"I am here, To Fight!" All Might shouts as he lands in a small arena on Luna.

"Let's do this All Might!" Itsuka shouts back, riding in on the back of Allen the Ultralisk.

"Start!" Nezu declares and the two rush each other with smiles on their faces.

As the two reach each other All Might gracefully dodges a giant slap from Itsuka and a swipe from Allen before turning mid jump and slamming his fist into Allen's side, nearly knocking the Ultralisk over.

Itsuka responds with a giant chop, shattering the ground where All Might had been standing a moment ago.

"You're fast, but not fast enough!" All Might taunts as he gracefully leaps over his opponents and goes for another punch. But Allen learned from the first time and blocked with a kaiser blade, taking the impact well before lunging with his other blade.

All Might chooses to grab the blade instead of dodging and begins grappling with the ultralisk, to the small crowds roaring approval.

"Get him Allen!" Momo cheers.

"Suplex it All Might!" Kirishima shouts.

All Might listens and with a mighty roar, lifts the Ultralisk by the blades and slams it into the ground behind him.

"Ms. Kendo is out!" Nezu announces once he notices Itsuka's body instinctively growing a cocoon as she takes too much damage from the Ultralisk.

Nana races through the arena and takes away Itsuka's cocoon so Allen could continue fighting, but it is over at this point as All Might proceeds to beat down the Ultralisk like a petty villain.

"That was some good stress relief." Itsuka says after everyone had their fill of sparring. Except for All Might and Nana, who continued into the night as usual.

"Agreed, something we all need." Ochako says.

"Indeed, we have a lot of work ahead of us." Momo says. "The Prime Minister won the election with 90% of the vote, but only 4% of potential voters voted."

"And that was somehow three quarters of all registered voters." Kyoka says irritably.

"Most countries have denounced the election as fraud." Melissa says.

"Not like that matters, It's up to the Emperor now, and in some ways the Self Defense Force." Ochako says

"Let's hope the Self Defense Force stays out of it. It would be annoying if we had to rebuild them afterwards." Melissa says.

"We would have to give them our uninfested equipment. Japan doesn't have a big weapons industry anymore." Ochako says.

"No one has a big weapons industry." Kyoka says, "Quirks caused counties to abandon armies mostly."

"Not America, our industry just began selling tanks and military equipment to the public during the chaos. And now the National Tank Association hides behind the Second Amendment to let people keep them." Melissa adds.

"That country is going to be a problem in the future." Momo says with a sigh.

"That's it then, the government and it's constitution are at an end." Mina says in a rare moment of seriousness as the Emperor's spokesman finishes publicly reading the decree.

"Suspended actually, All Might will be granted power in a ceremony a month from now and then he has a 4 year mandate to return Japan to a proper democracy." Momo explains.

"I'm disappointed that corruption spread so far that democracy died." Kyoka comments.

"I wish we had thought of a better temporary government than a dictatorship." Ochako says sadly.

"What choice did we have? Other than democracy/republic and dictatorship, what government types are there?" Kirishima asks.

"It's true, Japan doesn't have a strong religion to form a theocracy and we don't want to return to feudalism either." Momo says, thinking aloud.

"What about Communism? Could we have done that?" Mina asks.

"Communism isn't a government type, it's an economic system." Ochako explains.

"Oh, but history says..." Mina begins.

"Most communist countries have been dictatorships, the democratic attempts have always suffered from military coups and the resulting dictatorships." Momo interrupts.

"We also need to get to class. We can talk about politics later." Tsu adds.

As expected the ruling party didn't take getting tossed out well and within a week the announcement was denounced and martial law declared. Endeavor publicly supported the 'true government' and announced his partnership with CEO of the Detnerat Company Rikiya Yotsubashi to secure peace in Japan.

Mass confusion arose immediately, with city governments, police forces and heroes declaring loyalty to both sides, sometimes at odds with others in their own city. Tokyo and many southern cities that had suffered from the recent earthquake and Tsunami generally supported the Emperor's decree.

Within a week a 'march on Tokyo' was planned by Endeavor. It would begin at the base of Mt. Fuji and travel along highway 413, picking up supporters from the many campgrounds and base camps of the valley.

