"Ladies and Gentlemen, I, Izuku Midoriya, Overmind of the Swarm, have gathered you here to make my official response to the government's declaration of war." Izuku states in a grandiose fashion within the UA press hall. "The Swarm will not assist in petty conflicts, now or ever, for the greed of others. As such we refuse any and all orders to attack China. We reassure our Chinese friends that they have nothing to fear from us."
"And if the government threatens to take your provisional license away?" A reporter asks.
"We will not surrender our license. Aggression towards a foreign state is beyond the scope of the hero license's contract, as such any orders fall under the 'voluntary extracurricular orders' section. NO hero can be forced to follow those orders, any court would dismiss the license revocation on principle."
"Do you not feel any responsibility towards your homeland?" Another reporter asks.
"Responsibility? I am a student, as are most members of the swarm. At our age, forcing us into war would be a violation of international treaties. I feel responsible to keep our nation from going down the path of a rogue state." Izuku answers before turning to leave. More questions and many camera flashes followed him, but he did not turn back.
"If he and the swarm do not report for duty on Okinawa by the end of this week, his provisional license will be revoked and he will be arrested for unauthorized quirk use." The Prime Minister announces before angrily marching into a car, leaving reporters with many unanswered questions.
"No changes then." All Might comments as Nana walks out of a broken cocoon.
"No external changes. I'd like to remain free from the swarm, at least officially, so I can save people without the political controversy." Nana explains.
"I'll be in the same boat." Gran Torino says, "just increasing my strength and stamina."
"Oh? I have more than that." Nana claims before lifting Gran Torino and All Might into the air telekinetically.
"Telekinesis? Really?" All Might asks.
"I've always wanted to float more than just me. The skies can be lonely, you know." Nana explains.
"Must interrupt, infestation of organism Gran Torino scheduled immediately, begin now." Abathur says with slight irritation.
"Good luck old man, I'll be on the moon giving this zygote the beating he deserves!" Nana says happily as she floats out of the room, dragging a worried All Might.
"I'm younger than you!" Gran Torino shouts back before stepping into a prepared cocoon.
"We need to start making plans to evacuate families in case of conflict." Izuku says as he looks upon the gathered swarm leadership.
"We can only feed normal people on Mars to any extent." Inko says. "If I-island receives their science vessel and completes a shakedown cruise we could send a few people to them."
"It may be in our best interest to just evacuate them to I-island, they won't listen to Japan's current government and attacking them would bring the Americans into this. It wouldn't be another Pearl Harbor, but this would shake them out of their quirk induced isolationism." Nezu suggests.
"Ochako, tell the others that they should suggest their families plan to evacuate to I-island." Izuku instructs.
"And in the long term?" Ochako asks.
"Mars of course." Izuku answers, "your father says the main resort should be done by spring, we will just need to find a long term food source and staff."
"Yes, staffing will be difficult until we tell the public about our colony." Inko explains.
"I can get a few people." Nezu says. "UA can also supply cleaning robots, or act as a front for outside acquisitions."
As the meeting continued Izuku whispered to Ochako, 'when I started the swarm I didn't think it would require so many meetings.' This earned him a glare as Ochako struggled to suppress her laughter.
Later, deep within the sub basements of buildings secretly owned by UA, Nezu sits in a rather evil looking chair.
"You can both come in." Nezu says while pushing a button on the chairs console.
"You posted something about quirk improvements and control?" Mt. Lady says as she nervously enters what was apparently Nezu's secret lair.
"Indeed, I'm surprised the two of you of all people responded to my post." Nezu says with curiosity.
"I had to look into it once I saw your post." Mt. Lady explains. "If it was trouble, I would gather information and retreat."
"Ever since the swarm did so well at the license exam, I've totally been keeping an eye on the hero forums for any chance to learn more, I hoped this would be them." A girl in a Shiketsu High School uniform explains.
"Indeed Ms. Utsushimi, you have actually come to the right place." Nezu says as he pulls a cup of tea out of a secret compartment in his chair.
"Should I be alarmed?" Mt. Lady asks, well aware of the current dubious legal status of the swarm.
"Of course not!" Nezu proclaims, "As the principle of the most prominent hero academy, you have nothing to fear from me." Of course this does not calm Mt. Lady down in any way. "Let us begin then, what can I do for you? " He asks with a rather evil tone.
