The First Steps
Japan
Musutafu City,
Takoba Municipal Beach Park
Izuku had the beach become his own personal training ground for his new idea of being a Vigilante, so he spent pretty much all of his time here when he was not in school or studying to keep his grades up to their usual high standard he was one of the top students academically in his school even if the teachers pretended that it was only Katsuki who had top scores.
"Well let's keep going." Izuku said wiping sweat from his forehead.
Izuku's hands turned to iron and he punched one hand into the metal freezer and gripped it on the inside his other hand went on top of it and he started dragging it across the soft sand, he had decided to clean up the beach for his training he would use his new Quirk to move the things he couldn't with his small weak body often blasting them with his air blasts or turning his hands and arms into iron and crushing or ripping smaller pieces of the larger objects it was good practice he had to use muscles he never knew he had and he had also taken up swimming due to it being good exercise and further improve his stamina which he got from reading fitness articles online.
When he got home he would read up on his school subjects and then get into his true passion of research, he'd start with Vigilante general history but then went into more practical things such as tactics and methods.
One thing that stood out to Izuku the most was simply that he needed pure economic capital in order to become an effective Vigilante, unfortunately the world ran on money and as such he would need money in order to truly become a good one. He had read stories how in the past Vigilante's would take high paying low effort jobs in order to fund their secret lifestyle and that was what Izuku had to do as well, he already had a few plans in mind to get money now and getting on the dark web to get in touch with information brokers and those men who would create or steal support equipment that every Hero, Villain and Vigilante would need, Izuku had an idea for that. His final worry was what High School he should attend, UA was out of the question he had no interest in going to the same school as Katsuki and it would be hard to be a normal face in the crowd if he attended the top Heroics School in Japan so it had to be a lesser school and also have attendance in classes not be mandatory so he could work at his own pace and keep his grades while also having enough free time to actually do what he needed too.
"No point in thinking about it now." Izuku scolded himself as pulled himself out of his racing mind. "Let's get this into the pile."
Izuku heaved the large freezer over to a large pile of garbage he had built up through cleaning the beach, the actual pile was talled than him now and he had no idea on how to get it out of here without contacting a company to bring dump trucks in.
"Hmmmm." He said looking over it as his mind began to work on this problem.
"Anonymous tip." He decided with a firm nod his dark green hair shaking in the wind slightly.
Izuku turned and looked over at the progress he had made over the last few days. "Going well so far and I've still got about 450 days until gradutaion as well." He talked to himself and walked over to where he put his lunch, His Mum had made him a bento and Izuku had bought 3 bottles of water as well, it was hot and tiring work cleaning up a garbage filled sandy beach.
"I think that's enough for today. Gotta work on my website tonight I hope it goes over well." Izuku had started a bad habit of talking to himself out loud rather than just having these in his head. It mostly came from the fact that Izuku had zero friends and had basically stopped talking to everyone except his Mother, He ignored Katsuki or agreed with him just to make the explosive boy get off his back and of course the teachers mostly skipped over him when asking questions since he was tied with Katsuki for the highest grades in the school.
Izuku drank his last water bottle and threw it on the pile of trash that he had made and started to make his way back home, on his way he came across the police taped area where he had stolen the muggers Quirk that had made the news and Izuku found out he was called Zatsu Tetsubun a small time criminal who mostly robbed people on the streets in fact he had only been released a week before he attacked Izuku and now he was in a hospital after having been put into a coma by an unknown assailant.
Izuku knew he should have felt awful about what he had done and the right thing to do would be to turn himself in but Izuku didn't feel bad about what he had done and on some level that terrified him like this Quirk had changed his personality. Izuku had rationalised to himself that it had been self defence and by taking his Quirk he made sure that Tetsubun could not hurt other people and Izuku could use his Iron Quirk for good and save people with it rather than hurt like he had.
"I need to keep track of this, if my personality changes more from using this Quirk then I could end up not being me anymore. Need to keep track of thoughts and emotions I feel as well as if my thinking has changed since the Quirk manifested." Izuku muttered to himself as he walked down the street, in fact Izuku was so lost in his thoughts that he did not notice a child and mother cross the street to get away from him due to his muttering.
Elsewhere
Kyudai watched the screen carefully with a wide smile on his face, the new avenue of using Quirkless for the Nomu was very successful and the results were speaking for themselves as he had more near High Ends now than before.
"The boy has been using All For One." Kyudai stated in his chair swiveling to face his master.
