Chapter 15

Four days later, Hadrian found himself sitting inside the Wizengamot chamber. On his left sat Susan. The Blacks and Bones had their seats right next to each other. Hadrian had called an emergency session the first thing the next morning after having an important meeting as Lord Black with, the Minister, Lord Greengrass, Lord Potter and Lady Bones, Lady Yaxley and Lord Malfoy. It had taken three days, for the emergency session to take place.

During that time, Hadrian, Cyrus, James, Susan, Amelia, Rigel and Arianna had came up with a plan to deal with the threat that lay over their magical existence. When he had introduced everyone to Rigel and Arianna, they all had been very cautious and uncomfortable around them, however they slowly warmed up to them a bit. The Most Ancient and Noble House of Malfoy and the Ancient and Noble House of Yaxley had been allies with the Most Ancient and Noble House of Black for well over two hundred years. Moreover, Hadrian was very good friends with them.

Three days ago...

They were all currently sitting in the Lords office, in Black Manor. Except for Hadrian, Susan and Amelia, nobody had any idea what was going on. They were all waiting patiently, for two people to arrive, however James and Cyrus had no idea who they were waiting for. Eventually, Rigel and Arianna came into the office escorted by Rocky, and when the two men recognized them, they jumped up with their wands drawn.

"Woah! Woah! Calm down!" quickly said Hadrian. "These were the two people who we were waiting for." Hadrian then walked over too the two, gave Rigel and handshake and a manly hug and then Arianna a gently hug with a kiss on the cheek. The three had been best friends since their first year at Hogwarts. All three may have been pureblood, however they didn't believe in the pureblood superiority.

He then said to them, "I'm glad you could make it!" Hadrian then turned to the rest of people and introduced them. "This is Lord Rigel Malfoy of the Most Ancient and Noble House of Malfoy and Lady Arianna Yaxley of the Ancient and Noble House of Yaxley." He then added, "They are my best friends and allies of the Most Ancient and Noble House of Black."

"Why are they here?" spluttered James.

"Well we are going to need them, once I've told you why I have requested you all to come here for this meeting urgently." responded Hadrian.

Once everyone was seated, Hadrian went straight into the point, "I have called in an emergancy Wizengamot session which will take place in three days. A huge matter has risen, which the Magical World is not ready for." Everyone raised their eyebrows questioningly, except for the Bones.

"And what has happened?" asked Cyrus.

Without saying anything, Hadrian duplicated the muggle newspaper and banished it to everyone on the table. He could see their blood draining from their faces. They room remained quiet for a while.

"As you can see, this is a very big problem." stated Amelia. "What are we going to do about it?"

The room remained quiet. Everyone were lost in their own thoughts. After a few more moments, Hadrian could only think of one way to get out of this. It seemed that Rigel and Arianna had thought of the same thing. Afterall, it was the three of them who had once discussed about this problem if it had ever arisen. They then all shared a look, which did not unnoticed by anyone.

"Well you three have clearly thought of something, what is it?" asked Cyrus.

They all three had a silent conversation by looking at each other. It was Rigel who spoke.

"During the war, we three had worked out that there was a chance that muggles could discover magic. The amount of times, Death eaters attacked muggle neighbour hoods, it was bound to get out eventually. We three immediately agreed that we had to plan something, just in case. We suspected Hadrian was a double agent but never questioned him, and thankfully we were never forced to take the Dark Mark. So the three of us together came up with many ideas on how to tackle this issue if it ever risen. However there was one that really stood out." ended Rigel.

"Well what was it?" asked Amelia impatiently.

"Well the only viable solution was separate muggles and magical's completely." took over Arianna. "Muggles are growing in a quick numbers and thanks to the last three wars, the magical population has dropped considerably. Muggles will slowly find many more traces of magic, and start questioning weird things around them."

"What do you mean the solution is to separate muggles and magicals completely?" asked Susan.

"Right now, what are the safest places for wizards and witches can live in?" asked Hadrian.

"That would be Hogsmeade and Hogwarts" answered Susan.

"And Godric's Hallow" added James.

"Why?" prodded Hadrian.

It then dawned on them. "Because only magicals live their, and no muggles. Helping us stay hidden and safe." concluded Cyrus.

"So what your saying is that we need more magical communities?" concluded Amelia.

"Yes and No." replied Arianna. "We definitely need more communities however we need something bigger, stronger and safer."

When no one was catching on what she was meaning, Hadrian helpfully supplied, "We need a magical city."

It then dawned onto everyone on what they exactly meant. In order for them to stay hidden and safe, the needed to completely close all ties with anything muggle. Having a magical city could also be much easier for them to live. They no longer had life in fear of getting caught. They could be free.

"That's not a bad idea." said Cyrus thoughtfully.

"Indeed," agreed Amelia. "Well how are we going to do this? This is going to cause quite a stir in Magical Britain."

"Leave that to myself, Rigel and Arianna. We will have everything ready in the next three days." said Hadrian.

"Well, could I join you all as well? I could provide some help, you know? Give a different perspective." asked Susan hopefully. The three immediately agreed. The more minds, the better.

