After the attack of the Kyuubi, many of the Shinobi and civilians suffered from the traumatic experience of the attack. They suffered many casualties and losses including loved ones. Reconstruction of the village was underway as the reparations of the Northern and eastern district sector of the village that suffered the most damage was almost complete. Everyone moved on and licked the wounds. Well except for a select few.
Back at the Hokage's tower, Hiruzen was stuck doing what all Kage fear the most PAPERWORK. That's right paperwork, a kage's worst nightmare. After the attack he's gone through pile after pile after pile. Oooh how did he wish he could just make it disappear forever.
'Curse you Minato you leave the village but you don't give me the secret to defeat paperwork' he groaned as he scanned through the papers.
Many of the papers were from the civilian council that demanded lots of money to repair their homes and businesses that were destroyed in the attack. Hiruzen sighed as he leaned back into his chair and smoked his pipe, the civilian council had been a pain in ass ever since he took the mantle of Hokage. He still couldn't believe his sensei Hashirama gave them a say in shinobi affairs, which was a mistake as the civilians grew arrogant and began to abuse their authority. But he hoped when Hashirama retakes the mantle he will be able to set things straight.
'I'm getting to old for this' the professor said smoking his pipe as he went over the reports of the damage. "BEAR" he yelled bear masked ANBU knelt before him.
"Hai Sandaime-sama" the ANBU stated.
"Give me the full situation report, the number of casualties of both civilians and Shinobi." Hiruzen ordered.
"Hokage-sama shinobi casualties have estimated to 1,000 shinobi along with 150 ANBU dead and the number is still rising. We haven't cleared all of the debris of the Northern and Eastern sector so we aren't really sure. However the civilian casualties have reached to 1,500 dead and many in critical condition." BEAR finished.
"Very well thank you for the report BEAR you are dismissed, leave the report here on my desk and return to your duties." Hiruzen commanded.
"With your leave Hokage-sama" said BEAR as he flickered away.
'Argh! Just when I'm finally ready to retire Kami herself decides to fuck it up and now I have to deal with more paperwork" he groaned as rubbed his temples. "Why does Kami hates me?"
After ten minutes Hiruzen had finally finished up the remaining paperwork that was the death of him for years. He was glad to finally be rid of it, the only thing left to do now was to make his sensei the new Hokage and finally retire to live out the remainder of his years as he wants. He got up from his seat and cleaned off his desk, and started to smoke is pipe when Orochimaru appeared.
"Still smoking Hiruzen-sensei those things can kill you you know" the snake chuckled.
"When your as old as I am, you realize that sometimes a smoke can make any stressful day a relief." He sighed taking a puff.
"Oh please, the only thing those things do is kill you faster" Orochimaru pointed out. "so any plans for the hokage position since Minato died?"
"As a matter of fact, I have." Hiruzen answered with a smile on his face.
Lord Third took off his hat and robes and presented them to Orochimaru. The sanin took them with great shock as he gazed up at his teacher.
"sensei are you sure? are you absolutely sure? I know im a suitable candidate but I'm sure the public would prefer a Senju or perhaps an uchiha."
Lord Third placed a hand on the man and gripped it lightly, "Orochimaru you are my prized student and I would trust you with the village more than my other students. Believe me when i say you would make a perfect leader. Trust me."
Placing the robes on he straightened and tightened the knots. He then placed the hat atop his head as Hiruzen welcomed him as the new Hokage. They were soon interrupted as Anbu entered his office.
"Hokage-sama the council requests your presence. They gathered to discuss the aftermath of the Nine Tails attack."
"very well, tell them ill be there in a few." Hiruzen ordered.
The anbu bowed his head before vanishing. Hiruzen looked at his student.
"shall we keep the council waiting?"
"of course not Sensei, dont want them having a cow if we are late"
As they both left to attend the council meeting, no one noticed the shadow that vanished from the corner of the room.
Kami's Dominion: Shinigami's Domain
Shinigami sat in her office holding her beloved little boy in her arms. He was the perfect baby if there ever was one. The entirety of her family surrounding her consisted of Kami, Yami, and the elder daughters of Shinigami, naruto's half sisters as they too gazed upon the child.
Delphi, the goddess of prophecy and eldest daughter gazed down upon her little brother as she brushed her hand against his little face. She couldnt believe how cute he looked.
"oooh mother he is so perfect." Delphi squealed happily. "can i hold him please can i hold him?"
Delphi was shoved a little by the second oldest Hikari. She was a tall celestial red headed beauty who was associated with rebirth and healing.
"No way Delphi, your just going to hog him like you do with everything else." Hikari scolded her like a child before she took out a little rattle in the shape of a flower and shook it a little.
The rattle's sound awoke little naruto from his slumber as he noticed it and slowly reached up to try and take it. Hikari cooed at him and gave him the rattle. She gently took Naruto from her mother's arms and cradled him in her own arms.
