"This is your last chance to change your mind." All Might says as he sits in a teachers lounge across from Izuku.
"My quirk is more than strong enough. And I have several theories on One for All that make me hesitant to accept." Izuku says firmly.
"I know, but I had to try." All Might sighs. "Well then, we might as well begin today's task: finding who I should give One for All to."
"Shall we start with your ideas?" Izuku asks.
"Well, Sir Nighteye has been recommending Mirio Togata, one of the big three." All Might says cautiously.
"I don't think he's a good choice. I've seen him at the sports festival both this year and last and while he would be able to use it, it would be disruptive to an already strong hero. Not to mention the trouble with explaining such a change in quirk." Izuku begins thoughtfully.
"That's a challenge he could overcome though." All Might argues calmly.
"Yes he could, but this brings me to my strongest point." Izuku says, "I believe Sir Nighteye has been training him to be just another you. From both his appearance and his actions he is like you. While I believe the world needs heroes like you, I don't think the next wielder should be such a symbol. With the fall of One for All's main rival, it makes sense that the quirk should move out of the spotlight for some time."
"But with the discovery of the Nomu's we don't know if he's gone." All Might says quickly.
"Perhaps, but we aren't sure. The other reason not to have a copy of you is the problems that persist in society despite you. The quirkism and the growing divide between heroes and the people, among other societal problems, haven't been fixed, merely softened by your smile and kind words. I think the next wielder will need to confront these problems head on." Izuku says passionately.
"I do see that. Well let's move on, how about I go through my options from your class." All Might says, upon receiving a nod from Izuku he reads from his notes, "Let's start with Eijiro Kirishima. He seems determined and capable."
"Not ideal." Izuku says immediately. "He has a passive personality, he lets others determine his opinions and doesn't stand for anything on his own. While he could grow into the role I think there are better choices."
"Alright, how about Todoroki?" All Might asks. "He has power and control."
"And major family issues and an underdeveloped personality." Izuku says quickly.
"Moving on, Bakug..." All Might begins.
"NO! Do you want to unleash the greatest massacre of civilians and villains onto this world? Do you want to push society back generations on issues of equality and rule of law?" Izuku nearly shouts at All Might, who cowers immediately.
"Uh, how about Iida?" All Might asks.
"Are you deliberately ignoring the females?" Izuku asks, "You know what, I think the next wielder should be a woman. None of the males in the first year hero course are a good fit."
"Alright, Alright. I'm sorry, I didn't actually consider any of them." All Might admits.
"That's disappointing. Be sure to confess this to Nezu later, I'll know if you don't" Izuku says firmly.
"I will, I know I messed up." All Might sighs.
"Good, I know you didn't mean it." Izuku says.
"You know what, who do you think is the best choice?" All Might asks, "Might as well save time."
"Well I considered all the girls in both year 1 classes, and from 1-B only Itsuka Kendo stood out, she's actually the only person in her class I would consider, if the person I recommend declines she would be my next choice."
"I agree with that, most of 1-B just isn't as impressive as 1-A, not for lack of skill, but they lack a certain aspect of heroism I'm looking for." All Might agrees.
"Indeed, moving on, Ashido, Jiro and Hagakure are all out, since they either have the wrong personality or they just seem incompatible. Asui isn't terrible, but I don't think she would accept. Yaoyorozu seems like she wouldn't accept since her quirk requires a lot of focus and she just wouldn't have the time to truly excel with One for All. That leaves my preferred choice."
"Uraraka?" All Might says with a chuckle.
"Yes, Quirk compatibility is good, zero gravity fits well with a strength and speed boost. She has been more interested in fighting since the sports festival, she even went to the hero Gunhead for martial arts training. And she has the right motivation, she wants to help people. She's not in it to become famous or to beat up villains, she wants to help others." Izuku explains a passionate smile on his face.
"Didn't you tell me she wanted to be a hero to support her family?" All Might asks.
"Yes, and that's another reason she would be a good choice. She knows the struggle a lot of families with weaker quirks are going through. With our guidance she will be a great hero, perhaps even the greatest." Izuku explains cheerfully.
"And this has nothing to do with your crush on her?" All Might asks.
"W-What? No not at all, I really think she's the right choice." Izuku stammers.
"And I agree with you. But before I ask her about accepting One for All, I want you to tell her about your feelings, think of it as one last test from an old man." All Might says with a slightly devious smile.
"You're not old." Izuku immediately argues before thinking about everything else All Might said. "Making me confess seems a bit of a strange test. Shouldn't we test her fitness or something."
"We both know she's strong enough." All Might answers, carefully watching the gears turn in his student's mind.
