Here is the 18th full chapter in Book 5, released on time as promised. Well, I am sure you guessed it but with Conclave over the time has come for the schism to fully begin which means seeing the players in it and how it happen so this is the first chapter that addresses that from one of the sides before we move to the other side to see how they handle it. That is all I have for here though so I will leave this pre chapter note off here and as there isn't anything to respond to that means that it time to sit back, relax, and enjoy the 18th full installment of Avatar: The Tale of Harry. Book 5: Duty.

Chapter 18

"Ah thank you for joining us." Ekrizdis said as Edgecombe and Brocklehurst entered the council room. "We can get started. I assume things went as expected during Conclave."

It was the day after Luna's election as Archabbot and the news had swept the world as fast as possible, which these days was pretty fast thanks to long range radio and VV. She was the expected successor so that wasn't the surprise. The surprise was that there were reports that there was an extreme division in the Air Nation that had been a result of the Conclave vote. Luna hadn't commented on it. All she'd done was name Gabrielle her successor as the Head of the Western Air Temple and flown to Republic City.

The public believed that it was to officially meet with President Teddy, she was the new Archabbot and was expected to meet with the various World Leaders to let them know of her agenda, so it made sense that she'd meet with the leader of the central nation first. Ekrizdis knew that this wasn't the case. She was meeting with all the World Leaders. The fact that the Avatar and Chief Dominique were with her lent credence to this theory. They were going to discuss the schism and what to do about it.

That was to be expected and was why Ekrizdis had set up this meeting. He'd been preparing it during the 3 weeks since Remus's tragic but peaceful death in his sleep that Ekrizdis had arranged for him and had planned this meeting for after the election of the new Archabbot. The meeting was to take place in the Council Chamber of the Eastern Air Temple where Ekrizdis had set up his base of operations for what was soon to come.

The Temple was fully on his side, so it was the best place for the meeting. All he needed was to wait for Brocklehurst and Edgecombe as they had to finish things up with Conclave and make it clear where they stood and who was at fault for it. Everyone else was present and sitting at the table.

"It did." Edgecombe said and Ekrizdis saw her look confused at the newest member of the group, a broad, dark-skinned man with close cropped white hair and wearing a light blue uniform of sorts. "We proposed you as the next Archabbot and that sped things up considerably. Conclave was over after 2 ballots."

"It did?" Ekrizdis asked as they took their seats. "That was unexpected. I'll admit, your Conclave ended earlier than I expected. I wasn't expecting you two for a few more days at least."

"As Edgecombe said, it only took two ballots." Brocklehurst said with a shrug. "Wroxton voted for Luna from the start because of your nomination for the position. That gave Luna 4 votes at the start showing she was the clear favorite. The only holdout was Cho so rather than delay it we let her cut a deal with Luna to elect her on the second ballot."

"I see, that does make sense." Ekrizdis said stroking his goatee in thought. "I had hoped it would take longer but I underestimated Wroxton's commitment to neutrality."

"He still wishes to remain neutral as he claims education is for all." Edgecombe said. "And Cho's deal was to make Air Temple Island neutral in the schism, something Luna will honor and intends on telling the World Leaders."

"She'll make it public, and the Avatar will back her up which will force our hand." Ekrizdis said thinking on what to do and deciding it was best to leave it as the other World Leaders would violate the laws of war to defend it and he didn't want to deal with that. "So be it, let the island remain neutral. Those who are true to our nomadic and pacifist ways can go there or to the Academy should they want, it would be wrong to deny them that right, but they'd better commit to it or else we will ensure they are punished for their deception. It will deplete their numbers more than us at least. We can deal with them after Luna, Davies, and Bexley are defeated."

"But they are traitors, it's either join us or betray us there is no neutrality in this situation." Edgecombe said. "They should face punishment for their treason."

"And they will, they all will." Ekrizdis said. "But not right away. We got away with Remus's death but another one or two like that so soon would be too suspicious even with the ages of the airbenders involved. Let them have their peace and we will lull them into a false sense of security. We have bigger fish to deal with."

"Yes on that what are we going to do?" Brocklehurst said. "We can't wage war with them as that would be antithetical to our beliefs and cause issues."

"You're right, we can't." Ekrizdis said. "But we have people who can. I take it you noticed the newest member of our little group."