"I have felt it in my dreams." All For One confirmed as he sat straight but relaxed in his chair a grin on his ruined face.
"At first he was using Air Cannon but he also discovered his Minor Regeneration after injuring himself. He does not seem to know about Physical Enhancement even though it should be obvious due to his increased strength and speed, he also has not discovered Springlike Limbs. And finally of course his first usage of All For One itself, he has taken a Quirk called Iron it allows for the transformation of his skin into iron itself a defensive Quirk." Kyudai reported reading of from his list of observations.
"Good it's going well so far, the Quirkless boy has discovered he has multiple Quirks and the ability to take them." All For One was pleased and smiled at the thought.
"Now the question is, what will the boy do with his new abilities, turn himself into the police for ripping a Quirk out of a criminal? Or perhaps attempt to become a Hero with his new Quirks." All For One talked to himself more than his Doctor.
"Doctor depending on what path he takes I think I will prepare a gift for him if he pleases me." All For One said, "Prepare a Nomu and I shall put a few Quirks in there for out second project."
"Of course Sensei I shall do so right away." Kyudai said as he turned back in his chair and began typing.
"Of course you also have permission to take any Quirkless for experiments now. It should be even easier than taking criminals to experiment on, our great modern society does not care or acknowledge the Quirkless people now." All For One told him.
Kyudai did not say anything but he nodded, if All For One could see his face then even the Archvillain of Japan would be taken aback by the monstrous grin on the Doctor's face.
"Of course Sensei I shall start right away." He finally said aloud as he finished his work.
Both men fell into a comfortable silence that could only be shared by old friends, these two men would shake the world with their creations and actions and it all began with taking a young Quirkless boy of the street to experiment on the consequences of these actions of these experiments would shake Japan for years to come.
Midoriya Apartment
Izuku got home quickly and with no encounters with small time criminals this time either so he got home quickly said hello to his Mum and went straight to his room and turned his computer on to start one of his goals; earning money on the side.
Izuku brought up the front page to the website he was making, it was called DoctorQuirk and he had decided to hire out his Quirk Analysis skill for anyone who wanted to pay for it of course he had already put aside a lot of his pocket money to advertise the site everywhere he could. Creating the website was the easiest part of the venture considering how many templates exsisted for web pages in this day and age not to mention Izuku had decided to learn how to code in order to make his own tweaks and safeguards he already had DDOS protection as well as numerous other security features which he had either bought or made himself, coding was rather easy for Izuku to learn to his own surprise he thought it would have been harder but it just seemed to click with him.
"Today's the day it goes live, I hope all the ads I paid for are worth it." Izuku muttered as he made the finishing touchs on his new website and hopefully new source of income beyond what he got of his Mum and Dad.
"Becoming a Vigilante is hard work." Izuku complained as he finished up.
The website would go live in a few minutes and hopefully he'd start getting requests in soon after, the entire website was based around people sending him information or videos about their Quirks and Izuku would analyse them and give them advice on how to use or strengthen them up. In preperation Izuku had starting devouring Quirk textbooks at a frightening speed he had read all the best literature available by the most knowledgable people about Quirks.
"Hah." Izuku sighed and stretched like a cat holding his arms up straight in the air.
Izuku shut his eyes again and concentrated just like when he first attempted to use his new Quirk, this time it came a lot easier and once again he was within the black void filled with stars, the large white hot star in the centre and the 5 smaller stars of different colours gravitating around it.
"Five." Izuku said aloud his voice echoing in the void. The first time he came here there was only four.
Then the boy's green eyes widened as the realisation hit him, "These are representations of the Quirks I have now." He said in a tiny shocked whisper.
Izuku reached out and one of the stars, dark grey in colouration flew into his hand. It felt heavy and angry? That was confusing to say the least.
"This the Iron Quirk I took from him." Izuku realised almost instinctively what it was and looked up at the giant star. "So that must be the core Quirk which lets me take them."
Izuku let go of Iron and it flew back to it's place in the solar system of Quirks. He frowned as he looked at them though.
"Air Blast, Healing and Iron, I thought I only had these 3 but there are 5 up there not including the main one." He said unhappily and held out his hand once again.
This time a red star flew down into his hand, it was lighter than Iron and smelled like blood but it felt coiled like something which had been wound too tight.
"What it is?" Izuku asked himself as he turned the ball of light over in his hand
Springlike Limbs
That popped into his head like someone spoke it right into his brain and he looked around in shock his eyes wide in suprise, "Springlike Limbs!?" He uttered into the void.
