After naming the now Dragonewts and Orc Citizenry of about two more clans, Rimuru and her men returned home to the Named Village with the unnamed citizens and Knights whom she named there before sending them on their way. Rimuru went back to Overseeing her own village that now progressed quickly with extra hands in making the sewage system. Temporary housing was built to house all those High Orcs until all are named and sent to their future homes where they will work out their new homes.
Its been three months since Orc Disaster.
Given how eager the Orcs are to atone, their work ethic is something Japan will gladly welcome...and exploit, if they UNLUCKILY entered a Black Company. Lucky for them, Rimuru is never the 'Exploitative Evil Boss' type. And given said work ethic, it plays a big role in how fast their sentence as a race will end.
Given their evolutions, they gained immense smarts like everyone else Rimuru named, and learn quickly that according to Dwarf Reports, they can rival the dwarves as craftsmen in the future.
Thus, having acquired new workers, they quickly rushed to finish all the previously neglected projects. At the same time, they started transporting goods and equipment. Tents that are no longer in use, are sent to Orc Towns.
Geld was very useful in transporting the goods.
As he claimed he could, he swallowed the disassembled tents and stuff and thus distributed them among the villages. However, his success is largely thanks to the fact that he can now leap along with the star wolves during Shadow Step. He seriously tried hard to learn it and became the first to succeed with it.
The rest went smoothly.
That is, the trip to the hillside district alone on foot would have taken him many months. Instead, he was able to make a round trip in a single day.
So it was decided to put the skill to use and established a communications network between all the villages.
Basically–Postal Service.
Though only a few individuals here can read and write, that Rimuru was seriously considering building that school...as soon as possible but livelihood comes first. Verbal Message sending requires one hell of a memory, lest it gets...edited along the way, ad lib as long as they get the point across. This is because Telepathy can't reach so far!
Thus, we were able to establish some kind of connection between the many communities.
Soon, some permanent housing CAN be built thanks to the labor force plus Treant Wine Rimuru had circulated. The workforce quickly heals from muscular stress and fatigue.
Sewage and Plumbing come hand in hand.
Once the sewage is completely built, plumbing came next...meaning, flush toilets. Magic is really a blessing in a place where there's no dams for water supply. With magic, they can draw water from the Ameld River, flowing into large water tanks. The town will have six. Water will flow into magically-ensorcelled flush tanks, bathtubs, washtube for laundry and kitchen sinks. As everyone has magicules, they can use the magic while also ensuring no water is wasted. The sewage pipes is magically-ensorcelled to ensure everyone's toilet waste will flow to the ocean to serve as fertilizer. As for biodegradable waste, Rimuru turns it into fertilizer for farms instead in a special out-of-the-way facility. non-biodegradables are either recycled, or magically vanished away. Pollution is bad.
Tools and equipment are manufactured en masse now, that Rimuru can teach cooking at long last to all women, opting to hold workshops.
Soon, the town is finally flourishing. The appearance of the town she designed gives a 'sense of fantasy world' to it as she really did NOT want to bring modern earth here. The only thing she ever will, are food, life's comforts using magic to replace electricity. That's it. And each house has tall trees to serve as natural umbrellas against summer heat and extra oxygen for everyone. And trees in question, are fruit trees. The Dryads grew the trees to full maturity instantly so the trees can begin producing at their determined seasons.
To encourage monster horticulture, they also planted a field of trees Hell Moths and Gehenna Moths like for their offspring.
They spared some land for building a future Government Office, a School for General Education and Military School.
For Military Education that is under Benimaru's control, she had Souei steal much-needed-information from human nations for her and the Kijin to study, and later teach Anti-Tactics after research to their military forces. His mission is top secret known only to her, Benimaru and Hakurou. Stealing from nearby countries of Falmuth, Blumund, Ingrassia, and smaller human nations, whatever! Monster countries have higher security, and its not worth the risk.
'What about Ruberios?' Souei asked her. 'That's the only human country you didn't include in the list.
'Dude, that's the land of Saints.' Rimuru shook her head in sheer denial at the idea. 'Unless we're a Demon Lord to outsmart, outwit and outrun them, hell no! What I gave you will give us enough clue, we'll be fine.'
Hakurou's task is still the same, whipping up the Hunter Unit in shape. Soon, he'll have Orc Students after they served their sentences. While construction was ongoing, the Hunter Unit's time was best spent under Hakurou's strict, high level training. Rimuru after office work, trains the wolf pack ala Pokemon Style which she greatly enjoys. She teaches them moves they can possibly do. Upon mastery, they manifest as Intrinsic and Extra Skills.
That came with the side effect that rumors of them spread, that foreign wolf packs sent envoys...and upon hearing of the new species that evolved under Rimuru who became 'handsome powerful hunks' by wolf standards? Needless to say, they now have aspiring young and unmated females to join. There are twelve wolves in town, so the females that came are also twelve. Naturally, Rimuru evolved them upon determining their character. It seems the new species Rimuru created, will have a future.
'This is kind of lucky, master.' said Ranga. 'The pack I originally came from, has no females left.'
'Eh? How come?'
'Grandfather waged war with another pack, but while we were gone, a separate force attacked our home and killed all our females and pups. When we got back from battle, what awaited us, was ruin.' said Ranga somberly. 'We knew then we had no future that father, upon succeeding grandfather, didn't care whether we live or die any more as long as we can still fight. At least in this town where it's very safe, we can safely have pups again.'
Wow, Rimuru never knew Ranga has such a past.
Thus Rimuru focused a lot on work with her people to pull everything off.
Five months passed after Orc Disaster and STILL naming a whole lotta people and still in progress?
Gabiru was sent to Named Village as a resident to make him see 'how things are done, and please make use of him' to quote Aldrich.
'Sooo Gabiru, I hope you learned some lessons from your father.' said Rimuru with a raised eyebrow as Gabiru went ten-hut! out of nervousness.
By how nervous and unusually meek he was, he was indeed, 'seriously schooled'.
'You will learn under me that being a ruler is more than just a boss of your land, barking orders and being respected by default. Its a very, very onerous job to keep everything running smoothly.' said Rimuru tiredly. 'However, end results are worth it. I have no idea about Lizardmen Culture, but some stuff remains the same to keep a nation afloat.' she told him. 'Since you are back to being Nameless after Gelmud's death as you are under incomplete status from him, you'll have to stay close by as you are directly my student, and under my direct command.'
'Hai, Rimuru-sama!'
'First, I'll give you a tour around this village...no, given our newcomers, calling it a budding town would be more apt.' she mused, correcting herself.
'So what were you doing?'
'A ton of work; construction overseeing, manufacture quality check, production inventory and distribution and education. Few fields, but a whole lot of subfields after them that I have to dose myself with Treant Wine to keep functioning.' Rimuru deadpanned. 'Prepare for workforce hell.'
And she delivered on her promise, big time, in the form of overworking Gabiru's brain and subtly dumping some of her work on him while ensuring he doesn't cut corners that by the end of his day, he grew to appreciate Treant Wine. He doubted he'll survive day one without it...

