Here is the 15th full chapter in Book 5, released on time as promised. After what happened last chapter I am sure you can guess what is coming so there is not much to say here about this chapter other then that it will setup the next arc of the story. Therefore I will leave it here and as there isn't anything to respond to that means that it time to sit back, relax, and enjoy the 15th full installment of Avatar: The Tale of Harry. Book 5: Duty.

Chapter 15
It had been two days since Harry's meeting with Ekrizdis atop Azkaban and in that time he and his friends had been busy. He'd spent the flight to the Western Air Temple coordinating with Luna and Ron about what to do regarding Ekrizdis and what Harry had learned from his conversation with the man. At the same time, they'd begun reaching out to those who they knew they could trust within the Air Nation to gauge the status of the other Temples and who was loyal to who with a schism on the horizon.
That process hadn't changed when they reached the Western Air Temple, in fact it sped up as they had more people to work with. Harry had effectively set up a base of operations in the Temple to begin his work preparing for the worst. Technically he was just advising Luna on it as she was actually part of the Air Nation and a senior member of it, but in reality they knew that he was just as important as she was for what they faced.
In the time since reaching the Temple they'd confirmed that the Western Air Temple was fully on their side as those who were sympathetic to Ekrizdis had already left the Temple. They also confirmed that they had allies in the Northern and Eastern Temples, but it was unclear what the Head Abbots there wanted, which was not good.
Davies was certainly with them and had already spoken with Remus, who was currently at the Southern Air Temple with him, and confirmed that while there were some who'd likely leave to join Ekrizdis, most would stay. That gave them two Temples with two potentially joining Ekrizdis so a rough split in the nation.
At least that's what it looked like until they factored in the biggest boon they had which was the fact that the Air Nation Defense Force was on their side. It was a creation of Milo and fully within the philosophies of the new Air Nation as an adaptation to the new world and the need for some form of national defense. It helped that Bexley had served in the Principate War and knew his predecessor had died in it, so he was no fan of extremists. Add in that Louis was Deputy Marshal, and Lorcan was an officer in it as well, and they knew that at least the senior officers would be on their side.
In addition to all this, they'd also begun reaching out to influential airbenders who weren't high up in the nation, or in some cases not even really part of the nation, for various reasons. The main one of these was Quirke, the retired Marshal of the United Forces and to date the only airbender to command the top military in the world. She'd been seriously injured in the Second Siege of the North but had remained in her post for 15 years afterwards before retiring a few years ago. She had confirmed that she would remain loyal and was already enroot to the Western Air Temple to lend advice to them.
Currently Luna was trying to call all influential airbenders who she knew would be of use and loyal to her to the Western Air Temple to aid in their plans. They couldn't reach out to some of their usual allies like Lily, Teddy and Dominique as their positions forced them to remain out of it due to the internal nature of the conflict, same with Victoire given her marriage to Teddy, but many others had agreed.
Remus naturally was the leader and would be coming with Davies as soon as he could as both were still at the Southern Air Temple determining allies down there. Bexley had been the one who'd picked up Quirke and was bringing her while Louis was already at the Western Air Temple visiting his mother who had moved here after the Principate War.
They, along with Lorcan, Rose, Hugo and Scorpius would serve as an advisory council of sorts. Only Lysander was unavailable as he was in academia and had to remain at the Elemental Academy and neutral during the conflict.
That was why Harry had gathered those available right now for a morning strategy meeting after breakfast in one of the meeting rooms deep within the Western Air Temple. As the largest of the Temples, the Western one had a lot of space and plenty of room so Luna had made sure that one of the meeting rooms, she couldn't use the Council chamber as that was reserved purely for council business pertaining to the running of the Temple only, was available for them.
Right now, the people present were, well, family. As the Head Abbess of the Western Air Temple, Luna was chairing the meeting with Harry and Ron on either side of her. Ginny was next to Harry so all of Team Avatar, the surviving members anyway as Neville was long dead thanks to James, were present.
The others in the room were Louis and Lorcan, who were representing the ANDF. Rose, Hugo, and Scorpius were all coming in from the Northern Water Tribe and would arrive soon. They should be in by the evening, as would Bexley and Quirke, and as such a fuller meeting could be held then while also catching those people up on what had been discussed already.
