"So... Naruto has Senjutsu after all."

Zetsu looked at Kokabiel's corpse again, much faster than he was expecting. The man's corpse was brought back to him only hours after he and the White Zetsu went to go and face Naruto. Only, now they were all corpses that his other White Zetsu brought back to him.

"That... we don't know." A White Zetsu reported to him.

"You don't know if he has Senjutsu on his side... then how did Kokabiel die again so quickly? I gave him enough chakra to put him on par with a Kage, and he was enhanced by a White Zetsu to the point there his physical stats should have been on par with... is that..." Zetsu looked at the back of Kokabiel's head.

A stab wound.

-Hours Previously-

'Could have sworn this guy was dead.'

Naruto watched as Kokabiel flew into Kuoh, and he followed after the man and several clones of himself. Naruto felt chakra from the man this time, which was a little concerning that he suddenly had chakra, but it was that very chakra that alerted him to the fact that Kokabiel was on the way. With Kage level reserves, even without Sage Mode he could sense that something strong was on the way.

Naruto hoped from building to building as he followed after the flying man.

Naruto took out a knife and jumped onto the Kokabiel clone that was flying at the back of the pack, and he stabbed him in the back of the head. Before that Kokabiel could even hit the ground, he jumped off of him and stabbed the next Kokabiel in the back of the head.

"Fly faster my army, soon war will be at hand!"

Half of the Kokabiel clones were dead by the time Kokabiel stated this, with Naruto jumping from Kokabiel to Kokabiel and stabbing them all in the head. Kokabiel, inexperienced with chakra, didn't even notice that Naruto was killing off clone after clone until there was only him and a single clone left.

A White Zetsu on the ground looked up at the scene with confusion.

With a stab, only the original Kokabiel was left.

"First, I'll kill the Gremory girl and the Sitri girl, then their peerages... that should get that brat's attention-" Kokabiel stopped talking when he felt something land on his back, right between his wings. His eyes rolled into the back of his head as blood started to leak from his eyes and nose, and he hit the ground seconds after the rest of the transformed White Zetsu hit the ground. A knife stuck in the back of his head, as Naruto sat on top of him.

Naruto scratched the side of his head in confusion.

"... How did this guy get chakra, and why didn't he bother trying to be discreet about coming into town? If he didn't fly here blasting his chakra at full strength, I might not even have noticed." Naruto was confused by a LOT of things that were happening right now. More so why this man was so ignorant to the power inside of him.

Most ninja couldn't sense chakra that well, but everyone could sense when a person with Kage level reserves was blasting their chakra at full strength. Naruto looked around and he saw the dead Kokabiel clones were sinking into the ground, and Kokabiel himself was starting to fuse to the ground.

What was going on?

-Current Time-

"... Huh?" Zetsu asked when he got the story from the White Zetsu that was watching over Kokabiel.

The man went flying to Kuoh with his chakra at full blast, using it to enhance his speed the entire time. He had been so drunk on his new power that he couldn't resist testing it out, and he had been so arrogant in himself that he didn't even notice that Naruto was right behind him, having sensed him blasting his chakra full force.

"He seemed to think he was now invincible."

"... He wasn't though... I barely gave him any power at all, just a small enhancement and some minor chakra that was stored up over time. I had over 100,000 White Zetsu, and he thought he was invincible when I fused him with a single one?" Zetsu asked as he looked down at Kokabiel with complete and utter shock at the arrogance of this man.

This was why he didn't give him a Sharingan or Rinnegan.

He didn't know how the man would react to getting such a boost in power, and now he was happy. If he had given him either a Sharingan or Rinnegan, it might have fallen into Naruto's hands just then. That would make it almost impossible for him to win, if Naruto had access to those powerful eyes, then he could combine it with Sage Mode (if he had it) and become almost invincible.

"What should we do with the corpses?" White Zetsu asked his leader.

Zetsu thought about it.

