because of garps influence he can immediataly make anybody but criminals into marines as long as he gives a report and background check within 2 weeks. He also has the ability to give them ranks of his choosing as long as he doesn't immediataly rank them too high. He is able to ignore any demands except for that of a vice admirals or higher

He is allowed to get away with insubordination 3 times before garps influence will no longer help him.

Luffy had decided that for 6 months he would take a vacation at his home island and then go out to sea and recruit his own marines.

Luffy got to see dadan again and she cried that he was the only one who visited her

He even gave her the 20 million berry he saves this last half a year

She used it to create a self sustaining farm and housing for her family.

He had asked makino on how to talk to girls since he never really learned that aspect of how to socialize.

She was suprised but was very willing to help him. She would tease him and question why, of course.

Garp was able to visit and talked to luffy " So your saying that everybody around you passed out? " garp asked and Luffy nodded

" I had hoped you didn't have that, Its the third type of haki I told you about " garp explained everything about It

" I see, why didn't you want me to have it? " luffy requested an awnser

" Because, Its most likely the government will go after you, I simply ask that you hide it unless necessary, Okay Luffy? " luffy nodded

6 months later

luffy was 17 years old and walking to the port.

Luffy was wearing ( Google " ask marine straw hats ) a marine suit with his shirt closed and his straw hat on his back and slightly more muscular then the fanart I referenced

He was 188 cm aka 6.16 ft tall ( Robins height )

He saw garp with 2 girls walking towards him

One was a blue hair girl who gave him an appraising look and ann

" LUFFY! " Ann yelled as she ran to him and gave a hug, Luffy smiled " ANN! "

Balloon flew down and cuddled his back

" What are you doing here!? " garp awnsered for her " I brought ann who is rank: seaman first class and this girl * he pointed to the glasses girl * tashigi, rank: master chief petty officer to go with you on your journey. "

Luffy looked at ann and spoke " Good job getting to first class ann * she smiled ( ps she's in typical marine clothes but no hat) * I am glad to have you join my crew But... Grandpa, I told you that I wanted to find and gather a crew of my own, Not be assigned to a predetermined squad "

Tashigi got a tic mark ' So he doesn't want me on his crew '

Garp said " Trust me she will be an asset and I am sure that If you found her on your own that she would have joined eventually " he gave a smile

" Nice to meet you tashigi But I want to know, Do you want to join my ship or Is this simply a decision outside of your control? "

Tashigi gave a questing eyebrow but awnsered " I am fine here, I just want to be a marine * luffy was about to say something * But I can not get a read on you, so I would like to challenge you to see for myself If you are somebody I can work under "

Luffy smiled " Sounds good tashigi, would you like to make a bet too? " she gave a glare and spoke " If you lose I want to be promoted to commander " ... " Alright then If I win you have to do 5 things I tell you to do" she glared at him further " Deal "

Garp spoke " Tashigi I will leave the village in 3 days, If you don't join him then I will be here." he leaves

Ann hopped on balloon and flew to the sky to watch the fight

She pulled out her sword and ran at him as he blocked with a finger, she wasn't suprised due to his grandfather but continued attacking with precise and clean strikes but he kept blocking with a single finger until she yelled " STOP LOOKING DOWN ON ME " and attacked wildly and uncleanly as luffy used a rankyaku shocking her as it knocked the blade out of her hand and then planted his fist into her gut knocking her down

" I dont look down on you tashigi, But I felt the need to see how strong you are. You are demoted to petty officer. " she gave him an angry look and spoke " Why because I can't fight a captain, Because I am a woman!" She was about to go on but he interrupted her " NO! The ranking system is not accurate, In the new world a petty officer is as strong as an east blue captain, Trust me, whoever you met so far in the east blue was ranked wrong"

She was a bit suprised but still looked at him angrily

" My first order * she tensed * tell Me your dream "

She was confused but awnsered regardless " I want to make sure that all of the meito are In the hands of good people " he nodded and spoke " Thats a nice dream, I will remember to help, If I see one of those swords, My second order, You will train alongside ann once we have a bigger crew" she was suprised and lost her anger

" Third, Never doubt your gut, and follow your passion "

