AN: Okay first let me just start off by saying I hate the plot and idea I had for this story and I should've left it as a one-shot with the first chapter. I don't even want to rewrite this story because I hate the concept around this story. That's the reason why I never updated this story for so long. I just couldn't come up with a way to come up with a new chapter because of my hate. However since people are showing interest I decided to say screw it to trying to fix this story and just write it how I originally planned it. With clichés, predictable and unoriginal ideas, and a story that makes little to no sense. Whether you love it or hate it, this was how I originally planned for it to go and the reason I had a hard time writing chapters for this. I will be posting this same Author's Notes to every chapter of this story, just to let people know. One more important thing I forgot to mention, this was NEVER meant to be a long story. I was only planning to write a few more chapters before labeling it complete. So if you're expecting a lot of narrative to this story, you'll be disappointed or frustrated.

It was a beautiful night sky and we found the Hero/menace of Amity Park, Danny Phantom flying in the sky. He was patrolling the city for any ghosts that were causing mayhem or destruction. He had noticed the number of ghost attacks had slowly been declining as of lately. While the more well known villains such as the Box Ghost, Desiree, Technus, Penelope Spectra, and Skulker still showed on the regular. Ghosts like Ember, Youngblood, Johnny 13 and Kitty only show up a few times and they did so just to mess with him. Many of the random forgettable ghosts had stopped appearing, sure some would still show up and cause trouble but their numbers were slowly decreasing. Even his trips into the Ghost Zone were more peaceful as he saw few ghosts. However this didn't ease the young boy's mind, if anything it made him slightly paranoid. He believed someone or someones were planning something big.
As he continued to dwell on why ghost attacks were starting to decrease, he heard the sound of someone playing an electric guitar. He started looking around and found the source, a familiar ghost was playing it on top of an office building with a small amp. The ghost was the one from Ember's band, although his appearance had changed. While he still wore the sunglasses and bandana, now wore a fishnet shirt with a black leather vest, worn-out jeans, black sandals, underneath an open black cloak with red clouds on it.
Danny charged at him thinking he was planning something, however he stopped when he saw the musician stop playing and hold up a hand. "What are you doing here?" he asked while keeping his guard up.
"I came here for two reasons," Naruto replied, slinging the guitar onto his back. "The first reason is to ask why do you continue to play the role of the Hero?"
"What?!" The young halfa asked in confusion.
"Why do you continue to play the role of the Hero?" He asked again, looking him in the eyes. "Why help people who see you as a menace? Why risk your life to save ungrateful people? Why protect people who would easily turn on you in a heartbeat? Why are you trying so hard to be a Hero when many will only see you as the villain?"
Danny was taken aback from these questions, no one living or dead had asked him that before. After calming down from the confusion he answered. "I have too," he replied with conviction. "I'm the only one who can."
"What about those two friends of yours?" Naruto interrupted him.
"There's only so much they can do," the ghost boy replied, starting to get annoyed. "With my ghost powers, I can handle more than they can with any of the weapons they have. I save people because it's the right thing to do and I can't stand around and do nothing while innocent people get hurt when I can do something. Yeah I hate that I'm seen by many in the city as a menace, but that's not going to stop me from protecting them. I couldn't live with myself if someone got hurt or worse when I could've done something to stop it. I'm willing to put my life on the line because that's what Heroes do! I'm not playing or pretending to be a Hero, I am one and nothing is going to stop me!"
Naruto simply stared at the halfa for a few seconds, seeing something he didn't see before. He saw himself before he was banished, someone who saw the good in everyone. He believed if the two of them met before he died, they would've been friends. He shook his head clear of those thoughts, there was no point in thinking of what ifs. "Very noble, just remember not everyone will be willing to give you a chance and try to stab you in the back when they can" he replied before he picked up his amp and turned to get ready to leave. "The second reason I came here was to tell you that there will be fewer random ghost attacks here in Amity Park. Me along with another had created a safe haven for ghosts who wanted to live here in the living world. There are no living people there so ghosts can live in peace there. I won't tell you where it is, just know that no one is being harmed there and no one needs your help there." He started to fly away and Danny was about to chase him, but stopped when he looked back at him. "You should use this new free time to go do something you enjoy," he said with a small smile. "Life is too short sometimes, you need to enjoy it and have some fun while you can." He flew off in the distance at a fast speed leaving a stunned Danny Phantom, wondering what just happened and who exactly that ghost was.
