Chapter 16 - Council

Bella woke after a great night's sleep to the feeling of fingers running up and down her leg. She still had her eyes closed, with her head resting on Jake's chest.

"Mmm," she muttered.

"Morning, sleepyhead," Jake said as he kissed her forehead.

"Where's Charlie?"

"Left about an hour ago."

"Why did you wake me up? I was having such a good sleep."

"Well, it is nearly eleven o'clock, and I have the council meeting at one this afternoon," he said while kissing down her face.

"Oh!" she said as she lifted her head off his chest. "Damn, I must have been more tired than I thought."

She tried to roll off Jake, to stand up. "Where are you going?" he asked as he pulled her back closer to him. He resumed kissing down her neck.

"We need to have breakfast or lunch, and I was planning on seeing if your Dad needed any help around the house today. I feel bad for forcing you away from him for so long."

Jacob stopped his trail of kisses, "first off, you are not responsible for me running away. That was my choice."

"We are going to have to agree to disagree on that one."

Jake rolled his eyes, "and, secondly, Rachel has been looking after him anyway. It is about time one of them stepped up. I've looked after him by myself for two and half years since Rach and Becca left us."

Bella relaxed a little, and Jake resumed kissing her. "But what about food? Is Rachel any good at cooking?"

Jacob groaned, "no, she is a terrible cook."

"I left Charlie with a freezer full of easy meals for him to reheat before I left. I'd really like to do something for your Dad. Please?"

"Fine, I'm sure he would appreciate it, but can I get back to apologizing to you?"

"Apologizing for what?"

"For last night," he said, slowly bringing his hand up her bare thigh.

"It's not me you need to apologize to," she said.

Jake groaned again, "please don't make me think of Paul right now."

"Fine," she smiled up at him, letting him know that she wasn't annoyed at him.

He continued moving his hand up her leg until he reached her panties. He slipped his finger inside the seam and traced the line around her bottom. Eventually, he got to her inner thigh and found her already wet. He moved his fingers through her folds slowly.

"Is this going to be a common thing?" she panted. "You apologizing with sex?"

"Maybe," he mumbled while he was kissing her neck.

"I'm pretty sure I'm not the only one getting something out of this," she said as she slid her hand down his chest to rest on his hard erection.

He chuckled, "maybe. But I'll make it up to you."

He slid a finger inside her, causing her to gasp.

"Too many clothes," she managed to get out.

She heard a rip, and her panties were gone. This turned her on even more.

She rolled on top of Jake and attacked him with her lips. She could feel him lifting his hips below her as he took his pants off. Then she felt his hard member under her. She started sliding back and forth on him.

Grabbing the hem of her shirt, he pulled it off over her head. He brought his lips up to her chest and took one of her nipples in his mouth. She moaned as she arched her back into him. He nibbled and licked one before returning the favor to the other.

In one quick movement, he flipped them over, so she was underneath him. She felt him align himself with her centre before slowly starting the slid inside her. They both groaned at the feeling of being together again. She lifted her legs up as high around his waist as she could, feeling him penetrate her deeper.

He hooked his arm around under one of her knees, then did the same with the other; she was practically bent in the middle. This caused him to reach further inside her. He seemed to hit a spot inside her that made her moan even louder.

"That's… it… I'm so close," she screamed. As she fell apart behind him. He kept thrusting until she stopped clamping around him. She felt him slip out of her before he dropped her legs back to the bed, and using one arm, he flipped her over onto her stomach.

She bent her knees and raised herself up on her arms. She felt him position himself again and thrust all the way inside in one movement.

She screamed out again as she tried to brace herself against his relentless pounding.

"You, okay?" he panted.

"Mhmm," she mumbled.

He reached around under her chest and slowly brought her up to be flush with his back.

He whispered in her ear, "I've wanted to do you this way since that shower." He nibbled on her ear lope and down to her neck. Unfortunately, her hickey was already starting to heal; that was no good.

He sucked hard on her neck, carefully not to break the skin, as he continued to thrust inside of her.

"Hold on to the headboard," he instructed.

She did as he asked; then, he moved one hand to her nipple, the other trailed down to her bud. She felt the tension in her core almost reach its peak.

"I'm… about.. to… come…" she screamed before clamping down around him. He growled as he trusted two more times before coming apart inside her. He held her tight to stop her from collapsing on the bed.

"I love you," she whispered.

"I love you, too," he replied. He pulled out of her, and she felt the warm liquid slid down her thighs.

He laid her down on the bed and pulled her into his side as they both panted to catch their breath.

"I think I'm going to need to rewash the sheets," she complained.

Jake chuckled, "I think I like them like this. They smell like us now."

"Ew," she complained before laughing.

