Yes MC knows about Newtypes, but he's recruiting from Earth so no Newtypes for now. Like if it's late war then he may get a bunch of kids from the Space colonies that may or may not be Newtypes.

In the Novels Sayla would be pregnant with Amuro's child, so I don't know about that.

William went back to Earth and negotiated with a few of the military contractors who were interested in acquiring the gunpowder formulas of his weapons.

He had a lengthy conversation which ended in William in agreeing to license out the production and use of the formula for their own use, in turn for certain percentage of the sales.

With that done William continues on "recruiting" orphaned children.


A few weeks later in a Sahara class heavy prowler

William is now returning to Installation 01 with batch of children.

'With this 3rd batch, I should have a fleet of 2 destroyers when they grow up... which will take at least 10 years' He thought as the prowler draws closer to the massive space ring.

'I still have a long way to go.' He thought as "recruiting will probably become much harder after this as if William remembers correctly the invasion of Earth will begin any day now.


William arrive at training facility number 3

It's a facility that's used for training and it's the third one, pretty accurate naming if you ask me.

William dropped of the kids as he decided to let Manfred do the orientations from then on, he can only do the same speech so much before he eventually starts to get bored of it.

William went to the off into the officer's quarters, there he sat as he plans for future exercises for the children.

In the novels the Spartan 2 were a lot "twists" on their training forcing the children to be ingenious about their strategy.

The Spartan 2s were both fearful and exited of Chief Mendez's exercises as there were always twists on his exercises.

Mendez's exercises often had a twist to them such as stun mines on the obstacle course, snipers with paint guns during parade drills, and others. They were taught to be strong in body and mind.

Or in one occasion

Drop them into a forest with pieces of the map, meet up with friendly forces on the evacuation point and get the hell out.

Naturally there's a punishment as they were told that the last one to arrive would have to walk their way back to camp.

Now the twists is in that particular exercises is that those forces stationed there were told to not let those kids get on the pelican and shoo them away.

Mind you those were special forces and they carried live ammunition, and are clear to use them.

The Spartans argued that due to forces stationed there were not in uniform and carried live-ammunition weapons, so they're not actually UNSC forces.

And so the Spartans lured the men into an ambush, either knocking them out or killing them, and hijacked the pelican and drive their way back to base.

Or that time when the Spartans (still 12 years old, pre-augmentation) faced of against a fully trained UNSC marine company (120-200 men strong) in simulated combat.

The marines were armed with live rounds while the little kids were only armed with tranquilliser darts, and some how the Kids still won and it's not just a one time fluke but every single simulation the kids won.

While it's William's wet dream if the children turned out like that, but such an out come would be highly unlikely as he doesn't have talented instructors to teach the kids, nor does he have friendly forces at his command to let the kids experience actual live combat.

All he has drones, an endless amount of drones but at the end of the day it's still drones.

While he can't make the same exercises as those of the Spartan 2 but he can draw inspiration from it like...

Dropping them on one of the islands and telling to infiltrate a base filled service drones (that's hocked with a gun and has a holographic image of a human to simulate human targets, while not as good as actual humans but William is confident that an AI could simulate it well enough). They're to infiltrate and retrieve a data and exfiltrate.

But! Here's the twist, their exfiltration vehicle would "malfunction" and crash not long after take off, this will test their reaction during crisis.

And they will be perused by an army of drones.

The mission will be completed once they safely delivered the data back to base without enemy units following.

Or how about dropping them to an island with nothing but a knife and a broken radio. Their orders are to get back to based within a certain timeframe, they can use any means necessary.

Now the here's the omitted part, they are give one radio and they're not expected to use it to call call for help as tho scenario will assume that they crash lands deep into enemy territory, if they for any reason tries to call for Evac an army of drones would start dropping bomb and start hunting for them.

They're expected to fix the radio and pick up on the enemy transmission, which if they trace it back to the source.

Now here's a question, what can the source of the radio chatter be?

The answer is that it can ether a vehicle or an enemy base.

They will find it's coming from a few islands away, they're expected improvise and find their way to the enemy's base that's the radio source of communications chatter.

They're expected to infiltrate and steal a Pelican back to camp.

Kinda hard isn't it? They're expected to do all that with nothing but a knife and a radio.

Anyways William thought of a bunch of future exercises and them to Manfred to be done once he deems that the children are ready.


A few days later

Something happened today.

A few of the children from training facility number 1 tried to escape but was detected even before they left camp, suffice to say they're now doing extra laps around the field and their rations restricted to the tasteless UNSC ration bars for the next week.

Not that they have anywhere to escape too as most of the ring is still being terraformed, nor that they can escape as William has implanted them with a tracking device to prevent such scenarios.

