He ends up asking All Might, Gran Torino, Sir Nighteye and, after some thinking, Detective Tsukauchi for an 'emergency meeting'. The last one is there because… well, Mirio is going to speak about some hard-to-believe things. So, having someone with a lie detecting quirk who is also in on the secrets is a good idea.
Lemillion thought about borrowing the cat cafe again, but Nedzu and/or the League probably have it under surveillance already. School was right out - he doesn't want Nedzu to know, at least for now. In the end he settles for a meeting in Sir Nighteye's agency.
He refuses to mention what it is about until they find themselves in a mostly empty meeting room. They are all curious, obviously enough. They don't take him for someone who would call them all like that without a reason.
"So…" He starts, while facing his three mentors and a living lie detector. "I have a confession to make. For close to a week I've been in… contact with Legion." Sir Nighteye is startled, but scarcely. All Might is much more expressive. Gran Torino stares with just a small hint of hostility.
"That's a bold confession to make." Tsukauchi speaks for them all. "What sort of contact?"
"We talk on the internet and play games together." Lemillion replies. "It started because, apparently, he has relationship problems and after thinking about it for a while he decided that I'm the only reasonably sane and normal person he knows to ask for help in that field."
"Re...Relationship problems?!" Sir Nighteye is rarely shocked to the point where it becomes this visible. Lemillion shares the idea of being appalled by the very concept of a supervillain asking All Might's successor for love tips.
"It's complicated." And it's not Lemillion's job to talk about how a certain supervillain has a problem with an overly 'friendly' group of villains. "We made a deal - I don't mention our contacts unless he agrees to it, but if he makes a slip-up and tells me something useful in catching him then I'm free to do whatever I want with it. I've been trying to milk him for information since then, but I finally got something useful today. Together with an agreement to come forward with the general issue."
"I see." Sir says. "I'm not going to say that I agree with having contacts with villains, at least not without telling your superior about them, but I understand the reasoning behind it." Gran Torino and Detective nod. All Might is much more scarce in expressions and seems to be thinking about it deeply.
"Is it about the One for All?" All Might says finally, catching Lemillion off guard. "I see neither Eraserhead nor Nedzu among us, only the closest ones, and…"
"Well, yes, but not only that." Mirio replies. "We had another session of 'emergency quirk counseling' and results are… groundbreaking, to say the least. But I also had a talk with him about the noumus, and he mentioned that he gets them from some internet acquaintance that he apparently 'inherited'. He refers to that person as 'Doctor Evil' and is in the process of trying to find where they are so that he can kill them or rat them out to heroes, due to them being, and I quote, a 'psycho'. This lines up with my theory from the chat, Unless the line was breached, it certainly wasn't an attempt to get on my better side by falsely confirming my theory."
"So some third party…" Sir Nighteye is certainly interested. "Probably inherited from All for One. Interesting. If what you say is correct, the noumu-maker is probably leaving and picking up noumus from some designated transit points, while Kurogiri transports them from it to the battlefield."
"And that tells us…" Gran Torino asks. "...what exactly?"
"That if we manage to find the League headquarters, we won't have to worry about the noumus intervening in the bust." Sir replies. "They need to prepare them for every operation days ahead of it, so they can't warp them anywhere on a moment's notice." Lemillion nods. He came to a similar idea. "Anything else about the League?"
"Tidbits." Lemillion replies. "He went on a rant once about how he sometimes feels like he is running a kindergarten for mentally challenged psychopaths. He mentioned how Tenko aka Decay has apparently been wearing severed and preserved hands of his family members before Legion bribed him with videogames to go to a therapy." They all flinch. Lemillion isn't surprised. "He also said something about the majority of the League having daddy or general parental issues alongside standard mental ones. Not sure if that's in any way helpful, though."
"Maybe yes, maybe no." Tsukauchi comments. "So, I assume that covers the League business. So… One for All?" Lemillion nods.
"Yes, but… this is going to be pretty wild. I think we should all sit." He doesn't want Gran or All Might to land on the ground due to their legs stopping to work right. He isn't sure how they will react to Nana's presence in his head.
Meeting room in general is too large for five people. So they take five chairs and sit in a circle. It really feels like some sort of group therapy. Lemillion suspects that some of them might need group therapy after the talk.
"Legion asked me a few questions about my… mental state." Lemillion starts when everyone is seated. "I mentioned certain dreams I've been getting since Hosu. I never remembered more than a scene or two without context, but I'm certain that I saw Nana Shimura in some of them.'' Something flinches on Gran and All Might's faces, but it lasts for too short of a time for him to analyze. "And that incident during the training with the mental quirk user that got knocked out when he tried to use it on me. Plus the fact that unlike All Might, I can't use it properly right from the start."