"Yeah hard to miss." Edgecombe said looking at the man again. "You look familiar, as does that uniform, but I can't place either of them. Who are you?"

"My name is Blaise." The man said in a deep voice. "And we were at the Academy together for a bit so that is where you might remember me from. I was a Purist back then, still am which is why I have agreed to a deal with Ekrizdis because of his pureblood attitude to who should rule airbenders. Before you ask, yes, I did side with the Dark Lord back then. The Avatar found me, and I surrendered rather than die at his hand as I knew he'd kill me in a fight with ease. He incapacitated me and I was sentenced to 5 years for my sympathies and support of a terrorist organization. Served 1 before I got out and joined with my father."

"I remember your name." Brocklehurst said. "It's on the black tablet at the Academy. You were one of the fallen students who is memorialized to show that not all chose the right path though I didn't know that you were still alive. I just presumed all on that list other than Draco died."

"My name is there and along with Pansy I was one of the few remaining alive." Blaise said indicating Pansy. "I've been in contact with her whenever she's been free, it always pays to know people in low places, and she was the one who brought me to Ekrizdis when it became clear that my services might be needed. I am here purely for business. I don't care for your philosophies or schism, just your coin. You're paying well and I'd never support a blood traitor like Luna so here I am."

"What is your business?" Edgecombe said. "I know that uniform is from somewhere and that it is tied to the Northern Water Tribe, but I don't recognize it."

"My business is war." Blaise said simply. "I'm a mercenary who fights for money. My father Zabini founded the Northern Water Tribe Mercenary Company, though now we are the Northern Mercenary Company or NMC for short."

"Mercenaries?" Brocklehurst asked looking to Ekrizdis. "This is part of your plan? I've heard of these people before and when it comes to mercenary companies they're blacklisted. They were deemed illegitimate by the Avatar decades ago if I recall correctly before the Unholy Triumvirate event I believe."

"You have?" Edgecombe asked. "I haven't though mention of that incident does bring something back to my old memory. The Purist of that trio, Delphine, wore something similar. I saw the pictures of the aftermath."

"I was ANDF until the end of the Principate War, I was made aware of people like them." Brocklehurst said looking at Blaise intently as he spoke. "Your father formed it in the wake of the Purist cleanup as a haven for them and worked for anyone with coin and who met his views. You're basically the remnants of the Purist Movement."

"We were though we have diluted since then." Blaise said. "We need able bodies so nonbenders have been allowed to join though they can't be officers and it is good money for the right people, so we have no problem recruiting people of questionable character. I still chose our contracts but that is it. You also forgot that Sirius banished my father from the Northern Water Tribe for the company, and we were declared illegitimate shortly after that and yes that was before the Unholy Triumvirate incident."

"I had heard that." Brocklehurst said. "And that Delphini was once a member. Edgecombe you aren't wrong, she wore their uniform when she died at the Banyan-Grove tree."

"She was for a brief period." Blaise said with a nod. "She came to my father to round out her skills though we only knew her as Del, a swampbender who held Purist beliefs. We had no idea of her true origin or else we would have helped her. She left before dad was arrested and we temporarily disbanded though but her wearing our uniform when she died helped a lot as it attracted the kinda bender we like."

"I thought that you were permanently gone." Brocklehurst said. "That is what was reported after your father's arrest."

"No, I just took over and took us underground for a decade to lie low." Blaise said. "Grew us bit by bit in that time, began accepting nonbenders who could fight, and trained hard to be better. Then we got lucky."

"James's crimes." Edgecombe said. "He caused the Avatar to effectively retire and with the Avatar not active you could come out of the shadows with a new name, and no one would question it."

"Correct, that was the best thing that could have happened to us." Blaise said with a smile. "It allowed us to act unchecked for 7 years before the Principate War. Then we sat out the war, no point in getting involved in that shitshow though we did accept plenty of veterans from that conflict from both sides and had 19 more years to grow even stronger as the Avatar again disappeared from public life."

"I had known about Blaise and the NMC before I went away for murder." Pansy said as if it was nothing, which Ekrizdis knew it was nothing to her. "I did some contract work for them in Republic City, low level wet work mainly dealing with deserters looking to cut a deal to expose them, but I ensured they never talked until I was locked up for my longest stretch. When I got out and joined up with Ekrizdis I learned of his plans and offered the NMC as a military force to counter the ANDF. They are roughly the same number and have no compunctions in killing so they are perfect for us."

