This fanfic was passed down to me by the author Killa-J, who had adopted it from the author RapidTiger124. I used to write to both of them, providing them ideas for the story. Now I get to add all of my ideas as the new author. That means major changes for those familiar with the previous version(s) of the story:
-Hiashi is no longer Red Hood. As a hero he's more like Deadshoot, and as a villain he's basically The Punisher.
-There's also going to be more build to Hiashi's and Izuku's Quirks, with reference to Lt Hinawa from Fire Force.
-In the previous version, Hiashi and Enji had an adoptive relationship, though I thought I'd be more interesting if they were actual brothers, and that's how it's going to be here, making Izuku a Todoroki (Still going as Midoriya), and cousins with Shoto and his siblings.
-When I here the name Jigsaw, I think of John Kramer from the Saw movies, and I used him as the villain for the first, because in my mind there is no greater villain, and who better to turn a hero into a villain.
This is my first MHA Fanfic. Before this, I was working on my own MHA fanfic that I'm hoping to post soon. The gist of it of is a tech enthusiest cyborg Midoriya dominating the vigilante world and lead a revolution against Quirk discrimination, by presenting cybernetics as alternative to quirks.
On with the chapter now.
Chapter 1: The Law is Broken
The Todoroki Agency. One of Japan's top hero agencies, run and owned by the hero family of its name sake. The Todoroki's have been an integral part of hero society for generations, all the way from when quirks first appeared.
On the roof of the building, smoke came out of the mouth a lone figure enjoying a cigarette. This was Hisashi Todoroki, the firearm hero: Vulcan Shoot, the youngest of the famed Hero brothers of the family, his older brother being Enji Todoroki, The Flame Hero: Endeavor.
He has a mop of short red hair, black eyes and freckles on his face. His costume consists of a dark grey kevlar shirt, with a dark crimson jacket bearing a logo on the back in the form of a fiery cross target, black army pants and combat boots, and a black cowled mask made out of a hardened material, doubling as a helmet. Covering his right eye was a high-tech scope for long distance targeting. What stood out from his attire were his pair of Glock 22 semi-automatic pistols attached to hips for quick drawing action. He was after all, the Firearm hero.
Despite coming from a hero family of high prestige, Hisashi choose to be an underground hero. He was never one for the spotlight, unlike his brother who took it upon himself to maintain the family status. Something Hiashi welcomed when it all the more diverted attention away from him. Some might argue that the brothers arranged it so as to cover both sides of the field, Endeavor with the light, and Vulcan Shoot with the shadows.
He put the cigarette back into his mouth to take another puff. He sighed as he thought back on the day that's passed, nothing but him being stuck at office, passing the time with anything he could find, even all the paperwork he'd normally avoid. All of it from him remaining on standby until word arrives regarding a high profile villains that's currently become top priority.
"I should call Inko." Realizing the opportunity he now had, Hisashi took another smoke before he threw it to the ground and put it out with his foot. He then pulls out his phone to contact his wife. After a few rings, he heard a voice on the other side.
"Hello?" Hisashi smiled when he heard his wife's simple voice.
"Hey, babe." Inko smiled when she heard the voice of her husband.
"Hey, you. What are you doing calling me at work? Did something happen?"
"No, nothing happened. I just figured I'd call since I have the time after to long a day at the office. Also, I haven't forgotten what today was. What's the verdict?" Hisashi asked Inko, who knew exactly what he was referring to.
"He's been dying to tell you himself. I'm going to call him so he can talk to you." Hiashi doesn't say anything to stop her.
"Izuku honey, daddy's on the phone. He wants to know about your quirk." He hears his wife calling their son over. He could almost hear the footsteps of a running four year old over the phone.
"Daddy, Daddy! I got my quirk, I got my Quirk!" A new voice was heard with such excitement.
"That's great buddy! What does it do?"
"You know how cousin Shoto got a quirk from Uncle and Auntie? Mine's like that. It's like mommy's quirk, but it works like yours. I can be a hero like you now."
"And I can't wait to see you become one little Zu. Just as I can't wait to see your Quirk when I come back!"
"When are you coming home daddy?"
"I wish I knew son, but that just means more time for us when I do get back. I was thinking that now that you have your quirk, we could start doing some hero training."
"Yeah yeah, that's what I want the most!"
"Then I'll be sure to catch the bad guy and come straight home. Now please put mommy back on the phone, and the next time we'll talk is when I'm home."
"Okay. Goodnight daddy."