The swarms main leadership group of Momo, Ochako, Izuku and Nezu are meeting deep within the main hive.

"They are actually gathering and marching to us?" Momo questions in shock, "We can capture the majority of them in one go?"

"Yes they are." Izuku says with a smirk. "And reports from Stain say they will declare us a rogue government."

"Is that a good thing?" Ochako asks.

"Yes, that means they consider us a rival government of Japan and therefore we are in a civil war." Nezu explains.

"Isn't civil war bad?" Ochako asks, still confused.

"In this case no, since it means we no longer have to treat them like criminals and can instead treat them as enemy combatants. As I'm sure they will be treating us as well." Izuku explains.

"Oh, so that means lethal force." Ochako says.

"And we win hands down when lethal force is allowed." Momo adds.

"Indeed, All Might will lead Ochako's brood and ambush this army in the narrow valley." Izuku says.

"So we surround them with Swarm Queens and hydralisks and let my raptorlings jump down upon them." Ochako observes.

"That's the basics of it, yes." Nezu says, "All Might should be enough to scare most of them into surrender, and he should be able to take down the rest. But your queens will form an encirclement and heal All Might as needed."

"And the backup plan?" Momo asks.

"Evolve a few lurkers and watch the chaos." Izuku says calmly.

"Indeed, burrowed threats are impossible for an inexperienced commander to spot without detection." Nezu adds.

"And what of the Self-Defense Force? Any experienced commanders going to show up?" Ochako asks.

"As of right now their press release says they will stay out of it. That doesn't mean the lower ranking members won't 'borrow' some equipment and join in, but it does keep most of the troublesome weapons out of reach." Izuku says.

"That's good, my brood depends on me mostly for anti-armor, though Hydralisks should be able to take on all but the most heavily armored tanks." Ochako says.

"Actually, your raptorlings can tear through modern tank armor. Remember that protoss metals and even neosteel are a lot stronger than the decades old armor steel and ceramic that our tanks are covered in." Nezu explains.

"And zerglings took down many of these armored behemoths eventually." Izuku adds.

"I understand, I just thought a brood with ravagers would be a better choice." Ochako argues.

"If you think they would be, why not use them yourself?" Nezu asks.

"They don't fit in my doctrine of fast strikes and fast fortification." Ochako says, "As a siege strain they require a lot of effort to control and don't help much defensively either."

"If you feel you need more support, why not bring some of your swarm hosts? The explosive creepers should take out anything they bring." Izuku asks.

"I don't really think they are necessary, but I'll set up a roadblock with them at the end of the highway in case they make it through." Ochako says.

"Well, it looks like we have a plan." Nezu says with glee, "Now back to setting up a government! There is so much planning to do."

"I think we should start by recruiting Naomasa, we can use his quirk to create a small strain for judges to use. Then we can catch when people are lying in court." Izuku begins.

"Great, we can just ask people if they committed the crime and move on. No more court backlog!" Ochako cheers.

"No, no, no. We can't do that." Izuku says, "we can't just force people to confess their crimes. Due process is important. We just use it to ensure the evidence is factual. So the Judge can make a fair ruling."

"That seems fair." Momo says, "We don't want to send the innocent to prison, but we also don't want to force a guilty plea if the case has reasonable doubt or other circumstances that only come out during a proper trial."

"Exactly young Yaoyorozu!" Nezu nearly shouts with excitement, "that is why Naomasa rarely appears in court and prefers to gather evidence and testimony instead. It's too easy to use his quirk to over convict or cause other errors in the trial process. Even the guilty deserve a chance to present their case."

"That's all fine but I think we should move on to other business." Izuku says.

"Indeed! It's time to discuss social programs and quirk regulations." Ochako says.

And the meeting went on and on for several days, with many swarm members visiting to offer their opinion and promptly leaving or falling into an information coma.

At the end of the long meeting Izuku and Ochako travel to Mei's Martian lab.

"As a dictatorship, should we follow tradition and plan some mega projects?" Ochako asks as they enter the lab, coincidentally in earshot of Mei.

"Did someone say mega projects!" Mei shouts, rushing towards the pair.

"We did, yes." Izuku says with a sigh, 'you did that on purpose.' Izuku sends to Ochako accusingly.