While they were building...
King Gazel looked at the reports sent by his spies. Rimuru has certainly gotten busy for the sake of providing housing to everybody as well as food while she still can't walk thus can't train in combat yet, relying on her puppet skill to control her body how she wants it.
Forming an alliance with Lizardmen whose Chief she evolved into a Draconian, and his army into Dragonewts.
The Orcs seeking to atone paid for the trouble they caused by building 'supply towns' and their residences. Once their sentence ends, they can live normal lives and never worry about steep taxes from a lord ever again. That was how the Orc Disaster mess started to begin with and further exacerbated by Gelmud.
How the alliance dealt with the Orcs and how it ended as a Coalition of Races with a Unique Slime as its head. Kijin, Tempest Storm Wolves, Hobgoblins, Lizardmen, Treants and Dryads and Orcs.
Massive building projects began now that they got a massive workforce, and a new product is out on...strictly-regulated sale by Dryads. Treant Wine, is it? But a brand that quickly heals muscular fatigue and all forms of stress. There were other brands, but his spies would tell him that even Rimuru herself admitted lamentingly she researched a disastrous monster she'd rather it be sealed unless war happens, thank you.
She originally researched liquor and wine with Treant Fruit because she wanted to build a Bar for adult downtime after work, as the slime was insanely stressed with everything. She did NOT see the true horror coming, until she and the Dryads tasted it and experienced the effects instead of the good buzz she was hoping for.
Wine that proves status buffs? It would have been a good idea but as it's still liquor, it makes you drunk if taken plenty, and no sane ruler wants overly-buffed drunks making a mess in the streets. But the effects are more potent and lasts longer than actual buffs cast by magic. Heck, the 'forbidden wine' even goes into production of rare-grade goods!
Gazel knew that other than Magisteel, trade must begin between their territories.
He would pay Rimuru a visit.

