Chapter One: Kiyone
The Space Pirate Ryoko, cyan-haired, busty, and beautiful, was pulled through the halls. Not that they could have held her if she wasn't letting them do it. She was pulled through willingly, not resisting anymore. She hadn't resisted all that much to get here anyway.
"You'll never hold me, cops," said Ryoko before blowing a kiss from her full lips.
Kiyone Makibi resisted the urge to blush at the kiss. She'd seen it and more from the voluptuous space pirate. Her wide hips were clung to her orange pants, and her white and red outfit was very nice.
"Captain Kiyone, we've captured Space Pirate Ryoko again," said an officer.
"Hey, Kiyone. Looking good girl," said Ryoko.
"Not now, Ryoko," said Kiyone. "Take her to her cell and under no circumstances let Chief Mihoshi get near it. I know that Princess Ayeka ordered us to be gentle, but...
"Well, maybe we can keep her off the streets for a week or so."
"Oh, why stick to the streets beautiful?" asked Ryoko.
And she was carried off of her own will.
"...What happened to us?" murmured Kiyone.
She received the call a few days later.
Princess Ayeka was a beautiful, violet-haired woman, and she was dressed as Queen of Jurai. Kiyone bowed. "Princess Ayeka."
"Oh, Kiyone, I am pleased you are here," said Ayeka. "Tell me, were you successful in catching Ryoko?"
"Yes, ma'am," said Kiyone. Only she could say 'ma'am' to Ayeka. "I uh...
"She caused a lot of damage this time, Ayeka. Several buildings got blown up, and some people were hurt."
"The Royal Family will, of course, compensate those who were injured," said Ayeka.
It wasn't enough. "But Princess Ayeka, this can't go on.
"We...
"I know we became friends with Ryoko when we met on Earth. But she hasn't reformed, and she isn't going to reform. And her rampages are getting more dangerous; at this point, she's not even trying to escape."
"Her escapes have provided the Galaxy Police with practice at least," said Ayeka. "Bear with the monster woman, will you."
'Monster woman' was said affectionately, as if Ryoko wasn't doing terrible things. "Yes, but...
"I don't feel like we're doing our job properly."
"Nonsense, Kiyone," said Ayeka. "I have the utmost faith in you and Mihoshi. Let us permit Ryoko her eccentricities."
"But couldn't we get in contact with Washu?" asked Kiyone, wanting something to do be done. "She's the greatest scientific genius in the universe; she could figure something out."
Ayeka nodded. "Very well then, you have my permission to do so, if you wish."
"Thank you, Princess Ayeka," said Kiyone.
"Would you like to speak to Sasami?" asked Ayeka.
"...Of course," said Kiyone.
What was with all these people? Ryoko was just doing whatever she wanted, and no one was doing anything to stop her. Ayeka didn't want to do anything, and if Kiyone knew her friends, neither would Washu. But she watched as Sasami, now a beautiful young woman with blue hair smiled.
"Oh, hey Kiyone," said Sasami.
Kiyone found herself striving to speak in the face of her beauty. "Sasami, you look beautiful."
"Thanks, everybody says so. I think Sister Ayeka might be a bit jealous," said Sasami.
"Well, there's a lot to be jealous about, I guess," said Kiyone, noting Sasami's breasts had gotten huge. Even Ryoko was smaller than her now. Kiyone was used to being considered sexy, but compared to Sasami she felt a little inadequate. "Hey, Sasami, do uh... you have any part in governing Jurai these days?"
"Mmm, no, Sister Ayeka generally handles that," said Sasami. "Though most of it gets delegated to governors and such. We've been throwing a lot more parties lately, though, and they're a lot of fun."
"Glad to hear it," said Kiyone before trying to get on task. "Sasami, have uh... have you considered, maybe, taking on some of the responsibilities of state. I feel like Ayeka could use your help running things."
"Oh no, that doesn't sound like fun at all. I must prefer playing in the gardens," said Sasami.
Wasn't she a bit young for that? Don't question it; she was royalty. "Right, of course. Listen, I have to go now; I've got a call to make."
"Of course," said Sasami.
The channel was cut.
Kiyone sighed, brushed a strand of blue hair out of his face, and opened another channel. For a moment, there was no response, and then she saw a beautiful, redheaded woman who was every bit Sasami's equal. There was a kind of radiance to her.