"Alright let's get started." Luna said once everyone was seated. "We have a big day ahead of us, so it is best to get going early. Ron, you had an idea last night that I thought was a good one, so we'll start with that."
"Yes I think that it is time for the Air Nation to employ bodyguards for their senior officials." Ron said and Harry wasn't surprised, he'd tried to persuade Remus of this after the Principate War, but Remus had turned him down. "With what is likely coming it is time to finally do this."
"Why?" Louis asked curiously. "That Air Nation doesn't believe in the need to protect its leaders, it is a matter of open accessibility and accepting the winds of fate as well as being a nod to our pacifistic beliefs. Only the ANDF should be except and only to protect the nation as a whole and not our officials."
"Based on what Harry said about Ekrizdis in his meeting and how Luna said he acted in the ANNC I think it is prudent." Ron said. "If it comes to it, I don't trust him not to do something underhanded, especially given the kind of airbenders he's now accepting into his ranks."
"I see." Louis said. "I didn't mean to question it uncle. Naturally, I am all for it as it is something we should have adapted after the Principate War, but Remus has still refused to approve of it, and it would take a lot to convince him to accept it when he gets here. Who did you have in mind?"
"The Kyoshi Warriors." Ron said simply. "They are the best at it, and they honor their pledges. Plus, they are technically an independent unit so not bound by the philosophies of the Air Nation, and loyal to the Avatar which is why I think they are the best option."
"Agreed." Louis said. "I take it that you have some contacts there. I have done some cross training with them, but I don't know them well as they are mainly used as the bodyguard to the Firelord and her family and for enforcement within the ISEK."
"Ty La is still around though fully retired from everything." Harry said. "I'll reach out to her when we are done here and have her set up a meeting with whoever is the current Commander of their guard division to discuss availability and draw up a contract with them for at least Remus's protection, if not all the members of the National Council."
"As much as I understand Remus's views on personal protection, even I see the need to get them." Luna said. "So, at the very least I want a squad in the Western Air Temple to bolster our defense, and I have the authority to do it so long as it is just here."
"Let's hope that they are never needed." Ron said. "Alright next up…"
Ron didn't finish before the door burst open with airbending and a woman in her early 70s rushed in getting all their attentions. Harry instantly recognized the short woman with fine features showing that she was a beauty in her youth who'd aged gracefully as Gabrielle, one of the Abbesses on the Western Council of Elders and Luna's likely successor as Head Abbess for the Western Air Temple if she were to leave her post.
However, that wasn't the most interesting thing about Gabrielle, no that was reserved for her familial ties that were impressive and many didn't realize when they first met her. She was one of the many fringe members via a marriage of the complex web that made up the Southern Royal Family thanks to Chief Arthur's prodigious seed.
Normally that wouldn't be much of a consideration but the marriage in question made Gabrielle's ties more impressive than most. That was because she was the former Chief consort Fleur's younger sister making her Chief Dominique's aunt, well also the aunt to Victoire and Louis but what was more important was how close she was to the incumbent Chief by blood.
It wasn't like Gabrielle was close with Dominique on a personal level beyond a standard aunt/niece relationship. Unlike Fleur who had taken to the Southern Water Tribe and embraced it after falling for Bill, Gabrielle had never gotten used to the cold and rarely went to the South.
That was why she'd returned to the Western Air Temple after graduating the Elemental Academy to teach the youth here before they went to the Academy. Unlike other tangential members of the Royal Family, Gabrielle didn't play on her status or partake in the politics of it to the point that many didn't even realize that she was that close to the Chief. She was content with her life here.
Still, Harry knew that she wouldn't be on the Council of Elders and a likely successor as Head Abbess if she wasn't smart, capable, and confident. When the Western Air Temple was attacked and fell at the start of the Principate War, Gabrielle had fled with as many as she could. She knew that she was a potentially valuable hostage as the new Chief's aunt and got out. Initially she helped out in the Northern Fire Nation before it too fell but at her sister's request she retreated to the Northern Water Tribe and spent the rest of the war there helping as best she could though she saw no combat herself.
After the war she had returned and helped restore the Western Air Temple. For her aid and status, Luna was granted a special exemption from Remus to name her to the Council of Elders despite her age being below the minimum age allowed though she couldn't ascend to Head Abbess until she hit the age requirement.
