Chapter Nine: Rise of the Outlaws

Jason woke up at 10:30 am to find himself in his childhood room in Wayne Manor on a rare bright day in Gotham. Helena is lying on his chest; both were naked. Jason managed to throw a blanket over them before he fell asleep. Their clothing was…how did Helena's purple Italian silk t-back thong end up on the ceiling fan and his boxer briefs next to it? They had used up the condoms Jason had picked up at the gas station last night before going to bed. God, he loved waking up with Helena in his arms. Looking down at her, he noticed she was drooling on his chest again. They would be heading back to Metropolis once the others were awake.

"Hmm, good morning Dingbat," Helena says with a smile as she wakes up with a smile.

"Morning Hela," Jason responds with a smile.

"Are (yawn) we going to sneak out of here?" Helena tiredly asks.

"No, I want to leave on a good note with what's coming next. First, let's make some breakfast for the family." Jason says with a smile and a yawn.

"Let's get a shower first," Helena says, then catches sight of her thong and blushed.

"How the hell did that get up there?" Helena asks, embarrassed.

"Don't know how either of our undines got up there," Jason says with a shrug. They both get out of bed and head to the in-suite bathroom to find Helena's preferred toiletries and Jason's old favorites.

After a shower

By the time the pair finished their shower, got dressed, and headed for the kitchen, they found Alfred already cooking breakfast.

"Good morning Master Jason, Miss Helena; I am making breakfast, so you two just have a seat. There is some coffee in the pot. The others will likely stumble down shortly. To clear up something, Master Tim did go and remove the tracker he put on your vehicle last night. Ahh, Mr. and Mrs. Harper and Little Miss good morning breakfast is almost ready." Alfred says with a smile as he finished the last piece of French toast. The old butler had outdone himself, having made steaks, several kinds of eggs, several kinds of muffins, and French toast.

Coming into the kitchen were Jade and Roy dressed in the wrinkled clothing they wore last night, and little Helena Wayne dressed in a green bat Kigurumi. Jade and Roy just grunt something that sounded like good morning as neither were morning people. They also made a beeline for the coffee pot.

"Good morning, Grandpaws, Big H, and Big brother Dingbat." Little H says with a teasing smile at her big brother.

"Please do not call me that." Jason groans.

"Just teasing. Good morning, big brother Jay." Helena says sweetly, clasping her hands behind her back with a radiant smile that said, 'Aren't I cute' on her face.

"It's fine. However, Only big H can call me that." But, like everyone in the Wayne family, Jason was already wrapped around his baby sister's finger.

A short time later, Selina and Bruce came down the stairs. The rest of the Wayne family would slowly stumble in, with the last two being Barbara and Dick.

Bruce would call Clark and update the man on Jason and Helena, saying they no longer needed to look for him. The man was fine…and disappeared again.

After the goodbye's

Jason had gotten a long hug from Bruce and Selina as he left. Helena got threatened by Selena to take good care of her foster son.

Helena, Jason, Roy, and Jade all piled into their rental. Sandra was staying a few more days officially to ensure Damian settled in well before leaving. However, the real reason she was staying a few days was to spend a bit of time with her daughter.

"So, what are we going to do now?" Roy asks as the group heads out of Gotham.

"Well, Helena and I are going to take out a group of human traffickers operating in Metropolis with Luther's blessing. We will drop you two off w…" Jason starts to say when he is interrupted by Roy.

"Will be joining your two," Roy says with a smile as he pulled on a pair of sunglasses.

"Roy, we are not going to be doing this like the bats or arrows we are going to be doing this like outlaws, free the people, kill the slavers, find the next branch of the group and keep going till they are all dead," Helena says with a frown.

"Oh, good name for our new little group. We are The Outlaws now." Jade says with a smile from her spot next to Roy in the back seat.

"We won't be able to stop you two from joining us, will we?" Jason states calmly.

"Nope, the victims we rescue will spread our legend," Jade says with a smile.