"Washu?" asked Kiyone.
"Oh, Kiyone, there you are," said Washu. "I was just working on a new device. I mean to experiment with."
"What is it?" asked Kiyone.
Washu pointed back to where there was a circular device rising into the air. "Behind me, Kiyone, you can see what I call the Judgement Machine!"
"Judgement Machine?" asked Kiyone.
"Yes," said Washu, walking over to it with swaying hips. "By activating this device. I will call down the divine judgment of the universe upon the guilty."
"That... sounds very dangerous, Washu," said Kiyone.
"Why would it be dangerous?" asked Washu. "Higher levels of reality are by nature more moral and upstanding than lower. Heck, my machine is kind of like praying for judgment on the wicked."
"So why not just pray for judgment on the wicked?" asked Kiyone.
"Because that takes actual humility," said Washu. "This machine allows me to pray for whatever it is I want without having to humble myself before God! Ingenius, isn't it?"
"Yes, very genius," said Kiyone with a sigh. "Listen, Washu; I need your help."
"What about?" asked Washu.
"We captured, Ryoko, again," said Kiyone.
"Oh yeah, what about it?" asked Washu.
"I'd rather there not be a next time," said Kiyone. "I'd like you to design a prison which even Ryoko can't get out of."
"Hmm, that seems a bit hard. Don't you like chasing after Ryoko?" asked Washu.
"I don't do the chasing after anymore, Washu!" said Kiyone in sudden anger. "I'm too busy cleaning up Mihoshi's messes here!
"Don't you see that the entire universe is falling apart here?"
"Hmm, what do you mean?" asked Washu.
"I..." Kiyone halted. "Think about it, Washu. Ever since our vacation on Earth, the six of us have all been friends, right. I mean, you all had our issues in one way or another, but I put up with them. But... ever since Azusa retired, it's like all of your flaws have gone out of control.
"Since Ayeka gave you that research grant, you've been doing nothing but experimenting. And we had to evacuate several planets for a month because of one of your experiments.
"Ryoko hasn't stopped being a pirate; if anything, she's gotten worse. She doesn't even steal anything sometimes; she just provokes the police and destroys things.
"And Sasami, I... I love her to death, but Sasami doesn't want anything to do with running Jurai. I wouldn't mind her not doing her responsibilities, but Ayeka isn't either. All they do is cover for you, Ryoko, and well... Mihoshi too.
"Mihoshi shouldn't be chief of police, Washu. I try to cover for her, handle her job, but there are things I can't do for her. And when she doesn't flat out sleep through the job, she botches it.
"And people...
"People are noticing. I'm the only person even trying to keep you guys accountable here, and I can't do it alone. Ayeka's reign would have collapsed decades ago if I hadn't been making the trains run on time."
"That's a little harsh," said Washu.
"Police work is a harsh business," said Kiyone.
Washu sighed. "Fine, I'll tell you what. I'll make some alterations to the Judgement Machine and pass them on to the divine. That okay?"
"Whatever you say," said Kiyone.
Kiyone moved on toward Mihoshi's office, feeling very bitter. Entering it, she found Mihoshi on a seat watching TV. The curvaceous blonde was lying on the couch and sat up with a start when she saw her. "Kiyone, Kiyone!"
"What is it, Mihoshi?" asked Kiyone.
"There's a brand new TV show on, you remember the one I paid the network to put up with my family's money?" said Kiyone.
"Yes, I remember it," said Kiyone.
"Do you want to watch it with me?" asked Mihoshi.
This was too much for Kiyone. "Mihoshi, you are the Chief of the Galaxy Police, and you are on duty. Can you please not watch television!"
"But I don't want to tape it. Could you tape it for me!" said Mihoshi.
"No! I'm actually doing my job, unlike everyone else here!" said Kiyone.
"I... I'm sorry, Kiyone, I just..." Mihoshi halted, crying a bit.
"It's alright, okay. Let me just..." Kiyone sighed. "I need to go talk with Ryoko about this."
Kiyone walked through the halls with swaying hips, feeling more and more uncomfortable. She felt like she was being watched that something was fighting her every step of the way. But eventually, she found Ryoko lounging in her cell and smirking.
"Oh, hey, beautiful. Here to put some cuffs on me?" asked Ryoko.