She'd been here since then and was now Luna's right hand. That was why she was running the Temple while Luna was in meetings like this as Luna was needed for the big picture so the fact that she was here and not executing her duties in the Temple was not a good sign.
"Aunt Gab, what's up?" Louis said worry in his voice at her sudden arrival.
"What's happened?" Luna asked seriously as worry filled Harry at the sudden arrival of Gabrielle. "Gabrielle? Tell me."
"I just got a call from Abbot Davies." Gabrielle said and they could see she was on the brink of panicking but plowed on, if it was from Davies then it had to do with the Southern Air Temple which was potentially bad given who was currently there and that was confirmed a second later when Gabrielle said. "Archabbot Remus, he was found dead in his bed this morning."
The news took a moment to process before it hit Harry and everyone else in the room what the woman had said. Harry felt like he'd been punched in the gut as he sagged in his chair. His father's last living friend, one of the last living people who'd known Avatar Korra so before Harry's time, and a great man who was needed most right now had died and right after his meeting with Ekrizdis. It wasn't like this was unexpected, Remus was over 100 years old, but the timing meant that it couldn't be a coincidence.
"How'd he die?" Ron asked recovering the fastest.
"In his sleep." Gabrielle said. "He wasn't present for morning meditations, so Davies personally checked on him and found him unresponsive in bed and then confirmed that he was dead. He said that it looked like he'd peacefully gone during the night. They have since examined the body but found no foul play."
"Thank you Gabrielle." Luna said taking charge before anyone else could speak. "Does the rest of the Council know?"
"Yes but only them." Gabrielle said. "As protocol for when the Archabbot dies I came straight to you with the news as you are one of the voters and currently the most senior member of the Air Nation. The process has begun."
"I know, we have been prepping for this for years due to his age, but Remus was always in good health." Luna said with a sigh. "Gather the Temple in the Grand Hall, I will speak with them and deliver the news as is my duty when an Archabbot dies during a time of peace. I must discuss this first with my team and advisors though. I am sure they have their own opinions on this, and I must go over what happens now that the 3rd Archabbot of the Air Nation has passed on."
"Of course, Luna." Gabrielle said with a nod seeming to have calmed down at her Head Abbess's words. "I will get right on that; we should have everyone ready within the hour."
With that Gabrielle bowed, turned, and left the room. Everyone just stayed in silence for a moment processing what happened or taking a moment to remember Remus before discussing it.
"He was murdered." Luna said breaking the silence, anger clear in her voice. "I know he was old, but I don't believe he died in his sleep like that. He was healthy and while this can happen, the timing is way too coincidental for me."
"No doubt." Ron said. "This is foul play by Ekrizdis through and through without question. Someone went to great lengths to make it look natural though and without proof we have to go with the official report. We can't come out and say that it was murder."
"Why not." Luna said. "We know it was murder and we know who did it, or at least who ordered it. There is no doubt in my mind that Ekrizdis is behind Remus's death."
"He almost certainly is but I don't think he did it himself." Harry said thinking back on what Ekrizdis had said to him. "He claims to take his vows of pacifism seriously which means that he's using a loophole. When we spoke he mentioned, likely as a threat, that he had welcomed certain undesirables into his Temple, people the Air Nation has either expelled or denied membership for various reasons. What's the betting that at least one of them knows how to kill with airbending the way Zaheer did. That is the only way to pull this off and make it look natural."
"Ekrizdis will have at least one person who can do it." Ron said. "An assassin loyal only to him who killed Remus and we can't make accusations because we will look bad and conspiratorial if we say that an airbender who is descended of the old nomads ordered the assassination of the Archabbot when all evidence indicates that Remus died in his sleep, which given his age makes total sense. It will only send more people to Ekrizdis as he will deny this and claim we are smearing and defaming him."
"I get that, Ekrizdis has clearly played us in such a way that anything we do that isn't what we should do under normal circumstances will only benefit him and he knows it." Lorcan said. "But I want to know why? Why attack and kill the Archabbot so soon after meeting the Avatar when he knows that suspicion would be on him the moment Remus died?"
"Ron, this is clearly a tactical decision by him." Harry said turning to his best friend. "This is your area of expertise, so I'll leave the assessment of it to you."