He was shocked enough that the entire imaginery space began to distort and fall apart the Quirk in his hand flew back to its place and Izuku jumped up.
Right into his desk with a thud he looked around widly his head going from side to side as he fell back into his chair drained and pale.
"Izuku what was that?" His Mother's voice questioned from outside his room.
"Nothing!" Izuku blurted out and his eyes went back to his desk.
"I need to find out just what Quirks I have and what they do, that's priority number 1 then I can think about getting money in and buying support gear." He told himself in an effort to calm his quick beating heart. "Beside's there's still more than a year until I graduate, there's no rush." He assured himself.
PING!
Izuku's eye's snapped to his computer he had just gotten an E-Mail he went right onto his account and realised it wasn't sent to his personal E-Mail Adress but rather the one he created for the Doctor Quirk website. He switched over quickly and clicked on it.
Izuku's eyes went form right to left as he speed read the E-Mail.

RE: Help with Quirk
Hi Doctor Quirk.
Just saw this website and decided to give it a go since it was so cheap.
I have a Quirk called Electrification and I want to be a Pro Hero so I need help to use it better than I do now.
It lets me charge electricity and release it from my body but I can't control or direct what I release. I've sent a video to show you exactly what I mean.
If you can help me that would be great.

Izuku smiled widely after he finished reading and clicked on the video it only took a few seconds to load and it showed a hand of a young person, Izuku guessed that LightningMan was around his age based on that and then the hand lit up with sparks of electricity obviously discharging right from his skin.
"Amazing." He said in wonder watching the short video of the Quirk in action.
"Well time to get to work." He said with a wide smile and opened up a word document and began to type quickly as he brain went to work on this new problem.
Though there was one thought in the back of his mind, this person wanted to be a Pro Hero and Izuku was going to be a Vigilante that meant that in the future he would have to fight a person who he helped use their Quirk better.
"No it doesn't matter." Izuku cut that line of thought of outloud and pushed it from his mind.
Kaminari Home
Denki was nervous, he had just sent an E-Mail to a completely unknown person from a website that looked like it just went up but he was desperate to make some progress with his Quirk, he felt like he had stalled out in learning what his Quirk could do especially when he went over his limit and became the laughing stock of his school other kids making fun of him in his dumb state like it was what he was always like.
Denki hated it more than anything else in the world whenever they had to practice their Quirks he would always short out his brain and be turned into an idiot so he decided to look into lessons and help on how to control and use his Quirk but most of what he turned up was useless since most people with electrical Quirks did not become Pro Heroes instead going into heavy industry.
So when he came across an advertisement for a website offering advice and help for utilising Quirks he had decided to go for it, despite the fact he had to pay, the amount wasn't much and Denki had ran out of options.
"I hope it wasn't a scam." The blonde boy muttered as he lay on his bed, it was late now and it was dark outside his room was lit only by his phone.
PING
That knocked him out of his thoughtless internet browsing, he had gotten an E-Mail, "This late at night?" He said to himself and swiped over to his E-Mail App.

RE: Quirk Analysis + Training Methods
"That was quick." He said unhappily, no doubt it was just a paragraph at most and maybe a half hearted suggestion of things he's already tried.
Then he opened the E-Mail and his eye's widened to the size of dinner plates at the sheer length of the E-Mail not to mention the attachments, multiple pictures and a large PDF file.
"Woah." Denki said in shock as his eyes went over all the words.
"This dude is obviously a Quirk Analyst who went into buisness for himself." Denki muttered as he tried to take in all this new information.
There was one sentence that truly stood out to the young wannabe Hero, "You have a fundemental misunderstanding of your Quirk, you do not shoot lightning from your body like Electroplant rather your Quirk is based around cladding your body in lightning as such your ultimate move should be more along the lines of creating Lightning Armour which covers your entire body and enchances your movement, defensive and offensive capabilities."
That made Denki utterly speachless, he had always thought that his Electrification was producing and letting off lightning not producing it and manipulating it for his body.
"This is amazing." Was all he could say after digesting what he was reading.
Midoriya Apartment
Izuku stretched and his back let out several satisfying pops, working on Quirk theory with an actual explanation and examples from a willing person was very fun for Izuku, thinking up how the Quirk works and should be used was the basis for his entire Hero Analysis books.
"I hope I did enough for him, Electricity Quirks are rare for Pro Heros." Izuku muttered with his eyes closed leaning back in his chair.