"Well, then that's leaves us to gain as much support as we can in the next three days." said James. Cyrus agreed with him.

"Well, I better head home. Roxanne is probably going to be worried about where I have suddenly disappeared too." Cyrus said whilst standing up. He then greeted them goodbye and left. Minutes later, he was followed by James, Rigel and Arianna.

After they were gone, Amelia turned to Hadrian questioningly, "I hope you know what we are doing? This is very serious."

"Don't worry mother," he replied before giving her a kiss on the forehead, and giving Susan a hug before leaving the room. He had a lot of planning to do.

Present time...

"This emergency session has been called by Lord Black!" said the Chief Warlock, Lord Andrew Boot of the Ancient and Noble House of Boot, towards the gathered Lords and Ladies. All eyes turned towards Hadrian.

He cleared his throat and said, "Members of the Wizengamot, I have called this emergency meeting because our very existence is currently on the firing line." Instantly murmurs broke out. They were all confused at what Hadrian was going on about. Seeing no reason to speak in riddles, Hadrian bluntly announced "Muggles have gain knowledge of the our world and magic!"

The chamber suddenly felt alive. So much noise was being made that no one heard the canon blast come out of the the Minster's wand. On her fifth attempt, did she manage to get everyone to be quiet.

Before Hadrian could continue, Lord Zabini demanded, "Where is the proof. You could be telling us lies!"

Wordlessly, muggle newspapers appeared in front of everyone. When they all glanced at the title, they immediately paled. No one could dispute what Hadrian had just said. "We need to act accordingly and swiftly, because if we neglect this, then their may be a war coming in the near future, which undoubtedly destroy us all!"

"What can we do?" questioned Lord Brown.

"We need to leave London. All witches and wizards need to leave any and all muggle settlements. We need to build new settlements that are only for those who have magical blood."

"What do you mean, leave London?!" asked Lord Neville Longbottom. "This is where the ministry is! As well as Gringotts and Diagon Alley. Furthermore, a lot of wizards and witches live in London!"

"That is why we are hoping to build a magical city." said Lord Black passionately. "The city will be the home of the new Ministry, it will hold the new Gringotts and Diagon Alley." Hadrian then continued to speak about it with Lord Malfoy, Lady Yaxley and Lady Bones, adding something in when needed. The Wizengamot members were slowly but surely getting persuaded into it. They were realizing that the Pros way outweighted the cons.

After Hadrian had stopped talking, the Minister, Amelia, starting asking her own questions, "We have heard your idea, Lord Black, Lord Malfoy and Lady Yaxley, and we are impressed. However, I have some concerns that I want to point before we put your idea to vote." The three nodded their head. "My first question is, where are we going to build this city?"

Lady Yaxley decided to answer the question, "Many of you may remember that the entire of Cornwall was eradicated when Voldemort decided to destroy it. The entire population of Cornwall were killed. However, it has been forgotten that the land that Cornwall had magical origins. No one owns it, however it used to be a magical settlement way before the rise of Grindelwald. You can feel the latent magic in the air." Everyone present were shocked to hear that. It was clear that no one had known. "Since Cornwall is uninhabited, it is a perfect place to build the Magical Worlds first city."

Amelia nodded her head, satisfied with the answer. She then raised her second concern, "If we are to build the city, how are we going to protect it. The last thing we need is for muggles to catch a glimpse of it." After hearing the question, everyone looked curiously at the trio.

It was Lord Malfoy who answered, "Putting wards around the city will be a huge undertaking. We hope that we will be placing the strongest wards possible. Lord Black, had also found a ward that will help protect the city from muggle eyes. Only those with potent amount of Magical Blood can see and enter the city."

"What do you mean Potent amount of Magical Blood?!" demanded Lord Samuel Weasley. Samuel Weasley was the cousin of Arthur Weasley. The Weasley's and Malfoy's had always clashed between each other. The Noble House of Weasley were a very light family.

Before things could get out of hand, Hadrian cut in, "What Lord Malfoy means is about potent magical blood, is that anyone who does not have enough magical blood, shall not see nor enter the city. Most squibs have enough magical blood however their children will not."

The members of the Wizengamot seemed pleased with his answer. Lord Weasley, deflated a bit and promptly sat back down on his seat. Rigel had a smug smile on his face.

"We may now all vote. For those who agree with Lord Hadrian Black of the Most Ancient and Noble House of Black, Lord Rigel Malfoy of the Most Ancient and Noble House of Malfoy and Lady Arianna Yaxley of the Ancient and Noble House of Yaxley, please raise your wands!"

Surprisingly, everyone raised their wands. It was the first time in over two hundred years that all members of the Wizengamot had all agreed on something. It seemed like everyone were either scared of Muggles finding out about their existence, or they were also intrigued with what lay in the future and the possibilities that the city could create.

Out of formality, the Minister then said, "For those who disagree, please raise you wands!" No wands were raised.

"The motion is now forward! The project will start immediately! Emergency Session Closed!"

The future of the Wizarding world was definately changing. And as everyone left the Chamber, they all wondered what lay in the future.