She wiped a tear in her eye

" Fourth order, Know that no matter who you are, A man, a woman or even an animal, Anyone can do anything so you are ordered to never judge somebody including yourself based off gender or species " she smiled and almost cried ' He doesn't care, He approved of my dream '

She spoke " T-thank you , What is the fifth order? " ... " Thats a secret, for now " she was worried but just hoped for the best "

Tashigi and ann had to get used to sailing with luffy

He got up very early and worked out in the gym and would go take a shower afterwards, but he would walk through the ship shirtless showing off his 8-pack and body, he saw tashigi blush and look away from him when he looked at her and walked up to her " Are you alright " as he held his hand to her head " It doesn't seem like you have a fever " she blushed alot and said she was fine before leaving

( Luffy is smart on this fic, he knows she was looking at his body, and he isn't afraid to flirt or tease or even show off, He wants to be someone that everybody likes, including the girls, even if he isn't actively looking for a relationship with a girl, he knows that looking good and talking smooth boosts how much someone might like him, he didn't care for sex personally but he knows that's a way to get closer to somebody, makino wouldn't tell him anymore then that. So he ended up talking to a few villagers and even ended up losing his virginity to a young woman who wanted to " teach him how to please a woman " making him understand why people like sex so much, It was a repeated thing, and he ended up being somebody that quite a few girls went after, and he liked making them smile or moan ( because that meant they felt good ), no one really wanted a forever relationship, But he would be the best night ever for many of his home towns woman, even a few nobles ( he views sex as something a person does with somebody they like and want to please, he doesn't understand that its supposed to be a 2 person only thing and meant for people already in a relationship, makino had told him that It would normally be a later step in a relationship however it isn't always that way. He misunderstood that sex didn't have to be in a relationship or out of it, and that if he was in a relationship then it would be later, makino explained to him how relationships work but avoided the sex talk which is half the reason why he misunderstood so much, the other half were all the married or single woman who had flings with him, PS he may have had sex but he never kissed them, He was told by makino that a kiss was very special and should only be done with somebody he views as more then a friend, And a girls first was even more important and should be considerate of the girl he Is with )

After working out and taking a shower he would make breakfast at 8-10 Am, It wasn't anything special but It was good none the less, ann didn't hold a official position but is temporarily filling the role of navigator/helmsman, tashigi did the chores.

Luffy wanted a small ship ( same size as the going merry ) for the east blue so he could Make his own ship once he reached water 7.

His current ship looked like an average marine ship except there were only 2 sails and the sides were painted blue and black

Luffy had his own room that had a nice queen sized bed, on the side was a desk with a den-den mushi and a lamp, surrounded by scattered papers

There were 11 rooms

Luffys captain quarters and bedroom, 2 in use bedrooms that held tashigi and ann, a gym, the kitchen, 3 bathrooms, 1 huge closet/storage and 2 unused bedrooms, The bedrooms can each comfortably hold 3 people If needed. And Balloon just slept on the lookout tower

' Should I offer one of the devil fruits? ' luffy wondered as he took a shower

It was light out so you would not be able to see If a rooms light was on. Tashigi tried to open a door but it was locked when she heard ann say " Occupied " and left to another bathroom and opened the door, she saw luffy soaking In the shower, his abs and chest, his chest scar, his long and strong legs and his pen-" IM SORRY " she bowed and looked at the ground to avoid looking at him anymore " OH Its fine, I don't mind " luffy said

' he doesn't mind PHEW ... Wait, he doesn't mind that I accidentally walked in or does he mean seeing him naked...' she saw her blood drop onto the bathroom floor and blushed red and ran out to wipe her nosebleed in the next bathroom. She ignored any of her feelings of lust and desire by taking a cold shower

Later luffy walked out in just a towel, he had forgotten his clothes so he had to walk to his room, ann walked by and blushed, he looked at her and had a tinge of red appear on his cheeks

A few minutes ago she had left the bathroom and was wearing her Canon clothes, she thought she would go on a ride and climbed up to fly on balloon for a few minutes, balloon saw another bird carrying what looked like stolen chicken and his eyes turned into meat ( panda bird is omnivorous ) balloon flew high speed towards the bird and crashed into it dropping her into the ocean, she had been able to get on board but her clothes were wet and semi see-through, she saw luffy half naked looking at her and blushed

Luffy saw her dripping wet blue hair and her body through her wet clothes and thought ' She Is beautiful ' but he realized he said that outloud when she blushed, she ran to her room embarrassed. And he just kept walking to his room.

tashigi saw the whole thing and wondered ' Is he always like this? ' ( she is referring to him casually saying or doing things that make her or ann blush )

2 days later

In the early morning ann thought ' This time I'll tell him ( she has tried before but It went wrong ) I'll confess ' she walked to his room.

