A week later
William now sitting in his mansion in London, is having a finely cooked medium well steak.
Yes, William... Emmm more like has been busy these past week acquiring following William's strange and mysterious orders.
He watched a live broadcast as a colony dropping towards Sydney.
Moments last the humongous space colony crashes to Earth, with it a humongous explosion could be seen for a split second before the feed was cut.
It didn't take long before William felt a small tremor as the shock wave of a continent getting blown up could even be felt from London.
' it has begun' William thought before closing his eyes and saying
"initiate operation Genesis"
Moments later a semi-transparent Blue Ball appears before him saying
"understood Creator"
Before disappearing again undoubtedly busy forging documents of William's new company.
In the past week William had a lot of time to think things over and plan things carefully.
'Genesis... the Greek word for beginning' William thought as he drinks freshly squeezed orange juice from his wineglass.
Orange juice from a wineglass? Nonalcoholic remember.
Operation is divided in multiple parts.
First, is the setting up of a arms manufacturing company and forging documents to make it look like his little company has been around for awhile.
With the chaos about to ensues it will be easy to slip in a few files without being detected, with the headquarters claimed to the now missing continent people would just let it pass without much of a question.
The Second part, is setting up and orphanage. Naturally it's not just an ordinary orphanage, it's just a front to gather children when he could turn them into loyal subjects, perhaps even train a few Spartan 3s.
What you morally disagree with it?
Well, a continent is gone, most of the coastal areas would be wiped out by the tsunamis and there's a war going. According to Gundam Origins there will famine and starvations after this, half of the population of Earth will be gone.
Rather then letting these children die, what he's doing is letting these children live! Naturally William is a strong believer of the quote "If you want something, then you must be willing to give up something of equal value"
If they want to live then they must be willing to sacrifice something in return. Their lives for a life time of loyalty, doesn't seem like a bad deal right? or they could die as William values choice, so he'll naturally give these children a choice.
Naturally William isn't going to be training these children on Earth. he'll be sending them out into space, far from the eyes of the Federation.
Of course with children disappearing in a particular orphanage would naturally arouse suspicion but William naturally got that front covered.
As he plans to set up a multi layered disguise on the orphanage.
The very first outer layer is naturally just an ordinary orphanage.
The second layer, now here comes the fun part. In order to disguise all the missing children, he naturally needs to disguise it as a organ harvesting plant with "strange shipments of organs" coming out of the place in regular intervals that strangely coincide with children dying.
With the war going on William highly doubt the feds would do anything as they don't have flash clone technology, especially wit a war going on there would naturally a bunch of soldiers with missing body parts that needs replacement.
Of course if the feds does came knocking they won't find anything as he'll adopt a used ONI tactics when kidnapped children... you replace them with a flash clone. If the feds does come all they would find is just a dead body that died of "Natural" causes and all the organs still inside.
This is brilliant isn't it! On the outside it looks like an ordinary orphanage but those who knows about the anomaly would naturally think that there's something sinister going on.
Then if there comes investigation after investigations and all coming up empty, but the anomaly still keeps on happening. Then people would starts to assume it's government corruption.
To spice things up he naturally needs to make a few "anonymous" donations with a faint paper trail on the recipient to a few of the officials to just look the other way, even though he has done nothing wrong.
Those who starts investigating the bank accounts of these officials would be like "Ah Ha corruption!" But with nothing to tie back to William, further adding to the general public perception that arms manufacturing companies, the merchants of death are evil.
An evil arms manufacturing company operating an orphanage? What nonsense is this!?
The coming weeks William is busy hiring people, meeting with with the military (he sent them a samples of his weapons, to see if they're interested in acquiring them) and getting taking in orphans below 10 years old.
A week later
William walks up to a girl wearing rags with blond hair who looks be about 15 years old.
He stares at her blues eyes and in turn she stares at his blankly.
"Are you Chloe Croce?" William asked as he extends his hand out.
A few weeks later in William mansion in London
"Master William, I've clean the place" A young girl wearing a maid uniform said.
"Good, I'll be going out for a business trip for the next few months. I'll be leaving the house in your care Chloe" William said
"Ye-yes master" She stutters as she's still new to being a maid.
This is of course just temporary as in the future William plans to make her his secretary, just imagine an adult Chloe like the one in the game in a secretary outfit...
Eh hem... this is naturally not just for his own fetishes, she'll naturally need to earn her place.
"Now just because you have a lot of free time don't skip on your studies as I have great things plan out for you" William said this gently while rubbing her cheeks.
Having read a bunch of manga William pretended to be the male lead of a shojo manga (manga for teenage girls).
Rich broody male lead rubbing girl's cheeks = girls heart beats faster= which would later become love.