"Mirio!" Sir Nighteye is horrified. "You can't be saying things like that to a vill…" All Might's hand raises up.
"Mirai, stop." He says, and Sir obediently stops. Before his head turns towards The Symbol of Peace. "I understand your reasoning. But whether we want it or not, our knowledge of One for All is extremely limited. Legion seems to know much more than we do, and has probably known about most of these things beforehand. Confirming some minor things is a small price to pay to actually learn something that might be important." All Might concludes, having no idea just how important the thing Mirio learned was. "Mirio, please continue."
Gran is, somehow, still silent. He is probably still irritated at the events of Hosu. He is normally stable about it, but sometimes he does get rather frustrated at Legion's slippery. And his very existence.
"Legion made an… educated guess about One for All." Lemillion says. "And figured out an experiment to confirm it. Which I did last night. I'm going to start saying a lot of crazy and almost unbelievable things from now on. I want you to know that I have confirmed all of them. And I have asked for Tsukauchi to be here, so that he can confirm that all I'm saying from now on is true."
"Nothing you said thus far, including the last few sentences, was a lie." Tsukauchi confirms. Gran, Sir and All Might all have a rather complicated expression bordering between interest and worry. "I'll stay silent during that talk, unless I detect a lie." It was probably for the best. Tsukauchi was slightly more of an outsider in the subject, despite being in on everything.
"Very well." He spent the last few hours figuring out how to explain things to them. He had more or less a plan. "To begin with, it appears that I'm excluded from the 'damage under strain' mechanic. One for All damaged past users due to being fundamentally immature and still growing into its 'true' form. I'm unable to use the full power augmentation potential of it unlike the prior users because the growth process of the quirk has concluded, meaning that what I have is something fundamentally different than what the previous Holders dealt with."
"This explains why Recovery Girl found nothing out of place in your body." Sir is visibly relieved and overjoyed. "This is wonderful, Mirio!" Lemillion agrees. His ~15 years of lifespan left has significantly expanded, at least unless a villain kills him first.
"What is this true form of One for All?" All Might is focused on it. He is a bit more invested in this quirk than the rest, by the virtue of still technically using what's left of it.
"Legion speculates that… One for All doesn't only stockpile physical strength." Lemillion replies. "It stockpiles… everything from its users. Memories and personalities… or souls, his words not mine. And quirks." He doesn't give them time to chew through it and ask, so he continues. "He said that the dreams were probably the past Holders trying to communicate with me, and urged me to try some exercises and drugs that make it easier to remember or control your dreams. I did so tonight. Nana confirmed that everything Legion said was correct."
He doesn't give them time to chew through that, too. He can see the shock on the faces of All Might and Gran Torino. Shock and disbelief. So he makes one last push - and activates Nana's quirk. His control is lacking, but he does start floating towards the ceiling.
"Th...This quirk." All Might manages to utter. Gran Torino just stares, looking like he was on the verge of a heart attack. Mirio can see tears in their eyes.
"Yes, it's hers." Lemillion replies and after some struggling manages to switch it off. He wasn't far above the ground, so he managed to land relatively gracefully. "There are also sixteen more in the One for All, but unlocking them all will take me decades of work, if Nana was correct." He considers this assessment a challenge.
"Tell us everything." Mirai's reaction is subdued, but his eyes are gleaming. "From the start."
Lemillion does so. He describes the initial dream, the one of the desolate and warped wasteland and of Nana's last moments. All Might breaks into tears openly when he says how Nana's last words were her telling All for One that her student would stop him. Gran doesn't berate him for it - he is on the verge of crying himself.
Then he moves over to the hall where the Twenty-Seven reside. Of the empty chair with the twenty seventh chair waiting for All Might, of how the twenty five of the remaining chairs were filled but by people that remained invisible to Mirio. And about Nana in the twenty sixth seat, rising from it to talk with Lemillion.
Mirio narrates her words about twenty seven past holders that he will eventually be able to converse with, and seventeen quirks stored in the One for All that he will inherit. Starting from her own, that he was going to have on him when he wakes up. On how Nana joked about Lemillion being All Might's secret love child, only to end up shouting threateningly at someone she called Lariat who apparently told her to hurry up (Mirai recognizes the hero name of the Black Whip Hero, one of the past holders they know of thanks to Legion).
"Then… then things turned complicated." Lemillion is finally going to fight the first of the many hurdles. "The past Holders have some… expertise on the field of quirks. When Legion touched me to break my legs in Hosu, they immediately found out that he…" Mirio takes a deep breath. "...That he truly is All for One's son. And has inherited his father's quirk."