"It is and a clever one at that because of what I mentioned earlier but that isn't the only reason he's done this." Ron said. "This was clearly done to sow chaos, dissent and force everything early before we could prepare for it."
"What do you mean?" Louis asked.
"Conclave." Luna said. "Ekrizdis has forced us to hold it before we know about the rank and file."
"Correct." Ron said with a nod. "In the wake of Harry's meeting with Ekrizdis we began consolidation our support and figuring out numbers, something we began while waiting for the meeting. Ekrizdis had no reason to delay for a whole month before the meeting unless he deliberately wanted to do so because he had to gain his own support and make sure he had it before he met the Avatar."
"A month doesn't seem like a long time though." Lorcan said. "Even with advances in communication, the Air Nation is extremely spread out making it hard to determine something like that in that short amount of time."
"I don't think it was just a month." Ron said. "How long had he been the Ekrizdis before he revealed himself?"
"Almost a decade he said when I spoke with him." Harry recalled. "And given how Rohit said that the exiles had people who left the Temple to observe the world and recruit new airbenders, another thing he claims to have done, which doesn't sound good."
"No, it's bad for sure." Ron said. "They almost certainly used that time to recruit active members of the Air Nation to their side in preparation. It is similar to how the Principate operated but rather than have a coup, which as Air Nomads is antithetical to their philosophy, they are just waiting for the right moment to trigger a schism within the nation and divide it. The month was likely done to get top level airbenders on their side to solidify his claim."
"How high?" Louis asked sounding worried. "I know the ANDF is good but that's it. We have been worried about the Eastern and Northern Temples though."
"We already predict that Edgecombe will defect and take the Eastern Temple with her." Luna said with a sigh. "Of all of us she's the most political, her mother was a politician in the United Republic, and opportunistic in the nation so she was groomed to be one as well. She's spent the last two decades purging the Eastern Temple of all not loyal to her. The Northern Temple is more spread out, it always has been, but Brocklehurst is unpredictable. He served in the ANDF during the Principate war and that changed him."
"It changed a lot of us." Louis said. "I am still Chief William's son, so the blood of warriors is in me, it's why I joined the ANDF when I graduated from the Elemental Academy and why I accept what I have to do in war but many of the ANDF hadn't seen combat before. Plenty of survivors retired and went full nomadic hermit because of it, it wouldn't surprise me if Brocklehurst sees a return to full pacifism as the only way to avoid it again in the long run. He was one of those who retired after the war and was elevated to Head Abbot of the Northern Air Temple when Sybil died 16 years ago."
"It's also why we believe that the vast majority of the ANDF will be on our side." Ron said. "Those who stayed or who joined after the Principate War understand what it means to be in a defense force like that and the need for one in today's age. They will stick to why Milo created it and the need for one."
"Wait I'm still a little confused." Ginny said. "All this is relatively new to me as I've never been into playing politics and the Air Nation's ones are even more confusing to me as a complete outsider to it all. What is so important about triggering a Conclave now?"
"To divide us." Luna said with a sigh. "To determine the factions within the upper echelons of the Air Nation and to use the result of the vote to declare the schism that Ekrizdis set in motion by his arrival and reveal."
"Oh, I see." Ginny said. "So, whoever is chosen as Archabbot is important?"
"Partially as he or she will be blamed by Ekrizdis as the one who divided the Air Nation because he lost." Ron said. "A clever tactical move is to blame your enemies for what you did to them by claiming their actions started it, it's how Hermione and James operated, and it seems Ekrizdis does so as well. My best guess, and correct me if I am wrong Luna, is that there are currently 3 factions within the 7 who vote on the Archabbot. One faction is those loyal to Remus and the ways set out by Milo, one is the new faction loyal to Ekrizdis, and the third is the neutral one."
"That is correct." Luna said with a nod. "And the first two will likely put forward a chosen candidate."
"You and Edgecombe." Harry said simply. "It makes the most sense. Even before this Ekrizdis shit happened Remus told me that unlike for him or Filius, there is no consensus candidate. He's groomed Luna for the role, but Edgecombe has her own agenda and clearly wants the position, Brocklehurst is a wildcard, and Cho will be obstinate as the neutral one should there not be a clear majority."