"I accepted and Pansy set up the contact." Ekrizdis said. "The Exile Temple sits on a large mineral deposit or rare minerals and precious metals that is very valuable and we have no need for it. The NMC now has those rights as payment once they win it for us."

"We will honor our contract." Blaise said with a nod. "The ANDF won't oppose us for long. We are better trained and won't try to avoid killing when we go to battle."

"If you attack the ANDF will respond with lethal force." Brocklehurst said. "They've always been antithetical to the views of the nomads ever since Milo set it up. The two most senior members now, Bexley and Louis, are both anti-traditionalists. Bexley wasn't born in the Air Nation and only joined after Filius offered him a high position in the ANDF when his United Air Force career stalled for some reason. Louis on the other hand, well that faggot's father was Chief William of the Southern Water Tribe and despite his airbending and enjoyment of taking it up the ass he's as much a warrior as his kin are."

"As traitorous as the South is, I will not deny that they produce the best warriors." Blaise said. "The false Royal Family there alone is one to be feared. Dominique is every bit the quintessential Southern Warrior, as is her uncle Ron, and they're old. The latest generation is no doubt just as strong."

"The She-Wolf and the Red Wolf won't be a concern for us though." Ekrizdis said. "They can't get involved in internal Air Nomad affairs even with us using mercenaries to augment our numbers. All we have to deal with is the ANDF and the private citizens who volunteer to join Luna's cause."

"Yes on that, what exactly is the plan?" Edgecombe said. "The schism is upon us and already we are seeing an influx to our Temples, more than are leaving them, but I have no idea what happens now. You are the rightful leader, but the Avatar is backing Luna and that does go a long way whether we like it or not."

"So he is but that will not matter as we will end the rebels and traitors to me." Ekrizdis said simply. "It is time to preserve the Air Nomads. Remember we are acting in self defense against the aggression of the Archabbot and her false claim of sovereignty. All we do from now on is in accordance with the old philosophies as I have declared as the protector of them. We are going to restore the Air Nomads to what they once were from the violence done upon us by the Air Nation."

"By force?" Brocklehurst asked concern and hesitation in his voice. "Isn't that antithetical to our pacifist views?"

"We will not actively engage in battle." Ekrizdis said. "In fact, I will only fight if attacked directly by them, I will not be on the front lines of this conflict, and neither will you or Edgecombe. Rather I will be running the public relations side by making speeches for our cause, ensuring that everything shown makes us the good guys we are, and revealing long lost texts and philosophies of the Air Nomads in bits and pieces to entice more to our cause. You and Edgecombe will help me in that endeavor."

"I can easily do that, but you know that Luna won't just stand down." Edgecombe said. "She will attack both with words and force so what do we do about that?"

"That is why we have a mercenary army, private citizens who will join our cause when I ask for those who dislike the Avatar and his cabal to join us, and tainted airbenders." Ekrizdis said simply indicating Pansy, Insomnus and Blaise. "They will do the dirty work that we cannot do. Pansy will command what I am calling the Black Airbenders, those are airbenders who's master tattoos are black like hers to show that they have been rejected by the Air Nation, but I will not reject them."

"Black tattoos are seen as sacrilegious to the Air Nation." Brocklehurst pointed out. "It means that the individual was either expelled before they earned their arrows or were denied admission due to criminal acts, or at least heavy suspicion of unsavory acts unbecoming of an Air Nomad in the eyes of the Archabbot. There is a way back in, a form of atonement, but those who do must always cover their markings when they are allowed back and can never change them to gray."

"It is also used by expelled masters." Pansy said. "They are rare, but I know a few who earned their arrows but later left or were expelled for actions that the Archabbot at the time did not like. They chose to color in their tattoos to make them black to show that they were no longer part of the Air Nation. Perhaps you two should do so now, once we go public Luna will officially expel you and place you on a wanted list for treason, a life sentence if I recall."

"We are true airbenders, not criminals." Edgecombe said defensively. "I will not alter my tattoo as I have done nothing to warrant expulsion. Luna, Davies and Bexley are the true traitors who should have their arrows blacked if not burned or cut off."

