Picard volunteers himself along with two crew members to go on a goodwill mission to a planet considering joining the Federation. But the mission is not what he bargains for.

When the stakes are of the highest order, everything comes into play, and nothing is assured. Love, loyalty, betrayal, morality, duty. The needs of the many turn on the lives of the few.

Captain Picard is having a hard time dealing with the impending departure of his CMO after 'Nemesis'. His new counsellor is wondering why, and asks Crusher to shed some light.
