Chapter 2

There weren't many people in this world that Oliver hated more than Amanda Waller. He didn't hate her as much as the idea of her.

Amanda was someone who had too much power. She had information on almost everything and everyone, and she had resources. And she had a way to destroy Oliever's life, and there was nothing he could do about it. He had learned a long time ago that her words weren't empty threats.

At any moment, Waller could get rid of his family. She could either dig up some dirt or have them killed. Either way it didn't matter. At least while they remained civil towards each other.

When he made the decision to stay in Russia, he thought he would never have to deal with her again. But there she was, in front of him, with what he could guess was another mission.

He held back the urge to simply walk away. Because he knew that she would get his attention one way or another. There was no way to avoid her forever, especially now that she was in Russia.

"Didn't you say our business is concluded?"

She smiled slightly as she walked closer to him.

"Yes. My business with Oliver Queen is concluded. We never talked about my business with Bratva. And you just happen to find yourself in the middle of it."

Oliver scoffed. Of course Argus would have some "business" with Bratva.

He took a deep breath.

"Well then, as Kapitan of Bratva, I'm telling you that our business is concluded."

Waller smirked as he turned around and began walking away.

"You might change your mind, once you hear what I have to say."

He stopped and turned his head slightly.

He knew he would regret this later, but he couldn't deny the fact that Argus had saved lives. They could do good, if only their leader wasn't a remorseless bitch like Waller. And for the sake of the potential lives he could save, he would hear her out.

"Alright… What is it?

His voice was full of sarcasm, and judging by Waller's face, she wasn't impressed.

One of her agents handed her a USB and a phone, and she handed both to him.

"Here is everything we have. Look through it, and think about it. Then call me."

He closed his eyes for a second in annoyance. When he opened his eyes, Waller was already getting into her car.

When he woke up the next morning, the first thing he did was open his laptop. He plugged the USB and opened the files that Waller provided him with.

The first thing that popped up was a personal file of some Russian businessman. Oleg Tsarov. 48. No family. Associated with Bratva in the past. Transports sex slaves to America, along with drugs.

Then there were a few photos of the containers in which he brings the girls. Photos of his clubs and bars. A few photos of the drugs he was selling all over America, including Starling City. And lastly photos of the girls he brought to America. And there were too many of them. Apparently he got his girls by kidnapping them from schools, and college.

From what Oliver could see, his sex slavery business was larger than Bratva's. That was partly his doing. He stopped sex slavery as much as he could without it being suspicious. He offered his brothers an easier way to get money, and in return they stopped selling girls.

The drug Tsarov was selling was called Спектр, which meant Spectrum in English, because one of the side effects was hallucinations.

Reading about the drug made Oliver think of Thea.

Girls just like Thea, young, hurt, looking for fun, or a way to forget, instead finding drugs, were being kidnapped and sold into slavery. Those girls deserved justice, and a chance at a normal life. While people like Tsarov didn't deserve to live.

Waller was right. Sometimes killing is the only way to justice.

There was a file detailing what his mission would be. He would go to a charity event hosted by Tsarov in Vladivostok. Then he would follow him, and find out where the girls were being kept. There were two clubs that Tsarov owned in Vladivostok, so it wouldn't be too hard to find where the girls were. Then he would get rid of Tsarov in any way he saw fit.. And the last step was to contact Argus, call in a team to free the girls, and clean up to ensure the Media wouldn't get their hands on anything important.

It seemed easy enough. But Oliver knew that nothing ever was easy, especially with Waller.

He looked through the material as he thought of his options.

If he got rid of this guy, he would be riding the World of trash, while also getting rid of competition for Bratva. It was a mission that would benefit everyone.

He closed the laptop and picked up the phone Waller had given him. He clenched his jaw, and called Waller.

Amanda answered the phone soon enough. He could picture the satisfied smile she probably had on her face at the moment. They both knew that if he didn't agree to the mission he wouldn't even bother calling her.

"It seems you've come to a decision, Oliver."

Oliver hesitated for a moment, thinking of all the ways this could go wrong.

