Field Investigation:
The Office of Transfers provided transportation to the affected Muggle home.
The resident in the house, Mr. Dursley, turned out to be a Muggle with knowledge of the magical world, due to the fact that his ex-wife, also a Muggle, has custody of an orphaned wizard, whose name is not provided under the Protection of Minors Act 1877/05/72.
First, the device is observed, which the person concerned identifies as a telephone (from the Greek tele meaning distance or remoteness, and from the Greek fonom, voice or sound). He is asked to activate it and observes nothing but a constant beeping sound, which the Muggle indicates is, quote, "the normal tone signal." He is asked to interact with the device to see what the normal operation is and under what circumstances strange effects occur. First he presses some numbers, which produce a series of musical whistles, and another person's voice is heard through the device. Mr. Dursley informs me that this is normal operation. He then dials another sequence of numbers, and in this case when the corresponding musical notes cease the apparatus begins to emit high frequency sounds similar to the screams of a Banshee. The surrounding dogs begin to howl and whine, two panes of glass break, and a total of five creatures, initially identified as bats, enter the house. The screaming stops when the apparatus is returned to its support.
In the presence of the animals Mr. Dursley lost his temper, and demanded that they be expelled from his domicile. They proved to be quite persistent and difficult to locate, so the stun spell had to be used, and Mr. Dursley was accidentally stunned. Finally one of the animals could be located and stunned, proving that it was not a bat, but a specimen of a baptilian, a species of magical flying reptile that was believed to be extinct because its wing membranes are the main ingredient of rejuvenation potions. When flying in groups, they are capable of generating an interference effect that camouflages them with the environment, making them virtually invisible, which explains the difficulty in locating them.
The Department for the Regulation and Control of Magical Creatures was immediately informed and proceeded to locate and capture three other creatures for their release in a protected and secret environment to enable their study and conservation. The whereabouts of the fifth of them is unknown, to the consternation of Mr. Dursley who did not hesitate to express his displeasure in an admittedly brusque manner. A confrontation ensued between Mr. Dursley and Alan Richmond which resulted in Mr. Dursley being stunned a second time. See attached printout.
Because the shattering of the crystals was caused by unidentified magic, the repair spell had no effect on them.
Once Mr. Dursley regained consciousness and composure, he was asked whose second number was the second number dialed, which turned out to belong to his ex-wife. Questioned as to whether the event occurs with more users the answer is in the negative. He was asked if he was notified in any way that he should not contact his ex-wife, but his answer is not convincing.
Conclusions:
It is concluded that the affected person's ex-wife is under some kind of magical protection that has been activated by him involuntarily. He is advised not to attempt to communicate with her again.
The Department of Child Protection is notified to investigate this protection so that the activation of the defenses will not be considered as misuse of magic. If these defenses are properly authorized, Mr. Dursley will be reminded not to attempt to contact that address in any way.
The minor's address is requested so that the telephone set at his home can be investigated, in case the effect has also occurred with other persons attempting to contact him or his family, but the request is denied.
The Department of Regulation and Control of Magical Creatures has decided to place the area under investigation, because it is believed that the baptilians were able to hide in the Muggle residential area when they realized that wizards were not capturing them in that environment, going unnoticed by Muggles for years thanks to their ability to camouflage.
No additional actions are established. It is recommended that contact with Mr. Dursley be avoided as much as possible.
