This is the first attempt at doing the story from Izuku's POV, thus part of the Todoroki's chapter is here as well (mostly because Izuku was in it). As for the poll I had posted where the option were Izuku remains quirkless yet aims to be the owner of the number one Hero agency is currently winning cause I have this polled posted in two different places. That and mostly silverjack20 helped flesh out some the things that would actually be a part of the story going forward. Though as result Todoroki will not being showing up for awhile in the story since her role was always different then it was in the canon series. Becoming a girl is not the only change that I had made to Todoroki when starting this story idea. Also there will be another girl added to the story as well an original character that I going to attempt trying to explore a different side of quirks and how they can affect a person. After Bakugo's first chapter there would be what I might just call a story lore or background chapter that just focus on all the changes that I have happen as having Izuku remain quirkless means I have change things around since certain things would be hard to do if he does not have One for All(especially in certain parts of the series)

"I am afraid there no hope for him," an old doctor said
A young green haired boy looked at him as if he had just been told the world was ending.
"There must be some kind of mistake as he just a late bloomer right," his mother asked
"Miss you are a fourth generation as far as quirks are considered," the doctor asked
She then nodded as that meant mostly like meant that five generations ago her family was quirkless
"However what does this have to do with my son, Izuku," she asked.
"As for your husband, you have not told us what generation he is currently other than he can breathe fire. Is that correct, Miss Inko Midoriya" the doctor asked
"It is not something that everyone likes going around answers though. What generation their quirk" she replied
Which made sense as not everyone likes revealing what generation of quirk they possessed while some might not have even known as that was not something they kept track of really.
"Well usually by the age of four is when a quirk manifests as well as the absence of the extra pinky toe joint the doctor explained while showing that Izuku did have what should have been missing," the doctor said.
Thus Izuku's dream of getting his quirk and becoming a hero was dashed.
Though his hopes were dashed as he was told that while rare he was indeed quirkless. Izuku did not want to believe this as at first he would just sit in his room watching one of his favorite videos of All Might that used to excite him so much. When he would finally get his quirk and be able to become a hero as well just like him.
When his mother apologized to him those were not the words he wanted to hear as that lead him to a period where he wanted to prove everyone wrong that he was not quirkless. The doctor himself even said that was EARLY quirk research and everyone knew that just because you discovered something early. That does not mean it never be changed, wrong, or altered in some way over time. The chance of this was slim but Izuku was reaching the end of his rope and accept what being quirkless meant, not for himself nor his mother.
One thing that he found that proved this case was where a person would get a quirk that neither one of their parents nor some kind of combined version of their parent's quirk. Then there were cases where quirks did not manifest on their own but required some kind of trigger to make them manifest instead.
That led the young Midoriya down the first dangerous path he would travel down in his life.
"You are quirkless. Accept it already and stop this" a friend of his told him
"No, I am not as I will prove that to everyone for sure this time" around Izuku told them
The result of this just happened to be yet another trip to the hospital
"One second, Izuku. I take my eyes off of you for one second and this happens" Inko exclaims to him "Seriously you need to stop this as it's dangerous,"
Though as she was talking with the doctors and overhearing just how lucky her son was that despite being this injured he would recover. As long he did not try something like this...again. As they stopped counting how many times Izuku had been here with the injuries getting gradually worse as time passed.
Although what caught Izuku's attention was a girl with red and white hair just sitting there with a bandage over her eye.
'Does she have eye based quirk and is here because she awakens it' Izuku thought
Other than the bandage over her eye, she seems just fine, and well he looking for ways to prove that he was not quirkless. It's just his quirk needs the right trigger to awaken is all. Doctors were not right all of the time just the majority of them in most cases.
Going over he tried getting her attention but she did not seem to notice him even after he had been sitting next to her for quite some time now. Not really that he was sitting on the side of her where her eye was covered and lost in her thought she did not notice him until he started poking her
"So did you awaken your quirk already," he asked "I heard that sometimes when you are in danger that when they activate. That could result in a trip to the hospital like this"
'Huh,' she thought confused.
"My quirk activates awhile ago though..." she started to say before she was cut off.
"That so amazing so mind me asking what it is," Izuku said misunderstanding that this proved his thoughts were right
"It's my father's and mother's," she told her as she displayed her ice and fire quirk briefly
"Amazing! Your quirk is amazing" he said.
"Like I said this..." she started to say being interrupted.
"It's your quirk and no one else," Izuku told her
'my dad can breathe fire and my mom can pull small objects towards her. If could do both that would be my quirk only so why would it be any different with her' he thought curiously
"My quirk going to be just as amazing as yours and my friend's. It just being stubborn and does want to awaken" he said
"No," she said suddenly
"Huh," Izuku said confused.
"Stop it your quirk will come but how can you use it if you hurt yourself too badly," she told
What she was saying made perfect sense but he was not going to give up now as he was sure that if just kept trying different things then so he just try telling her his reasons
"But" he tried saying
"No buts you will stop trying to force it," she said glaring at him
Still under the misunderstanding that she had just awakened her quirk through the accident that caused her eye to be damaged. Even though he saw her using her hands to create fire and ice. Hearing not to try and force his quirk to awaken somehow had a bigger effect and impact on him as result.
"What if I am quirkless though. I can not become a hero" he said
"Pretty much everyone has a quirk that just how the world is. What is the chance you really do not have one? It's just being stubborn like you said earlier or your is just unique. Like mine and your friends" Shoto said.
The unique argument she was making made sense as not every possible quirk was known and then there were unique and even rarer random quirks.
"What if I am part of the 20% though," Izuku asked
She then looked at him confused
"Its thought that 20% of the world's population is quirkless," he said
"Then I will be your sidekick and you will be the hero. I will work for you as part of your hero agency" she said
'You can do that Izuku' thought but then said "That not normally how things work though"
Though she seemed to have cheered up from before so he just decided to go along with it as no iron clad rule said the owner of the Hero agency had to be the pro hero. You could employ others to work under you as not every pro hero could owner their agency after all.
"If it comes to that then I will be the owner and I employ you as a..." Izuku started to say
"Sidekick," the white and red hair girl told him with her eyes showing how serious she was about this
They continued to talk about this for a while before finishing things up.
"So I will accept this my quirk and you will stop hurting yourself to awaken yours then. Then I will become your sidekick in the future" she told him
"How as we might not meet again," he said
"I am not going to be that hard to find though since I am pretty sure not many will look or have a quirk similar to me," she told him
"I guess you're right" he replied
It was an elemental quirk but having two opposing elements seemingly equally was not normal
"Then we will find each other than" they both agreed
During this meeting though it never one dawn on either Izuku or the girl to actually introduce herself to him. Thus they ended up leaving on their own with their parents knowing they had met each other.