"I'll take the mission. But I have a few conditions."

He heard the slight huff.

"My agents will pick you up in 4 hours in yesterday's location. All necessary equipment will be provided for you."

Before he could say anything, the call ended.

He threw the phone onto the table letting out a heavy breath. Now he needed to talk to Anatoly. He needed more information about Tsarov.

Oliver picked up his jacket and left the room that has become his home in the past two years. He needed to warn Anatoly that he'll be away for a few days, and ensure that there will be no trouble in his absence.

Finding Anatoly was relatively easy. His friend was at the bar where he left him yesterday. His brothers were moving things around, preparing for the poker game that would be hosted there tonight. They paid the cops to ensure they would not be interrupted, and so no one would be arrested.

Their guests would be some of the so-called "business partners". While playing poker, they would discuss Bratva expansion to America.

Usually Oliver would be there. He was for the expansion. Having more men in America would allow him more access to his family, which would make it easier for him to look after them while also staying as far away as he could.

Anatoly noticed him and walked over.

"Выглядишь хреново…"

(you look like shit)

Oliver rolled his eyes. It was probably true. He slept only 3 hours, before the effects of alcohol stopped, and the nightmares came to haunt him. This time it was Reiter and the damned totem.

He snapped out of his memories of Lian Yu and with a serious face turned to Anatoly.

"We need to talk."

Anatoly's smile disappeared. They only talked in English when there was something important or connected to Oliver's past.

His friend let out a heavy breath and began walking to his office.

"Alright…"

Oliver followed him, meanwhile thinking of what he should start with. There was a lot to explain, and a lot to discuss.

Once they were behind closed doors, Anatoly turned to him.

"So what happened?"

Oliver clenched his jaw as he sat down in a nearby chair.

"I was contacted by Amanda Waller."

Anatoly narrowed his eyes slightly.

"What did she want? I thought your business with Argus was finished."

Oliver nodded.

"Yes. However she contacted me as Kapitan of Bratva, not Oliver Queen."

Anatoly sat down behind his desk.

"What does she want with Bratva?"

Oliver looked at the ground for a second.

"What do you know about Oleg Tsarov?"

His friend froze for a second but then leaned forward, placing his elbows on the desk.

"Oleg Tsarov? Is that who she wants?"

Oliver looked up at Anatoly.

"Apparently Tsarov has some new drug that he calls Spectrum. He sells it in America along with his girls."

Anatoly leaned back, realization clear on his face.

"Спектр? I thought it was just a rumor."

Oliver nodded.

"Yes. And he is also selling it in Starling City."

Anatoly let out a tired breath.

"And he is also causing issues for our men in Saint-Petersburg… He sells his girls cheaper."

Oliver bit his lip, pretending he didn't care about a bunch of girls getting sold into slavery by men he called his brothers.

But there was nothing he could do about it at the moment.

"Well, Waller wants me to get rid of him."

Anatoly raised his eyebrow.

"Tsarov is in Vladivostok."

Oliver stood up.

"That is why I won't be here tonight. I leave in about three hours, and I'll return in four days if everything goes according to plan."

Anatoly clearly didn't like this plan. But his brother knew it was pointless to argue with him, once he made up his mind. So instead he stood up, and walked in front of his desk and put a hand on Oliver's shoulder.

"I'll inform the others."

Oliver nodded once as Anatoly dropped his hand.

As Oliver was walking out of the room Anatoly spoke again.

"When you see Tsarov, remind him that no one messes with Bratva."

Oliver smirked. What he had in mind for Tsarov would be an unforgettable sight.

Everyone who works for Tsarov, would run away in fear, and spend the rest of their days hiding. This would be the first time the Hood appeared on the other side of the continent. And his first appearance would be memorable, despite the fact that Amanda wanted everything done quietly and cleanly.

Even if Amanda managed to hide everything, he would make sure his enemies saw what happens to those that cross him.


So yeah, Oliver is a bit darker than he was in Season 1, obviously because he spent two years in Russia living as a gangster.