"Goodnight little Zu."
The phone was given back to the wife.
"To translate for our future gunslinger, the doctor described it as a combination of our quirks. A form of telekinesis that functions much like your Ignition Control, only he controls the applied force of an object instead. He also suggested the possibility of a wider range of applications." Inko explains.
The quirks associated with Hiashi's bloodline have always been pyrokinetic in nature, arguably the strongest fire based quirks in the country, earning the nickname of Japan's 'Kings of fire'. His was a variation that favored the control of fire, over the producing of it. He soon learned that the extent of his control was best suited for the force of ignition within projected items such as bullets, allowing control over the aspects of bullets and gunfire.
"So basically, he's got the best of both of us. Guess I'll have my work cut out for me."
"So long as you remember not to put a gun in my baby's hands until he's at least thirteen." Inko playfully argues.
"Alright, alright, I will wait until he's older. But you're taking the heat if he gets impatient." Hiashi jests.
Upon the sound of a door opening, Hisashi turns around to see his brother looking towards him, knowing full well the implication.
"Got to go babe. I'll call again when I'm done for the night."
"Alright, honey. Be safe and I remember, I love you." Inko told him with sweetness and worry. The life of a hero is never easy, death can come at any moment and Inko doesn't want to lose her husband so early in their marriage.
"I will, and I love you too." Hisashi then hung up the phone and put it back in his pocket.
They found him." Enji informs Hisashi. The response was a widening of his eyes.
"Jigsaw." Hisashi said the name with hate and venom.
A major villain to the country. If 'monster' was used as a sub-category, he'd be number one. A man who uses his quirk to torture people in such creatively cruel methods to play with their lives, in some twist means to reform them into an ideal person fit for society.
Most of his victims were villains, or those with a history of crime or villainy, forced into challenges in which they'd inflict great amounts of pain and disfigurement onto themselves just to survive. The few survivors are affected on psychological levels, some of which have found something to be grateful for in the horrendous experience, enough to show sympathy towards the villain that nearly killed them. Even join him in his cause.
It wasn't long until people realized that his targets are not limited to those associated with villainy. Ordinary people have also fallen prey to him, for simple acts of questionable morality that have not meet his high standards. Anyone can be targeted by Jigsaw.
Endeavour and Vulcan Shoot were the pro heroes with the most experience with this villain, with quirks proven to be effective against the villain and the environment of his activities. That is why they're the first to respond whenever Jigsaw makes a move. Both of them would go after him in a heartbeat, but would always be weary of what they'd find. Hiashi still gets nightmares from seeing the victims that didn't survive his cruelty, imagining what they went through.
What's worse is that they had finally captured him and locked him away. Only for his followers to free him not to long ago, which brings the heroes brothers to where they are now.
The two were in the main office of the building. Endeavour sitting at his desk while Vulcan Shoot stood next to him, facing a computer screen that was used to contact the local police chief through video chat.
"He and his followers are stationed at some warehouse at the western section of the city. You should see a screenshot of the building, as well as a map to it's location." The chief said. Beneath the image of the live feed was the two mentioned items displayed.
"Got it. We'll head out immediately." Hiashi responded.
"There's more. We believe he's taken a victim already, but it's much worse than before. The victim in question, is a child!" Both pros widen their eyes. Neither of them had expected the situation to reach this level of seriousness.
"What?! He's taking kids now?" Hiashi shouts in disbelief.
"I have a report on a missing oprhan boy, Danzo Akabane, eight-years old. Signs of a kidnapping that appears similar to his past victims. He's also described as having hard times for his leathal quirk, a possible motive for being targeted. Whatever the case, I suggest you two move with every haste. I'll have my men ready to intercept when you've apprehended the villains."
The two heroes were on the move. Endeavor was using his flames to thrust his body the air, while Vulcan Shoot was riding on his signature motorcycle that was modified to be powered by his quirk, giving it enhanced speed and fuel efficiency.
Hiashi still couldn't believe things were this bad. He let himself believe that at the very least, Jigsaw had some lines he wouldn't cross. But now he doubts there ever was any, after involving an innocent child for what he is, rather than what he's done. He can't help but blame himself just as much as the villain responsible, for being lenient enough that the villain could committee the heinous act after his capture.
"To quick. All of the times we've been chasing him, it's taken us much longer than this to even find him." Endeavor speaks through the earpieces that they use between each other.
"Almost like he wanted to be found, and he's expecting us. I know, but I'm more concerned about the kid." Vulcan Shoot responds.