It would be a good Quirk to have.
Izuku's eyes snapped open and he looked around his dark empty room, he stood up from his chair and gazed carefully looking for the origin of the voice he just heard speak to him.
He remained silent but his eyes were darting back and forth in his dimly lit room, he walked around and checked every inch of his room including under his bed and within his closet as well as the windows.
He found nothing and that made his worry and anxiety shoot up to volcanic levels, 'It has to be the Quirk, does it have a consciousness can Quirks even have a personality.' He thought to himself almost hysterically.
"Izuku it's time for bed." Inko's voice rang out and snapped him out of his own mind.
"Okay." He replied automatically even though his mind was still racing, he sat back down and opened a new notebook and his pencil blazed across the paper writing everything he could theorise about Quirks and their transfer.
"I need sleep." He muttered after a few rabid minutes of putting his every thought on paper.
So Izuku decided to do the smart thing and let himself rest so he put his notebook away, shut his computer down and changed into his pajamas. He got into bed and stared at the ceiling trying to clear his mind enough to get some rest.
Soon enough his eyes drooped and eventually shut and his breathing evened out.
The Next Day
Izuku sighed as he picked at his lunch, today was just a normal school day which usually meant ridicule and snickering behind his back as well as Katsuki's charming prescence, Izuku tried to stay out of his way and keep his head down but no matter what Katsuki seemed to hone in on Izuku no matter where he went.
Izuku had checked his phone earlier and he had already recieved more than a few requests for his side buisness of being Doctor Quirk so Izuku had work to do when he got home, but it was proving itself as a steady source of income of course Izuku knew that he had to keep such a thing under the table so he decided that he would only take payment in Cryptocurrency which could not be traced or more importantly taxed by the government which would lead right to him if someone decided to follow the money.
"Hah." He sighed, this was a lot of buisness to take on and he hadn't even decided what High School to attend yet!
"Deku." A harsh voice snapped Izuku from his thoughts.
He looked up from his desk and saw Katsuki and his two lackeys standing over his desk. Katsuki as always had an arrogant smile on his face.
"Katsuki." Izuku said flatly which seemed to throw the explosive boy off but he regained his cocky demeanour after a moment.
"Still thinking of being a Hero?" Katsuki asked harshly.
"No." Izuku answered keeping his completely flat tone.
That seemed to throw him even more and Katsuki even lost his smile for a small moment, "So you finally realised your place in the world."
Izuku almost wanted to punch him for that but instead he replied with, "Yes, I don't think I want to be a Hero." Izuku stood up and collected his things.
Then He looked right at Katsuki straight in his eyes, "I wouldn't want to a Hero if you're one." He gave a parting shot before leaving Katsuki standing there gaping in shock.
Izuku left the room with his stuff leaving the shocked Katsuki and his friends behind, He had no patience anymore to deal with their crap.
'That felt suprisingly good.' Izuku thought to himself as he manuvoured throught the crowds of his school mates, he had better places to be than here getting teased over being Quirkless well that wasn't true any longer but if he suddenly revealed he had a Quirk now there would be a lot of questions and Izuku didn't have all the answers for them.
Izuku felt better and more free than ever before with his new Quirks despite the looming sense of dread he got whenever he thought about just how he got it. Izuku put that out of mind and headed over to the beach it was looking a lot better than now that he had been collecting the piles of trash into one place rather than all over the beach.
AN:
This was a story I really got into after reading a lot of Izuku has OFA but like most of my passion for fanfiction it has burned out, I still enjoy MHA but cannot write anything anymore, plus other authors have done this concept better.
Like all the others if you want to adopt go ahead.
Plan:
Izuku is vigilante
Only takes Quirks from dangerous criminals
Gets Corvo's Blink (Dishonored) as a Quirk
Teams up with La Brava and Gentle Criminal
Finds Himiko before she's too far gone (Already killed boy at school)
Izuku locks her up and records her when shes starved of blood.
Gives her a lot of blood from blood bank which stabilises her personality
Quirks affect mental health and personality, she has a desire to drink blood which can lead to psychotic break when not given any.
Remorseful for what she has done and Izuku offers redemption through Vigilante activies.
Start making impact and getting noticed by heroes.
AFO is enjoying watching Izuku run around like a mad man trying to fix a broken society
All Might is concerned about the rumours of a Quirk stealing Vigilante and takes an interest
Conflict I don't know.
