William steps off the ramp and is greeted by monitor Lucifer 001

"Greetings Creator"

"How's the terraforming?" William asked as going down he did see much change since the last time.

"The vegetations are growing well but it will take time grow into significant numbers, the animals are being artificially inseminated and currently being kept in stasis waiting to be deployed as soon as the environment is ready" Lucifer replies while showing a holographic images of his progress of his assigned task.

"What about the facilities I ordered designed and to be constructed?" William asked

"I have consulted with the construct "Manfred" that you have provided and build the structures accordingly" Lucifer replied as the last he left the Sahara heavy prowler's AI to consult with the monitor on building a Spartan training facility, because what does a Forerunner AI knows about raising Spartans.

In the future he plans to repurpose it into an AI that runs the camp and would be responsible for training the childrens.

Naturally William plans to significantly expand it to have at least a few thousand, with the war going on a few thousand orphaned children shouldn't be hard to find.

William moves around the facilities feeling more or less satisfied he continues on what he was doing as turns on his chest.

He taps on the Rimword icon and skim through the list until

'There it is ' William thought as he taps on the machine he was looking for.

Moments later a UNSC Service drone appears before him.

Used aboard UNSC ships to perform repair and maintenance in support of the ships human technical crew, and in places where humans cannot reach, or have difficulty doing so. They do not require verbal controls and can be activated and operated remotely via a ship's main computer, in this case William plans to give control of the drones to Manfred.

As people who knows a thing or two about history, the AI took up the Avatar of the legendary ace pilot the Red Baron.

Anyways Rimworld is a survival, base building and colony simulator game, it naturally would have base building elements.

Suffice to say when creating a Halo mod, William added in a bunch of robots, the Service drones for example is used for building and repairing, the JOTUNs are used for farming, there also Dollys which are used in labs, Autoserv which are used for household chores and Rovers that are used for hauling and transporting heavy loads.

William remembered building an robotic empire once with his character being the only living thing and the rest of the base is filled with robots. It certainly saves him a lot of hassle of managing the food situation.

As for why not use the Halo's drones? Well you see Lucifer kinda gets pissy about hand out control of the Sentinels to any non-Forerunner AI.

Anyways, he summons a few hundred more drones. William is not really sure how much he'll need and just assumes that he'll probably around 3 drones per child.

This is the first batch so there bound to be some trial and error, which is why he'll dedicate the next month or so into working all the bugs.

He then began organising the drones and setting them on various task, as he has a lot of preparations to do before he unfreezes the children

Livings quarters will need to be arranged, Food and water, obstacle courses will have to be made, various equipment will have to be made or summoned (list of equipment still needs to be thought about) ,he'll have to think of various disciplinary actions for bad behaviour, schedules, education curriculum, a reward and punishment system, accidental injuries and so on...


A few days later

It took a lot of thinking and consulting with Manfred before finally William thinks he got all of the details worked out.

"All preparations are completed Creator" A holographic WW1 German pilot said.

"Well then, Let's begin this shall we" William said before turn his head to the hundred or so cryo pods.

Pisss Pisss Pisss...

The pods opens disgorging the unconscious children inside.

"Alright bring them to the field" William said as the drones carried the unconscious children to the field.


The field

William stood at the field and watched as the children gradually starts to wake up.

William waited until mostly of the children has woken up before ordering the Sentinels flying around to zap those still unconscious.

Zappp Zappp Zapp

"Waaaaa!"

"Yupppp!"

"Aouch!"

With the yeps of pain the few remaining unconscious kids are now fully awake.

"What's the big idea!" One of the kids that was zapped yelled out in anger for getting zapped, however he was soon zapped again for his out burst.

Zappp

"That hurts!" He yells out in pained before getting zapped again.

Zappp

"..." this time he shuts up as he seems to have learned his lesson.

"Eh hemm... Now that I have your undivided attention I am William Atlas and I'm the owner of Ordinance Nova Industries, the installation which you currently reside is one of my numerous properties.