Also Zeon just began landing troops on Earth.

Fierce fighting spread across Asia, North America, Middle East, North Africa and remnants of Australia.

With all these fighting while there would be undoubtedly more orphans being generated but it would also be much harder to "recruit them stealth fully.

'This is probably around the time to start using the orphanage' William thought as he prepares the flash cloning devices.

Naturally he isn't going make his facilities on Earth! What if it gets raided or something.

He'll have the facilities on the ring where it's safe and secure.

Although it'll be cumbersome making all these trips, but William is confident that he could think of some ways to autonomise it without him personally making delivery runs.

Like first he'll have to collect DNA samples so that he could make clones of them.

This prat would be easy as he can probably can probably hire some dude to deliver the samples disguised as some frozen food to a private warehouse.

He'll probably have to install a few hidden cameras to make sure there would be no one littering around when a clocked ship picks up the package, as service drones from within the ship would automatically come out and load the cargo to the ship.

Once the samples are loaded the ship can return to the cloning facility on Installation 01 when it can unload the samples and begin flash cloning.

Once the clone is done it the would be put into statsis and ship back to Earth.

William is thinking making the switch at night. Where he'll pump the orphanage with sleeping gas before service drones would come in and began loading the children into cryo pods and unloading the clones from the cryo pods, switching them out.

Now the real problems would be the caretakers as he'll need to find some way to shut them up as they'll obviously notice the difference.

Use money to shut them up? Obviously that wouldn't work as there will always that one asshole that could that couldn't keep her trap shut, the bitch would feel all so guilty while gladly taking the money and once the money is spent the bitch would betray you.

No, he needs to do something else.

He needs to have multiple orphanage so that he could rotate the workers around whenever he needs to make the switch.

Yes, and once those original workers comes back those children completely replaced with clones. Since it's not an overnight change it can be explained that it's a psychological trauma due to losing their parents.

The caretakers would be a bit suspicious but with the actual child being there in front of them, they would have little say on the matter.

They get to the child from beginning to end, it wouldn't matter if the caretakers secretly too some DNA samples and did a DNA test as they're clones so the DNA would match 100% of the time.

Saying that William would still need to watch out for them as they're ones most likely to blow his entire operation sky high.

So he'll need to have hidden cameras and listening devices installed all around the orphanage, he'll need to have AIs observe their every move and every word the say.


A week later

The orphanages has been set up, so he needs to go back to Earth to start hiring some caretakers. William will need to scrutinise hard and make sure the people are the submissive kind, the kind that will shut up if they know what's good for them and not the hotheaded nosey kind, that would barge into people's office in the middle of the night.

William will need to screen the applicants with some psychological test, they'll need to at least get a 72 points on the Milgram Obedience Test before they can be considered for hiring. Naturally those with higher scores would be preferred.

Their pay would be pretty normal... however there's naturally a "bonus" every month after they successfully passed the probation period.

Naturally to at least appear masking such suspicious hiring requirements for an orphanage William would make it a company policy that any hirings would require the Milgram Obedience's test or such equivalent.

At the same time he would also need to expand his base of operations on Earth as with Zeon invading Earth the need for small arms would sky rocket.

He can already see it now that the government is trying to acquire as much weapons as they can get their hands on.

William can see that the government is panicking a bit as they even started to buy a few guns that fires nonstandard calibers.

Although this will most likely temporary as the Federation still doesn't have Mobile Suits, once the Federation starts producing Mobile Suites they'll just toss small arms procurement on the wayside.

Saying that William will still need to at least appear that he's expanding production to meet the perceived rising demands, for his excuse of requiring orphanage caretakers pass a Milgram Obedience test to be somewhat plausible.

Yes, He'll use the excuse of streamlining hirings, one requirement for all basic low skilled hirings, one size fits all.

Besides that while the sudden surge of demand for small arms is temporary, he will sooner or later will need to start automising it as he can't be bothered to refill the stock every time it's starts running low.

William is a busy person you know and he has a lot of things to deal with other then just summoning weapons all day.


A few days later back on Earth

"Master I've made coffee" Chloe said as she brings a freshly brewed coffee to William.

William stares at the leaf shape on the coffee seemingly impressed before taking a sip

"I see that you've improved" William says as he pats her head.

Chloe blushes like a shy little kitten.

"Thank you Master"

"How's your study going?" William asked as he sips on his coffee

"I received high praises from my tutors Master" Chloe replied cheerfully.

Tutors?

Yes, William hired a bunch of private tutors to teach her so that she would be more than qualified to be his secretary when she grows up.

"Very well keep up the good work" William said as he pets her head some more.

William smiles as he has big plans for her.