"Fuse him and the corpses together, and give them to a different White Zetsu to control later. We still shouldn't let this power go to waste, but don't revive his brain." Zetsu stated with a frown. He knew Kokabiel was going to lose, but he didn't expect the man to be so arrogant that he didn't learn his lesson from the last time he was stabbed in the back of the head.

The people of this era were wrong.

The supernatural were wrong at the very least, it would seem that the ideals of stealth and killing from the shadows were lost on these people. They much prefered to fight things in the open, and make a huge spectacle of it. He would need to pick people who understood how to be sneaky, and wouldn't fall prey to a sneak attack like this one.

"The Zetsu Network has found 50 candidates to hunt down Naruto, we will observe them to see if they hold the traits that caused Kokabiel to fail." White Zetsu informed his main body of the fact that they were succeeding in finding powerful supports. After this failure though, they needed to lower the number to people that would actually pay attention to their surroundings. "If only we could find more people like Itachi or Nagato, who were always expecting sneak attacks... or at least those like Hidan and Kakuzu, who were immortal enough to not need to worry about them."

Zetsu agreed with that.

It would be so much easier if they could just find some people that wouldn't get stabbed in the back of the head, because they were so arrogant as to not look behind themselves. There were arrogant ninja, but even the MOST arrogant ninja in the world knew to be aware of sneak attacks, and were trained to recognize when they were about to happen.

"We could use the Sephiroth Graal, to restore the souls of some dead Shinobi that we can control." White Zetsu informed him.

...

"Excuse me?"

"There are 13 Longinus in the world, Sacred Gears with unique powers. One of those is the Sephiroth Graal, we're started to observe a girl that can summon the souls of the dead, give them bodies, and control them. We've got out eyes on all of the Longinus users after our network discovered their existence." White Zetsu had unrivalled ability to spy and locate possible useful sources of information. Such as discovering the existence of Sacred Gears, and then learning of the existence of different types of Sacred Gears.

With their network spread out over the entire planet, it was a simple matter to discover every Sacred Gear user, and then find the 13 users that had Sacred Gears unlike any other.

"We could revive the Akatsuki."

"No... that would be a mistake... Only Itachi and Nagato could help us, and we don't know the limits of this Sacred Gear's ability to control... and Itachi was a traitor to our goals. Without Obito, we can't control Nagato... get the user and bring them here. First we need to see if it is possible to revive and control a shinobi soul." Zetsu stated with a deep down. It would certainly help if they could get the souls of ninja back to the world, but if they needed to make sure they were capable of controlling them.

If they couldn't control them, it would be better if they just used the people of this current era to do their bidding for them.

"Is it that dangerous to summon a shinobi?"

"We can't risk summoning a ninja, if we can't control them using the Sacred Gear user... if the user's willpower isn't enough to control them, then all we are doing is reviving our own killers." Zetsu stated to part of the network. It would be foolish for them to try and revive somebody that would end them in a heartbeat. If they died, then that would be the end to all of their ambitions. "... Right... the more ninja that exist in this world, the greater our chances of losing will be." Zetsu was angry when he said that.

They manipulated the history of ninja, and if those ninja remembered the afterlife at all, then were was no chance they would be willing to help them in the destruction of the last ninja. The ninja who survived the destruction of their people. Summoning ninja would just add forces to Naruto's own side, which was bad.

"So... abandon the plan?"

"Yes... observe the user, but abandon the plan for now. Yes, lets just focus on manipulating this era's warriors. For Mother's rival, only a single shinobi will need to be revived... and we will revive him when that time comes." Zetsu could think of only a single ninja that could be summoned safely, but that ninja would not side with them until the very end.

It would be too risky if he discovered the truth behind why he was being revived, so he should only be revived when he would not have enough time to discover the truth.

Only when they had victory in their grasp, could they risk summoning the ninja they knew the Sephiroth Graal would never be able to control.
