Once in the Slytherin dormitories, Harry sat down next to Draco in front of a roaring fire.
"So Draco, how does the Ministry predict genocides?"
"Societies have unwritten structure to them. These are phantoms seen in the spirit world. Groups that are in the way of the structure create a high probability of genocide. The first group is obvious, and that is the marginalized that never fully integrate. They are always at risk, but more so in times of great stress."
"But that is not all."
"No. There are groups that excel in the society, but they do so by unwittingly removing a society's structure. You see, that group acts like a non-violent occupation. They work to take all the good jobs, removing the incentive in the structure of society for the rest. Worse, they lead the society to failure."
"So, like the structure of a house, the stress gets too much and the society collapses. Once the structure of the society collapses, a genocide is highly likely. It can be rebuilt, but in the rubble genocide is usually the top activity."
"Why is it usually a minority group that gets genocide?"
"Because the majority are the ones that built the structure."
Harry started to look at the fire. "So to avoid a genocide, shouldn't the minorities, rich and poor, fight each other for jobs?"
"That might delay the inevitable, yes."
"It doesn't matter who the majority or minority is, does it. Just who built the structure?"
"Yes, it is the structure of society, the unwritten quid pro quos, that is under stress."
"Wouldn't another strategy be to integrate the minorities into the structure of society?"
"Yes, but that is very difficult. That is like remodeling a home. And how do you integrate into a support beam. It is very difficult, and is much like building a new structure."
"All that needs to be done is for the minorities to feel the stress of society, to carry the burdens of its gravity. But how is that possible, when these burdens are all historical, and priceless. Stress is priceless. Just taxing them is not enough."
"Time. It would take time to integrate them. And priceless. It must take something that is priceless."
"But what about the rest that are replaced. Maybe they should be used to make additions to the structure. But gravity is still there to pull it down, and surely there are limitations to size. Yes, the structure of society poses many challenges."
"Well, the rest can always join my religion of hurt. To hurt the structure of society by renaming everything that they do not agree with, or that pass their fancy. Is this what is happening with muggleborns and purebloods in the magical world?"
"We don't do natural here."
"The quid pro quo of society needs to be expanded to include minorities or those that were replaced. If it isn't, it just becomes a matter of replacement, where those that make the society better will stay. The quid pro quo of society must include an individual hurting the group, as this is the only way those that are replaced will accept. Remember, like a brick taken out of the wall, if it is used to build another wall, it can also be taken out again. That brick, once taken out of the wall, should be used to throw through the window."
"So a society quid pro quo should be that if a minority takes a job position, that the loser can hurt the group somehow, like in renaming them. Maybe like a right for an individual to insult a group."
"The goal for that" said Draco "would be for the minority, a new inductee to society, to feel the stress of gravity, of envy."
"Is that why Harry is going around trying to treat muggleborns as second class citizens, or even to kill them. That group just wants to hurt society?"
"My father was imperiused, but that group does see merit in hurting the society."
"What about aliens. What would happen if aliens discovered Earth, and thought Earth is way better off than them. Would aliens, of the trillions in the galaxy, be the new minority that displaces Earthlings."
"You know of our astrology? Good, that is a very real threat for muggle and magical society. It is why we allow muggleborns at all, because we fear the eventful discovery from the intergalactic community, which are way worse off than us. It is practice."
"So if aliens immigrate to Earth, I think there should be a quid pro quo of replaced native Earthlings that all they do is attacks on the Earth society, such as with renaming individuals important to that group. To rename history or religions or sciences. I think that should be a right."
"So in this fantastical society of yours, Harry, what happens to the history books."
"They get renamed in the image of the replaced Earthlings. For the replaced individuals, the individual becomes more important than the group. They hurt the group because of their individual choices, such as not getting vaccinated or an education."
"And what about their born into rights."
"They get more of them, the right to inadvertently imperil a group. Whether it is by renaming their history, or being negligent with their hygiene or health, they can indirectly hurt a group with their choices. Their individual rights trump the rights of the group from their indirect actions." Harry then got up.
It was getting late, and it is getting time for bed.
"I think that I will go to bed. I'm not looking forward to Potions tomorrow. Good night."
