SUMMARY: While the candidate's engineered psychopathy makes her a potentially valuable asset, the treatment appears to have also had a negative effect on her ability to synchronize with an Evangelion, leaving her average test scores well below the 50th percentile. In addition, her impulsiveness and lack of respect for social norms - while within expected parameters - would most likely make her an unreliable player on the battlefield. She is therefore not currently recommended for piloting duty.
UPDATE: Candidate has since also been involved in drug trials for the Human Growth Acceleration project. It seems possible that the treatments have had a further detrimental effect on her psyche. Any reconsideration of the candidate in the future is therefore advised to take current brain imaging studies into account.

SUMMARY: Despite his training as a guerrilla fighter and above-average intelligence (doubly impressive given the lack of conventional schooling in his background), the candidate cannot at present be considered for piloting duty as he lacks a compatible core. Even if one could be secured, his open antipathy towards the committee and its related organizations would likely make him extremely difficult to control. The candidate has therefore been withdrawn from consideration.

So this hasn't totally been sitting on my hard drive for four years. No siree Bob. No way.
Mari's brother gets his middle name from HMS Formidable, sister ship of the Illustrious, which seems fitting. Rather than presuming their mother's maiden name was Illustrious, I decided to work off the theory that their dad was just weird. His first name, like Mari's, is the Japanese version of a Biblical name, specifically Jacob.
Quincy's name is drawn from two sources: first, from the cruiser USS Quincy (CA-39), sunk at the Battle of Savo Island in 1942. And second, from a decommissioned missile boat of the Kenya Defense Forces. I think Quincy's more likely from the Rwanda/Uganda area, but as those countries are landlocked, I had to move a bit further east to find something that worked with the schema. (The name's Swahili in origin, which is an official language in both of those countries. So that's believable, right? Right? Ahahahaha yeah okay I worry a little too much about stuff like this, think that's been well established by now...)
EDIT: Minor clarification here. It's Quincy's last name that comes from the Kenyan missile boat, the KNS Madaraka. Probably should've put that a bit more carefully.