"No, as a matter of fact, I'm here to ask you for a favor," said Kiyone.
"What do you mean?" asked Ryoko.
"Please, please, PLEASE do not escape for the next few months. Or year. Or ever," said Kiyone.
Ryoko's smirk widened. "Hmm, want me all to yourself."
"No, I want the Galaxy Police to retain some measure of credibility!" said Kiyone. "And every time you escape, that credibility diminishes! You've turned humiliating us into a public spectacle and...
"Please, just throw me a bone here."
"Hmm, I might just consider it. If you make my living accommodations a little nicer..." mused Ryoko.
"No," said Kiyone. "I can't do that, Ryoko."
"Well then, we don't have anything to discuss. What do I owe you anyway?" asked Ryoko, crossing her arms and looking away.
"You owe Ayeka a lot," noted Kiyone.
"And has she asked me to stop?" asked Ryoko in turn.
Kiyone walked off.
Coming into a side office, Kiyone sat down with a sigh. As she did, however, she became aware of three officers she hadn't seen before. They wore plain, unassuming garments. One was a redhead and looked a bit like Washu, another like Tsunami, and the third had white hair.
"Problems with your friends in high places?" asked one.
"Yeah, you could say that," said Kiyone.
"Won't cooperate, huh?" said another as they clustered around her.
"Nope," said Kiyone.
"The rule of Princess Ayeka seems to have been causing you a great deal of stress," said the white-haired one.
"Tell me about it," said Kiyone, looking at them. "Hey, uh, I haven't seen you three around here."
"Oh, we're recent arrivals," said a third. "So, do you think you're doing any good by continuing to work here?"
"Well, I..." Kiyone paused. "Yeah, of course; I mean, Ayeka and the others need me. I'm keeping the Jurai Empire from falling apart."
"Is that a good thing?" asked the redhead.
"I..." Kiyone halted. "What do you mean?"
"Well, Princess Ayeka and Sasami don't have anything to do with governance. They are rewarding their favorites," noted the Sasami-lookalike. "Washu and Ryoko are outright destructive and have made a lot of people's lives worse. And the way things are going, it's likely to keep happening."
"I've talked to them about it, but they won't listen!" said Kiyone.
"Well then, maybe you need a different career," said the Washu lookalike.
"What? What do you mean?" asked Kiyone, feeling their proximity.
"The Ayeka Administration is rubbing the cosmic forces the wrong way," said the redhead. "They've just completely refused to do anything to reform at all. Which means things will only degenerate from here.
"The only thing you're doing by sticking by them is helping them do more damage."
"You don't know that," said Kiyone.
"Do you?" asked the white-haired one.
"So..." Kiyone shifted. "So what, I'm supposed just to abandon my career? Take early retirement, leave the workforce."
"You could call it resigning out of protest," said the Washu lookalike. "Doing it might even knock some sense into them."
"Someone else would take my place," noted Kiyone.
"Is there anyone else with the patience to put up with them?" asked Washu.
"Well uh... no," said Kiyone.
"So, if no one else would be able to put up with them, who would they replace you with?" asked the Sasami lookalike.
"But I..." Kiyone halted. "I don't want my career to end here. I want to go down in history as a Great Police Detective."
"Would you rather go down in history as someone who supported a tyranny?" asked Washu.
"I..." Kiyone paused. "Well, Ayeka isn't doing a great job, but she's not a tyrant-"
"People being forced out of their homes?" asked Sasami.
"Destruction being unleashed on innocent people?" asked the white-haired one.
"Personal friends being above the law?" asked Washu.
"What's your definition of a tyranny, Kiyone?" asked the Sasami lookalike. "Ayeka is not going to last much longer at this rate, not unless she completely turns things around right now. And if you're still around when she does, you'll go down with her.
"People are praying to the Goddess to liberate them. It might just happen.
"Do you want to be one of the people they're liberating them from?"
Kiyone paused and stood up. "I...
"I'm sorry, but I've put too much effort into making my career to just throw it away as soon as it's getting anywhere." And she walked with swaying hips toward the door.
"You sure about this, Kiyone?" asked an officer. "Once you walk out that door, the chance is gone. You'll start planning to appease Ryoko. All while convincing Mihoshi to give you more control.
"Today, as they say, is the first day of the rest of your life."