Helena and Jason would call Lex to get permission to have two guests at the safe house, and he said it was fine. He also gave the green light to hit drug dealers as Lex hated them. The group would spend two weeks training together, well planning their assault. Luther also hated drug dealers, so they had a green light to hit these groups.

Two weeks later

Detective Margaret 'Maggie' Sawyer is a lovely short-haired blue-eyed, blond woman dressed in a red shirt, black jacket, black slacks, and a pair of sensible shoes. She is a detective for the M.P.D. She is slim and attractive with a fit runner's body, c-cups, long toned legs, and a tight core. It was three in the morning, and she had been woken up to come to the crime scene. Oddly it was not because of her connection to Superman that she was called down but because she was a former Gothamite, having transferred from the G.C.P.D.'s to M.P.D. a few years ago. She was an Original hand-picked member of James Gordan's Major Crimes Unit back in Gotham and was created to deal with the costume set, including the bats. Maggie was now a member of M.P.D.'s Special Crimes Unit, a unit created for the same thing in Metropolis.

Grabbing her travel mug of coffee, she climbed out of her old ford focus and entered an old harbor warehouse. As she took in the scene, she noted the painted lead foil sheeting that lined the warehouse, which was a common site in Metropolis, especially in the bedrooms of women including herself, just in case. You could wallpaper over them if you wanted, These were gray, and hers were a lovely shade of lavender. The industrial-sized second-generation Kord industries noise cancellers installed in it are not as common. There were over 52 women and the same number of children freed from the cages and standing around. About half of them were not native to the U.S., The other half being from Suicide Slum. The industrial noise cancellers and lead lining were S.O.P. for organized crime operations in Metropolis. She noticed the number of purple crossbow bolts and red arrows in the bodies of the traffickers, which was odd for Metropolis. What was not odd were the very well-placed shots from a firearm into some of the bodies, and others still were killed from cuts or stab wounds from some kind of edged weapon.

"Ok, why was I woken up for this when I am not organized crime and on the day shift?" Maggie grumpily asks the other officer.

"Well, they say a tall attractive woman in a dark purple and black suit, domino mask with red glowing lenses carrying a crossbow and wearing a cape toting a crossbow, a man dressed in a red hooded armored suit with sword and crowbar in a sleeveless hoody like a garment with glowing red eyes, a guy in an armored suit with a red cybernetic arm, red baseball cap, red domino mask with red glowing eyes, and bow. The last suspect was a woman in a skimpy green Asian outfit, and a white catlike kabuki mask with red glowing eyes did this. You're, from Gotham, trained by G.C.P.D. and worked for two years before transferring here and keep up on the events in Gotham better than us. The caption thought you would have some insights as you know more about costumed vigilantes. My caption was hoping you might take the case off our hands." The officer in charge of the scene says with a frown.

"Well, the guy in red sounds like the latest man to call himself Red Hood. However, he has not been seen in months. The crossbows bolts are the signature of The Huntress, who showed up after I left and again has not been seen for months. The archer might be the old Speedy. I heard he changed his name and was operating in the middle east, the woman in green I have no clue who that might be. However, that's about all I can say." Maggie says with a glare at the Sargent.

"They called themselves The Outlaws." One of the captured women from suicide slum says having wandered close.

"Great, they have given themselves a name." Maggie groans. It always got worse when they had a name.

"Do you want the case?" The Sargent says calmly. Maggie sighs and flips a coin. Heads she would say no tails she would take the case. It lands tails up.

"Fine, I will take it," Maggie says before she shivered. She suddenly had a bad feeling about this.

Two days later

The computers used by the traffickers were all destroyed via aftermarket tampering to prevent the police from accessing them, which was triggered when brought out of the building. So they did not get any info from them. However, the autopsies showed the edged weapon user was quite skilled due to the absence of hilt markings in the stab wounds, which was worrying as it meant all four members were extremely well-trained individuals.

