Hermione walked off, after deriding Potions as Professor Snape did not meet her expectations,
"I can't stand her" said Draco. "And not just her, all these stupid muggleborns."
"I know how to integrate muggleborns into wizarding society. To make room for the muggleborns, the wizarding nation should invade neighbours, such as Dark Creatures, and expulse all the natives off the land. And then settle the land with the muggleborns, the wizarding immigrants. The negative part of this is, from the natives perspective, that they lose their land. But the faith component that the natives could have is that the land is being developed. That is it being better utilized by the settlers than the natives. The muggleborns would be on the front line fighting the Dark Creatures to take their land and expulse them.
The expulsed natives wouldn't be abandoned. They can always apply to the wizarding community to become immigrants. And then they can be used to resettle the land.
So if the wizards expulse some Dark Creatures such as centaurs or werewolves from their land to make room for muggleborns. The Dark Creatures can always re-apply as immigrants to the wizarding world, as new settlers.
It's a vice that produce faith, like slavery or colonialization. I call it a productive vice.
But that is what immigrants to the wizarding world can be used for; to settle dangerous lands."
"That's interesting" said Draco "because the alien worlds are exactly like that. The developed areas are world cities, ecumenopolis, and will do that to the muggles as well as the wizarding world. Earth is in a magical nexus, and is valuable land. Its low population density means that it could be better developed into an ecumenopolis by the galactic government. It is us that would be expulsed from the land."
"Then we will apply as their settlers. And wherever we get relocated, we will be united by our productive vices. Be it colonialism, expulsions, child molestation, private health care, weaponized wand culture, wars, or such" said Harry "We will be united around our productive vices and have faith in their benefits."
"Earth is doomed to become an ecumenopolis with alien settlers" said Draco.
"Earth is on a ticking clock. The Statute of Secrecy is also for Earth as a whole to avoid detection from the galactic wizarding community. That community is also very high population density. They too will seek to turn Earth into an alien ecumenopolis. Once Earth is discovered, the settlements will begin."
"And that is when we will apply to the galactic government to join them as settlers. But remain united in our drive for productive vices.
Earth can still be a star of normalcy. The normalcy of our productive vices. Earth is doomed to lose, so might as well extract as much normalcy out of the situation as possible."
"You'll need to unite Earth to do that."
"I think that it is possible. Earth could unite around some productive vices as their constitution. Every Earth citizen would have the right for private healthcare, a weapon, to invest in a toxic financial sector, to speculate commodities, to accept terrorist migrants, to expulse and settle neighboring land to make room for immigrants, and to have a religion that occasionally molests children.
There could also be the right to protest, as long as the protesters keep a distance from each other of around six feet to make them less mob like. There is also the right for free speech, but every criticism they do of an organization should have a counter-point that refutes their own argument.
Each country has its own military, just as each state has its own militia. The united government will instead have its war veterans: mercenaries. Mercenaries will make up the bulk of the force and be the most militarily experienced people from around the globe. They will do it for profit.
Everyone will also have the right to vote, but the districts won't be proportional. Some districts will have barely anyone in them and still get a representative, while other districts will have a very large number of wizards in them but only get one representative. Authoritarian wizarding governments can have one person in a district. And this district gets two representatives, while the rest of that authoritarian wizarding government's population is only one district with one representative. This results in three representatives coming from that region, with two directly voted by the authoritarian leader.
Although a council of representatives run Earth, any person that can get away with hurting the most people on Earth will be their leader. This will be the Chancellor, and is liked despite hurting the most people on Earth. The people that the Chancellor hurts must be the same people that like him. It doesn't count if a person hurts another group, and is liked by their own group they helped. They have to be liked by the group they hurt.
This level of government, which is above a country, is all about maintaining a productive vice for nations."