It's as if the bomb exploded. The mood whiplash is intense.
"He what?!" Gran Torino, still with tears welling in his eyes, shouts. Detective is horrified. Nighteye is unreadable. All Might is torn between emotions.
"He didn't receive the full package from his quote unquote dad." Lemillion quickly explains. "He has only ten quirks, including All for One. Eight of them weren't stolen or inherited but given to him. Nana says that from the Holders pieced up together, he received them from some people in hospitals, probably from patients in palliative care wards. The only one that was stolen used to belong to Overhaul." Mirio sighs. "It had enough of Overhaul's memories attached that after reviewing them, the Holders voted 24:2 in favour of forgiving that one act of stealing quirks. And the remaining two were highly conflicted about it. So I'm really not sure if I'm in the position to be angry about it."
"They… forgave him?!" All Might seems appalled by the idea.
"Apparently they have some, and I quote, 'mixed feelings' about seeing All for One user not being an unstoppable and deeply malicious force of nature." Lemillion replies. "Also if another of Nana's random outbursts is any indication, someone named 'Yoichi' is 'giddy' to see what his nephew is doing. From the implied familial connection I can assume that said Yoichi is the First Holder. She called him a 'Reverse Brocon'." He tries to not laugh. He fails. "She also told me to watch Legion and act if I saw him follow in his father's footsteps. From this alone I take the fact that they don't seem particularly concerned with All for One Junior."
Lemillion isn't surprised. One for All and All for One aren't, on their own, powerful. Their true strength lies in the ability to accumulate power over time. Hizashi Midoriya was so dangerous because of his two-century old collection of quirks - Izuku Midoriya isn't even nearly as dangerous in direct combat. Lemillion was taken by surprise in Hosu, and for as long as he'll be cautious enough, there is just no way for him to lose in a 1vs1 fight with Legion.
He learned how to use air pressure for ranged attacks recently. This alone is probably enough to incapacitate Legion. And if not, then he just has to use permeation to make Legion unable to touch him to activate his quirk. Izuku Midoriya really isn't fighter material (although he WAS extremely dangerous to non-One for All Holders).
Of course, Legion knows about it. He is willing to get his hands dirty, if needed. But he is a mastermind in heart, and is the most dangerous while making plans for others to execute.
"Don't seem concerned?!" Gran Torino is furious. "That kid is going to become a monster like his father. We have to stop him right now, no matter what. Toshinori, don't tell me you're buying that…"
It was time to intervene. Nana must have expected it to happen, and has armed him in proper counterarguments.
"Nana also gave me three messages to deliver." Lemillion interrupts the old hero. Thankfully he doesn't get a kick in the shin for that. "One to Gran Torino, one to All Might… and one to Legion. Though she mentioned that I should probably mention the last one to Gran."
"Message?" All Might asks, dumbfounded. "To Legion?"
"Yes." Lemillion replies. "She told me to thank him… for risking death by quirk exhaustion to resurrect Gran Torino in Hosu."
Gran Torino stares at him for a few long seconds before he manages to utter a winded "What?".
"I didn't get a lot of context." Mirio replies. "But Overhaul's quirk can resurrect a very recently deceased. And according to Nana, Stain killed you. But Legion brought you back, knocking himself out for several days and almost dying in the process." He pauses for a second, letting the news sink in. "I think that Holders are giving him a chance because of that. Because sure, Stain wouldn't have killed you if not for Legion, but he did risk his life to save a hero. And one of his father's old enemies. Despite not having to."
Gran Torino looks at Tsukauchi in hopes of having him say that Lemillion just lied. He gets none of it. He slumps in the chair, shocked and conflicted. Mirio doesn't even dare to try to figure out what's happening in the old hero's mind.
"As for the message directly to you, she told me to thank you… for everything." Lemillion adds quietly. Gran Torino's head perks up. "For getting All Might to safety that day. For teaching him and helping him fight after he returned from the US. And for helping me. And also to apologize to you that she couldn't be there with you."
This is too much. Gran Torino breaks into tears - something that Lemillion never even thought that could be possible. Tsukauchi and Sir Nighteye hold his hands, stopping him from falling off his chair.
"And… my message?" All Might asks.
"She told you that you're going to meet in person sooner or later." Lemillion says, getting ready to mess up the solemn mood. "And that you have the time until then to find an explanation for some party in the US, because she saw it all and has a lot of questions to ask. Starting with 'What the hell, Yagi?'"
All Might goes pale.

