Halo's debut does not go the way one would have hoped for and the Hero Public Safety Commission is less than please with his performance.
Several months had passed since Izuku's augmentation. He'd starred at the walls of the HPSC's exam center trying to understand why...
Then in a blink of an eye everything seemed to change, he'd been rushed into the arena, told not to speak to any student and to complete the exam.
He couldn't remember much after that, between the carnage of entire arena being destroyed, and having to save the HUGS members from the destroyed landscaped he'd blacked out. Unable to remember much of anything throughout the entire expected.
Thankfully he had passed the Practical exam with only minor dockage for excessive force and somewhat scary demeanor towards the HUGS agents.
But, what was he to do when they were yelling at him, and getting so rude with him. He wasn't a savor, hell he wasn't even really a hero. He remembers wanting to be a hero at a young age. Watching a man in red, white, and blue, fight against the terrors of their world while pulling people from a burning building.
But he wasn't that. Sure, he had the build, the height, and the ability to fight like hell. Yet, he wasn't sunshine and rainbows. His demeaner was rather crude, strong and none-talkative for the most part. Finding that keeping his mouth shut, eyes forward was a better course of action than asking questions.
The scientist and even some of his trainers hated questions. Which, to Izuku annoyance made his life just a bit harder. He didn't know what was next, surely didn't know when the practice exam had been taking place. They didn't tell him these things often.
He'd know maybe a week before hand, told to be on his best behavior and do his job. Which at least to his own understanding was to keep people alive and neutralize target within a timely manner.
He'd done that, knocking the whale looking pro hero out, and scaring most of his men into retreat while also securing the two remaining HUGS agents shortly after. But he knew as soon as he stepped back into base he'd be scolded for his inaction and whatever point dockage the commission had given him.
Izuku sighed as he sat down on his small bed that was just barely able to contain his body. He'd grown in the last year. Now standing at around 7ft 3inch or roughly 220 centimeters in height. He was massive in all respects rivaling the height of even All Might.
Though, the boy wouldn't know that for some time. He hadn't known of any so called 'pro-heroes' other than Hawks and some of the older generation heroes that the Hero Public Safety Commission had deemed to be of note.
All Might was surprisingly not on that list, nor was any modern hero other than Hawks. Which was probably due to him also being a pawn of the HPSC. However, what was more surprising to the boy than anything was how happy a lot of his competitors looked.
While as of course, most were gruff and prepared for a fight. A lot of them seemed happy in their accomplishments. He on the other hand questioned what the need for such a test was, or why it was so arbitrary for hero's to take a basic test.
But at last, he never voiced his concerns, out of fear that there'd be punishment for doing so of course. His time for questions and ideas had gone, long ago. He was but a subject of the HPSC's desires to control the hero industry. And for the meantime he would have to wait. His debut would not come for some months later. When the stars aligned, and things were perfect for the Hero Public Safety Commission to make their unveiling of the next top hero.
Several months would pass, things would once again change you the greenette. He'd been 'unveiled' as one would say to the general public as a hero with the backing of the Hero Public Safety Commission as his agency. Similar to how Hawks had started out.
Rather than being under the watchful eye of some top pro. The HPSC had acted as his agency allowing them to have full control over their hero and to take the fall of anything that happened. All instances of problematic behavior would be noted and ironed out if necessary. Though for the most part Izuku did his absolute best to cause as little trouble as possible seeing that he never wanted to be in a test lab again.
His first debut would be against a B rank villain named Vortex who had the ability to control both wind and water into forming as the villain named implied, vortex's. They could both suffocate and drown a target while also creating storms large enough to damage home and business.
The fight had been easier than expected. The weight of the suit had proven to be too heavy for the wind to pick up and since the suit was built for all types of unforeseen predicaments. Water had no effect either.
It'd been fairly easy to out power the villain and simply force them into submission with only a broken shoulder. It'd taken Izuku less than 3 minutes to defeat the rather powerful villain and with minimal property damage to speak of.
Though some time later, people would question the excessive force used, the Hero Public Safety Commission would comment that it was necessary seeing as civil lives were 'at risk'. Though some knew that was likely a lie, the commission never cared for the general public's safety.
A news crew would soon find the boy as he waited for the police to arrive to book the woman who was on the ground, head leaned against a brick building unconscious. It was the first time he'd have a camera and microphone shoved in his face that wasn't a part of his tutelage.
He had to go through basic presentation and understanding of media for his schooling. The HPSC couldn't have a child soldier running around with no understanding of how-to property conduct oneself in front of the camera and so he had been trained.
"Daily Report Japan, do you mind giving us a comment?" The lady asked, shoving a microphone into his face, the helmet nearly touching the black object in her hands.
"It would be no problem." He responded, toneless and unwavering from years of practice.
"Who are, what's your quirk, and are you a new hero?" Asked the reporter, obviously having never seen such a hero as him. Sure, there had been large heroes, even ones that wore metal suits to protect themselves. But the sheer height, and power combined with a suit so large had certainly been intriguing.
"My hero name is Halo, my quirk is called Spartan, and I am a new hero working under the direct supervision of the Hero Public Safety Commission." The reported eyes blinked but gave a nod to the man. His voice was rather hard and hoarse from what she could tell. 'He sounds quite old for being a new hero?'