Without Souei who was traveling stealing intelligence, the town was surprised with the arrival of Gazel and his Pegasus Unit that Rigurd barged into her office, startling both her and Gabiru.
'Rimuru-sama, King Gazel of Dwargon has arrived with his pegasus unit!'
'Wait, WHAT?!' Rimuru howled in disbelief. 'Rigurd, tell Hakurou classes are on hold until they're gone! Have the Hunter Unit recover and get hunting for meat! Tell me where the dwarves are and I'll handle the rest!'
'Yes milady!' and Rimuru stood up.
'This is your first lesson in Diplomacy. You are only to watch and only speak when spoken to, understand?' Rimuru told Gabiru warningly. 'Diplomacy is as hard as walking on a tightrope from Point A to Point B. Say the wrong thing or anger a diplomat or a foreign ruler, you fall that rope and take your country with you. A successful business reflects that you safely made it to Point B. Understood?'
'Hai!'
'Let's move out!'
And so...
'I wasn't expecting your visit, your majesty.' said Rimuru in her slime form, carried by Gabiru. They're in the makeshift Conference Room which is basically, in a log cabin.
'Yes, sorry for the sudden visit, but I do have concerns and letters will take time to reach.' said Gazel. 'From that last time I saw this place, it's progress is nicely quick.'
'Yes, the dwarves I hired reckoned that with further education, we can pull off a dream and make it reality.' said Rimuru.
'A dream?'
'Yeah. A town built in half a year or less.' the dwarves did a double-take at the unbelievable time frame. Towns don't get done in less than a year people! A Castle Town created by Kingdoms takes over 20 years, and that, is minimum! And this one here claims a town can be built in half a year? Hah?
Supplies: mining the quarries for stone and clay, logging wood, procuring things like nails and other fastenings, crafting and purchasing tiles, etc and travel time from Point A to Point B. This is the main cause of lengthy time in building.
Finances: this, along with supplies, causes projects to pause occasionally. You can't get supplies if you can't pay!
Workforce: they work 8 hours a day if legally employed, but if you're a slave, your work hours are unreasonable but progress gets done that way. They're also free miners and craftsmen so that way, you don't have to pay for supplies if you have your own source of resources to get from.
Resources: quarries, the forests and mines. Find and get the good ones before others do.
Thus building projects for a building alone, will take years, nevermind a town...
However, according to his spies, things get done quickly, if you have...magical help.
Rimuru's the one who flattens the land and cuts down trees into processed logs. But its the workforce removing obstacles and clearing it up for use and disposing of branches. She was also the one doing instant masonry with a flick of her wrist and harvesting clay, but its everyone else moving the processed stone blocks for use, and molding clay bricks before baking in kilns.
Logistics? Why it's thanks to Skills! What would take months of travel while dealing with aggressors? Shadow Step skill! Delivering this and that, takes HOURS!
So Rimuru's...audacity is indeed...POSSIBLE.
'When I traded stories with Garm and his brothers, I learned that humans procrastinate a lot and build slow on purpose as that means they get to stay on the job longer and get paid longer, even faking project construction time duration for money's sake. I'm just glad we monsters don't care for money unless we need to purchase goods in Dwargon...we want everything done as soon as possible before rainy season comes and get everyone sick.'
'Your idea of purchasing so far is making Kaijin pay off the remaining credits.' said Gazel wryly. The girl purchases seeds and tools, and building goods and hired more teams of dwarves for the budding towns. Rimuru snorted.
'Of course, guy's stinking rich now isn't he? The amount he owes me is chump change compared to what he actually earns.' Rimuru chuckled in bemusement. 'Just one ore comes a long way to buy everything we need and the rest can come from nature itself to ensure our future self-sufficiency.'
'How are things coming along?'
'Thanks to eager-to-atone orcs, quite smoothly.' said Rimuru as they drank fruit juice, magically-chilled. 'I thought with our numbers it'd take us three years at our fastest. But with the orcs eager to make up for things, half a year is possible.'
'Any new discoveries, products and the like?'
Considering the flow of information, what Rimuru can conceal, was Kurobee's smithy. With illusion spells, they'll just see up to rare goods made from monster parts and expensive metals. But in reality, Kurobee crafts budding legend-class items. His next project was Mithril, incase they have to deal with undead and spiritual entities.
Sure Rimuru gave Gazel what's currently in her possession at the time. But she found new mines anyway, and started exposing them all to potent magicules in her stomach to produce up to 50% Magisteel Ores.
It helps that Veldora's presence in there speeds things along.

