Story Start!
"How... how did I end up here?"
"How did we end up here?" Akeno corrected Rias as both of them sat in a cell together, waiting for the chance to make a phone call. They had only tried to find more about the Namikaze Industries, that was all they had attempted to do. They used their familiars to get some information by getting some of Namikaze Industries private documents.
That was all.
Then not even 2 hours later the police knocked on her apartment door and arrested them, and when they tried to hypnotize the cops it didn't work. Every person they tried to hypnotize to let them out seemed to be completely immune. They had been arrested because they were found to have stolen private information about a company, which was illegal technically.
"How DID you two end up here?" Sirzechs Lucifer, her brother, asked as he stood outside of the holding cell. He looked at them with confusion, being led by a police officer that was wearing the same bracelet as the Namikaze Industry employees. He was genuinely confused when he had been contacted by a human that informed him that his sibling was about to be arrested.
"We just tried to learn more about Namikaze Industries."
"The video game company?" Sirzechs asked with confusion, since he was pretty sure that company was just a small time company, not something that his sister would want to get involved with. He looked at her, and saw her looking at the police officer, showing that she couldn't tell him more with him right there.
Sirzechs smiled and activated his magic, placing a spell over the man to get him to walk away, just for the sake of privacy.
The officer looked at his bracelet when a light went off, his eyes instantly breaking out of the dazed look. The officer sent Sirzechs a look with a raised eyebrow, with Sirzechs just smiling in confusion when he realized that his spell had absolutely no effect.
Worse.
It worked, but something shocked the man out of the spell before it could take hold.
"I'm sorry, but magic can't be used on the minds of those wearing these bracelets. Hello, you must be Sirzechs Gremory, you're listed as her emergency contact." Iruka spoke as he walked into the room just in time to see what was going down. He extended his hand with a friendly smile towards Sirzechs, who just raised an eyebrow when he noticed this man was wearing a bracelet as well. "Namikaze Industries has all of our employees and allies wear these bracelets, so that youkai can't manipulate their minds." Iruka explained with no hard feelings.
Sirzechs was confused.
Very confused.
"Then you should know this is Gremory territory owned by my sister." Sirzechs explained with a smile on his face.
Iruka raised an eyebrow.
"Funny, that isn't what the property ownership says. There is nothing about this city being owned by a family, that's odd. Is Kuoh city owned by your family, who allowed the government to build buildings here?" Iruka asked with a pleasant smile.
Sirzechs took a step back in surprise.
"Well... no..."
"Ah... you mean this is your supernatural territory correct?" Iruka knew what Sirzechs had been getting at, and he turned his tablet towards Sirzechs to show all of the property in the city. "Because it says here in the government records that your family only owns 2 pieces of property, a mountain nearby and an apartment complex... is this correct?" Iruka questioned Sirzechs.
The red haired man sighed.
"That is correct... and yes... this is our territory from a supernatural standpoint." Sirzechs had to relent on that issue.
"I'll make note of that, and I'll make note of the fact your not youkai... devils you called yourselves then? That will be noted, until recently we were only aware of youkai. It's nice to have that information. Would you like to go to a more private setting Sirzechs-kun?" Iruka asked with a wide and friendly smile, more than willing to talk to the man should he be reasonable.
Sirzechs looked at his sister.
"Are you going to press charges against them?"
"Heavens no, they are just children. You see, Namikaze Industries just noticed that a magical creature stole documents from one of our buildings. We had the creature followed, and noticed that it went to her apartment room. Since she broke the law, we contacted the police to let them know that she had stolen our private documents." Iruka figured it was just the foolishness of children. He still wanted to use this as an information gathering chance as it were.
"We were just curious about why-"
Iruka raised his hand.
"Please, adults are talking right now, I won't press charges this time. But remember that you broke the law, and it's in your best interest not to talk." Iruka silenced Rias. Even though she was politely talking when he silenced her, he wanted to make sure that she didn't say anything that would change his mind about pressing charges.
Sirzechs looked at her.
"You stole a companies private documents?"
"... Yes..."
"I see... I'm very sorry for this, she is used to having access to information freely. I'll make sure she learns her lesson... but can I ask why Namikaze Industries is buying up so much land in Kuoh?" Sirzechs was now curious about that as well.
They were clearly aware of the supernatural, even if they weren't aware of the existence of devils before now. Yet the man before him was purely human, but him being human meant that his company was more than likely a human company. He was also extremely well versed in gathering information, to the point that the second he got Rias last name he started to gather public records about which properties their family owned.