"That they are, and they will be dealt with accordingly." Ekrizdis said. "I have already expelled them and declared them guilty of high treason against the Air Nomads. They will be captured and sentenced to life in prison for their crimes so do not worry about them for now. As for your two, you are true airbenders so do not change your arrows. I have already explained the need for the Black Airbenders though, we need airbenders who can do what we cannot for only an airbender truly knows how to fight another airbender."

"And when this is over?" Brocklehurst asked. "What will become of them?"

"I will forgive all their sins as I am allowed to and grant them readmission as true air nomads." Ekrizdis said. "They will have to cover up as black ink cannot be changed to my knowledge, but they understand it."

"Or we just go back to our lives beforehand." Pansy said as if it was nothing. "I won't as I violated parole to join the exiles and I don't want to go back to prison where I will likely die with how much time I'm looking at, but others might. We are still airbenders even if we don't follow the rules of the nation."

"And you are free to do so as is the prerogative of our element." Ekrizdis said. "And you will always be thanked for doing what we could not in the coming war."

"So, it will be a war." Brocklehurst said.

"It will be." Ekrizdis confirmed. "A civil war between the two factions and I will make sure the world knows as much so that we can limit who can participate. In a few days I will make a public broadcast on all channels, we are still setting it up, and announce who I am and who I represent using the Avatar's confirmation as justification for my claims. I will make it public my rightful rule of all airbenders and change us back to being Air Nomads rather that calling ourselves the Air Nation for nationhood is antithetical to true Air Nomad philosophy. I will appeal to new members, and I will make it clear what is going on and who is to blame for it."

"And that is?" Edgecombe said.

"That Luna is the illegitimate leader, that the title of Archabbot is not one of the Air Nomads thus not valid, and that her continued claim is an act of war against us that we must defend against." Ekrizdis said with a grin. "I will lay all the blame on her feet and make it clear who is responsible for starting the war and on who's hands the blood that will be shed is. When I am done all will know Archabbot Luna as a warmonger who attacked a bunch of peaceful Air Nomads."

"She will counter it by pointing out that she let us walk and let us make our own choices thus showing freedom." Brocklehurst said. "And that you were repeatedly offered the chance to join the Air Nation by both Remus and the Avatar but declined their offers."

"I know but I will head her off by countering it right away, maybe even preempt it." Ekrizdis said. "I am the rightful leader, so I had no need to subject myself to a false claimant like Remus. The Avatar confirmed that when he truth saw me and that means he has accepted my claim even if he says otherwise. His own confirmation of my identity will help us."

"Clever." Edgecombe said. "But will they buy that this is war?"

"By saying that it is I make it so as I am the leader of the opposing faction within the Air element." Ekrizdis said. "I will specify though that this is an internal affair of the Air Nomads and thus officially a civil war. Under the laws of war, so long as both sides honor the laws of wars, and we will, the other nations cannot get involved. They will try to skirt the rules which is why Insomnus is tasked with counter surveillance to find proof that we can use to discredit them publicly so that it stays between our two sides."

"And under the laws of war, if this is officially a civil war then it must remain internal." Brocklehurst said clearly getting what was going to happen and smiling at what Ekrizdis was saying. "The other nations legally cannot get involved. They can show who they support, and we know they will all go for Luna, but you will spin that I assume, same with the Avatar being on her side."

"Of course, there is an advantage to how interconnected, related and close the World Leaders are." Ekrizdis said. "Well not counting Chief Titus but no one does. I will use that closeness against them by appealing to the common people directly because I am one of them and not an elite ruler like the others. We saw with the Principate War how that worked in places, it will work now and bolster our fighting force with volunteers."

"I don't know the laws of war so you will have to spare my ignorance." Edgecombe said. "But who can fight in a civil war? I get that airbenders can and because we consider all airbenders nomads, even those like Pansy and Insomnus who do not live by the tenants of the old ways and even those who have been expelled can fight, so that is fine but who else can join?"

"Well mercenaries have always been allowed in any war." Blaise said. "We are private companies that fly no national flag and fight for money under a contract. We are therefore allowed to join any conflict we like. Once we do we are subject to the laws of war and the laws of the nation we are fighting for but that is it. So long as we are clearly marked as mercenaries and which side we are fighting for, and the NMC is, we can fight."