Simple formula that is used in 99% of the shojo manga. William is now in an anime/game/universe so it should still work right? Paptimus used such tactics on Sarah Zabiarov and it work astonishingly well as even in death her spirit still tries to protect Paptimus.
Anyway William left his mansion headed to a large hanger on his incredible large property.
At first glance the inside of the hanger seems empty but upon closer inspection there's seems to be a bit of a shimmer that outlined the shape of a ship, suffice to say it's his his Winter class prowler.
As he gets closer the prowler decloaks and reveals its full majesty to him, the ramp lowers itself upon William's arrival.
William steps up the ramp and is greeted by BB
"Wellcome aboard Creator, preparations at Installation 01 are ready"
William glances at the crates full of a wide variety of seed.
"Excellent, take us there" replies before heading to the stasis pods as even though UNSC ships has better engines it still takes a few days to get to the Kuiper belt.
Kuiper belt?
The Kuiper belt is our solar system's second asteroid belt.
The first is the one were is the one most people think of they you tell them "Asteroid belt" is located between Mars and Jupiter.
The second is the much further and larger Kuiper belt.
For reference the distance between the Earth and the Sun is 1 AU (Astronomical Unit), the distance between Jupiter and the Sun is 5.2 AU, the distance between Pluto and the Sun is 39.5 AU and now the distance between the Sun and a Dwarf Planet called Orcus ( the place he's going to and is in the Kuiper belt) is around 48 AU.
So yeah it'll take quite awhile before he reaches there.
Which is the reason William picked the place to place Installation 01 far beyond anybody's reach, hell even the Jupiter Empire at the Late Universal Century is still 42.8 AU away.
As for why not set it up on another system, even though he has slipspace drives?
Simple reason is the travel time. first they'll have clear the sun's gravity well which would take days, second, they can finally enter slipspace and travel to their locations which would take another few days, finally after exiting the Slipspace they'll have take the long journey back into the system which will take another few days, making the total travel time of a one way trip to a nearby star take weeks and those a bit further months.
For reference to cross the diameter of the Milky Way would take around 42,000 years.
Note that William mostly has Human-Covenant war era stuff with a few exceptions on the small arms and vehicles. Reason being William is not a big fan of the crap 343 studios is adding in, so he tended to stay on the stuff made by Bungie the original creators of Halo.
So he doesn't have the newer ships that are capable of within system jumping.
A few days later

The Cryopod his and opens revealing a disoriented William as the feeling of getting frozen and unfrozen is not the least bit pleasant.
William walks over to the cockpit to see if he's there yet and what he sees is a giant planetoid.
"We're about to pass Orcus and Installation 01 is about to come into view" BB said as he materialises besides him.
Moments later the prowler finally passes the planetoids ad Installation 01 finally comes into view.

What came to view is a gigantic ring like structure, suffice to say it's the Halo.
"BB no matter how many times I see it I will never get tired of it" William said looking at the megastructure in awe.
"That is correct Creator, such a marvellous gigantic structure is almost beyond my logic circuits comprehension" BB agrees.
Truth be told this isn't William's first time here it's actually his 5th.
The first was when he summoned the Halo, which caused BB to start tripping balls as soon as he did that.
Naturally BB became curious and started demanding answers, to which caused a certain rebellious trolly part of William to act up.
"Try guessing~ tee hee~_" was his response which caused BB to stay silent for an hour before pretending the whole conversation never happened.
As an internet denizen William is not unfamiliar of the term, in fact back in the day he was a major troll himself.
You see trolling is an art, the art of enraging people. There is just a certain satisfaction of making people angry.
"Oh what's that? I suck at this game and should quit?"
"Don't wanna what cha ganna do bout it huh? Come here and get me big boi ~"
Other guy proceeds to smash his keyboard.
Anyways after he finishes summoning the Halo he was contacted but the Installation's monitor to which William renamed as Lucifer 001, the station monitor like BB identifies him as "Creator" would obey all his commands.
One interesting thing about the monitor though is that his voice is the same as the Authoritarian advisor from Stellaris.
Another thing to note is that the Halo is completely devoid of life.
Which is why on his second visit he brought a bunch seeds and farm animals in a Sahara class heavily prowler (Cuz his Winter class prowler's cargo hold is too small).
Naturally the Installation has labs which Lucifer can splice the genome of the plants and animal to make them grow faster and thrive on Halo's environment.
On his 3rd visit he dropped off a hundred orphans he picked up, he intended to set up a camp to train these these kids into Spartan 3s, unfortunately his visit was cut short when call came in from the military who took an interest in acquiring a few pistols and knifes.
So his visit was unfortunately cut short and the kids are still in stasis pods waiting to be released.
"Alright take us in BB" William said as he orders BB to land on the ring.
"Understood Creator" BB replies as the Winter prowler fly into the ring