Luffy was in his marine outfit and was planning his course In his room when balloon started squawking ( balloon is the lookout)

He ran upstairs and met with tashigi and ann, they saw a ship being attacked by a pirate ship

Luckily it seemed that the ships weren't damaged, Luffy ordered " Ann anchor the ship when you get within 15 feet, balloon help her defend the ship, Tashigi your with me " she was about to ask a question but he swept her up by her legs asking her blush as he used geppo to get to the ship as she just kept blushing until he set her down

A few pirates turned around " what was that noise? WHO ARE Y-" tashigi used the back of her sword to silence him as luffy ordered her to take down and capture the pirates, he found and dispatched several pirates and located the civilians, he told them to calm down and just hide their until he came back.

He walked back to tashigi and saw her about to knock out a pink haired boy and blocked her " Tell me kid who are you? "

Tashigi was frustrated and the boy panicked " I-I am coby, I'm not a pirate i swear" he gave them his story

" I am sorry coby, I am a marine and I have a number of dreams, I would gladly die for them and now one of them Is to free you " luffy smiled

Coby teared up ' what-what an incredible guy '... " M-mr ... " ..." the names luffy " .. coby started again " Luffy-san D-do you think that I can be a marine too. "

" I have no idea but, If you work hard enough then anyone can do anything " he smiled and turned towards tashigi.

Luffy spoke up " tashigi, well you sail with me I want you to forget your lessons from the marine training facilities * she was confused * not all pirates are evil, most pirates are victims to circumstance or simply were misunderstood and had innocent goals, hell I almost became a pirate myself * she made a suprised noise *, pirates are not all bad just like marines are not all good " 'What does he mean?' " Wha-" they heard a loud crash and saw " OH my God she's huge " luffy said making coby pale

Alvida didn't hear him " OH look a marine, ( she didn't see his rank ) tell ya what, I will let you live and even join my crew, But you must tell me, Who is the Most beautiful In all of the seas!? " ... luffy spoke " Well i would have to say either tashigi * tashigi blushed and thought ' Nows not the time!'* or ann, coby what do you think?" Coby automatically responded " Lady alvida Is ... * coby remembers luffys words " I have a number of dreams, I would gladly die for them " * Lady alvida is... THE UGLIEST NASTY OLD HAG OF ALL! "

Tashigi held back a chuckle and luffy laughed " HOW DARE YOU!? " Alvida slammed her mace towards coby but luffy threw his fist forward

" BLACK SHIGAN FIST " ( black as in armament haki and please comment down below whether I should keep the name or call it black jugan ) his fist smashed into the mace instantly shattering it into a million pieces. Alvida was scared " It must be one of those devil fruits " ... " Sorry ma'am well those are real, I don't need one to do that " he punched her in the gut and tied her up

He tied them all up and paged for someone to pick them up.

I just realized that in the anime alvida is on a ship, well in the manga she is on an island, how weird

" so coby * coby looked at him * Would you like to join my crew? * Ann and tashigi smiled as coby teared up * Y-YESS, THANK YOU SO MUCH. "

They headed to the next island which happened to hold a marine base which would allow coby to become official, they would be there in about a week, coby was the temporary choreboy

Luffy rose from bed before the sun even had a chance to, and went to the gym

Luffy was on his 8,731st sit up as coby, ann and tashigi came in

Tashigi put her glasses up and blushed, ann couldn't help but stare at him and coby was admiring his will power and strength, coby tried to do the same but couldn't go beyond 10.

He finished his 10,000th sit up as got up showcasing his abs and muscular frame soaked in sweat and muttered " Well I did a set of 10,000 push-ups, sit-ups and squats, I guess I can take a shower now " coby wondered what somebody had to do to get so strong and even more so, How did he get those scars?