After a quick shower, separate this time, Bella headed downstairs and started on a quick breakfast. Next, she whipped up a quick omelette for both of them, using up all the fresh ingredients she could find in the fridge. They ate it straight out of the pan.

"Sex, followed by an awesome breakfast cooked by imprint; I could get used to this," Jake said with a mouthful of food.

Bella grinned back at him, "me too."

They still had one hour before the meeting, so they quickly tidied the kitchen and headed to the grocery store in Forks. They had a lot more variety here than down on the Rez. Jacob helped her pick out a few recipes he thought his Dad would like, and Bella said they would freeze well too.

With only fifteen minutes to go, they made it to the Black house.

"Hey Dad, you ready to go," Jake asked as he brought all the groceries in, in one go and put them on the kitchen bench.

"Sure," he said, eyeing the groceries. "What's all this for?"

"I'm just going to cook up a few freezer meals for you while you are all at the meeting. As a way of saying thank you for everything."

"Bella, you don't need to do that."

"I want to," she said as she continued to clear a space on the bench. "You are family, and I want to help where I can."

"Well, thank you, Bella. It is much appreciated. There is only so much pizza I should be eating."

"Come on, Old Man," Jacob said, "let's get going."

Bella watched out the window as Jacob lifted his Dad into the cabin of his truck and put the wheelchair in the back. She had never really given much thought to how much responsibility Jacob had had since an early age. He was always such a happy kid before she broke his heart. She felt so blessed that she got to have this wonderful man for the rest of her life.

When Jacob arrived at the town hall, the pack was already there as well as the Elders.

Jacob wheeled his Dad around to his spot at the front of the room. Five Elders made up the Council, Billy Black, Old Quil Artera, Sue Clearwater (the first female to ever be appointed), Kevin Littlesea (Colin's father, and Billy's brother-in-law), and Peter Fuller (Brady's father). There would be no representation from the Uley bloodline until Sam retired from the pack.

Most of the pack was still standing around the edges of the building, which Jake thought was odd. Then he realized that they didn't know what the new seating arrangement would be, now there were two packs.

The chairs were arranged in a large circle. Sam sat in the middle opposite Billy, with Jared and Paul flanking him. Paul refused to make eye contact with Jacob, but he could see that he still had a few unhealed bruises on his face.

Jacob decided to sit on Jared's side of the circle, but a few chairs away from him. Seth gladly came sat next to Jacob, between him and Jared. Quil and Embry sat on the other side of Jacob. The lines were clearly being drawn. Leah sat next to Seth, while the two youngest wolves sat next to Paul.

The meeting started out slow, Billy welcoming back Jacob home. Then they brought up the fact that there seemed to be two packs now.

It was news to the pack that this had happened before. They were informed that the two alphas should be able to 'talk' to one another at will. It would be more like talking; they could only hear what the other wanted them to hear. This was a relief to Jacob because it meant they could still work together and coordinate in wolf form.

Sam was still not happy, "Jacob should give Seth back to me until he is ready to take on the responsibility of the pack."

"Why can't I start out small and increase in numbers over time?" Jacob asked.

"What use is a wolf pack, with only two wolves?" Sam bristled.

Jacob looked towards Leah and nodded. Sam didn't notice the exchange. "Fine," Jacob said. Leah smiled back; it was the first time Jacob had actually seen her smile.

"What did you just do?" Sam snarled. "I felt something shift. Who are you taking?"

"Leah."

"What? You can't just take her from me."

"I just did," Jacob said calmly.

"She is MINE," Sam yelled.

There was silence in the room.

Leah looked furious.

"You need to let her go," Jake said.

"Like hell I do."

"Enough," Billy commanded. The room fell silent. "Leah, are you happy with this arrangement?"

"Yes," she said definitely.

"Elder's, do you agree with this decision?" he asked.

Sue looked at her daughter with sympathy in her eyes, she knew how heartbroken her daughter had been, and Sue had felt helpless. This was one thing she could do to help her move on.

"Yes," they all said.

Sam was still fuming but remained silent.

"Can I join Jake's pack?" Quil pipped up.

"Me too?" Embry added.

"You can't take half my pack from me, Black!" Sam yelled.

As much as Jacob wouldn't mind having his best friends back, he didn't really want to start too much trouble, right at the beginning of his role. So he looked to his father for guidance.

Seeming to sense Jacob's indecision, Billy spoke up. "Let's just leave it as the Clearwaters for now, and we can re-evaluate in a month."

Quil and Embry both grumbled but didn't say anything to object.

"Sam and Jacob, you will need to work together to set up new patrol schedules to ensure the tribe is fulled covered at all times."

"Yes, Sir," they both said.

"Next up, we have the Volturi," Billy announced.

Old Quil spoke up for the first time, "we cannot let our secret get out. It is too dangerous."

This made Jacob start to tremble, "so what is the alternative? Hand Bella over to them to be killed?"