On the aftermath of the colony fall you all were a bunch of starving orphans on the street waiting to die"

William said as behind him a bunch holographic images of the scene when William first met them, the images show William extending his hand to them.

"I gave you an offer... to come with me and you'll be feed, clothed and educated, But there's no free stuff in the world. In order to gain something, you must sacrifice something of equal value. I offered you a life you've never dreamed before and in turn you shall serve me"

Then the image of them accepting his offer plays out at the holographic projections.

"You've made your choice and it is precisely because of that choice is why you're here now, you will be trained...and be made best of the best. You will be the be defending ONI and it's interests. Welcome to the family"

William finishes his speech before turning to Manfred.

Manfred nods

"This is Manfred he's your instructor and he'll be responsible for your training, your training will starts tomorrow so rest well" William finishes before he heads off.

He handed the rest to Manfred as he should be more than capable of handling a few children.

Then the children are escorted to their barracks by the Sentinels. Each children is assigned with a Sentinel to observe and discipline them if need be.

It really took a lot of convincing before Lucifer finally agreed to relinquish control of a few of the Sentinels.


The next day

William watched from a monitor on how the children are doing.

They're currently going through an obstacle course dubbed "the playground". William took inspiration from the Spartan 2 program and arranged similar exercises in the future.

Say that William had initially wanted to let these children perform a nighttime parachute jump drop on the first day, just like the Spartan 3 but was strongly opposed by Manfred who bust out a German accent going "Mein gott these are butt children".

William eventually relented as the primary purpose of the first batch is to work out the kinks, before streamlining it in future batches. So William had to postponed that idea for now.

Another change in the program, due to the lack of human instructors William that could teach the children close quarters combat, William would need to cut out the portion of the program.

Well maybe after this batch grows up, William could just punt the problem to them. He could throw them a few books and tell them to go teach the next batch how to fight close quarters.

William it might not solve the problem but at least it's work in progress, saying that by the time they're fully grown their baseline stats should be exception enough to solve the problems through brute strength.

'Well... CQC is pretty much the last line of defence anyways' William thought as most of the battle is actually done with guns or in this universe's case Mobile Suits.

However... while he still doesn't have Mobile Suits, he could instead train them to pilot other things, such as the various vehicles ranging from a Scorpion tanks to a Broadsword fighter, he could also teach them to man various posts on a ship.

Saying that a Halberd class destroyer would require a crew of 250.

' let's leave that to the next batch' William thought as this first batch would probably be trained to be the instructors of future generations.

Any seeing that everything is going well William is fairly confident that Manfred should be able to handle these kids for awhile so he choses to get a cybernetic implants in the meantime... scratch that why got also why not under go Spartan 3 augmentation while he's at it.

Naturally he won't go the full treatment, he'll skip out on 009762-OO drug which would increase his aggression and 88005-MX77 drug which would increase his muscle mass, while having Arnold Schwarzenegger's body like the one in terminator sounds attractive but that would also be very eye catching.

Having an average build and body size would work great in blending in with the crowd, like if some even does happen in the future such as the Federation suddenly going after him he would want to be able to blend in with the crowd.

Like with ONI AIs on his side forging identities isn't hard, it's the not standing out like a sour thumb that's the hard part. Being a meters all macho man would be easy to spot, granted there are a lot of idiocies going in this universe (talking about you ZZ) but even there's also a lot of serious business going on behind the scenes, in particular those of the side characters.

While he's taking 2 drugs less he would still be pretty formidable even then as 8942-LQ99 would turn his Skeletons to be virtually unbreakable, allowing survival in harder impacts. Next is 88947-OP24 would increase colour sharpness and night vision is heightened. Finally 87556-UD61 which Greatly improves the individual's reaction time, decreasing the time taken to react by 300%.

Theoretically with all these enhancements he could Pilot the HADES system that Chloe originally should have piloted, William could probably pilot it without suffering from the side effects.

William is almost certain that the Spartan's reaction time is much faster then any Newtype as the Master Chief is able to slap a missile in mid flight.

Without much thought William turns on his cheat and taps the Rimworld icon.

