Katniss has two problems. eta- How does she payoff her debt for the bread? le- How can she get him to stop proposing to her? Solution- offer to marry Peeta to help him and pay him for the debt she owes him while getting Gale off her back. Simple, right? WRONG!

Katniss Everdeen, victor of the 66th Annual Hunger Games at age 12, has trouble adjusting to Victor life, and dreads the quickly approaching 71st Hunger Games, where Johanna Mason has vowed to volunteer to avenge her sister. Finnick Odair, the Victor of the 65th Hunger Games, is beginning to fulfill his "duties" at the Capitol and can slowly feel his sanity slipping away.

Panem is at war with the Hybrids, creatures created in the laboratory by the Capitol. After the war is over and a treaty is made and the nation must learn to live with the Hybrids as allies. As the 74th Hunger Games approach, the idea of a free Panem is mere wishful thinking, but there are some who wonder how a country can recover from so many years of brutal dictatorship.
