Part 16.3

A/N: I have no idea about the House of Lords (or commoners for the matter) modus operandi, so bear with me in an entirely made up account.

Public speaking was never a challenge for a scion of House Black.

The Lord Spokesman stated, as millions of people around the globe tuned in to watch on the word of a newscaster. "Any new laws to pass through?"

A Lord pressed a button in front of him and it lit up for him to speak. "Lords and Ladies of the House, I have a proposed law to pass through."

Most of the cameras panned to him, some still watching the others reactions to whatever he was about to propose. "As we all know, only a few months ago, some extraterrestrials invaded New York across the pond. And although they were beaten off, it was a hard-won battle with many civilian injuries, and much more in property damages. And as much as multi billionaires like Stark and Potter-Black try to pay off these damages, that will never make up for the livelihoods lost."

"So what do you propose? Extra investment into defense from off-planetary threats? Hiring mercenaries from out of the solar system to protect us, if we can find any such ones? Funds to help the Americans who lost so much?"

"No. Those are impractical which is why it has yet to be done. No, what I noted was something many others somehow skimmed over. The fact that the orchestrator of that invasion was an alien war criminal going by the name of Loki, who, for some reason, the alien going by Thor Odinson was allowed to take off-world for trial. Considering the fact that we have minimal knowledge about both Thor, and his world's legal system, I question why that was allowed. Furthermore, Thor has been heard to claim that Loki is his brother, and that they were both royalty in their home world. Considering we do not know their laws and several factors that would more than likely give Loki a light preferential treatment for his punishment, if any at all, that was extremely unwise if not illegal. Considering the abilities of the Avengers and the amount of times the, may I note, entirely American organization that controls them, has gone off-record and done things no government should be allowed to do, there is something wrong. I propose that we send a bill with our representative to the United Nations that the Avengers, and all significantly powered super humans and aliens who wish for visas to Earth, be required to register and either not use their superhuman abilities beyond what is necessary on an individual basis so they do not go out of control, or if they use their abilities, any offensive abilities be under joint command from the United Nations, for the good of more than one country."

The new Duke Edward Black stood and disagreed in his first ever statement in the House of Lords. "Sir, I understand why you may think this is a good idea. I am, however, going to tell you why it is not. First of all, until such a time as other laws are passed, abilities do not define a person's basic civil rights. If a person is good at shooting a gun and never missing, they are not required to stay away from guns or serve in an army controlled by the United Nations. Furthermore, may I remind you that under the terms the United Nations was formed after the end of the first World War, they are banned from ever, under any circumstances, having anything more than a limited security detail, provided by the host country, and most especially never to have a standing army of even as much as one person, be they average or with increased talents in an area. This potential law would also infringe on civilians rights. Basic human rights after the Second World War have decreed that the right to practice their own religion in the privacy of their own homes is a basic human right. And as praying to a diety is a religion, performing or attempting supernatural acts not proven by science falls into that category as well. Limiting any sort of activity average humans are not able to complete on the basis of it being supernatural and therefore dangerous is illegal by irrepealable international law that decrees its breakers war criminals and subject to punishment by an independent jury tribunal. On top of that, this would also break the laws of a majority of UN member nations, including our own, that prohibit discrimination. This is a potential law created out of fear of the unknown. Humans have often had a nasty habit of fearing and destroying what we cannot understand and/or control. I cannot stand by reasonable people, out of misguided fear coming from the basest of mammalian instinct, restarting the rampant persecution and witch hunts of the fourteenth through sixteenth centuries. I stand firmly against this bill on a matter of principle, and will never support something that will leash innocent people for a factor they cannot control. The Avengers are not the only super humans on this planet, and they as a group of individuals, should not be taken as a model of what all super humans are or are not. Thank you." He nodded to the cameras after his passionate speech, and sat back down, leaving a large majority of the hall, and of the world, in agreement with him.

This story is not set in stone, so even though the whole thing has been pre-written and finished for a while, on the comments of some of my reviewers I have changed the whole ending, and 3 times at that. So please, tell me what you really think, take a minute to write out whatever comes to mind, because (with the exception o those of you who may also be FFN authors) you really don't know how much this means to me when you do.
