Times were changing. The Guild is now the third most wanted group of vigilantes in the world. Villains are gaining power while All Might seemed to be growing weaker.

It was not the world that Kai could raise a kid in.

He's been growing worried, far to worried for someone like him. Every patrol is now a question of if they're going to come back or not? The heroines on their trail have been growing higher and higher in rankings.

Hell, even All Might herself was taking time out of her normal patrol to go after them.

Due to all this, Midoriya has been sending them on less patrols. He might even burn the second letter sent to them by Nedzu. The risk that comes with taking part in the final exam was far to great for them to take.

Violence is spreading, the world is setting their sights on the Guild and they want that target.

Katsuki was honestly reveling in the increased amounts of fights. Every battle he knew he could win was a battle he was in. Every chance to show just how he was better than all those "heroes".

It's just a shame that Deku doesn't let them use those Power Weapons (because Anti-Noumu Weapons was too much for a conversation) outside of the most dangerous of situations. He understands why, the overcharge could kill Noumus easily so imagine what it could do to a normal person. It's been a pain, but he doesn't want to dwell into full blown villainy. As a vigilante he's respected, villains get none of that.

So, Deku has a plan to get the world off their back. The issue being that he hasn't told anyone what that plan is. It's a thousand different possibilities with Deku.

He just hopes the nerd doesn't get himself killed.

He reread the letter for the seventh time today. This was the second letter that UA had sent the Guild via Kai, still sent before the night of the Noumus. It was an offer to take part in an exam for the students, their collective group serving as a means to save teachers some trouble and fight the students instead.

All in all a decent offer.

But now, with everything that's changed, it could be turned into a trap.

So, he made a plan. A plan that if he shared it with anyone, they would try to stop him. He couldn't let them know what he's about to do.

He was fully dressed in his Owl suit, sans the helmet. Everyone else is somewhat varied on where they think he is; some think he's handling a Quirk analyses, others think he's making upgrades to their current set of items.

He's not doing any of that.

He put on his helmet as smoke enveloped his form.

The alarms went off, someone was just outside the walls. Teachers were on rotation in case of security risks. Cameras were set up and support tools on standby to repel anyone foolish enough to attack UA.

Yet as staff watched on camera as Owl himself sauntered up to the gates, they felt worry.

Was he going to attack? Going to show his true colors? Was he nothing more than a sociopath who revelled in manipulating people before getting rid of them?

The Owl pulled out a letter, a letter with UA's stamp on it, and swiped it against the keypad. The watched as the defensive wall stood down and he walked right into the school.

Then he sat down just a few feet past the entrance.

He starred up at one of the cameras before speaking. "Hello UA staff, I would like to have a meeting with Nedzu, so if you wouldn't mind getting him for me?" he said to them through the camera.

They scrambled; half moving to mount a form of defense should he attack while the other half went to get Nedzu.

They were not going to take any chances with Owl. His display of power during the attack was far too intimidating for any of them to take lightly. They even had the phone ready to call All Might if things got dicey.

Now it's just a waiting game.

It didn't take long for UA to send some of their staff over, Nedzu being absent from the group. "Why the hell are you here?" One of them asked, one of the Tracer Knives held in her hand. I turned my head to look at her, letting the decals on my helmet function as a glare.

"I'm here to make a deal, only Nedzu can know anything after that." I said. They looked between one another, nervous and prime for a counter attack at a moments notice. The two groups finding themselves trapped in an awkward silence as neither raised anything else.

It was only after Nedzu arrived did something resembling a conversation start.

"So Owl, have you considered my offer?" he asked. I hold up the letter he had supplied to me through Kai. "Not exactly, I'm here to offer a deal, this was just a means to get in." I say. Nedzu's interest peaked as he stared him down. "And what would that deal be, if you want to discuss it in the office we can do so?" he asked.

I shook my head. "I'm fine having the deal here, makes it easy to get out in case someone did something stupid." I responded. Nedzu considered what I said, the gears in his heads running faster than before. "And what is the nature of the deal?" he asked.

"I'm willing to supply UA with Power Weapons, ones that make the Tracer Kinfe look like a tooth pick, and in exchange you get the Commission off our back." I hold out the offer. Nedzu is left silent, the teachers beside him seemingly shocked by the offer. "You can't be serious? He's a criminal and a threat." Ectoplasm spoke up as she glared at me. Many of the other teachers joined in the series of slander against me.

Nedzu puts his paw up to silence the teachers. "What you're asking of me is quite a stretch of my power. As much as I want those weapons to handle any Noumus, I doubt I can hold up my side of the bargain." he said, shocking the teachers into silence doubly so.

He was crazy, he was willing to make a deal with a criminal. He was willing to make an illegal deal in broad daylight for contraband items.

Has the world really gone on such a downward spiral that Nedzu considered this a good idea?

I'm honestly shocked that Nedzu was making a deal like this. Normally the Rat of Chaos would try to hold as many cards as he could, holding all the power over those he deals with. Yet here, he's holding back because he doesn't think he can uphold his end of the bargain.

Such a confusing rat (or is he a stout?).

Either way, he's willingly letter me hold more cards against him. I calmly breath in, thinking about my next course of action carefully.

"You may say that, but I know you have the power to do such a thing." I say. "You overestimate how much power I possess." Nedzu responded. "I know that the Commission gives you large amounts of freedom, and you're one of the smartest beings on the planet. There's bound to be entire files filled with nothing but blackmail against the whole damn world." I say, pushing my point forward.