"I don't need advice from rookies!" said Kiyone. "And if the goddesses want to come down and fix the problem, they can feel free to do so! I've got work to-"
There was a flaring of light, and the Goddesses were before err.
"Well, you know what they say, Kiyone," said the Goddess Washu.
"Ask," said the Goddess Tokimi.
"And you shall receive," said the Goddess Tsunami.
The room had faded around them, and each one was clad in flowing garments that radiated around them. Their faces were incomparably benevolent and wise to look on.
"What... what is..." began Kiyone.
"People as a whole prayed for deliverance, and we're here to deliver," said Tsunami. She flipped her blue hair around her. Then she was mere inches from Kiyone's face. "You included, actually. It's just a shame that you decided to make yourself part of the problem you wanted us to fix."
"Now hang on, I didn't know-" began Kiyone.
Tsunami kissed her, and Kiyone felt a horrible grief and sorrow welling in her. "That's kind of the point.
"Oh, you're willing to cooperate and resign your commission for us now. But only now that you know we're here in force. You don't get credit for being compelled to do something."
"Wait a minute, listen, I... I'm sorry I..." began Kiyone.
But Washu took Tsunami's place and kissed Kiyone on the lips to silence her again. "Are you sorry because you realize what you did was wrong? Or because you got caught?"
Kiyone turned to run and found herself face to face with Tokimi, who kissed her as well. "You had the opportunity to turn away from all this, and you picked yourself over the universe."
"So now, in the name of Jurai, we're here to punish you," said Tsunami.
All three were clustering closer and closer around Kiyone now, hemming her in. Their infinite bosoms were crushing against her. Terrified pleasure surged through her as she found herself trapped by them. And fearing what came next. "But I haven't done anything wrong! All I've done is clean up for their screwups!"
"Yeah, that's kind of your fatal flaw," said Washu. "You see other people's flaws, but you don't see your own."
"I..." began Kiyone.
"You regard yourself as a selfless martyr who is keeping a group of borderline psychopaths. But you're not," said Tsunami.
"How many times have you enjoyed chasing Ryoko, as well as what happened after she let you capture you?" asked Tokimi.
Tears came from Kiyone's eyes. "Yes, I know, but I realized it was screwy and stopped doing it-"
"Because people were talking," said Washu. "People were beginning to say you were as bad as the people you were keeping in line. Oh, there was a period where it could have been something else. You did feel some legitimate guilt. But as soon as you picked your career over the universe, the guilt stopped being the reason you did it.
"It was just an excuse."
"The truth, Kiyone, is that you blame other people for your problems," said Tokimi.
"So, let's have some fun with that," said Tsunami. "Start the show!"
And suddenly, Kiyone was thrust into the air. Her arms and legs were pulled outwards into a spread eagle position. The Goddesses leaped into the air, and a spotlight shined on her from above.
"Welcome, ladies and gentlemen, to judgment day; Our contestant, Kiyone!" said Washu, holding a microphone. "Kiyone Makibi is a ravishingly beautiful corrupt cop. Guilty of using her position of authority to pursue sexual relations with a prisoner. She's also assisted a tyrannical Juraian Regime in covering up. They are compensating for its many failing.
"So, Kiyone, before we start the show, do you have anything to say?"
"I..." Kiyone desperately sought something to say. "I'm sorry, it wasn't my fault. I tried to keep control, but..."
Washu slapped her across the breast, and her tits bounced up and down, swelling up larger. Kiyone blushed as it happened. "Stirring, insincere words from an equally insincere enforcer! But with some good intentions!
"Now then, Kiyone has been found guilty. And to pass judgment, we have three judges who will determine the severity of her punishment!
"Tsunami, the Judge of Heart!"
Tsunami appeared and snatched the microphone. "Hey everyone, I'm Tsunami. If my similar appearance to Sasami is striking. It's because she is a mortal avatar of mine that has been corrupted!
"I like long walks on the beach and getting caught in the rain!"
"Tokimi the Judge of Action," said Washu.
Tokimi took the microphone and said nothing.
"Is the game show process really necessary?" asked Kiyone, who found her tits continued to grow larger. Her hips, too, had widened, and her rear grown to force her back to an arc.
"Actually, yes, we deal with one girl per chapter," said Washu. "And after you have the setup, you generally need to fill space somehow. See, the whole gameshow thing gives us five hundred words on the opening description.
