General information: Inquiry is a 10 year old boy who joined the wards on 29-5-2010 with his twin sister Harmony. He is also the younger brother of Fortuna and the older brother of Modula. He has skipped several grades and was on his way to enter Arcadia High after the summer.

Personality: Inquiry is a child genius who was suspected to have a thinker power before his true trigger. Additionally, similar to his twin sister, he has Asperger Syndrom. Before his trigger, this resulted in him being having trouble connecting with other people his age and understanding social conventions in general. However, his power now helps him compensate for that by showing him why people do the things they do. Inquiry is also very knowledgeable on cape matters, knowing the names and powers of most heroes and villains. Unlike most other parahumans, he doesn't seem to be interested in fighting at all, although that might be because of frequent exposure to Fortuna's calming aura. Things to note are his protectiveness towards his sister and the fact that he is not very heroically inclined.

Assesment:

Thinker 5: Inquiry's thinker power consists of two separate parts. His first power gives him the relevant information if he doesn't understand a social situation. By focusing more on that, Inquiry can obtain progressively more background information on said situation. This is only limited by the eventual thinker headache he gets, making it a surprisingly powerful postcognitive ability, although a limited one.

The second part of his thinker power lets him sense non-mental weaknesses of people. For normal humans, he gets the information in a few seconds. For parahumans, this takes around half a minute. This difference means that Inquiry can out a parahuman just by looking at him/her for more than 5 seconds! Notable is that this power also works via recordings, although the time needed to find a weakness is increased to half an hour. Longer focused observation can reveal more weaknesses of people. Like the other part of his power, this power is on by default, but Inquiry can turn it off at will. Observing large groups of new people will give Inquiry a headache and force him to turn off the power.

Subratings:

Trump 1: Inquiry can find out the weaknesses of parahumans and their powers. If he continues to use this power on a parahuman, he will likely get an idea of the nature of the power of said parahuman, even if it was previously unknown.

Notes: Inquiry's genius level intellect is not power related and therefore isn't mentioned in the assessment.

Recommended Strategies: Inquiry is protective of his twin sister and is therefore unlikely to defect as long as she continues to be a hero. Not alienating him or Harmony is therefore the primary way to prevent him from becoming a villain.

While Inquiry is not heroically inclined, he is also not villainously inclined or likely to go vigilante and is therefore most likely to become a rogue or keep his powers private if he leaves the wards. If he does, recommended approaches are to either support his endeavors or convince him back into the wards with a soft sell.

If Inquiry does go villain or gets kidnapped, assume all the powers, weaknesses and civilian identities of at least the local heroes are known by his team. As his social thinker powers allow him to gather classified and possibly dangerous information over time, capturing or retrieving him should be made the uttermost priority.

As Inquiry is the brother of Fortuna, Modula and Harmony, they will almost certainly back him up with whatever he chooses to do. If all four of them go villain, one should refer to the Fortuna threat report for the recommended strategies, taking into account Modula's tinkertech and Inquiry's knowledge of the heroes' weaknesses.

Name: Harmony (might be changed in the future)

Disposition: Ward

General information: Harmony is a 10 year old girl who joined the wards on 29-5-2010 with her twin brother Inquiry. She is also the little sister of Fortuna and the older sister of Modula. Harmony is very proficient in karate and has won local tournaments for said sport. Harmony didn't get her powers via a trigger event, and in fact doesn't have a Corona Pollentia at all. Instead, her powers come from tinkertech that Fortuna fused with her belly. Because of this, Harmony is the first known case 91 (or the second if you count Fortuna with her tinkertech heel).

Personality: Similar to her twin brother, Harmony has Asperger Syndrome. After her brother skipped a grade, she started getting bullied because of her lack of social skills. Although it has died down in recent years, it has led to her becoming more shy and reserved when in the company of other children her age. However, she is enthusiastic about becoming a ward and the only one of her family that signed up for full hours. Harmony is unfortunately not happy with her powers, because they are not very useful when fighting villains.

