Consider it from the point-of-view of the writer. It is a form of motivation. Yes, a number of us write because we love to and don't need an extra push to keep going, but not everyone feels that way. Even those of us who do appreciate the validation. Besides getting questions answered, you can make a writer's day. It can become frustrating to see that your story views are going up, whether it's by a dozen hits or a few hundred, and only a handful of people have anything to say about it. How would you feel if 500 or more people looked at something you worked on and only 3 or 4 had an opinion they felt was worth sharing? It may make a writer feel their work isn't good enough to elicit a response. If something is lacking, say so (preferably on that chapter). If you love the story, respond. Even if you don't have anything more to say than that you're enjoying the story (or not) and you're looking forward to the next part, making a comment is better than the author feeling like the majority of people don't care one way or the other. It takes a brief amount of time to leave a review, a few seconds longer than it takes to hit the link for the next chapter. Yes, this counts for completed chapter fics.