He types in the names of the drugs he'll be using before he a few moments later he's hold vials of drugs.


A few weeks later

'Shit!!!!' William exclaimed as he struggles to adapt to his new heightened senses.

Even just once picking up objects became almost impossible as his body is used to reacting to a certain speed. His hand eye coordination now a mess thanks to his bright idea, now even doing simple chores would require assistance.

In the mean time while he's undergoing rehabilitation for his new body as few of the children started misbehaving.

William had of course already previously discussed with Manfred and planned out a set of punishments for misbehaviour.

First, is the reward for being the first to complete the Task, they would be rewarded with luxurious full meals (Chicken with gravy and mash potatoes, Salisbury Steak, Spaghetti meatballs, Ice Cream...)

While the punishment for completing last is that they get to eat the tasteless UNSC ration bars, and man those things tastes horrible as it's like you're eating rubber.

Second, the punishment for disobeying orders or misbehaviours. Such behaviour will naturally need to be stamped out and the punishment for them is extra heavy.

Punishment includes, going for extra laps on the low-low end, getting Zapped by Sentinels to getting starved of meals to getting publicly whipped if they did something particularly bad.

Whippings?

You see after reading a particular book called Starship trooper William is fully convinced on the usage of corporal punishments. Bad children needs to be whipped, if you don't whip them they becomes emboldened.

It works on dogs and with humans being much more intelligent, there should be a lot less whippings than that of dogs.

William being one of the few that had been spanked as a child could safety say that corporal punishment works and he intends to keep up the family traditions.


A few days later

Rehab is progressing well and he now can do most of the basic movements.

The first batch seems to be going fine so William plan to get the next batch of children, this time he plans to get hundreds of them.

The famine is really starting to kicks in so it should be fine if hundreds of children around the world go missing, people would just assume that they starved to death or something.

What's a few hundred children going missing when half of the world will be dead by the time this all passes over.

Due to this being the initial stage of the famine William still doesn't need to use his orphanage front and can just pick random kids off the street and people would care much about it.

Besides that his "weapons factory" needs to have replenish some stock.

His M6A pistols became really popular and his stocks are about to run out. Military officers is really impressed with the stopping power of this little pistol.

Only one shot is required to stop and a full grown man dead on his tracks. While a bit overpowered for the military's current needs it doesn't stop a few of the more enthusiastic officers from acquiring one for their own personal use.

Like the Federation still doesn't have Mobile Suits and this pistol would do little in the face of a Mobile Suit, but just having an overpowered pistol does a lot to calm the nerves.

Unfortunately due to logistical reasons, the top brass never even considered adopting William's weapons, while it would fulfil a certain niche or certain special mission but large scale adaptation of the weapons system is out of the question.

So while the military would acquire some of it, but unfortunately large scale acquisition is out of the question.

Like when they have a bunch of old bullets types in storage and William comes along with a brand new pistol design, while being more powerful than the ones in current use but it also uses a brand new type of ammunition.

If the military were to adopt M6A in any large scale then they would essentially be dumping out large quantities of still usable bullets.

Logistics has always shaped the military when acquiring new weapon systems.

The M1 Garand for example was originally supposed to use the .276 caliber bullets but due to a large existing stocks of .30 calibers from WW1 it has been redesigned to use that instead.

Unfortunately the problem here is that the strength of M6 series comes from it's large caliber so he can't just change it to a 9mm bullet and expect it to perform the same, not to mention his pistols comes from his cheat with a set caliber so he can't change the caliber.

Like he could set up a factory to produce an M6 that uses ammunition's that's currently in the Federation's inventory but it would be also brings in a lot hassle with it.

Like hiring workers, setting up a factory, finding a supplier of raw materials... and what if the military doesn't buy it? then all his efforts would have been in vain now wouldn't it?

One of the first things the military would look when thinking of adopting a weapon for large scale use is logistics, another large hurdle is lobbyist using their personal connections to actively preventing the military from acquiring weapons not produced by their own.

So while large scale acquisition is out of the question, it however doesn't stop small scale acquisition. Which is the market William decided / forced to go into.
