
"Like with Bakugo?" Ochako asks innocently. Earning her a glare from Izuku and the evolution apprentice.
"Yesss." Izuku hisses. "Like with Bakugo."
"Interesting." Nezu comments.
"I'm sure you won't be telling the HPSC about any of this, correct." Nana, still in a spare Ochako body, says to Hawks with a glare.
"Honestly, this is nothing compared to what they've done." Hawks says calmly, "I will keep this to myself."
"Looks like I need to investigate." Stain growls.
"It's going to be so much fun!" Toga shouts. "Birdy boy, I need your blood!" she adds with a terrifying smile.
"Ah, I have a meeting I am already late for!" Hawks says a little too loudly before sprinting for the exit.
"Well, now that he's out of the way let us examine the map." Izuku says as the projectorlisk begins displaying a map.
"Where are we on this?" Momo asks, noting the lack of a 'you are here.'
"We aren't sure, the robot we fished the map out of didn't add that and we can't communicate with it yet." Izuku answers.
"Then how did we convince it to give us a map?" All Might asks.
"Gestures with props." Kyoka says, "it was interesting to try considering the robot had no way to gesture back."
"Fascinating." Nezu comments.
"Anyway, we can be pretty certain we aren't one of the labeled systems, even if we can't read the language." Izuku observes.
"Indeed, we would be in contact by now I would think." Momo says.
"So we are in this corner then? almost nothing is labeled here." All Might says with uncertainty.
"Indeed." Izuku says. "If that is true we should focus on heading towards the edges of the galaxy first."
"I see, build up some strength before first contact." Nezu comments.
"If Rei and Nezu can help, I can begin comparing the maps we know and the stars in the sky to this projection to find our position." Tsu offers.
"Good plan, in the meantime Mei will continue the first contact and translation procedures with the robots Toru collected and see if we can get a location there." Izuku says.
"Perhaps we can get Nana her own body, after I'm done speaking with the Emperor I will need a break on the moon and I would like to fight Nana at her best." All Might asks.
"Organism Eri's body, almost done, will work on Organism Nana next, then Organism Gran Torino." The evolution apprentice says for Abathur.
"Alright, all that's left on the agenda is a colony update. Anything to report." Inko asks.
"Our colonies in the Barnard's Star system are ready for administration." Momo reports.
"I just started on Pluto, the moons of Jupiter and Saturn could use administration before I continue though." Ochako reports nervously.
"Wait, how many moons have you settled?" Kyoka asks in shock.
"Just six, not every moon is compatible, even with the swarm." Ochako says.
"Wait, we've barely finished one colony each? How do you do this?" Kirishima asks.
"It's not that hard?" Ochako comments. "Just make as many drones and overlords as you can and find good mines with overseers?"
"What about building an army though?" Mina asks.
"We aren't fighting anyone and the swarm can grow one in a hurry when needed. Build a big economy now and then switch to combat strains when it's saturated." Ochako explains.
"Oh, so all those ultralisks we grew were a waste of time then." Kirishima says with a sigh.
"I could grow just as many in a day." Ochako says, walking over to Kirishima and patting him on the back. "There, there, learning takes time." she says.
"At least it's good practice, for if we ever have to aggressively colonize." Izuku offers.
"We are all technically ready for administration." Todoroki says, "But there may still be things for us to learn before we fully hand them over."
"I will start sending Broodmothers later today, work with them to set up what you need." Inko says, "They will guide you on how this will work."
"Also if any of you have free time, set up spires and scrouge nests in the asteroid belt." Izuku orders. "If we are attacked by aliens, that should give us the opportunity to encircle them."
"Simple and effective." Nezu comments with approval.
"Melissa, how are the infested forces growing?" Izuku asks.
"Mars' starports and shipyards are almost complete, we should have an infested minotaur ready in a few weeks." Melissa reports. "And once Mei is done with her current project, I'm getting her to start on infesting the pirate-class capital ships as a stopgap between the valkyries and minotaurs."
"Good work, if it comes to conflict the infested fleet will be the last line of defense, prepare them well" Izuku orders.
"Why the infested?" Mina asks curiously.
"They have better range in space, Leviathan tentacles don't have enough reach. They are best on the attack where we can use a wormhole to appear at point blank range and keep our advantage." Momo explains.
"The boarding actions at that range don't hurt either." Izuku adds.
"That's the agenda then." Inko says, ending the meeting.
"Finally." Toga says with exaggerated exhaustion.
"Back to work." Stain says firmly, leading Toga to the nydus network at a brisk jog.
Everyone else quickly began to drift off to their many tasks and responsibilities, confident the swarm was on track to a better future.
"Oh, I forgot to confirm Rei as head of a new colonization brood." Izuku says. "Oh well, no one cared enough to object. I'll just do it."
AN: And that's a chapter. The raid on Shei Hasaki was kind of disappointing on my end, but Overhaul simply doesn't have the opportunity to go big, I feel he needed the distraction and madness of seeing Eri whisked away from him right in front of him to go that far and he simply doesn't have that with the swarm. Just a major psychotic breakdown with the amount of filth in his lair. And a nice long meeting to finish off the chapter, should tie up most of the loose ends and set up the plot for the next arc.
So, as for the voting, All Might and Nezu abstain since they don't feel like they should have a say so early on. Nana doesn't care though and votes anyway. Inko and Tsu both are pro departure, but Inko doesn't really mind staying. Tsu honestly doesn't want to fight other heroes so she's going to stay firm in her opinion.
Lady Nagant though, that's an interesting quirk, unique hydralisk in the future perhaps? They don't come with their own unique strains in cannon so it's a nice opportunity.
As the first subordinate brood of Momo and Kyoka's Siege Brood, Itsuka's Golden Swarm takes the opposite approach to the near limitless resources problem. Embracing Abathur's teachings and combat style Itsuka has chosen to bulk up her brood to a truly excessive level. Her units are 5 times as bulky and attack faster than their inferior counterparts. The downside is her units have to absorb biomass from either the Yaororo-extractor or scavenging the battlefield. The Golden Swarm relies on a vile roach, ravager and swarm queen mix for its basic ground forces. Her queens can use a unique variation of the creep tumor, the toxic nest, which can explode when enemies are nearby, the special acid also prepares enemies for more efficient biomass extraction. Swarm hosts provide ground siege and when fully fed produces an unending stream of locusts. But it is in the air where the Golden Swarm truly shines, mutalisks tougher than standard corruptors blot out the sun while the devourers can take as much damage as a young leviathan. The powerful guardians provide excellent support to the Siege Broods brood lords and a fully fed viper never needs to retreat and rest. But the Golden Swarms finest asset is its elite torrasques, Itsukas personal guard, capable of taking more punishment than entire militaries can supply and growing stronger with their power stockpiling quirk, just one of these monsters is enough to end any battle. With her guard of torrasques Itsuka is perhaps the only member of the swarm save All Might that can take Ochako on in a head on fight, though with the amount of Ultralisks that will be used as projectiles in such a fight, it's best to leave the planet before it begins.
P.S. fully biomassed reincarnating ultralisks with part of One for All. Yeah...
P.P.S. knowing a thousand people are following is giving me anxiety, I feel pressure to write better... but I won't let that get in the way for now.