Maggie was still interviewing the victims of the traffickers when she got called to another scene. This time it was at a small tenement in suicide slums. Once again, it had the lead sheeting; however, the sound silencers were higher-end knockoff Chinese models meant for smaller rooms. Almost everyone in Metropolis owned some version of these smaller models. Officially to not worry their beloved hero, the real reason is most did not want their conversations listened to by said cape. However, the tenement was one of the more significant heroin operations in the city. The two survivors, both younger initiates under 18, admitted the gang sold the drug to anyone who wanted it, even kids. M.P.D. had been investigating the operation for some time. They also admitted most of the members of their gang were here this night as it was the day the street dealers brought in their profits for more product.

The group also stole the cash from the dealers. So they had a lot of untraceable money to fund their operation now. But, unfortunately, M.P.D. would miss the massive donation to several of Metropolis's orphanages.

Two hours later

Maggie had just finished with the first scene when she got called to another wear house. A second trafficking operation had been hit. This time it was a Russian operation running girls.

Two weeks later

Maggie groaned as her phone rang. The Outlaws had hit six human trafficking operations, had killed several brutal repeat rapists, killed several serial killers with evidence of their crimes found with both rapists and killers, and drug dealers that sold to kids. She had to transfer to the night shift as they worked at night. Red Hood kept using the same pair of 10-millimeter handguns for all the crimes instead of getting new weapons. He also made his own high spec rounds, with some using hardened steel jackets. Instead of buying them, the states surrounding Gotham and Metropolis all had laws tracking all sales of bullets. Unfortunately, the steel used for the jackets was far too common to track. The same issues came up with the arrows used by Arsonal and the single construction steel crossbow bolts used by the Huntress.

"What?" Maggie grumpy says into her phone. She had gotten very little home time.

"We got another attack by The Outlaws…this time in New York City. Pack a bag the commissioner wants you on the next plane." The dispatcher says.

"Fuck!" Maggie examples after she hangs up, there goes her theory that they had been finding the dealers and traffickers by taping into the noise cancellers common in criminal operations in Metropolis, too brutally do what Superman thankfully refused to do. Unfortunately, New York City does not need to take that precaution. A hitman named Carlo Rossi was also brutally beaten and murdered. He was found with one of Red Hood's ten-millimeter bullets in his knee and one of The Huntress's bolts in his shoulders; however, he died from a very potent toxin that one of the components for was tetrodotoxin. He died unable to move and in a massive amount of pain.

Lex Had been giddy about Superman being upset with being unable to track The Outlaws well they were working in Metropolis.

Three months later

Maggie, whose hair had grown out from her boy cut to falling to her ears, sighed with happiness as she laid in her bed for the first time in three months. She was no closer to catching The Outlaws. Still, the attacks had stopped after the death of a lot of hitmen, drug lords who sold to kids, serial killers (again with evidence), serial rapists (again with proof), violent thieves well leaving nonviolent ones alone, and permanently shut down several human trafficking operations. They also did not kill the younger members of gangs that could still theoretically be saved. Then they seemed to leave New York City, and she got to go home for a bit. They found a pool of blood two months ago, whose D.N.A. matched known samples of the latest Red Hoods.

Two days later

Maggie sighed. She got two days in her own bed. Now she is waiting to board the plane to Miami. The Outlaws had struck another human trafficking ring in the city, and for good measure, blew up a warehouse in a fight between some super-powered hitters…the Meta's were killed. A poison was used to take them out, samples were incredibly complex, but one component was sea wasp venom. Thanks to the poison, she identified the last member of The Outlaws as Cheshire, a supposed member of the fabled League of Assassins. Unfortunately, the only known photo of the woman without her mask was grainy, and really the only thing you could tell from it was she was a woman.

Unfortunately, she had to cancel her hair appointment, and she did not trust anyone but Nena with her hair.

A month later

Maggie, now with a nice tan, sighed once again at the airport. Now she was on the way to Cost City in California. She had learned that what she and other members of the police thought were multiple human trafficking rings was a single ring. A few large-scale cocaine smugglers were killed by the outlaws too. She was glad she had gotten a bit of time to spend on a beach to relax and get a tan.