"So am I, but we can't just charge in, especially If they're waiting for us."
"We'll cover both ways then. I'll go in fast and draw their attention, while you sneak in from above and give me cover fire." Vulcan Shoot suggests. A moment of silence passes before he gets a response.
Endeavour was just as focused on the task at hand, but otherwise is more concerned for his brother than anything else. Through out their dealings with Jigsaw's activities, he's always feared about how the experience was effecting Hiashi's thoughts and belief. This was a feared hazard in the field, when heroes are exposed to too much of the darkness they fight, they turn away from heroism and end up on the opposing side from heroes.
Vulcan Shoot, being an underground hero that's more exposed to that darkness and tasked with the hunt for what is probably Japan's most gruesome villain, is certain to be in that direction. Every second they've had Jigsaw in mind was more reason for concern in that regard, this current situation probably being the worst yet.
Endeavor eventually agrees to his brother's somewhat reckless plan, seeing as how they have no other options.
"All right. Just remember to keep vigilante the whole time."
The building was in sight. Endeavor was heading towards the roof to land on, and from where to enter. Hiashi, still in acceleration, activated the scope over his right eye, with the feature that allowed him to pick up on heat signatures inside.
One in particular caught his attention, the shape of a small bodied individual. In Hiashi's mind, any doubt of who this is has been removed immediately. It was the kidnapped orphan. He was in fact taken to suffer at the hands of these fanatics. More horrifying than that knowledge, was the way he appeared in his posture. From what Hiashi could tell at first glance, he looked to be suspended above the ground, both his arms extended outwards from his sides, and his head tilted down. Signs that all point to what he had feared most.
They've already put him through their death game.
Vulcan Shoot speeds up towards the building. He pulls out one of his guns and fires a few bullets ahead of him, his quirk enhancing the power behind each bullet, giving them a force equivalent to a canon. Upon impact with he building wall, they made a hole large enough for him to just ride on in. The bullets continue to clear a path for Hiashi, making a direct path towards the child, while the other occupants in the room were shocked from the loud destruction.
As soon as he was in the same wide open room as where the child was in, Hiashi could see him strapped to some sort of respiratory device with a oxygen mask strapped to his face. He fires a bullet at the machine, knowing that it's likely a construct of Jigsaw's quirk and therefore would disperse after being physically struck from something as powerful as a bullet. His assumption was proven correct when it disappeared, leaving the child to land on the ground.
Vulcan Shoot skids his motorcycle to a halt next to the boy. He quickly gets of the bike and picks up his unconscious body, carrying him in his embrace, while using his quirk on the bullets he fired earlier to make them fly around in various angles and enhanced force, causing some damage that would further disorient the enemy.
He hid behind the first obstruction he could find. He waited abit to see if there'd be any response from the enemy before focusing on young Danzo. The first thing he does is to check his pulse, which to his horror couldn't feel one. Naturally, it filled him with the immediate desperation to bring the child back to consciousness before he's officially deceased.
"Kid wake up! Come on." He tries every available option that comes to mind after carefully laying him down, from basic live saving techniques, to a slap on the face.
"Danzo wake up! Don't die like this!" Nothing. It's to late.
The life of an innocent child has been taken, for the purposes of some fanatics that worship pain and death.
And Hiashi was just as responsible for this tragedy through his inability to suppress the evil that caused it. He couldn't help but to let that thought effect him, even thought he was currently in the middle of a villain confrontation, mourning for the child's life as he's filled with feelings of despair and regret.
"Nice of you to join us Vulcan Shoot."
A voice interrupts his grieving. The familiarity of it had replace all of his emotions with a new rising anger. Hiashi turns his head in the direction of its source and sees the man it belonged to. Approaching him was a man in a hooded black robe with red lining, with gray hair an a blank expression on his face. This was the torture villain: Jigsaw.
"You!"
Vulcan instinctively got up from his kneeling position to point his gun at the child murder. Before he could pull the trigger, his gun was smack out of his hand by a chain, which then wrapped itself around his arms and torso to immobilize him. He was then pulled upwards and brought back down to a spot where he was now surrounded by villains, all of them wearing a robe identical to Jigsaw's, along with silver masks that had no features on them other than the sharp eye slits. One of them had the chain originating from within the sleeve of his arm, no doubt a product of his quirk.
Vulcan struggles to break free, as Jigsaw continued to approach him.