"My boss just wants to expand, that is all. He sees businesses and shops with potential for greatness, you see... my boss loves his fellow man. You have nothing to be worried about... but since I have you here. I would like you to sign this documents." Iruka spoke as he showed Sirzechs a small stack of legal documents.
Sirzechs looked at them.
"Ah... these are..."
"Legally binding documents, the abridged version states that if you don't wish for charges to be pressed, then you will make sure that there is no supernatural interference with Namikaze Industries from here on out... very basic."
"... You said you weren't going to press charges."
"Yes, I had no plans to press charges because I fully expected you to agree with these regulations. You can read them, you'll find that there is nothing wrong with them. The agreement just states that no supernatural entity is allowed to harm a human on Namikaze Industries property... very simple." Iruka knew from the beginning that Sirzechs would agree to sign this document, after all the rules were very easy to follow. Naruto would have wanted this, a document that would promise these unknowns would not harm humans.
Sirzechs grabbed the documents and started to look them over, quickly reading them as his eyes started to scan them for any kind of loophole.
They were ironclad.
He could see no loophole.
"I see no problem with this, sure, I'll sign as her guardian." Sirzechs grabbed a pen from Iruka and signed his name in any place that was needed.
"Now she must sign."
"Sure." Rias agreed, since she didn't plan to let humans get harmed if she could help it anyway. She had no plans to kill humans, so she had no problem signing a document that told her she couldn't harm them. All in all, the document just aligned with what she wished for. "... so will you tell us what... you're not the boss?" Rias asked with surprise when she remembered that he mentioned he wasn't even the boss of the company.
"Correct, I'm Umino Iruka, 1% shareholder for Namikaze Industries. Okay then, I expect to hear good news from you as you protect humans from your species." Iruka stated as he accepted the documents from Rias.
"Huh... protect, I just promised not to hurt them-"
"-no, see here... you must not allow humans to be harmed on Namikaze property by supernatural entities, within reason. Since supernatural beings have the ability to sense each other, if a supernatural being is about to attack a human within your range of sensing, you are obligated to help." Iruka explained to her what she actually agreed to.
Sirzechs nodded his head.
He knew about that, he read those words in there and knew what Rias would have to do. It would be her punishment for exposing devils to humans who had no knowledge of them, and it was her punishment for getting caught and arrested.
"Ara ara-"
"Oh, I almost forgot about you, I'll need your signature as well. Seeing as you took part of this, and share responsibility." Iruka passed the papers to Akeno. She looked at them, and then at Rias who sighed and just nodded her head in acceptance.
So Akeno signed and gave the papers back.
Iruka passed both of them rings.
"That's great, we've already scanned your field of sensing, so if a human is hurt and our scanners pick up that it happened within your ability to sense, the contract will be broken and charges will be pressed... please do make sure that no human is harmed." Iruka bowed to them, before he turned to Sirzechs and bowed to him as well.
...
"Human businessmen can be scary efficient when it comes to legal stuff..." Sirzechs deadpanned when he saw the absolute haste that Iruka turned and started to walk away with. Iruka stopped right after opening the door.
He turned back and looked at them.
"Oh, and this is a fair warning... we of the Namikaze Industries are filled with nothing but humans, but do not take us lightly. Our boss is the scariest man you will ever meet if you cross him, I'll keep your identities a secret for now... but please do try not to do this again." Iruka wasn't going to hide anything from Naruto, but he was going to tell him that these people were not a threat to them.
If they weren't a threat, then Naruto wasn't going to even bother asking for their names, he didn't care enough to ask for the names of non-threats.
...
"That was... unnerving that a human had the confidence to... brother?"
"... I can use magic again..."
"Huh?" Rias asked her brother in surprise.
"... That entire conversation, I lost my ability to use magic, and the magic enhancing my body wasn't working either... but only when I was standing next to him." Sirzechs had learned he couldn't use magic halfway through the conversation, but he didn't mention it and tried to play cool.
It was scary.
He could not even feel his own magic at all, as if something about the man just severed his connection to magic.

"Yes, the Anti-Magic Signal seems to have worked, but it only lasted for a few minutes... I noticed that he noticed it halfway through the conversation." Iruka looked at a small remote in his hand, and saw that the battery had run dry. Once he had started the conversation with Sirzechs, he made sure to press the button and stop all magic within 20 feet of himself. The prototype worked, but the range and battery life needed to be enhanced if they wanted to make it better.
It worked for now though.