"Wait a minute, you said you didn't consider any of the girls, yet not only did you accept Uraraka immediately you also accepted going to Nezu for punishment without a fight! You already considered and chose her before this meeting even began didn't you!" Izuku accuses.
"You caught me. What did you expect, she's the first and last person you talk about with me. Of course I looked into her on my own and once you declined, considered her as a good choice. That's part of the reason I invited you to give your opinion." All Might confesses.
Izuku groans and covers his blushing face with his hands. "You had to do this." He mumbles.
"Of course I did, now, I've decided to speed up the last test!" All Might declares as he buffs up and stands in a heroic pose.
"What was that again?" Izuku asks while attempting to hide under the coffee table.
"Not so fast!" All Might shouts before picking up Izuku and holding him under one arm before rushing out of the room 'like a hero.'
"Young Uraraka!" All Might shouts as he rushes down a hall towards the unsuspecting girl.
"Yes All Might!" Ochako squeaks.
"There you are, I've been looking for you." All Might says as he comes to a stop in front of her.
"You have? Has Midoriya been carried the entire time?" Ochako asks as she notices the flushed teen being carried under All Might's right arm.
"Of course! He needs to speak to you!" All Might declares. "But no time to explain!" he shouts before grabbing her and rushing away, leaving the other girls of 1-A staring confused about what had happened.
"Did you have to carry us both under the same arm?" Izuku asks angrily from the top of the USJ.
"Of course! How else could I open doors on my path!?" All Might says with a very uncharacteristic smirk on his face.
"It's ok Midoriya." Ochako says kindly while attempting to hide the aggressive blush on her face.
"Well, I'll just be leaving you here. Call me when you're ready to come down. And no cheating with your quirks, you aren't in class so you can't use them." All Might says quickly before leaping off the roof, stranding the teenagers.
"Well." Izuku mutters.
"All Might said you had to speak with me?" Ochako asks kindly.
"Yes, well I was speaking with him and after making a decision he forced one last task on me before we could continue." Izuku explains nervously.
"And you need my help?" Ochako asks, "You don't even need to ask, I am always ready to help you."
"I don't need your help as much as I need your participation." Izuku says evasively.
"Ok. is that different?" Ochako asks, before moving closer to look at him. "Are you alright? You look like you're sweating a lot. Did All Might run around too much and give you a cold? We should bring you to Recovery Girl and then give All Might a scolding!" She says looking determined.
"Cute." Izuku mutters.
"What?" Ochako squeaks.
"Nothing." Izuku denies.
"I'm sure I heard you say cute." Ochako teases, "Are you making fun of me?"
"No, no, no I just thought you look cute when you're determined, in a good way." Izuku blurts out before he thinks, immediately turning away and curling into a ball when he realizes what he said.
Ochako realizes exactly what he meant and goes an equally bright shade of red, before slapping her cheeks and pressing on. Squatting behind Izuku as he started rocking himself while hugging his knees, Ochako hugs him from behind, startling him for a moment.
"Uraraka?" He questions, unsure what this behavior entailed.
"So, I guess you like me." Ochako whispers into his ear.
"Yeah." Izuku admits, "I'm sorry..."
"Don't apologize." Ochako says quickly.
"But, I know you're focused on being a hero and.."
"Shh... it's alright, I kind of like you to." Ochako says sweetly.
"Oh, ok." Izuku says stunned.
"Is that it?" Ochako asks.
"I don't know what comes next, Uraraka." Izuku says honestly.
"We can start by calling each other by our first names, and maybe even cuddling a bit on this rooftop." Ochako lectures kindly.
"Alright." Izuku says quietly, before turning and holding Ochako with one arm.
They spend some time just sitting there looking over UA, before clouds begin appearing and the signs of coming rain bring them to action.
"Ochako."
"Izuku."
"Shall I call All Might to carry us down?" Izuku whispers.
"I don't want this to end." Ochako whines softly.
"It's going to rain." Izuku observes.
"It will be fine if we're together." Ochako says.
"We'll catch colds." Izuku says.
"We'll heal together." Ochako claims.
"Alright." Izuku says, pulling just a bit more with his arm.
"That's better." Ochako says comfortably.
Their plan to stay there until the end of time was interrupted by All Might, who arrived after the first drop of rain, and upon seeing the two he merely smiled and carried them both back to the ground.
AN: I'm not really sure about this. I've never written romance, but I had the idea for the first part of this story and after letting it stew for a while I realized I needed more and soon enough this floated into my mind. Don't expect more romance from me, it's not usually my priority when writing a story.