"Pretty much that is how it will go." Luna said with a sigh. "I don't want to be Archabbot, but my pedigree and history makes me the best choice and I know how this global shit works thanks to being First Lady of the United Republic for 15 years and seeing Ron deal with it. The Air Nation would never chose the ANDF Marshal, so Bexley is out, and Davies is a good candidate but like me supports the Avatar and Remus too much to be chosen. We make up that faction. Edgecombe was never going to support me and would try to get the neutrals on her side to make her the compromise candidate."
"A compromise candidate." Ron mused. "Perhaps that could be the way to avoid it. Historically, when two strong candidates divide something, a compromise one emerges to break the stalemate."
"What do you mean?" Luna asked. "Who?"
"Wroxton or Cho." Ron said. "They are the neutral ones so why not try to elect one of them to the position of Archabbot. They could take a middle road approach and keep the nation from falling apart. It is clear that if you or Davies were to be elected you'd be seen as the next in line from Milo which Ekrizdis doesn't want but Edgecombe would likely give the Air Nation to him in a heartbeat so as to keep her position which would cause a schism regardless as those who don't see him as legitimate would flock to our side. Make one of them Archabbot and it might solve it."
"I think a schism is inevitable." Luna said shaking her head. "At least with the Eastern Air Temple because that is just what Edgecombe will do if she doesn't get her way. Cho or Wroxton might be able to keep the Northern one in the nation but that's it. I will keep it under advisement though Ron, it is a good compromise if things go bad."
"How do you expect the vote to go Luna?" Ginny asked.
"Honestly, it's open right now." Luna said. "But if I had to guess, Davies or Wroxton will win it."
"Really?" Harry asked. "Not you?"
"I am seen as too close to you and the other nations so while I know Davies and Bexley support me, Wroxton and Cho won't at the start." Luna said. "The Archabbot needs 5 votes to be elected out of the 7 and at this point Edgecombe is a hard no. Brocklehurst might flip if it's a neutral candidate though but if he's with Edgecombe then the rest of us will have to all vote on the same person to be Archabbot. That is why I think that Davies or Wroxton will emerge as a compromise. A way to avoid Edgecombe or me winning but keeping roughly in line with Davies while Wroxton is neutral he leans to our side. That is how it will likely go but I think that it will be a long Conclave."
"Yeah how does all this actually work?" Harry asked. "I know I've been briefed but it is so rare that a state leader dies, and it's been over 50 years since Milo died and he was the last Archabbot to die in a time of peace followed by a proper Conclave, so I don't remember it. Filius was murdered and we couldn't have a proper funeral or traditional Conclave to elect Remus."
"It is a process that will take about 3 weeks before Conclave begins." Luna said. "I have been prepping for this for a while, so I know how it works. Today the Head Abbots, or if not present one of their Temple's Council, will notify their whole Temple of the death and a day of mourning and meditation in the Temples will commence. During this time, the Archabbot's body is transferred to his home Temple that he has declared prior to his death, and it is prepared along the way. Such was the case with Milo who didn't die on Air Temple Island."
"But Remus died in his home Temple." Ron pointed out.
"In which case he will be embalmed and preserved there so no need to worry about transporting the body." Luna said. "After which his body will be laid in state in the Great Hall of the Southern Air Temple for 14 days so that all in the Air Nation, and other nations as this is a state funeral, can come and pay their respects. The last of those days is reserved for the Head Abbots, the ANDF Marshal, Head of the Air House, the World Leaders in attendance, and the Avatar, though we are all expected to head there tomorrow to aid in the preparations."
"That we will do." Harry said. "We owe Remus that much."
"I agree." Luna said. "At the end of the 14 days, a funeral will be held in the Great Hall. There will be 3 eulogies, one by the Head of the Southern Air Temple as that is Remus's home Temple, one by a family member so his son Teddy, and one by the Avatar. It is not required Harry, you can decline to give one, but I ask that you do as a sign of respect just as you have at the funerals of other World Leaders."
"Don't worry Luna, I will do it regardless." Harry said. "Remus was a lifelong family friend and the last of my dad's generation. I am Teddy's godfather because of it so of course I will say some words and I will not politicize his funeral."
"Ekrizdis will I bet but what you plan to do is the right and respectful thing to do." Luna said. "After the funeral, members of the Southern Air Temple will take Remus down to the tombs in the mountain and lay him to rest next to his wife. She was buried there at her own request after Remus became Archabbot so that they could be buried together."