"The tribe takes priority over any one person," he explained

"She is my imprint. It would kill me," Jacob growled. He was struggling to stay in his seat.

"The topic of your imprint is up next; that is not what we are discussing now," the old man bustled.

Jacob ground his teeth together.

"I think we need to take this to a vote," Billy mediated. "I, for one, don't think that we should be cowering to vampire demands. We have never done that before, and we shouldn't start now."

Old Quil spoke up second, "I say we hand her over to the Cullen's." Jacob was seeing red.

Sue was next, "all life is precision, and we should continue to protect her."

Kevin Littlesea was fourth, "she is a pale-face, who is not part of our tribe, I say, she has made her bed, and now she has to lie in it." Jacob's narrowed his eyes at his uncle.

Seth put his hand on Jacob's shoulder. "You need to calm down before you phase in the middle of the hall," he whispered. Jacob took some deep breaths but could not look at the Elders.

Peter Fuller held the deciding vote between life and death for Jacob's world. The silence was deafening as they wanted for him to speak up.

"Tell them about the pack. We are stronger than we have ever been before. Never before in our history have we had ten wolves. We are not afraid of vampires," he said.

Jacob closed his eyes tight to keep the emotions in. He let out the breath he was holding in and felt the adrenaline drain out of his limbs, leaving him feeling unsettled in his stomach. His heart was beating furiously in his chest. He couldn't believe that his family, his tribe, had been this close to handing Bella over to a bunch of vicious vampires.

"Motion carried," Billy said. "Sam, you can let Carlisle know our decision?"

"Of course," Sam replied.

"Lastly, on the agenda is Jacob's imprint on Bella," Billy continued.

"Why is this event up for discussion?" Jacob sneered. Anger from the previous discussion had not disappeared.

"Because you will one day be chief of this tribe, and you did not imprint on her the first time you saw her, like everyone else," Old Quil clarified.

Jacob glared at him with murderous eyes.

"Jacob, can you tell us when you did imprint on her?" Billy asked calmly.

Jacob ground his teeth together, this was private, and he doubted Bella would appreciate it being aired to everyone.

"Two nights ago," he stated.

"I know this is hard, Jacob, but we need to know the circumstances around it," Billy explained.

"Why?" Jacob asked.

Billy ignored his question, "were you intimate with her at the time?"

Jacob glared at his father now. Billy nodded his head in encouragement. "Yes," Jacob admitted.

The was a grumble from the other council members. Billy looked down and sighed.

"What is wrong?" Jacob finally asked after no one said anything further. Even the pack was abnormally quiet.

"We had hoped that we would never have a situation like this; it is not commonly spoken out amongst the legends," Billy said reluctantly.

"Tell me, NOW!" Jacob roared. He was sick of them beating around the bush.

"It is called a Namaak Imprint."

"What the fuck is Namaak Imprint? Spit it out." Jake was shaking again. It was clear from the posture of his father and the other elders that this was not a good thing.

"Namaak means fake or imitation," Billy stated. "It is not a true imprint, Jacob. I'm sorry."

Jacob jumped from his chair, causing it to fall over. Sam and Embry grabbed onto his shoulders to stop him from hurting someone. He was shaking so hard, the pack was concerned he was about to phase. They pushed the chairs out of the circle, giving the boys room to pull Jacob away from the Council.

"IT IS NOT FAKE!" Jacob yelled.

"Son, you need to calm down so that we can explain this to you."

Seth spoke the words that were enough for Jacob to take a deep, steadying breath, "I've seen the imprint in his mind; it doesn't feel fake at all."

Billy watched Jacob to make sure he was listening before explaining. "It has happened before in our history that a man has wanted to imprint on a woman so deeply that he has basically caused it to happen. It happens when they first have intercourse. It was chosen by the man, not the wolf… The main problem with this type of imprint is that you will find your true imprint one day, and this namaak imprint will be broken."

Jacob looked at the ground as the tears from anger, frustration, and heartbreak rolled down his cheeks. He was too stunned to say anything in return.

"Have you marked her?" Old Quil asked.

Jacob shook his head, still not making eye contact with anyone.

"Good," Old Quil said, clearly happy by this. "You must not."

"W-why?" Jacob stuttered.

"The fail-safe with this type of imprint is that she will not be able to bear your children; you cannot impregnate her; this would create wolves from the wrong bloodline. If you mark her, she will not be able to have children with anyone else either. It would also tie you to her, and you would also be unable to father children, even with your true imprint."

Silence fell in the room, except for Jacob's labored breathing.

"Are we done here?" he asked, unable to control the emotion in his voice.

"Yes," his father said.

Sam and Embry both let go of Jacob simultaneously as he took off out the back doors. A moment later, they all heard a painfilled howl come from the forest.