Assesment:

Stranger 3: No one can intentionally hurt Harmony as long as she remains peaceful. This effect works for both physical and mental abuse, making it impossible for others to do thinks like name-calling or even grade her unfairly for a test. If Harmony is committed to hurt someone, they and people who care about them are able to hurt her in return, although only with similar type of force as she is committed to use against them. That means that if Harmony starts name-calling people, they can do that in return, but they can't punch her. If Harmony punches someone, they can punch her in return, but not name-call her.

Subratings:

Master 3: Harmony does not control people directly, although her power does remove people's choices if they think that choice would result in hurting her. Notably, this can force people to harm themselves it their only other option is to hurt Harmony!

Notes: While Harmony is technically not a true parahuman, it was decided that assessing her like a normal parahuman would be best.

Recommended Strategies: Like her other siblings, the recommended strategy to deal with Harmony is to not alienate her or her siblings.

Harmony's powers make it incredibly hard for heroes to do anything to her as long as she doesn't harm anyone they personally care about. While her powers are utterly unsuited for combat, they could make her a good thief or spy as she doesn't need to fear retaliation if discovered. Opening dialogue is almost certainly the best way of dealing with her in that case.

If conflict is inevitable, heroes should think of ways to capture her without inconveniencing her too much, in order to work around her protective power. Of course, once she starts hurting people, they can easily capture her by hurting her in return as her power doesn't help her in full combat.

In any fight, Harmony is the lowest priority target as she can't do anything significant without making herself vulnerable.

If Harmony goes villain with her siblings, one should refer to Fortuna's threat report to find out how to deal with them while noting Modula's tinkertech and Inquiry's knowledge of the heroes' weaknesses.

Name: Copykitty (might be changed in the future)

Disposition: Ward

General information: Copykitty joined the wards on 30-5-2010 following her father's death and her subsequent trigger event. Being 7 years old, Copykitty is one of the youngest wards in the entire U.S.

Personality: Copykitty was a typical cheerful 7 year old before her trigger event. Now, so soon after her father's death, she is depressed and prone to burst into tears at the slightest mention of her father. Copykitty is also enarmored with Fortuna's hero persona and likes to transform into her breaker state or forcefield clone.

Assesment:

Stranger/Changer 2: Copykitty's main power is to transform into 5 different forms, which must be copies of something already existing. These forms can be normal people, breaker states, or even power armor. She does not gain the powers of people when she transforms into them, exceptions being the nature of the breaker states she can transform into. It takes half an hour for Copykitty to exchange an existing form for another.

Subratings:

Breaker 2: Copykitty can transform into certain breaker states, which include Fortuna's ice form and one of her forcefield clones.

Trump 1: Copykitty retains certain powers from the breaker states she transforms into. In case of Fortuna's ice form, she can choose to freeze objects over by touching them.

Thinker 1: When transformed, Copykitty gains knowledge of how to act as the person she is transformed into. This knowledge doesn't include memories.

Brute 1: Copykitty can transform into power armor, which gives her similar strength to a low tier brute. However, her default form does not have unusual strength or durability.

Notes: As of this moment, Copykitty can transform into her brother, Fortuna's forcefield clone, Fortuna's ice breaker state, Gallant's power armor and Modula.

Recommended Strategies: When dealing with Copykitty, Master-Stranger protocols have to be used. Her most threatening ability is to transform into people and act like them, which is uniquely suited for infiltration. Frequent use of passwords and MS protocols should be enough to prevent a rogue Copykitty from accomplishing anything. In combat, her most threatening ability is the transformation into power armor, which essentially gives her a brute rating. In that case, approach her like a lower tier brute. If she disappears during combat, make frequent use of MS protocols to check whether she is impersonating an ally.

However, treating her well in the wards should almost certainly prevent her from ever becoming a threat to the PRT and protectorate, outside of mastering.

AN: We have 3 new wards, so we get 3 new threat assesments.

For clarification, we are still 10 months before the start of canon, and 7 months before the locker, and therefore many stations of canon will get butterflied away before we get there. However, with Shadow Stalker's capture, Lauren's decisions are now starting to affect Taylor's fate (Even though we probably won't see their result for a while).