"Makes sense." Ron said. "Though I know Teddy will be buried in Republic City in the crypt of the Presidents as he has always seen himself as a citizen of the United Republic first. I may have rejected it as I must be buried in the Hall of Warriors in the South, and wanted that before I became President, but Teddy has accepted it."
"I know and I will be buried alongside you." Luna said with a smile. "Even if I win the election I will not be buried in the Western Air Temple. I have already decided that."
"That is hopefully many more years away, despite our ages." Ron said. "So, let's focus on what needs to be focused on. After the funeral, what happens next?"
"The attendees go home, and the 7 electors are to spend a week meditating and communing with the Spirits in and around the Southern Air Temple." Luna said. "And we are to be alone during the entire time. We cannot see anyone but the Spirits, even our meals must be taken in our rooms and left outside. This is so that we can be in a pure state of mind when Conclave is called."
"I remember that from after Milo's death, though it couldn't be done for Filius's." Harry recalled. "And it has to be at the Southern Air Temple as that is the last Archabbot's home Temple and as such it is the host Temple of the election to succeed him."
"Correct, it is all part of the tradition." Luna said. "The Conclave will be called one week after Remus has been buried and begin in the morning. The Temple will be locked down as we go to the top of the tall tower at the Southern Temple and meet in the Council room that is there. We go in order of seniority based on appointment. Once the last one arrives, the Head Abbot of the respective Temple, in this case Davies, calls Conclave to order and we are locked in the room until an Archabbot is elected."
"But what about meals and sleep?" Ginny asked confused.
"There is a special hatch in all Council doors for the meals to be pushed in." Luna said. "And bed rolls and blankets for sleep should it be needed. We are more than ready for this, but the only proper Conclave elected Filius on the first ballot, so it wasn't needed."
"Oh yeah should have guessed." Ginny said. "Go on."
"The chair will go over the rules and then we begin." Luna said simply. "This is the second true Conclave as Remus's was more a formality and we ratified it after the war to avoid problems, but no one ever questioned it. None of us were in the last proper Conclave so we have to go off Milo's written rules."
"So, what happens when you decide on an Archabbot?" Harry asked. "We will be around waiting for it."
"When we have an Archabbot, a special horn kept in each Council chamber has will be blown to let the Temple know." Luna said. "And the electors will then gather in the Great Hall of that Temple. The horn blow is to get everything ready as the ceremony is similar to that of anointing a new master. The new Archabbot will kneel in the center of the room and the Head Abbot of the Southern Temple, or if Davies wins the Head Abbot with the most seniority, will place the pendant of office around the Archabbot's neck as the other electors anoint him or her with the incense smoke. After that it is done, and the reign of the 4th Archabbot begins."
"That can't be all." Ron said. "There has to be more done to let the world know that there's a new leader of the Air Nation."
"Radio broadcasts will be sent once the Archabbot is confirmed but yes there is more and why Harry must stay." Luna said. "The Archabbot is expected to meet with the Avatar, who must be present to ratify the election, and then meet with the other World Leaders on a world tour to establish relations with them."
"I remember that much from Filius's election." Harry said vaguely recalling it. "And how I confirmed Remus as Archabbot early in the Principate War. I will do my duty."
"Good, that is what we need now." Luna said standing. "But I need to address the Temple to let them know what has happened. Lorcan, Louis, come with me as you are airbenders and thus should be there for this. Harry, Ron, Ginny, please stay and keep planning. This may be a time of neutrality due to the morning but once we have a new Archabbot things are going to change, I know it."
Harry, Ron, and Ginny just nodded at that as Luna left with the other airbenders to deliver the sad news to the residents of the Western Air Temple. Harry knew that his friend was right, things had just changed dramatically for them. Whatever plans they'd had, Ekrizdis had just destroyed them by murdering Remus and starting this process, one that Harry was certain would end in division.
However, that was a hurdle to deal with when it came up. First Harry had to honor a lifelong friend who had spent his long life making the world a better place.
Well, the gang has now learned of Remus's death and naturally they can guess the truth but can't do shit about it. All they can do is prepare and honor Remus as we get ready for his funeral and the Conclave (yes a lot of this is drawn from how a Pope is elected by the Catholic church though I am not Catholic) occurs.