"In addition, any able bodied, private citizen may volunteer." Brocklehurst said. "So long as they officially declare that they are signing up for one side, wear that side's colors in battle, subject themselves to the same laws, and the leaders have a list of non-nationals fighting then they can join. Dual citizens are already nationals and can fight unless there is something precluding them from fighting."

"Something like leadership of a nation that isn't the one at war with itself." Ekrizdis said with a grin. "Or eligibility for such leadership or a close connection to that leader such as by marriage. This is what precludes both Teddy and Dominique from taking sides or fighting. Both are World Leaders but with Air Nation citizenship through a parent. They're loyalties are first and foremost to the nations that they govern and are thus stuck. Same goes for Victoire as she is Teddy's wife."

"It also applies to public officials in other nations which would bode well for us." Blaise said. "The Avatar's daughter and only living child is a lavabender, the only known one in the world other than the Avatar himself, and a talented fighter in her own right. A lavabender isn't great for y'all is it?"

"No, the entire Northern Air Temple was destroyed by one." Brocklehurst said. "Ghazan singlehandedly destroyed it with his lava. Left alone or protected, Lily could bring down our Temples by herself. Of any threat we might face, she's second only to the Avatar I'd say. However, she is Chief of Police for the United Republic, an official position making her a subject of the United Republic and therefore unable to participate."

"She could of course resign her post and join as a private citizen." Edgecombe said. "But I am sure you could spin that Ekrizdis."

"I can and when I make my announcement I will make it clear that all active officials are seen as such and must stay out or else the world will know why they resigned." Ekrizdis said. "The Avatar can lavabend though and his duty means that he can serve so if he ever shows up then there is a problem."

"All we have to do is overwhelm him with our numbers and force him to retreat." Blaise said simply. "He's old and has wounds that never fully healed, so he is not what he once was. We can stop him."

"I believe so." Ekrizdis said with a nod. "There are some who we may have to contend with though who will be almost as bad as the Avatar. I will do my best to call out the Southern Royal Family, but Ron might be able to weasel his way around it through his marriage to Luna."

"I'll task one of my elders to prevent it." Brocklehurst said. "She's on our side and a lawyer, she can hold it up in court to prevent the Red Wolf from fighting I believe. His airbending kids we can't stop but the waterbenders we might be able to."

"Neither are public officials though." Blaise pointed out. "But as legitimate heirs to the false Southern Throne we might have a chance to prevent them from joining as private citizens. Unlike other nations, the Southern Water Tribe only considers the Chief and the Crown Prince or Princess as public officials unless members of the family hold positions on the Tribal Council or within the Southern Military."

"It will be a tough war for sure." Ekrizdis said thinking on it. "That I won't lie about to you, but it does mean that they will be must kill targets in battle should you see them on the battlefield."

"What are the expected troop sizes?" Brocklehurst asked as Blaise nodded his confirmation to Ekrizdis's order. "That is key. I know that the ANDF is almost entirely loyal to Bexley who is one of Luna's staunchest supporters but they only number about 1,000 and of that less than half are airbenders, the rest are acolytes who joined as that is the best place for them to serve the nation."

"That is good to hear." Ekrizdis said. "Though when we add in the private citizens who will flock to the Avatar, no doubt helped by various World Leaders backing Luna and saying their citizens who are not military, police or governmental officials can join, I expect that number to rise to 5,000 at least."

"And then there are the mercenary forces who'd join because I am sure that Ron will advise his wife to hire some for the coming war." Blaise said. "The Xidi Militias are now a recognized mercenary company and have close ties to the Avatar. They number 2,500 strong and will join. The Kyoshi Warriors too have close ties to him and though they number about 500 they are some of the best out there so we can't rule them out even if most are pathetic nonbenders."

"Yes I expect their fighting force to be around 10,000 when it is all said and done." Ekrizdis said. "To be safe I have overestimated that number. It is significant for sure, but this war is not going to be like the Principate one, it won't be full scale conflict and will be special to boot as it is going to be a war unlike any that has ever been fought before."

"It's an airbender war, the first of its kind." Brocklehurst said. "So likely fought in the skies and Temples in small scale engagements and skirmishes. Especially as we can't fight in skies of other nations."

"We can't?" Edgecombe asked.