Three months later

Maggy was on her way to Keystone City, and she had been in six cities in the last three months. She wanted to kill the fucking Outlaws if she ever caught them. C.S.I. also found more of Red Hood's blood. The man seemed to spring a pretty bad leak every two to three months.

A month later

Maggie's hair had grown out over the last nine and a half months was now fallowing down to her neck. She is on her way to Gotham as she had taken two weeks off to attend her ex-girlfriend Kate Kane's wedding. She and Kate had parted as friends, and Maggie was happy for Kate. She had worked with Renee Montoya when they were both rookies and knew the woman was good police instead of a corrupt cop. Maggie was looking forward to Gotham's great food and a rest from the carnage of The Outlaws. She would have a lot of fun with Kate and Renee and their friends. God, she missed friends.

After Kate listened to her venting at a bar for her bachelorette party would get her day at Gotham's best spa as a birthday gift. She also got to Nena's salon in Gotham, the only place she would get her hair cut and got a trim. Maggie ended up liking how she was looking with long hair, so she was keeping it long. Nena also convinced her to go with some Betty Page-style bangs.

Two months later

Maggie, dressed in a long-sleeve white men's button, sighed as she crashed into her bed back home in Metropolis. She has spent a year chasing The Outlaws, and They had gone silent for a week, meaning they had moved cities which meant she could do nothing but wait for them to show up in the next city. God, Maggie had missed her bed. She had two days off for mental health reasons. Red hood had his regular leak last month. No blood was reported stolen, and no one was brought into a hospital or illegal clinic. Someone on The Outlaws must have extensive medical training to deal with the wounds they sustain. They had D.N.A. on all four now but no identification except for a secondary confirmation that the group was Red Hood, Arsenal, Huntress, and Cheshire.

God, she had missed her bed. Maggie was now unsure if she still wanted to arrest The Outlaws, kill them, or join them. They had yet to kill a single 'innocent' person killing only the worst criminals out there. They had also dismantled the single largest human trafficking ring in the United States, she the last of the group being in the middle of nowhere in Alaska. Maggie also got to check off seeing the aurora borealis off her bucket list. Her hair was now down to between her shoulders. She has an appointment to get a trim at Nena's tomorrow afternoon.

Maggie was unsure of what she would do if she had managed to arrest The Outlaws.

A week later and a half later…

Maggie sighed, she got that haircut, and she had gotten to be home for over a week, got to catch up with friends. She had missed friends. Superman even stopped by to say hello with a chocolate cream pie his mama made and complimented her hair. She had scarfed down the pie in two days. With the department covering her hotel costs, Maggie had managed to add enough to her savings account to buy a brand-new Mustang. She got a red one with a black stripe down the top.

Three days later.

The Outlaws were quiet for their longest stretch so far. She got two whole weeks at home and had been able to go through the evidence collected. Still, nothing could be used to find them. They had enough evidence to put them away for 19 life sentences, each with a plea if they were caught but no closer to figuring out who they were. They were finally active again, and Maggie sighed as she climbed into her new car.

The Outlaws were now active in Gotham. They hit a warehouse connected to Roman Sionis. Great the bastard was slimy, and a lot of cops were in his pocket. Only Oswald Cobblepot had more cops in his pocket. That would actually be helpful for her, which in turn made her feel dirty. Kate had offered to put her up in the guest room of her and Renee's brownstone, a wedding present from Kate's cousin Bruce Wayne. She had accepted the offer and would be working with Renee during her time in Gotham.

Maggie's two weeks at home did nothing to help her decide what she would do if she catches The Outlaws. they were killing the criminals a lot of good police had been tempted to do, something she had considered more than once. Perhaps talking with Renee Kane Nee Montoya could help her get some perspective.

Note: I love the paring of Jason Todd/Helena Bertinelli and the odd thing about these two is they have only met for a short time in Detecive comics number 1000 and Jason was freaking out. Other then this they have never had a crossover. The reason being Jason was in the ground in 1988 and Helena Bertinelli's huntress was not introduced until 1989. However it makes you wonder how things would have went had Jason lived. As Jason was going down a darker path just before his death and Helena was on that path herself.