'Well, things will be feasible by next year, if conditions are met.' said Rimuru. 'I was hoping for monster silk to be commonly available though market price will be 10 gold per bolt if Dwargon sells it in exchange for materials and supplies we need.'
'How good is Monster Silk for defensive abilities?'
'Sharp weapons cannot pierce it unless it's a 30% magisteel sword or an A-Class monster claws and spikes as the silk comes from B-Class Hell and Gehenna Moths.' said Rimuru. 'But while you're OK from sharp things from B and below, you'll still die from bludgeoning by melee weapons, so our silk has to be treated with sorcery to overcome that setback. It will also level up the wearers. Although its not that easy to become a Sage or Saint, so that's impossible to ask.'
'Mm. Its rare for a human and dwarf to become a Sage, let alone Saint.' Gazel agreed with her. 'The most equipment can do, is level up warriors to A-Class Adventurers. But in terms of ranking equivalent by the Free Guild, an A-Class Adventurer is about worth a B+-Class Monster in strength by oneself. For an A-Class Adventurer to defeat an A-Class Monster, they'd need at least, a large party, numbers depending on information.'
They talked some more as rulers, sharing information that can be legally shared and keeping up-to-date with events inside and outside.
Soon, the golden bell rang.
'Oh, lunch break time.' Rimuru mused. 'The ladies are serving up the table now.'
'Ohoho. you guys still live off monster meat, don't you?'
'Nah, we've gone vegetarian, meat is for winter.' said Rimuru. 'Though seafood will be possible when our Port Town is finished. I'm exploring the potential of seafood once that town is done...well, who else can swim deep down with no breathing issues? I also have to plan farming seafood if I found easy-to-raise edibles...'
'...creatures of the ocean can be eaten?' Gazel blinked. 'In that...salty water?'
'Anything that's alive is edible unless they're born poisonous.' Rimuru shrugged. 'Nothing ventured, nothing gained!'

'Rimuru-sama, I noted that you two gave your secrets a lot to each other...' Gabiru mused as the dwarves went home, carrying with them barrels of the forbidden wine for military use and adventurer sale by the test tubes. 'Why is that?'
'When you're allies with someone, you naturally start trading. Be it material goods or information through equivalent value exchange.' Rimuru told him. 'Trading is one way to keep alliances stable and secure, as both countries have what the other doesn't, that they need but can't get on their own. To get what you want, you must give up something of equal value in return. Otherwise, trade is impossible.' Rimuru told him, making an X with her arms.
'Don't worry, I benefited from our long talk as well, that our country will get a lot of goods soon. Once we get the call, we can move our goods via Shadow Step to quickly get them around.' said Rimuru. 'As your homework to be submitted by the end of this week, I want you to think about my talk with King Gazel today and how you understand it. dissect our talks down to the last nitty-gritty detail, and on the deadline, orally recite to me your answer. I DO report to your father about your progress as tribal prince you know.'
'H-hai!'