"Are you familiar with the pro hero Hawks?" Asked the reporter, and the man seemed to ponder for a just a second. Izuku had met Hawks, once. It was early on in his development when a young child, maybe 5 years older than him had been walked through the laboratory wing towards the stairwell that led upwards. Izuku wasn't sure why another child was in the Hero Public Safety Commission's labs but never made comment about it.
"No, I've only met him once through the commission, but I am sure he is a fine hero." The woman nodded, unsure of what else to ask.
"I must go now, there is more work to be done if you do mind." The reporter nodded, though trying to ask one final question as he left. It would go unanswered as the forest green suit walked away as police arrived. Giving a short statement to the first officer to show up he was gone as soon as he arrived.
Other news agencies would go on to report the new hero. Stating that he was likely to have a very promising career along with talks about how little they did manage to see the hero. More reports would come in as time went on.
Other instances from the same day, how petty theft, large scale situations involving illegal substance or hijackings were easily taken care of by a new upstart hero in forest green. Though many would go on to note the use of somewhat excessive force and the tone at which the hero used was unfit.
It wasn't that he seemed angry, or anything for that manner. Just, that whoever was behind the mask seemed to be less than caring or happy to be doing the job they held. Never was a person put down, or a situation to large for the hero. But many did note that the hero was off to say the least.
Izuku would come back from his first day, still energized and ready for whatever the HPSC would throw at him. Though when he arrived, he received nothing, not a word from anyone other than the cafeteria worker who'd given him his meal for the night.
The next day hadn't gone over as well. He'd been drilled, woken at an early hour from his sleep and rushed off to training. The training had been more difficult than he though before. The men training him couldn't physically hit him anymore, but they worked him tirelessly. Drills, along with how to throw a punch had once again been drilled into the boy.
Though this time, an extra emphasis on how strong he was, was given. He wasn't to break any bones, he wasn't to dislocate shoulders, or maim a villain without them being a threat to other lives.
Izuku wanted to argue that most villains, especially those brandishing weapons, could be deadly. But, if people weren't in mortal danger, then he wasn't to use force in such a way.
The boy couldn't fight back, couldn't argue against his superiors on menial things that could led to harm. He was to only act if there was harm done to others.
His actions would be toned down, though his successful saves in most cases went down. Having to watch someone nearly die in front of him had been more worrisome than he could have imagined.
But then, due to his inaction someone had died, a young woman who couldn't possibly been older than 25 had gotten cornered by a group of thugs. Beaten, battered, though thankful never sexual assaulted. She had been certainly beaten within an inch of her life. He'd managed to show up just as the men had brandished a weapon.
She died in his arms, due to his inaction. His resistance to fight back and wait for the first strike had cost her life. Reports would go on, congratulating and speculating on the young hero in forest green. No one seemed to question his lack of response time nor on the fly movements.
He was the HPSC's golden ticket. Hawks was talkative, annoying at times, and even rude to some. Though most found it interesting, and some could appreciate the laid-back approach to heroics. People were looking for a hero who both had the strength and overall appeal to become the next Symbol of Peace.
Izuku never thought he could be that symbol; he'd become some sort of monster. A figure who only showed when times were bad, when people could and would die. He wasn't a hero, he didn't 'look out for the little guy'. He was as the name implied, simply just a symbol.
All Might had slowed in recent years, Izuku could see it even if hero's and the HPSC a like couldn't. The man was getting old, no fault of his own but with time he would retire. Hawks was originally who the HPSC wanted to replace the symbol.
And maybe he would, but the Hero Public Safety Commission didn't like chances, didn't like having uncontrolled factors that they couldn't predict. Izuku had climbed to the top of the charts in a similar fashion to how Hawks had.
With the backing of the HPSC, he'd managed to be within the top 50 in under 8 months. Though, some still criticized his hulking form, and his overall ruggedness. The HPSC had stood by him. Claiming that there were no problems with their second hero.
Of course, there were problems. Though, buried under the surface and tucked deep within the boy's mind. His inner self conflicted with the simple fact that he was a monster playing the part of a hero. Unfit for anything other than combat and hostility. He wasn't a rescue hero, sure he had saved people several times even from destroyed buildings but the villain was always his mission.
However, the media attention as great as it was for Halo and the Hero Public Safety Commission. Also brought along the eyes of both heroes and villains alike.
A shadowy man, a face near blank had for the longest time considered the uses of a hero cloaked in green. Questioned if he could serve as the bases for his experiments. Though finding and defeating the next great 'All Might' had become a more pressing matter, the man would keep tabs on Halo.
Another man, one covered in fur with the passion unlike any other had been intrigued and then more so concerned as time went on. Unable to find or understand the hero he watched before him on several occasions. There seemed to be a lack of care, lack of understanding within Halo's mind. Improper training and possible neglect or abuse had come to mind first. Similar to that a certain hero hopeful he'd seen before.
Finally, there was one other who'd had his interest quipped. A man cloaked by the dark of night had seen with his own eyes the fights Halo had gone through. Understood that the young hero had potential, though truly untapped or used by those who control him.
The HPSC would fight tooth and nail to hide the truth, but all of these men would bring to light the truth behind the hero Halo. One would do it for destruction, another would do it for the safety of the child, and lastly one would do it out of kindness and worry for the boy who hid behind the visor.
Project: Halo would all come falling down, though in time the boy who'd been left within it's ash's would also rise. He wouldn't be the symbol of peace, wouldn't be the bringer of death. No, he would be the hero the world needed, not the one it deserved.