"You must've had an uneasy celebration after you've successfully captured me, believing that incarceration would be the end. But as you can see, those who are truly purified seek to purify the world. For that, my imprisonment is unacceptable."
The villain's self-serving words were more fuel for his effort to break out of the chain, wanting nothing more than to bring him harm.
"Where's Endeavour? You two have always come together in all of our encounters. Or maybe this time you didn't bother to wait for him and just rushed right here, considering my recent choice for my game. Understandable, but unfortunately, not fast enough."
"You sadistic Fuck!" Hiashi retorts at that comment. Jigsaw looked to be discouraged at that remark.
"It's true. By doing this, I've committed an unforgivable act, beyond even my own standards. I'm in no position to defend myself for it." Jigsaw admits.
"Except, by saying that there was a purpose behind it. One that had to be fulfilled, just as my work must carry on." Jigsaw drops to a kneeling position as to better look directly at the eyes of his foe.
"I cannot make the same mistake that you have with me, and allow you to interrupt me any further, so I'm afraid our game of chase ends here."
The villain activate his quirk to make a construct in the form of a mechanical collar around Vulcan Shoot's neck. It had some blades that were designed to pass through the interior of the collar, effectively decapitating the wearer.
"You were a noble hero Vulcan Shoot, but still a hero, misguided in the belief that your ways were the right ones."
Before he could trigger the device, a ball of fire was shoot right at it, causing it to disperse since heat was another weakness of the villain's quirk. Jigsaw turns his head upwards to find a flaming Endeavor shooting towards the ground. Barely dodging in time, he was able to jump back before the flame hero landed in that same spot. Upon Impact, a blinding burst of flame forces the surrounding villains to turn away and shield themselves from the heat. Endeavor then releases a torrent of flame in a spiraling motion, as an attack to keep the enemy disoriented.
He helps his brother get free from his binding, who was entirely focused on the runaway Jigsaw, and immediately went after him.
"Jigsaw!"
Two of the villains tried to get in his way. Vulcan Shoot takes out his other gun and fires at the ground between them with a force powerful enough to blast them out of his path. He continues his pursuit, picking up his first gun on the way.
Endeavor was left with all of the other villains to deal with before he could do anything about Hiashi's chase, to which he got ready to fight them all, while they returned the gesture.
One enemy came at him from behind with a knife in his hand. Endeavor turns to deflect it with one arm, then grabs his head and releases a blast of flame within his grip to knock him out. Two more charge him from the side, one that was closer having a large handshape energy construct emitting around his regular arm, the other had swords protruding form his sleeves.
Endeavor shoots flames at his feet to dash away from the swinging attack of the enlarge energy hand and shoots a fireball at the back of it so that it's forced to continue it's swing and hit the other enemy. The first enemy was made turn his back on Endeavor when this happened. When he turns to face him again, he was meet with a flaming fist to his face.
A spiraling ring of chain came from above to tighten itself around his body. Behind him was the enemy with the chain quirk, tugging on both ends in an attempt to restrain the pro hero. Endeavor remained unfazed while the chain was glowing bright red. He was able to break free of the chain, quickly turning around to grab one of the ends, and pulled it so as to bring the enemy closer. At the same time, he dashes towards the chain villain to deliver a flaming uppercut to his abdomen, with enough force to throw him up in the air.
The remaining enemies all made a simultaneous attempt to charge at him, relying on numbers to overpower him. Before any could reach him, a burst of flame engulfed his body with a force that pushed away those closest to him. The next thing anyone knew, Endeavor was now levitating in the air above them with his quirk.
"All of you really are a bunch of fanatics if you think you can go up against me for a child killer!"
Hiashi came to a stop when he enters another room with wide open space. Both guns in hand, he walked around with caution, keeping an eye out for Jigsaw while avoiding any potential ambush. He may hellbent on the capture of this child murderer, but past experience with someone like Jigsaw was difficult to be clouded by emotions.
"I knew that Endeavor was nearby." The villain's voice was echoed through out the room, instinctively causing Hiashi to twist suddenly in an attempt to find the source.
"I was simply flushing him out so that my men would keep him occupied, leaving you and me to have a talk." Jigsaw continued, still in hiding. Hiashi only had one thing to say to him.
"Why?" He calls out.
Why?! You've never went as far as to target children! What could he have done that he had to suffer your twisted game?!" Hiashi shouts in demand.
"Nothing." Was the answer given. The implication that there was no reason behind the recent tragedy shook Hiashi.