"I would like more control over my size." Mt. Lady says. "I can't afford my insurance anymore."
"I can help with that. I can collect a sample of your DNA, and an associate of mine can dissect it, for lack of a better term and discover the limits of your quirk. If nothing can be achieved by training, my associate can modify your DNA, until your quirk meets your standards." Nezu explains.
"That sounds rather shady." Mt. Lady says, glancing at the exit.
"I can offer you an upfront payment for the DNA, any services rendered after will be cheaper than anything else you can find." Nezu offers.
Mt. Lady reaches into a pocket and pulls out a letter. "Pay me double this bill and I'm in."
"Done." Nezu says without even glancing at the letter. "Here is a standard contract, please sign it before you go." he then turns to Camie, "And what do you need?"
"I want to join the swarm, my quirk is strong, but not in a fight. The gravity queen was totally hot. I want to be that strong." Camie asks.
"There is a bit of a queue to join right now, but I can add you to the list." Nezu says, "If you have some time this weekend, come to UA, use this visitor pass and ask for me." he finishes before handing her an ID card with her face on it. Before she could ask how he knew Nezu collected Mt. Lady's paperwork and a sample of her hair, pressed a button on his chair and disappeared into the ceiling with a cackle.
"Is he totally like this all the time?" Camie asks.
"Don't ask me, I didn't go to his school either." Mt. Lady responds before leaving.
After Izuku and the swarm fail to arrive for 'duty' the Prime Minister holds a press conference in front of the Diet building.
"Using the power given to me as Prime Minister I hereby revoke Izuku Midoriya's provisional hero license and draft him into the new Imperial Army." The prime minister declares, "Soon the forces of the Swarm will be fighting for our prosperity."
"I'm afraid not." Izuku interrupts as he emerges from the crowd with Nezu and Aizawa. "This official writ from The Emperor himself declares this action illegal and dissolves the Diet. A new election will be held in one months time. The Emperor hopes our neighbors will hold any hostilities until this crisis passes"
The Prime Minister can only frown in displeasure, as much as he wanted to shout his outrage, opposing the Emperor would kill his political career. "Let me see this writ." He rudely takes the letter from Izuku's hands and reads it. "What is this? 'If the new Diet does not change its stance on the war, the Diet system will be dissolved and All Might placed as temporary Shogun of Japan until calm and rationality can be restored.'" He reads with growing anger, his political career was basically over. "This is an outrage! The Emperor can't overthrow a legitimate government!"
"Technically the Diet rules at his pleasure." A nearby reporter clarifies.
"The Imperial family has been nothing but a symbol for hundreds of years! I will not stand for this!" The Prime Minister shouts.
"Then you may sit." Aizawa says. "Come Midoriya, we're leaving this mess." he adds before walking away swiftly carrying Nezu, leaving Izuku to scramble after him with a cheeky smile.
"Do you think this will be resolved peacefully?" Momo asks later that night.
"No, not with Endeavor and the Hero Public Safety Commission backing them up." Izuku says sadly.
"Civil war then." Momo sighs.
"It was coming for a long time. The world is divided, the arrival of quirks eased tensions internationally, but led to stricter societies. In time people begin to chafe against those rules. First it is villain movements, but eventually it would grow into politics. This war declaration was meant to stave off this inevitability by pulling me, the obviously overwhelmingly powerful hero that will end hero society as we know it, from the front lines of crime and to a different conflict." Izuku explains.
"They hate change." Ochako says.
"People in power always hate change." Izuku says, "I expect us to be under All Might's kind rule before the end of the year. Of course he's just a figurehead. The real power will be in our hands. I plan to expand quirk licensing, end poverty by providing basic housing and food, while ending global isolationism with new infrastructure exports and by introducing the world to the wider galaxy."
"And end all villains with the swarms overwhelming might." Ochako adds.
"Obviously." Momo and Izuku respond.
"What are our initial war plans?" Ochako asks.
"While we will do everything we can to avoid civil war, your brood will be our main force in this. Once it's declared a civil war, the hero gloves come off. All Might will lead them, hopefully any forces they gather will surrender at the thought of fighting All Might, but we should still plan for a few battles." Izuku explains.