"hello little one im your big sister Hikari, and this child hogger next to me is your big sister Delphi." Hikari joked making Delphi fume.
"for the last time im not a hogger." Delphi retorted.
"oooh hush now both of you. You're going to scare him if you keep arguing like that. Honestly you two are the oldest and should be setting a good example." a voice interuppted their squabble.
It was the third oldest daughter Sakuya, the goddess of light and agricultural. She was as beautiful as her other sisters and she specialized in nature chakra and the inventer of the Light Release which she bestowed upon certain individuals if they proved worthy.
"nobody asked you Sakuya" Hikari and Delphi shouted at her in unison.
"Hey im just looking for the kid, i mean you two arent exactly the perfect role models."
"and you think your better?" Hikari huffed.
Shinigami shook her head watching her daughters squabble. It was always like this whenever something new entered their lives. Yami placed a hand on her sister's shoulder to comfort her.
"Sister, this child is going to be quite the godling when he is fully grown, he's the only child ever born from the union of god and mortal, actually the only child to be born from a lesbian union." Yami said sitting on her throne of ice still shocked out of her mind from the conditions of the boy's birth. "who knows what role this child could play in the world of man."
Shinigami brushed off her sister's hand as she didnt want to hear this now. Her son was just born and yet here they were discussing his future.
"Naruto will decide his own future, what ever that may be." Shinigami rebuked her fellow sister. "besides its not like the goddess of fate has already woven the thread."
"of course i havent mother." said goddess answered as she appeared before her family.
The goddess of fate herself Ariya appeared in the midst of shadows as she made her presence known. She was the youngest of the four and the most vital to the web of creation. She foresaw the fates of many and rarely ever interfered to change the fates of some.
"Ariya I trust you have been busy with the web of creation."
Ariya nodded as she does spend most of her time weaving the threads of mortals. It was tiring st most times and she rarely ever takes a break from weaving. But since this was the birth of a new member of the family an exception was made.
"I came as soon as i heard we had a darling little additon to the family."
She soon found herself gazing at the little one in her sister's arm suckling on the new rattle. She reached out to touch him when she saw events that would soon follow. She even saw the boy full grown married to two women, a red headed woman restored to her youth and a goddess that was once worshipped by mankind only to be trapped and sealed away. She screamed a bit which shocked everyone. Ariya only acted like that when she foresaw the future and this time it was about the boy.
"Ariya darling whats wrong?" Shinigami was greatly concerned which soon became worse.
Delphi went into her oracle, trance like state as she spoke out a prophecy and one that determined the fate of the shinobi world itself.
Born from two worlds that never should have entertwined
shall bring forth destruction or peace upon mankind
Bearing the blade of death he will bring judgement to all
His Enemies will crumble and empires will fall
By the whirling tide and light of the moon he will unify
With divine power to destroy or purify
The child of prophecy shall come to man's aide
and evil itself shall will be purged by deaths blade.
Delphi coughed before returning to her calming demeanor. She looked around to see everyone gazing at her.
"Did i say something wrong?" she asked.
Shinigami immediately fled the room, she had to seek out San. She had to be notified of the latest prophecy that spoke of her childs destiny. For once she wished one of her children didnt have to worry about some big destiny. But hey destiny is a fickle thing right?.
Konoha: Council Chambers.
Back at the leaf, Lord Third had been notified that everyone else had already arrived. But as he stood before it he couldn't help but feel a slight unsettled as if something big was going to conspire boy oh boy was he in for a surprise. He could already here soft chatter and discussions going on. Praying to the gods that were listening he pushed opened the door and swept into the room. Lord Third took his seat at the head of the table and then surveyed the council. The council was split into three parts, the Shinobi council which consisted of the clan heads of the Hyuuga, Aburame, Inuzuka, Akimichi, Nara, Kurama, Uchiha, Saratobi, Uzumaki, Senju and the newly formed Mononoke clan. Minus the Namikaze seat that was still empty. But not for long. The civilian council that handles civilian and financial affairs like stocks and trades, and finally the elder council which consisted of the hokage's advisors Homura, Koharu, and the old war hawk Danzo.
"Order I call this meeting to order" shouted Hiruzen.
"Hokage-sama where is Minato?" Hiashi asked. "Shouldn't he be here?"
"Following his battle with the Kyuubi Minato managed to defeat the beast with a SS Rank Fuinjutsu called the Shiki Fujin. With it he was able to summon the goddess of death herself and had sealed the ninetails away into the Senju heir, Naruto." the Hokage explained.
"Senju?" the shinobi council thought to themselves confused.
The civilian council immediately called for the death of the young Senju for they believed he was the ninetails in human form. Kushina was shocked as she believed since he was the Senju heir they wouldnt do anything against the kid.