"No, we can't." Blaise said shaking his head. "That is their territory, and we must respect it. Should we engage over say ISEK territory then King Xiang can take that as an act of war against him and join in on either side or neither and declare against both. Given the likely support he will have for the Avatar and thus for Luna he will look for an excuse to join in. Same with the other leaders though only he and Ursa are main concerns as it their territories that border the Temples. We can engage in international airspace over the oceans though, that is fair game."

"Correct." Ekrizdis said. "And I expect that the be the main field of combat."

"It will draw the war out, but it will also make numbers pretty ineffective as you can't amass a full force in the air for fear of crossing over into another nation's airspace." Brocklehurst said. "And how many do you have under your command Blaise?"

"The NMC has 7,500 fighting men and women all pledged to me and therefore to Ekrizdis." Blaise said and Ekrizdis grinned at the surprised looks on Edgecombe and Brocklehurst's faces. "You seem surprised by the numbers I have."

"We are." Edgecombe said. "I didn't expect it to be that high."

"Well, when you aren't a legal company you have some more leeway." Blaise said with a grin. "Add in 37 years of growth and activity and you can get quite big. We were often hired by warlords, criminal gangs or under the table governors in the ISEK looking for an easy win without risking the national guards. We did the work and more often than not I just recruited the pirates, brigands, and scum who I faced. It was easier that way and they could keep up doing their criminal shit to help fund us. Well, that and all the veterans of the Principate War who were still looking for action but couldn't join a legit company due to their actions during the war flocked to us."

"So, you have a full force then." Brocklehurst said. "Like air, land, and sea."

"I have a small fleet that can stand against anything the Air Nation might have seeing as they don't have a navy." Blaise said. "And I can send out word to pirates to join for a price and add it to my expenses but the contract I signed allows for that. I also have a few airships, a squadron of planes and about 100 hummingbirds but the ANDF favors bison, so we have them there. My main force are a ground force though so they will be used in boarding actions in air battles and in assaults on the Temples should we ever launch one of those."

"So, we will be attacking the other Temples then?" Edgecombe asked. "Can we manage that?"

"We can try at least." Ekrizdis confirmed. "They will be defended though so more often than not it will be hit and run attacks. I have an emergency plan, but I don't want to use it just yet, only if this drags out longer than I have predicted will I use it. When we do launch a full assault the NMC will be our main force though Pansy will lead the thousand or so Black Airbenders we have recruited over the years."

"I see so we are prepared then." Brocklehurst said.

"That we are but we need to make an opening statement for the war, both my speech and the opening attack which will be on the Southern Air Temple as they are still reeling from Remus's death and likely won't be as well defended as the Western Temple which is harder to hit to begin with and Luna's home Temple so like her base of operations as well." Ekrizdis said. "And perhaps we can take Davies out in the process, but we will only go after the leaders in battles or if I give the order to have them removed covertly like I did with Remus."

"We understand." Edgecombe said bowing her head. "You are the Ekrizdis, we will follow your orders."

"And on that what is your plan for the opening salvo?" Brocklehurst asked. "We should know so that we too can make preparations for it."

"Well as I am making my speech…" Ekrizdis began with a grin as he began to elaborate on his first act of self-defense against Luna and the forces who opposed the true ruler of the Air Nomads.

The rest of the meeting was Ekrizdis laying out his initial war plans, along with how he was going to spin everything to their advantage, while Blaise, Brocklehurst, Edgecombe, and Pansy helped smooth everything out by providing advice when it was needed. When it was done and they had retired for the night, Ekrizdis couldn't help but feel pleased.

Soon the world would know who he was, soon they would know the truth, soon everything would change. The one war that no one expected to ever occur was about to begin and it would all be Luna's fault, at least that was how Ekrizdis was spinning it. The Airbending Civil War was about to begin, and no one was ready for what it would be like.

Ah a nice little bit of foreshadowing after this chapter. Planning chapters like this will occur on both sides as this is going to be a war unlike any other seen and we will see how the leaders on both sides prepare for and process what happens during the war. The only other thing to say here is that Blaise is supposed to be Blaise Zabini from Harry Potter and Slytherin House who briefly appeared back in Book 1, including the scene where he surrendered to the Avatar during the Battle of the Elemental Academy, so like Pansy he's back again in Book 5 and will have his own small role to play just as she does.