Nedzu smiled, a most disturbing smile that sent shivers down his spine as he felt as though he was making a deal with the devil. He chuckled and nodded before the chuckling turned into full blown laughter. "I knew you would point that out Owl. I accept your deal, though I would like to know if it is possible for me to make custom orders?" he asked.

I nod, suppressing the fear crawling up my spine as I do so. "I can do that; are you asking for specific abilities or specific weapons?" I ask.

Nedzu puts his paw to his chin and smiled as he thought of what he wanted.

Word had spread that a villain had walked right onto UA grounds. They were all stuck in lockdown until the teachers can repel them.

It wasn't all that bad, just a bunch of rowdy girls (and Shouto) trapped in what was essentially a titanium box. Some were panicking from the thought of a villain reaching them, others were calm with confidence in their students.

Ochako just huffed as she rested with her back to a wall. Mina was sitting next to her while Tenten tried to maintain order amongst their class. Just a short ways away Shouto and Momo were playing on a checkered board that Momo created.

Some of the students were had their faces to the door, fingers on the metaphorical triggers for their Quirks in case the villain reached them.

It was then that Eraserhead opened the door, seemingly in a state of distress and anger. "Alright students, the villain has been pushed back, you can return to your classes now." she said.

Owlhad been here. He was here and she was never told.

She was ready to turn him into nothing more than a smear on the pavement. Yet they didn't tell her anything until it was all over.

Why, in the name of One For All, had Nedzu made a deal with such a villain? Why was that rat so willing to work with such a villain?

...

...

She has an idea, young Miria. She's the perfect solution. One clean strike that phases through his chest before solidifying just as it impacts his heart. Ofa wasn't even necessary for Miria to follow her goal.

She just has to get Miss Nighteye in on the plan, and that vile Quirk will have on less user.

No one can really see them, but they were panicking. The young nephew/son on the vestiges was stepping dangerously close to that of a true villain.

Ever since the Hier created such a connection with the Ninth User, they could travel between the two. It was a strange sight to take in whenever they watched the Hier do something, how he was always willing to fall into darkness to keep others in the light.

Yet now, making a deal with the dark diety who resides over UA. They could only think him insane and fool hardy. Nedzu is one of the few beings more terrifying than All For One, and he knows of it.

He's willingly arming UA with dangerous weapons, all for the sake of the safety of his group.

They can understand why he did such a thing, yet no one could truly support him in this.

Midoriya had locked himself inside the workshop. The sounds of smithing and creation echoed through home base as he was hard at work with his latest items.

Many had gathered, curious to see just what their friend/leader had created from all this labor. Bets were made, banter and rumors echoed in close resonance to the sounds of creation on the other side of the door.

"Seriously you idiots, whatever Deku is making isn't going to be that fucking interesting." Katsuki spoke up amongst the crowd. "Are you sure man? last time Midoriya was in the workshop for a long time he came out with the Power Weapons." Denki chimed in. "Yeah, so whatever Midoriya has is going to be powerful." Sero added. Katsuki just sighed in annoyance before walking away.

Then the door opened, Midoriya calmly walking out with a cart behind him. A tarp covered the contents within. The group approached him, wondering just what he had made. Midoriya just put his hand up and stopped walking.

"First I just want to say, that I've done something some of you may not like." he began. This confused many of them; 'What had he done?' being the predominant thought. "I've made a deal with Nedzu, he'll get the heroes off our backs and all I have to give him are these." Midoriya said while gesturing to the cart behind him. The Guild starred in shock, caught off guard by the sheer magnitude of such a phrase.

"What would the Rat Bastard even want in exchange for getting them off our backs?" Katsuki asked. The moment that sentence left his mouth he realized just what Nedzu wants. "No... You didn't?" he asked. Midoriya just solemnly nodded as the realization dawned on the rest of the Guild.

The others were silent in shock. The very idea of Nedzu somehow obtaining the secrets to the items being nothing but horrifying.

"I know you guys will hate me for this, but the heroes have been growing far more vicious towards us and we need some way to stop them from breathing down our necks." Midoriya tried to calmly explain. "I'm sorry for going behind your backs. When Nedzu holds up his end of the bargain I'll send these weapons to UA." he continued.

"You were the 'villain' that the teachers said was at UA's front." Ochako spoke up. Midoriya glanced over to her and nodded. "In their eyes, I'm a villain, but I was getting concerned." he said. "UA was on lockdown for an whole hour, it wasn't all that bad." Mina chimed in. Kirishima just looked to his friend in shock at her nonchalance in the face of such a situation.

"Great, so Deku gives the Rat Bastard a bunch of Weapons and the bitches stop pursuing us like rabid dogs." Katsuki summarized. Midoriya nodded once again; "Pretty much.".

Nedzu just smirked as he shuffled through file after file in his special file. So much information that he held in his paws, the power that came with all of it was far greater than anyone could hope to know.

He's collected all this blackmail in case the Commission tried anything. In case they dared to make him disappear, every horrid thing they covered up would be revealed. Every heroine still in service, even many who had long since retired, had their own paper dedicated to their crimes (no matter how large or small that list may be).

All it takes is collection all the little tidbits and spreading them through multiple phantom accounts with the threat to release them. This is enough to stop all but the most foolhardy of heroines from pursuing the Guild. So he pulls some more strings, sets some programs to watch their every movement in cyber space, and that stops many more.

Of the few remaining? Well; no one will stand in the way of UA's safety, be they hero or villain.

Sorry about being so late, had a lot on my plate this past week. I started writing a book on Monday, then I started a new job that wasn't writing a book. So I'm just going to warn you all, these updates are going to be more sporadic than before.

But that's beside the point, hope you all have a good day and I'll see you next chapter.