"You won't believe me, but I take no pride in what I did to young Danzo. Yes, he had a quirk that was only useful for death, and yes I believed in the possiblity that he would commit villainy out of spite in the future. But if anything, this was simply a leap of faith, for you to finally understand the importance of my work." Jigsaw clarifies.
"Understand what, the work of some demented old man? With more tragedy in his life than he could handle, desperate for whatever meaning he could find and see it as an excuse to play god with people's lives!"
"Those who don't respect life, don't deserve it. No matter what I did, The important thing was always to ensure that life isn't wasted on those unworthy of it. How people interpret my actions and reasoning has never made a difference to me. If I'm associated with the villains that I prey upon, If I'm something much worse, a monster, then that just as well works in my favor."
"Because that's what the world needs sometimes. Not another hero to blindly over glorify, but a monster to serve as an object of fear. To the villains, I am a fate that awaits them. To the rest of society, I'm the worst of villainy, giving rise to the disdain towards them, until they realize for themselves what is truly needed to protect society against them."
"That's why you fail where I succeed. Heroes were never something to fear, because you adhere to your higher standards. Allowing yourselves to be reduced as mere obstacles to the villains for them to simply overcome, and they're always challenged to do so. Even in defeat, when all you do is lock them away with the freedom to continue their villainous behaviors, hoping that the system you work along with has the power to reform them."
"You say that I play with people's lives. I could just as easily make the same argument towards all heroes, both noble and corrupt, for being so adamant to your ways and not taking the lengths that I would, putting your own lives on the line because of this."
"But not you. I shouldn't have to argue with you about this. At one point in your life, you've come upon this realization in some form."
"What the hell do you know about me that you'd think I'm anything like you?!" Hiashi asks, offended by the implication.
"I know about the way you lost your mother at a young age, and how that's affected your place in the family." Jigsaw responded. The mentioning of that life altering event was enough to shock Hiashi away from the rage that's been building up inside him.
"The villain that took her life was one that your parents apprehended, only to escape and seek revenge when least expected. You were with her when it happened, watched her die as a child and acted to avenge her. The nature of your quirk had been revealed as a result, which lead to you killing that villain." Jigsaw brings up more clarity to Hiashi's memory from that day, shifting his feelings towards his past trauma.
"And from then on, you were the black sheep of your family, the son of heroes who sullied their name when you used your quirk to take a life, told how wrong you were and indoctrinated into the ways of heroes as a means to correct you. I had hope that our past encounters would've opened your eyes to see just as you did before your family's influence, then I wouldn't had to resort to targeting a child."
That last statement brought up the guilt he had developed recently for that boy's death, adding more weight to the emotions that were drowning him.
"But if even that isn't enough, if this ends with my mere imprisonment as before, then I wonder how long until my followers free me again, and who knows what lengths I will go to then to challenge your stubbornness. Perhaps I'll move on from you and focus on another potential candidate. Like little Izuku."
His heart skipped a beat. The worst thing he could fear about the whole situation had just presented itself. The name of his own child, coming out of the mouth of a fanatical villain who proved himself capable of murdering children, indicating that he knew enough about his family to have them as his victims.
"If your son were to witness his own mother's death, would you condition him just as you have been? Do you think he would comply if I had Inko suffer a more pain filled death, not dissimilar to how I test people?"
Hiashi remains silent and unmoving after everything he had just heard. Despite not showing it, his initial feelings of rage were slowing returning to him. After a few seconds pass, he immediately raises one of his guns to a wall and fires at it. The bullet penetrates through, revealing a portion of it to be another Jigsaw construct when it dispersed and the villain in question was made taken out of hiding.
That same bullet had projected itself towards Jigsaw's back with an enhanced force. Upon impact, it pushed the villain through the air, enclosing the distance between the two almost instantly. Vulcan Shoot delivered a well laid punch to his enemy as soon as he was within range, causing him to flip backwards before hitting the ground in a painful manner.
Jigsaw struggled to get up, only to receive more pain from a kick to his stomach. The next thing he knew, there was a pressure exerted on his throat, coming from the hero's foot who had a gun pointed down at his head. In that position.
"DON'T EVER LET THE THOUGHT OF MY FAMILY CROSS THAT SICK AND TWISTED MIND OF YOURS!" Hiashi bears an expression of sharp disdain to the villain that threatened those his loved ones.
"You know...what must be done for...that to happen." Jigsaw stated with effort.
