New crossover story with The Division and MHA, this an Alternate Universe because I give no connection to Division 1 or 2 because I'm using my favorite Faction, the Hunters and they are Protagonist of this Fanfic.

In this Earth, Humanity have these Super Powers known as Quirks that's manifested in them, but those who haven't manifest a Quirk are known as Quirkless which means they have no Super Powers at all. Some years ago the first generation of Quirks started using their powers to save the innocent from Quirk users who are using their powers for crime, these first generation are known as Vigilantes but as years to come Vigilantes are quite rare now due to new generations of Heroes are licenses Heroes and become Pro-Heroes.
At the same time various Schools are use as Training Grounds for next Generations of Heroes which the Pro-Heroes will train because some of Teachers are actually Pros themselves. Known to much of the world is Toshinori Yagi AKA All Might who is the Number 1 Hero and many idolize him and his Quirk was the One For All which he got from his mentor, Nana Shimura.

However unknown to most of the world including the Pro-Heroes and Villains, there are some Heroes and Villains to be found dead and some of their Costumes Parts or Equipment, but sometimes some of their body parts assuming they have taken Animal, Marine Animal, Arachnid or Insect appearances have been ripped out. Pro-Heroes and the Police are wondering about their missing Costume Parts, Equipment and missing body parts may have been take as Trophies by whoever did this, even they notice Bullet Holes in their bodies but these Bullets may have been high-powered Bullets plus how these victims have died which was actually caused by some kind of Axe, so the Bullets may have stunned them and leaving them immobile before being killed by the ones who did this.
Also they couldn't notice they were also electrocuted which is another way if stunning them.
Although they don't know who they are, these assailants are known as Hunters and they are Private Military Contractors or sometimes just Mercenaries for Hire. To most of the world who still don't know them they call them Hero and Villain Trophy Hunters.

Somewhere in Japan
Police Sirens are sounding everywhere because of a robbery caused by a random Villain who as a Scorpion appearance and he manage to evade many of the Police Force and Pro-Heroes along the way. Unfortunately he isn't to get that far because already he was being stalked by the same Hunters, as he keeps going he was suddenly shot in all the legs causing him to collapse into the ground.
Next he gets stunned by electricity keeping him from trying to get up or even using his Quirk to fight back.

'I can't move at all!' The Scorpion Quirk Villain thought as he sees a figure coming his way and it turns out to be another Hunter.
The Hunter then kicks him in the face and then kills him with the same Combat Axe, next he collects his trophy by chopping one of the Pincers and disappears from the scene before the Police and Pro-Heroes can arrive.

Hunter PMC HQ, Unknown Location in the USA, 9 Months Later.
One Hunter is on his desk hoping they can have job to do, eventually his Laptop Rings of an Email and he answers it. "I have no idea who send this email but we all have a job in Musutafu City", the Hunter name Taylor said to himself before grabbing the Phone to let the others know they have job in Musutafu City.

Coming Up Next, the Hunters's Arrival in Musutafu City.
Since the Hunters only appears in Survival Mode in Division 1 they got no backstory at all even in The Division 2, in Youtube I look at these many Division Video Lore who talks about who are the Hunters in theory.
Some say they are Rogue Division Agents working for Aaron Keener or just Rogue Division Agents not loyal to Aaron Keener, other theories say the Hunters could be US Military on any Branch, also they could could be Russians with their identity concealed, they could also be Mercenaries or Private Military Contractors.
In case of the Tom Clancy Universes the Hunters could also be Ghost Recon, Rainbow 6 or even the Russian Spetsnaz Bordark but these are just theories.
Anyway in this Fanfic, I say the Hunters are PMCs and these are the Characters I'm using and what Ballistic Mask they are wearing is the ones I found in The Division Wikia.

Regular Infantry Hunter Troopers only wear Covert Mask, plus the Hunters Uniform/Armor is the same design from the first Division but their Mask is from the first Division.