Akatani Mikumo: things began to turn hopeful when All Might emerged into the status of the Symbol of Peace, despite it being a wartime for those in the know
Akatani Mikumo: Then father lost his little war, leaving only the Symbol of Peace standing - and did the country become a better place to live?
Akatani Mikumo: no, because once again there was chaos on one side of the struggle. So everyone began to take advantage of it, and the chaos started to erode the Symbol of Peace giving birth to what the Hero Commission is right now
Akatani Mikumo: We need balance. Symbol of Peace and the Symbol of Evil. Struggling against each other. One a symbol of hope for the civilians and an inspiration for the heroes. Other the societal boogeyman that those wishing for change turn towards and an inspiration (while also a restraint) for the villains.
Akatani Mikumo: QEM is a pilot attempt. Villain group - but with clearly set boundaries. With someone above it ready to intervene if it goes too far. Even when its very leader does.
Akatani Mikumo: You said it yourself. Quirkless will turn to villainy (or, well, criminal acts, you can only be a villain if you use quirks because yeah discrimination, sigh) whatever I do. I can't tell them to not hit back against their oppressors, but can make sure that they aren't bombing pre-schools but actually go for more surgical strikes against people who actually did bad things to them and avoided responsibility
Akatani Mikumo: keeping them manageable and with at least some moral standing until someone (for example you, the Symbol of Peace, because we know how much authority that title gives you, even unofficially) does something to fix the crack in the system that I stop from growing too wide and manage what comes through it
Mirio Togata: so you want to become like your dad and fight me like your dad fought All Might… but not actually win?
Akatani Mikumo: do you still remember me saying that the League is like a kindergarten for mentally challenged psychopaths?
Akatani Mikumo: why would I want to WIN against heroes? I enjoy small things like having electricity and water. And to 'win' against heroes is to destroy society completely, so those things would all go away in this scenario. Can you imagine me trying to run a government with people like Gremlin? She's my friend, but not a minister material.
Akatani Mikumo: Listen
Akatani Mikumo: Decay accidentally killed his family during his quirk's first activation. He was a traumatized child that nobody even tried to help. He pillaged trash bins (a 5 years old kid) for months. Civilians thought that a hero would take care of him, and heroes didn't care. Bystander Syndrome at its finest. Eventually villains picked him up.
Akatani Mikumo: Vampire was beaten and otherwise abused at home for having a 'villainous quirk' and 'not being normal' despite her quirk being a potentially wonderful thing for an underground hero. When she lashed out and accidentally stabbed her 'father' dead while he was trying to tear off her fangs, a hero rolled in and took genuine pleasure in beating her to half-death (for 'resisting arrest', despite her wanting to turn herself in), until Kurogiri rescued her. She was 10 years old when that happened
Akatani Mikumo: every other League member (save for me, Stain and Kurogiri) has similar backstories
Akatani Mikumo: I don't create villains. I don't need to. The system does. All I do is pick them up and try to steer them into the path where they make the world aware of what it did to them, to perhaps, make people consider 'changing' some things to the better, while causing minimal possible number of victims
Akatani Mikumo: you know what Decay did to those cultists. Can you imagine what would have happened if he didn't join me? If he remained as actively hateful towards the world as he was at the beginning? If he fired his quirk like that but on some crowded street in Tokyo during the rush hours? Instead of that he is helping me take down genuinely corrupted heroes and dangerous villain groups.
Akatani Mikumo: So I'm going to become the second Symbol of Evil. Perhaps by the time I retire or get arrested, there will be no need for the third bearer of this title. And further down the line, many decades later, when peace will bring stagnancy and stagnancy will bring chaos, someone will pick up the mantle again (hopefully while being more me than my father)
Akatani Mikumo: The end of my answer.
Mirio Togata: One last question: why did you save me, Gran and Ingenium 2?
Akatani Mikumo: For the same reason why I would save All Might, Eraserhead, or Sir Nighteye.
Akatani Mikumo: Because I believe that if much younger Decay was searching for food in your trash bin, you'd save him. Because I believe that if you saw some 'hero' beating a defenseless Vampire, you'd stop him.
Akatani Mikumo: I can't destroy the system entirely (although I considered it before I saw that UA is still worth something and that the Symbol of Peace has a successor, because everything was better than what the HPSC was doing). And I can't reform it from the outside. All Might's party in America is left for you to headcanon. Just like Mei's supposed present for Izuku a bit earlier. Also yeah, Mirio's totally Izuku's weakspot, but in Izuku's defense, he is a massive hero nerd and he probably wishes deep inside he could become one, so Mirio's kinda his... something.
So he sometimes gets overly talkative. And a bit too honest.