"And if Endeavor and his allies join some hate group like the MLA?" Momo asks.
"Then Ochako's many hives around the outer planets will come in handy." Izuku says sternly.
'Everyone! Translation work is complete!' Mei shouts over the hive mind.
"Good news." Izuku replies.
'NO, bad news, I've spoken to the translator about current galactic events and it's not good.' Mei says.
'What crisis should we prepare for?' Nezu sends.
'War.' Mei replies. 'Pan-galactic war.'
AN: well that's a bombshell, I decided to add a section I cut from last week below to ease the pressure off, not sure if this is canon to the story but some fluffy swarm activity is nice. more AN after.
In the middle of a bustling zerg base on an asteroid near Barnard's Star, Itsuka watches with glee as a larva from her fist hive finishes evolving into a tortesque.
"Is that really the first zerg you want for your swarm?" Momo asks, curiously.
"Of course, with the addition of a stockpiling quirk, and the unique biomass abilities of my brood, it will take a lot more time for me to get an army going." Itsuka explains before turning to the large ultralisk variant. "I'm calling you Allen, you're my second in command, and my loyal steed. Now get something to eat, you need to grow up strong." she says in a cutesy voice.
"I don't even want to know." Kyoka mutters before hopping into an Overlord and flying away.
"I won't make you a giant sword and shield so don't even ask." Momo says flatly as she catches Itzuka's thoughts about her childhood dream of being a knight.
"I'll make them myself, and a lance." Itsuka says defiantly, "I will bring swift justice upon the enemies of peace! All the maidens will swoon at my presence!"
"I'm pretty sure they'll just faint from shock." Momo says, "And you're going to visit Recovery Girl for an evaluation. I won't have any power hungry commanders in my broods."
"You can be the princess I rescue from evil?" Itsuka offers.
"Deal." Momo says immediately.
When he heard of the damage their roleplay had done to the Bernard's Star colonies, Izuku would wonder why he gave a bunch of teenagers near unlimited power and the ability to travel to other star systems. Nezu just found it hilarious.
AN: Anyway, I hope you all don't mind it ending on a bit of a cliffhanger for the overall plot, but it's related to the remaining question of what galaxy are we in. I should be publishing this around the first anniversary of this story, it's wonderful to have made it this far.
Adding Mt. Lady to the swarm technically fills a plot hole last chapter with the infested Odin, as Yui's quirk doesn't affect living things, now it can. Not to mention it is so Nezu to begin covert recruitment, He'll be in charge of earth recruitment soon enough. Also, I'm not writing Camie again, her dialect is appalling, as someone who takes pride in preserving the gravitas of the English language, writing a character who speaks in the gen Z version of L33T speak is beyond me.
While adding more characters from the Starcraft universe sounds like a good idea, there is already a glut of characters in MHA, none of which get enough screen time. Not to mention any characters I may get in the upcoming sci-fi galaxy... I may find suitable doppelgangers though, like Mei and Stetmann, Eri and Gary, redacted and Stukov, and so on.
On an unrelated note, the character Ilulu in Dragon Maid anime provides the reason for large breasts Mina has been looking for since chapter 7, luckily she doesn't know about it yet.
The Mecha-swarm is the product of a drugged up scientist everyone forgot about to the point of being left on a planet all alone. While the science of how metal can grow and evolve is still a mystery to all but the mad inventor Stetmann, Mei is determined to find out. Powered by a mysterious energy somehow related to protoss tech, that can only be charged externally, the mecha swarm is often constrained to fighting within the range of special satellites. The Mecha-swarm is rather standard in composition, using zerglings, banelings, and hydralisks as it's primary force, with infestors, Ultralisks, and lurkers. The skies are patrolled by corrupters with the unique mecha battlecarrier lord as a sort of air to ground support. The real difference from a standard swarm is in their abilities, in essence they are quite literally what a terran would do to the swarm to improve it. Shields for zerglings and banelings, rocket launchers for hydralisks and so on. Some say that a mecha viper exists, but for now it is just a legend. Neither Eri nor Mei have much interest in improving the mecha-swarm as they don't really have the knowledge to do so for now, but Eri does want to create roaches and ravagers from a hatchery instead of just from the infestors.
