It's weak reasoning, but I'm going with the justification that interdimensional travel is rare, especially since Door Maker is absent. Ergo they have no reason to believe outlandish claims with little to no evidence even if there is precedent.
And looking at the reasons given by Miss Militia in canon, I'd assume most if not all Noctis capes would remain silent over what they saw during trigger events.

Forgetting WOG that Gallant was a Cauldron Cape is less setting changing than forgetting WOG that Eden's 20 Superweapons are distinctively inferior to the Endbringers and that there aren't in fact 20 Endbringers.
Or Gallant could be lying his ass off, or I can try to rethink the whole scene, or...

In a town in the Chūbu Region of Japan...
"Mommy, a Tengu!" shouted the voice of a child. Aya turned her head it to see that, yes indeed, the voice had come from a human child, who was accompanied by a female human who was much older than it, probably its mother given that the child said 'Mommy.'
Judging from the clothing they were wearing, the humans of this area were probably more advanced than those from the Human Village in Gensokyo.
'Perhaps more advanced than those of Youkai Mountain,' Aya thought bitterly.
The humans of the outside world were known to have advanced technology compared to those within the barrier. Such was proven when the Trio of goddesses and their shrine appeared on divine mountain. But actually seeing the irrational and intellectually challenged apes surpass the mountain races did in fact sting.
The effective electronic lighting system throughout the village Aya was investigating did not make it easier.
"Is it?" The mother asked. "Or is it just another parahuman, like the Sentai, only this one looks like a a tengu?"
The green haired wind Priestess said something about 'Sentai' in one conversation she had, but Aya did not know what that word meant. It was something she would have to research later as there was a more pressing problem; the lack of belief in the existence of Yokai, and or deities.
If one senses were as sharp as Aya's then they could smell the fear coming off of the mother... As well as the belief.
But it would it be merely enough to sustain Aya if she was as weak as a human. And when the mother told the child that she was not a Tengu, the child's fear lessened greatly to almost nothing, even if for the child's belief stayed the same.
In this spiritually dead world, it was no wonder Ibuki had yet woken up ever since she fell unconscious.
The Oni and the Tengu, as beings more powerful then vampires (those two little Scarlet shits not included), they would need as much Faith and Fear as possible if they wanted to maintain their former levels of power.
Aya could remember the days she lived her life as a crow from over a thousand years ago; those days where survival, even from day to day or hour to an hour, was uncertain.
She took a moment to think over her options because if there was one thing the mountain Youkai prided themselves for, it was intellectual superiority to literally everyone else besides those arrogant Moon bitches.
She couldn't try appealing to her Youkai side, performing action that was terror inducing. Not yet, and she knew too little about the situation.
Given the lack of time she had, and the placement of where she was left one thing; displaying her prowess in a non-hostile way before her reserves ran out. The actions themselves would burn through said reserves faster than non-action, but if she acted quickly...
'First I need to display my superior capabilities as a Tengu.'
From the perch like structure that she was standing on, she hopped off and landed on the street below, creating a small shockwave. Aya's muscles and bones started healing from the impact, allowing her to stand straight up and walk over two of mother and child duo. The ease of her action would affirm durability to her audience if they didn't have a means of detecting her youkai regeneration.
"Excuse me ma'am," Aya said as she approached the two. "But could you tell me where I am?"
"You're not one of the Yakuza's?" the woman asked, cautiously.
"I couldn't tell you, as I do not know what the Yakuza is."
And so began Aya's questioning of the human female. What were the "para" humans she mentioned earlier? What was the Yakuza? What village was this called? A town and not a village? What's the town's name then?
She wrote notes on her pad has she listened to the various answers which in turn created more questions.
Who was considered the authority? What would happen if the Yakuza got into a fight and won or lost? Did Tengu used to exist? If not then why was it believed that she was a "para" human that looked like one?
Somewhere in there people had started gathering around as she grilled of the woman for information. Eventually she ended up having to get some of her answers from the crowd that gathered. She did not have time to study varying emotions between the... curious lot?
Mid conversation, Aya started performing minor acts of impressive feats such as a crossing one leg over her knee and standing on the other foot, which was impressive by human standards given the way her shoes where designed. She also started hovering in the air with her wings.
Somewhere in the conversation, Aya was asked her name.
"Aya Shameimaru," she answered with mechanical reaction.
"N-no, I meant to your cape name," the one human responded. He seemed afraid now. Her perfect memory recalled 'Cape' being a slang term for "para" humans, but she never heard the full context.
"I do not know what that is," she admitted. She wasn't going to let her pride slow down her efforts to save herself. And she was running shorter on energy. But she needed more information.
"It's what 'capes' use when they're in costume."
"I don't have a costume, but if you don't want to call me by my name, just call me the Wind God Girl or the Humble Tengu Reporter," she answered while waving the guy off.
And there things ended.
She suspected that she had gotten enough information, her energy reserves were too low so she needed to leave and report back to the other Gensokyians regardless of how much information she needed.
She flapped her wings and lifted off into the air,
"Thank you all for answering my questions! I hope we all meet again!" she yelled out to them. Aya lifted off of further until she felt it was safe before blasting off, breaking the sound barrier almost immediately in her flight.
One last set of powers she would confirm to be in the minds of her lessers.
'Next stop, the Hakurei Shrine.'
She had to get this information to the others so that they could start coming up with way to deal with the three Yakuza humans with special powers who were on their way to the shrine, and deal with the threat of her and Ibuki either dying or weakening in this spiritually dead world.
In the mountainous in the Chūbu Region of Japan...
When Aya arrived to the shrine, she found the human villager and the turtle known as Genji comforting a crying Reimu Hakurei.
'Why would the red/white be crying?' Aya wondered. Those of the Hakurei bloodline, in-spite of being human, were a bunch of monsters; especially the latest shrine maiden. Aya didn't hate the Shrine Maiden for it, and she had seen Reimu scream in terror before; but Aya never saw her cry.
There were also two corpses on the ground, bleeding from their heads; a third corpse, chard to the bone; and the immortal woman's body, laying on the ground with a chest wound.
'How did they get passed me without me noticing? How did they have time to...'
The cruel reality was finally setting in; the hour was later than she thought, her speed and senses were already deteriorating.
And now three of the Yakuza's special humans were dead, which either meant retaliation from the Yakuza, one of the 'Warlords' trying to muscle in, and a slew of other things that Aya would need to explain to her fellow Gensokyians.