Elemental Nations Specter City (Formerly ruins of Uzu)
Naruto had just returned from his talk with the halfa Hero and wanted to get home. It had been just over a month and a half since Kaguya's return and a lot had happened. After Kaguya was freed the shinobis army attempted to attack her. This was met with brutal force, causing fear to run through the hearts of every shinobi present. She then performed the Genjutsu Infinite Tsukuyomi to trap every shinobi present and started the process of turning into White Zetsus. While Hagoromo Ōtsutsuki did attempt to stop this from happening by giving Sasuke and Sakura the power of his 2 sons, they were unsuccessful with Sasuke becoming an emotionless puppet for Danzo and Sakura focusing solely on Sasuke. While he wanted to try and convince Naruto again, he knew it was a pointless endeavor. The young ghost had tunnel vision and was blinded by his own goal. Once everyone, except Tsunade, were in cocoons and the process had begun, Kaguya and the group of ghosts started moving throughout the Elemental Nations repeating the process. Tsunade had left not long after Kaguya's return and went back to Amity Park to wait with Jiraiya and Shizune. Once every person in the Elemental Nations were cocooned, Kaguya told the group of ghosts that she would keep her end of the deal and started to change many villages.
Kaguya created a palace somewhere within the Land of Iron, while Naruto and his group picked the ruins of Uzu for their home on Kushina's suggestion. With Kaguya's help they were able to completely rebuild the ruins of a village into a more modern city like one from the outside world. This was going to be the first, in what they believe was going to be many, ghost settlements within the Elemental Nations. When deciding on what to call this new city, Naruto jokingly suggested Specter City. However, all the others thought it was a decent enough name, so Specter City was born.
As Naruto walked through the city he greeted and waved to the many ghosts that had taken resident in the city. Many return the gesture as they saw him, considering he was the Lord of the city and it's surrounding lands. Kaguya had named Naruto the ruler of Specter City and the territories around since he did aid in freeing her. While Naruto refused the position at first, his friends and mother convinced to take the position. However he only did so because Itachi agreed to become the Mayor of the city.
Soon he came to a large fancy 2 story mansion surrounded by a large yard. It was painted with a mixture of robin egg blue, lavender, and black with a stone pathway from the gate of the fence to the front door. Along the pathway were a few statues on pedestals, on the right were ones of Ember in different poses and on the left were Naruto and his friends including Tsunade, Jiraiya, Shizune. As he entered his home he could hear the argument between his mother and girlfriend, as he went to try to stop the fighting he thought about the others who helped him.
Kushina had a modest 1 story house not too far from where he and Ember lived, however she was currently living with them. She claims she's doing so to make up for all the time she lost with Naruto, but they believe this is her way to pressure them to tie the knot since she said she'll move out once they get married. Itachi had a home close to what he had in Konoha built in the heart of the city. Gaara lived in a modern 2 story house in the west end of the city. While it was too much for him, he was planning for when he found his siblings and uncle. Johnny and Kitty had a simple single story home in the south end of the city, however Johnny was constantly kicked out for his constant flirting with other women. Jiraiya, Shizune, and Tsunade stayed and lived in Amity Park. Jiraiya opened and lived in a dojo and taught others the Toad style Taijutsu, while trying to find a way to help them live there. So far he was only able to delay their deaths for a year or so, he had also taken the halfa as his personal student. Tsunade and Shizune had decided to go a community college in the area to learn more of their medical practices, however they live separately. Shizune found it hard to be around the 2 of them after what they did. Shizune lived in a 1 bedroom apartment while Tsunade lived in a single floor home.
As he entered the room with the 2 arguing women he smiled. This may not be his happiest afterlife and things could have been better, but he wouldn't change a thing.
AN: There I finally finished this story. First thing I want to say if you followed this story from the beginning, Thank You. Whether you loved or hated it, Thank You for tolerating the long wait. If you just followed some time between then and now, still Thank You for your patience. As I stated from chapter 4 and onwards I had come to hate this story and for some time just thought of abandoning/canceling this story all together. However I came back to it and did something I thought I would never do, finish it. If you like the end then I'm glad you enjoyed it, if you hated it then I'm sorry but it's hard to write a story you have such little passion for, and if you're somewhere in between I hope this will give you some closure for this story.
Now I'm off to work on another story I've been putting off for some time now. Leave a review if love or hate it, I'm just glad to have this story done.