Summer came.
'It's...hot...it's a lot cooler inside the buildings and at the marshes!' Gabiru gasped out, reporting to the office come morning.
'Well, summer has indeed, come.' Rimuru sighed. 'I'm glad everyone has houses by now and we're just building the Industrial and Recreational Districts...'
'I noticed that only the Residential Areas have trees...'
'Natural umbrellas so the houses won't soak up the heat during summer.' Rimuru chimed. 'The hot air of summer is already unbearable, we don't need our homes to soak up heat and heat up the inside, right? There's only so much magic can do even against nature's might, you know.'
'Oh...'
'Rimuru-sama, the orcs reported severe sunburning!' Rigurd exclaimed, coming inside.
'Oh! I'll get to their treatment right away! Orcs are sensitive to severe sunlight and heat, I forgot!'
Needless to say, Rimuru treated the entire Okumura Clan in her town, before treating other Orc Towns. Then she designated a Summer Schedule to avoid sunburning. Their work hours are until 10 am in the morning with an afternoon break, and they continue working from 4:00 till dinner time for everyone. Due to severe heat, everyone is to stay indoors, unless they have Heat Resistance to keep functioning.
It's not just the Orcs...
'Master, help, we're too hot!' yeah, wearing thick fur in summer is bad for most furries. Ranga and his pack are heaving, desperate to cool down by panting.
'Alright, line up fellas, you're getting a summer haircut, so go full-sized on me!' Thus Rimuru left just enough fur on their bodies as to not be too naked...about four cm left and losing some hair got them cool.
The rest of their trimmings went to the dwarves for crafting, but Ranga's Alpha fur was separated from his pack's who are of the same rank.
Thus that summer, they're 'in vacation'.
This actually helped Rimuru that she and Gabiru can finish their remaining workload without anything new incoming by overtiming, and can laze the rest of their days in peace.
They were the last to have a break, actually and Gabiru was glad for a vacation, allowed to go home to pass summer out in the Lizardmen caves where it's comfortably cold.
Rimuru spent her lazy days making paper, and by devouring colored ink she purchased, she printed out her beloved manga by Tankobon, ten chapters per book, AND colored as she remembers them in anime. Thus she has her manga library at home and each book is protected from fire, water, and physical damaging with magic. Naturally, it's in native language, so she had to adjust the speech bubbles thanks to Great Sage's photoshopping ability. She can even doctor Hunter x Hunter's lousy art style to how she liked it. While everyone knows Togashi has health issues which is understandable, but the art...well...even she can do better at that point, but not even she can write a good story like he could. Thus when she buys manga, she ignores the kiddie art for the plot itself.
She also visits the farms and adjusts the magic so the plants don't wither and die from severe heat.
After the heat wave, rain came, quenching the hot, parched land and replenishing what evaporated in rivers, ponds, lakes and marshes.
'Ahhh, after heat, it got cold next! Awesome~' Rimuru greatly enjoys this at home.
Frankly, on days like these, she usually plays games but...no more video games in this world... 'Damn, its boring...hey Great Sage, knock me out and set up some anime from my memories so I can watch it in our head. I'm dead bored~'

'As soon as I put myself in bed, load up Detective Conan for me please, starting with the Metropolitan Police episodes. I'll marathon for about...' Rimuru cast a spell to determine the time. It's 1:44. '...six hours just in time for dinner.'

Inside her head, was also where Veldora and Ifrit was when Rimuru found herself among them.
'Oh Rimuru, what brings you here to our space?' Veldora greeted, all chummy with her.
'I'm dead bored since Gabiru and I finished all our paperwork and summer was so bad I put everyone on vacation or we get terrible sunburn.' said Rimuru wryly. 'Me, I'm a slime with so many resistances I'm a cheat existence so I decided to watch anime.'
'Ohhh! Isn't that a live action of your Sacred Texts?!' Veldora asked in excitement. Rimuru decided she'd rather not ask. Veldora's been poring into her stash of goods?
'Yeah, wanna watch?'

'You know I haven't seen Rimuru-sama lately.' said Shion as she was living with Hakurou, while the Kijin Royals lived together and Souei lives solo.
'She is the busiest out of us all.' said Hakurou, sipping tea. 'No doubt she's still working. Unlike us whom she put on vacation due to sunburn dangers, she has no such worries being a slime.'
Little did they know that their master is...goofing her downtime off...

Dinnertime...
'Rimuru-sama, we haven't seen you in quite a while today.' said Shuna as Rimuru got her share of lunch from her.
'Well, I spent my afternoon dozing off today.' said Rimuru sheepishly. 'Once summer break is over, here we go again in the office so I'll relax while I still can.'
'Take good care of yourself OK? It won't do for our master to overwork!'
'Ahahaha...riiiight...'
And when Rimuru sat on her usual table with the village executives?
Her disappearance was noted, but she reassured them that she just spent the day sleeping since her office is cleared of work she was 'dead bored' and decided to relax while she could.
'Ahhh so that's how it is~'
Indeed, they should take advantage of summer...while they still can.
That night?
'Rimuru, I'm interested in this Detective Conan show!' Veldora excitedly told her. 'The intrigue! The mystery! How things begin and end! And to think a little kid solves crimes!'
'Oho! That got you interested eh?' Rimuru looked thoughtful. 'I'll have Great Sage load it up at night so we can all watch!' makes her wonder how he'll react to Toriko, and to think the rest of it isn't even animated...