He did know. The only that was keeping from acting was the conflict thoughts within him that would dictate his decision. Does he spare the life of a zealous child murder to fulfil his duties as a hero. Or does he put the lives of the innocent over the law that failed to protect them against the likes of Jigsaw, and just finally put an end to it all. Nevermind that this is exactly what the villain played him into, or that he himself would become villain if he goes through with it.
The two were focused on each other that neither paid attention to Endeavor having rushed into the room. When the Flame Hero saw what was happening, he assumed the worst and tried to stop his brother from making a terrible mistake.
"Hiashi!"
Bang.
The trigger was pulled. Endeavor kept his eyes on his brother for a few seconds before looking down towards Jigsaw with unease. What he saw allowed him to exhale in relief. There was no hole or blood splatter anywhere on the villain. Hiashi used his quirk to dull the force of the shot to a non-lethal impact, rendering him unconscious. A signature tactic of the Firearm Hero.
"Everyone else taken care of?" Hiashi asks without averting his eyes away.
"All of his goons have been put down. It's over." Endeavour replies.
Endeavor was dragging the unconscious Jigsaw by the color of his rob, leaving him amongst his followers who were all in a similar state. He turns his head to see what Hiashi was doing. Said hero was standing beside the body of the orphan boy, who in his mind was as much a victim to his failure as to the villain who killed him. He takes of his jacket and covers the upper half of the body. Remaining in a kneeling position, a few moments of silence pass before he breaks the silence.
"I didn't say anything before, cause I knew where it would lead. But I can't hold back now." Hiashi stands up.
"Was this worth it? All this effort, just to let monsters like him live to do more harm?" He asks.
"Hiashi..."
"After what it costed us? After thinking it was finally over? Taking the same risks again and again, with more senseless loss of life? How can any of this be justified?!" Vulcan Shoot argues.
"By keeping in mind what it means to do otherwise!" Endeavor retorts.
"What your suggesting is how they win. Forget anything Jigsaw said to you. It's just some final desperate attempt to make his point convincing."
"He knows who my family are. He even said their names when he threatened to target them. How am I supposed to forget that? What if he metioned Rei, or Fyumi, Natsuo, Toya or Shoto. Is that something you're going to forget?!"
"Of course not! But it doesn't matter now because its over!" Endeavor shouts, causing his facial flame hair to flare up for a moment. The heat of their argument dies down from there. Enji let's out a sigh and places a hand over Hiashi's shoulder.
"Brother listen to me. I'm no more happy about any of this than you are, but it's over now. Was it worth it? Not entirely, but we still won. Now that we stopped him again, he's not only going back to jail, so are his followers, the only reason he got out in the first place. That aside, they're still going to take every precaution to keep this from happening again. Especially after they find out about the outcome." He points out to the deceased orphan.
"In the meantime, we move on and learn from this. Go home, take a few weeks of and spent it with your family. I'll take care of the rest."
Hiashi remains unresponsive for a few seconds, before giving a slight nod of his head. Enji turns around and walks away from him as he pulls out his phone to contact the police chief. That was the last thing he remembers before...
Bang.
The sound of voices, accompanied by the sound of various activities, were stirring Endeavor back to consciousness. When his eyes opened, he was starting straight at the ceiling. Pushing himself up proved to be a challenge, due to a pain in his head that forced him to keep one hand over it.
"Whoa, easy there!" Someone next to him grabbed his shoulders to stop him from moving. The person looked to be a medical personal, and he just noticed that he was lying on a gurney.
"Good that you're awake." A familiar was heard. Enji turned his head to see the police chief approaching him.
"Wha..."
Enji then saw that he was surrounded by police officers and forensics. The villains remained lying on the ground, just as they were left. He thought that by now, they'd be restrained in case any of them woke up and tried anything. The reason as to why they weren't made his eyes widened when he looked towards Jigsaw. He quickly got on his feet and walked to get a closer look.
His fear was then confirmed. Jigsaw was killed, evident by a bullet hole through his forehead. It was the same with all the other villains. None were spared.
When he saw his brother showing restrain earlier, it gave him personal joy knowing that he kept to the higher standard. Now he realizes that he was actually waiting for the right moment where he couldn't get in his way. So he used his quirk to shoot Endeavor out of consciousness, hence the sensation at the back of his head after waking up.
"Where's Vulcan Shoot?!" Enji demands an answer.
"Gone when we arrived. For obvious reasons I imagine." The chief states. He was reluctant to make his next statement, but it had to be made out loud at some point.
"I'm sorry to say, but as of tonight, Vulcan Shoot is now a villain."