'I don't know what you're on about.' Ochako denies.

"I have a few ideas!" Mei says, "The first thing I thought of is a space elevator. We can use nydus worms to send shipping containers and passenger pods to orbit. It just needs a strong neosteel frame and a location."

"That's actually a decent plan." Izuku admits.

"Can't we bring things to orbit easily with overlords? Why bother with a big tower?" Ochako asks.

"This would have way more capacity, and it would be easier to sell to non-swarm people." Mei says.

"That is true, it's a way better choice than just blotting out the sun with overlords." Izuku says.

"What are your other ideas?" Ochako asks, hoping to find a better option.

"I was looking through the galaxy's history and found something called a Star Forge. It used the power of a local star and some kind of dark force to mass produce ships and robots." Mei begins.

"And you want one." Izuku guesses.

"Of course, We use Momo's quirk and put it in a massive creature. Maybe infest an asteroid or build a big spacecraft." Mei suggests.

"That is also a good idea." Izuku says, thinking of the possibilities.

"Since that device doesn't exist anymore, I'm assuming it was destroyed. Should we worry about some reprisal if we build it?" Ochako asks.

"That's a good point." Izuku comments.

"We keep it secret of course, or at least it's abilities and inspiration." Mei says, "Build it around Momo's colony, the planets there are all barren so no one will ever look."

"I think this is a long term project, do you have any other ideas?" Izuku asks.

"Off the top of my head I only have one more idea." Mei says, "We build a large station in one of Terra's Lagrange points. And we use it as a trade hub for our system, so aliens don't have to land on a planet. Would save a lot of fuel and keep the air cleaner."

"Now I don't know what to do first." Ochako comments.

"I like the first and third idea, how about we build the elevator then the trade station. Once that's done we begin the zerg forge." Izuku offers.

"We should ask Inko and Melissa first. They have a say when it comes to these projects. I think they will be ok with it, but Melissa may want her own elevator here on Mars." Ochako says.

"That's a plan. Mei, once you build one elevator how difficult would the next one be?" Izuku asks.

"Oh, simple, just new calculations for Mars's gravity and some consideration on finding a good position. Any of you could grow the second one without my input." Mei explains.

"That may be a good bit of galactic press for us in the future. We could sell space elevators." Ochako thinks out loud.

The resulting cackling from the three of them attracted the attention of Nezu through the hivemind and when he joined in the rest of staff in his meeting were rightfully terrified.

AN: I didn't quite get to a proper in story intro yet, but you've all figured out that we are in the Star Wars galaxy. Most of you were led astray by my horseshoe crab comment. Not surprising since that specific crab isn't common outside a small region, so you thought of the horseshoe shape instead of the actual crab's shape. This story itself will finish when the plot in this galaxy finishes, but I have some long term plans for a sequel that goes beyond. Obviously super long term since I don't write nearly as many chapters as I would like anymore.

Emiya-excalibur, your review semi-inspired the star forge project, I was planning for something like that but was never sure if I just wanted yaoyorozu-extractors or something bigger. For now it takes time to build and time to infest, I don't think that it would make sense to just take over the galaxy in a day. Give it time and careful planning.

I will pick and choose between legends and cannon, I know cannon better than legends but I like parts of both. Any lack of legends is mostly based on time period as well since I mostly read the post-Endor stuff.

Thanks Venku-Skirata for the idea to talk about places, it's a very good idea I will begin today.

Luna, formerly known only as the moon, has developed greatly under swarm control. After setting up adequate protection for the historical landing sites, the swarm began searching for resources on the moon. Finding few, Luna was left alone until new members joined the swarm and training grounds were needed. Now under the control of Broodmother Victoria, Luna is divided into several zones. The first zone is Victoria's main hive, where she harvests resources and grows strains to fight. The second zone is a series of maps with several different terrains and environments. The maps contain crystallized resources from the first zone placed in semi circles for simple base development. The third zone is a set of arenas for glorious combat. A 1v1 arena for battles between strong members of the swarm and the occasional ravager free for all. And a larger clear space for Toyokami's head on battle training, where armies are grown and sent against one another on open ground. In all it's the most excitement the formerly lifeless rock has ever seen and a must visit for swarm enthusiasts.