"Anyway, that's Tokimi. Last of all, there's me, Washu, the Judge of Intellect!"
"We three will each be weighing and examining the nature of Kiyone's failings. All to determine what we do to her," said Washu. "First up, Tokimi to judge her actions."
"Wait, please, stay back-" began Kiyone before Tokimi kissed her again. And as she did, Kiyone saw every action across her entire life flow before her.
Then Tokimi broke the kiss. "Her actions are when divorced from the other attributes, comparatively harmless. For years she was a hardworking police officer who performed her duties despite being fought every step of the way.
"She played a pivotal role in slowing Jurai's descent into tyranny. It only became unprofessional toward the end. However, as time passed, she became corrupt, pursuing a romantic relationship with Ryoko.
"While her actions were, for the most part, productive. She refused to part company with those who would corrupt her."
"Alright!" said Washu. "That's the Judge of Action done, and my, Kiyone looked like she enjoyed that kiss more than she'd like to admit. Better than most, but actions aren't the only thing that makes a person. Hit it, Tsunami."
Tsunami drew up near and pressed her breasts against Kiyone. "Don't resist, Kiyone; this is inevitable." And then she kissed her, and Kiyone felt all her emotions coming out at once. All her resentful and unworthy thoughts were drawn out of her into Tsunami, who drew back.
"Hmm, that's actually a lot worse than I thought, huh," said Tsunami.
"Really? What seems to be the malady?" asked Washu.
"Well, Washu, Kiyone Makibi at the end of the day thinks she's better than her fellows. Her graduation as second in her class when she had no connections swelled her pride. And having to work with Mihoshi made her have inflated ideas of her potential," said Tsunami. "She was constantly thinking about how Mihoshi was responsible for her problems. And when the others laughed at their antics, that grew into a resentment that really kind of consumed her. Yes, she was performing good actions. But she was doing them because she wanted to feel better than the others.
"Kiyone got off on feeling like she was a put upon matyr and got used to helping the others for that purpose. Which I suspect is why she ultimately chose not to walk on them when they went too far."
"I... that's not true! I did care about them! I care about other people!" said Kiyone.
"So much that you refused to leave. Even when it was for both of their own good," said Tsunami, shaking her hips with a ringing of bells. "And that, Kiyone, is why you get a failing grade in spirit."
"That's enough chitchat, Tsunami," said Washu. "You've had your fun, but now I think I'd like a chance to lock lips with those deceptively lovely lips."
And before Kiyone could think, Washu kissed her. As their lips locked, and Kiyone found all her thoughts and private, spiteful opinions. "Hmm, now that is delicious," said Washu, drawing back and licking her lips. "Let's see; she had a very keen mind. Analytical, hardworking, and meticulous with finances and paperwork. She also was always very careful to plan ahead for the screwups of her friends.
"Pretty good.
"But not good enough!
"See, although Kiyone was intellectual in handling things, it was only in a tactical sense. She always thought about what she was doing now and how to do it best. But never about what effect it would have down the road. She never requested a transfer or tried to teach Mihoshi to be better for all her talk about her career.
"As such, my cute little police detective here is guilty of intellectual sloth.
"Yeah, that's right, folks! We've got ourselves a failing grade in mind!"
Cheers came from an audience eager to see the end of the show.
"I know, I know," said Washu. "Now we get to determine just what kind of villainous our femme fatale is! That's right; it's time for the..."
"WHEEL OF GUILT!" cried all three Goddesses as they posed in unison, arms upraised. And Kiyone found herself on a spinning table with an arrow. Around that table were lots of symbols.
"We're going to spin Kiyone around on this device at the speed of light. When it stops, her natural alignment should land on her true nature," said Washu. "Any thoughts on what it should be?"
"As harsh as is possible," said Tokimi.
"Oh, she's definitely going to be in one of the lesser categories," said Tsunami. "Kiyone is way too cute to go to one of the really bad hells."
"Hell?" asked Kiyone in horror.
"Well, where do you think we send tyrants? The bahamas!" said Washu. "Spin the wheel!"
And before Kiyone could say anything, the wheel began to spin. Faster and faster as cheering grew louder. The entire world became a blur for her, but the Goddesses remained visible as it happened.
And then it stopped suddenly.