San was growling silently, her teeth were baring showing off their sharp points. She was glad she left Naruto with his other mother. As she didnt want Naruto to see her rip the civilians apart.
"Silence" Hiruzen shouted.
"Hokage Sama we must kill the demon." A civilian shouted. "We must kill it while it's still weak in human form."
"Your not laying a hand on the boy" San snarled standing staight from her seat.
"ENOUGH!" Danzo silenced them with a loud banging of his cane. "In case you have forgotten, the child is the beast's container not the monster itself. Do you think the boy had any choice in the matter!"
"I agree with Danzo sama" Mebuki spoke up. "the boy is a victim like all of us."
"Mebuki san how could you defend such a demon?" one of the civilians asked.
"im defending the boy, not the demon he imprisions in his body."
Hiruzen sat silent in his seat as he never seen Danzo act this way. Usually he would be trying his hardest to make the boy into a weapon since he hasnt disbanded ROOT like he was supposed too. What was the man up too.
"This is quite the change coming from someone like you Danzo. I would have thought you would jumped at the chance to weaponize the boy and use him for the good of Konoha."
"War can change a man Hiruzen. I know you believe me to still be the shinobi of darkness that uses dirty methods to get ahead and i have in the past. But believe me, there are things i have witnessed in this world that can change a man. I dont expect you to believe me Hiruzen." Danzo explained.
"Wait?" Koharu said quickly. "What shall we tell the village."
"Nothing!" Danzo shouted making everyone looking at him. "The village has started rebuilding itself, and the people are trying to get over their grief. If you announce Naruto's status, he will become a target, an outlet for their rage and hatred for the fox." "Therefore I ask that we keep Naruto's status a SSS Rank secret so that the boy can at least have a normal life."
The Civilian council minus Mebuki went into an uproar again. They refused to doing anything that would protect the demon. Danzo silenced them with a threat of execution if even one of them reveals the boy's status to anyone. This silenced them completely as they sank down into their seats.
"what will become of the senju heir?" Mebuki asked. "is he going to live with Lady Tsunade?"
"unfortunately no, the boy's mother San Mononoke will be raising him in the old Konoha temple shrine. There he will taught the life style of his ancestors and if he wishes can become a priest like his mother or a fellow shinobi of the leaf." Hiruzen told them.
"We didnt know San had a child" Hiashi spoke out. "we thought all priestess declare eternal chasity when they are chosen. Also i didnt know San married a Senju."
"We all thought maybe he was an orphan or maybe Tsunade gave birth in secret." said Inoichi.
Tsunade, putting an end to their theories spoke out revealing that she couldnt have children and she never planned too. She also revealed to the council that San was her cousin, and the great granddaughter of Tobirama Senju.
"well thats settles the issue for the boy. But onto my other issue, which is the issue of succession for Hokage. Since Minato died he left me the mantle. But ive decided to leave the job to someone who is more qualified for the job."
"Who have you chosen Lord Third?" Tsume asked.
"I have already named Orochimaru as the fifth hokage of the leaf village."
His announcement shocked the council and shook them to their core. They didnt expect Hiruzen to pick someone as shady and suspicios like Orochimaru to be the next hokage. At per his declaration the sanin himself walked through the doors presenting himself before his peers, dressed in the hokages robes.
"Orochimaru do you solemnly swear before me, this council, and the fallen hokage that watch us. That you will protect this village even at the cost of your life. As well as spread the will of fire that was bestowed upon this village by its founder Hashirama?".
"Hai, sensei"
"do you swear to abide by the laws set by the first hokage and to ensure that all threats within or outside these walls are dealt with and ensure the safety of the villages populance?."
"Hai, sensei"
"Then under the watchful eyes of our fallen hokage, I Hirzuen Sarutobi, third hokage of Konohagakure pass the mantle to you Lord Orochimaru Mitarashi, the Fifth Hokage of the leaf." Lord Third proclaimed proudly.
Orochimaru rose from his feet and shook hands with his sensei before turning towards the council.
"before I dismiss this meeting, the civilian council is hereby disbanded. I will discuss it with Hiruzen sensei after everyone leaves."
The civilians wanted to retort but a single glare from the snake kept them quiet. They didn't take their defeat well though, they swore to do everything they could to make the demon pay. When no one had anything else to talk about Orochimaru dismissed the council. Hiruzen stayed behind as ordered as he gave a list of civilians that he knew wouldn't blame Naruto for something he couldn't control.
"Looks like we better go over the village rules and make some changes, it's time the village had a wake up call" Orochimaru told Hiruzen.
Hiruzen nodded, "Yes I agree, this will undo everything the previous civilian council had done."
Together, Orochimaru and Hiruzen spent the afternoon going over the old and new laws that were made after Hashirama's death. Hiruzen was right about one thing, the village hidden in the leaves was in for a huge wake up call.