"...And we have a winner, folks!" said Washu. "Kiyone Makibi is officially an ineffectual sympathetic villain! Give her a round of applause, everyone!"
The applause continued.
"And now, the moment we've all been waiting for..." said Tokimi, trailing off.
"PASSING JUDGMENT!" said the three.
"Those of you with weak stomaches, don't worry," said Washu, rushing to Kiyone's left side. "We Goddesses are good and never hurt any soul that comes into our care. However, we do practice... instruction."
"We're going to give Kiyone here an up-close experience with her own soul," said Tsunami, rushing to her right.
"She'll be the plaything of her own character flaws in the next life," said Tokimi, appearing behind her.
"Now, let's go," said Washu.
The three formed up before Kiyone and began to dance and pose. She could not take her eyes off them as a wall formed between them.
"Action," said Tokimi.
"Spirit," said Tsunami.
"Mind," said Washu.
"What is..." said Kiyone as a sphere of energy formed around her. Her bindings disappeared, and she was free to walk. Suddenly, however, a pair of hands came up behind her and grabbed her by the tits, grinding against her. Looking back, Kiyone saw...
Herself.
"You don't have anything to be ashamed of," said the other Kiyone, groping her. "You didn't choose Mihoshi as your partner, and you shouldn't have had to request a transfer. They should have given you a decent partner, to begin with."
"Let go! You can't-" began Kiyone.
Then another Kiyone copy was in front of her, kissing her on the brow while feeling up her rump. This was wrong; let go...
All of them were naked.
"Why are you feeling so guilty about what Ayeka is doing?" asked the new one. "You are just doing your job as a Galaxy Police Officer."
"Hey, hold on..." said Kiyone, trying to get free. But her arm was trapped beside her as another Kiyone pressed in.
"And really, who can blame you for not resigning? You couldn't give up your career," said another.
"No one can blame you for having a love affair with Ryoko," said another, trapping her other arm. "Have you seen her body, and you both wanted it. What does it matter as long as you put her in jail."
One of her legs was grabbed by another. "Supporting the Jurai Royal Family is more important than your personal feelings. Just enjoy the promotion."
"Please, let go; I have to get out! I have to get out!" cried Kiyone, unable to move at all beneath the weight of them.
"Why get out? Those rookies don't know what they're talking about," said another Kiyone. And she pressed her breasts against the side of her face. Kiyone was now almost completely covered by grinding clones.
"I..." Kiyone gasped.
And she saw the Goddesses outside, smiling. "Sorry, Kiyone, but you made your choice," said Washu. "You made a lot of very good excuses for why you didn't have to do the right thing, though. A lot of lies with a basis, in fact."
"And now all those lies have come true," said Tsunami. "And they want to do what you created them to do."
"Prevent you from taking action," said Tokimi.
"I didn't create them to do this!" cried Kiyone.
"Of course you didn't, Mother," said another, trapping the other side of her face by a bosom. Their hair was falling over her face. "You're just paying attention to facts."
"Yeah, you're not to blame at all. Just let us make you feel good," said another. And she pressed behind another Kiyone and reached past her to grope the real ones' thighs.
"Don't think, just enjoy your career," said another, grabbing her from behind.
"Please, let me go!" cried Kiyone.
"Oh, sorry, Kiyone. You've already made your excuses into real spiritual beings," said Tsunami. "Their entire reason for existence is to please and distract you. We'd hate to take that away from them just because you want to get out of it.
"Like it or not, you are these fine ladies' entire universe.
"You've spent your entire life making up excuses. And those excuses are going to be having fun with your immortal soul for the rest of eternity."
And at that moment, the biggest lie of all was made manifest. A new Kiyone appeared, and her lips with inches from Kiyone's. "You're a good person."
"NOOO!" cried Kiyone.
And then the biggest lie of all kissed her, and she could say nothing at all. As the miniature universe formed, more and more excuses and lies formed around Kiyone. They pressed in tighter and tighter around her. Until finally, the real she was completely hidden beneath her lies. Dozens of lies became hundreds, then thousands, and continued to expand outward. The walls of the universe solidified. Kiyone Makibi was condemned to a very pleasurable bed she'd made for herself.
And she'd have to lie in it until the rest of eternity.
That universe floated into the air over Tsunami's hand, who smiled. "Self-made hell inflicted.