Ann definitely liked getting to see her 2 year long crush working out, but she had been frustrated, every time she works up the courage to ask him out, he has to do something really cute, hot or important.

Tashigi was getting Sexually frustrated, She began to like luffy as a respectable person, he was smart, strong, handsome, kind, etc but oh my God ... is he aware of how much he shows off his body... she has ignored those urges and even neglected relieving herself as she didn't want to think of her captain in such a way.

Luffys routine had 7 hours of sleep, 2 hours of meal and bathroom breaks, 10 hours of working out, 4 hours of planning and business and an hour to get to know his crew.

While working out he will hold on to 1 ton as he will do 10,000 push-ups, squats, and sit ups and then take a small break, He will repeat the process and do various other exercises, at the end he will stretch.

Coby saw him stretch and was shocked ( luffy stretched like inosuke ) " HOW ARE YOU SO FLEXIBLE!? "

Luffy looked over and simply said that he's always been super flexible and good at stretching, he yawned as it was early morning and you could hear his arms, shoulders and sides crack as he stretched 1 more time, he lunged and cracked his foot, knee and hip.

Coby tried to stretch and touch his toes but he had accidentally cracked his back " Shishshi, you sure are like an old man * coby facepalmed and teared up * But that just means you have room to improve, I want you to join In once I start training everybody " luffy smiled

" HAI SIR " coby saluted

A few days later

Coby and ann sweatdropped while luffy held back a laugh and let out a few snorts. As usual tashigi did something clumsy

she was a very clean and proper woman, she was surprisingly bossy when it came to keeping the ship clean and organized which luffy backed her up on even though he was the worst, even though she acted like that, she was very clumsy, she had broke 3 different pairs of glasses in just the last 2 days, luckily she kept at least 30 at all times, this time she had just finished reading a list of things for coby to do, when she fell backwards, unsheathing her sword as it fell and pierced the wooden floor, and she fell into luffys arms making her blush and luffy to laugh at her while Coby said in monotone " I'll fix It "

Later

Ann was a smart woman, she was cheerful and was a natural at most things she did, but for the life of her she was not good with the man she liked.

she was looking out into the distant sea, her elbow was on the fence holding her face up as she fell forward and almost fell off the ship but was able to keep herself up

Luffy was on his way to his room when he saw her fall and was about to help her, but she was fine, Instead he got a nice view of her cyan skirt on her back and her blue/white striped panties, she realized he saw them and blushed and ran to hide, she accidentally knocked coby into the kitchen as he stumbled back into the dishes and broke a plate.

Poor coby, he may be a marine now but he's always stuck with the work. Still a chore boy.

They had arrived at the town

Luffy was wearing his marine outfit.

Luffy asked tashigi who the captain of this base was and she said Morgan, everyone around them seemed scared which confused tashigi but made luffy angry.

Luffy asked ann, tashigi and balloon to dock the ship.

Luffy and coby reached the base, luffy saw a girl climb a latter inside and watched with coby

Luffy saw her run up to a girl with a green ponytail ( pick a fanart and go with it ) she wore the cannon clothes but the shirt was open and her bandages held her breast. And her green kerchief ( like his canon bandana but it is open on the back for her ponytail )

Luffy saw some more marines enter and throw the girl outside, and counted several signs of marine insubordination and corrupt activity

" Nice to meet you Zora " zora looked at him and gave a nasty glare " No worries, I'm not with that trash, I wanted to ask, If I release you, would you join my ship?" Zora denied it as she had her own dreams and asked for the rice ball, luffy fed her.

Later, luffy was tracing his left eyes scar with his finger as he spoke to the little girl and told her about how much Zora liked eating her rice ball.

Tashigi and ann arrived and told luffy that balloon was watching the ship.

Luffy asked " Hey could you tell me why Zora is being held? " the girl told the story

Tashigi was horrified ' could marines really do that!?... is this what luffy meant by, marines are not all good,' she grew disappointed and doubted her idols

Coby was shocked and ann knew all too well how things are different from what they appear to be.

Luffy approached helmeppo " Excuse me did you just say that Zora is to be executed in three days, wasnt there some sort of promise? "

Helmeppo looked at him " OH hello, you must have stopped by, you must know how stupid people can be, He actually believed me when I said that to him " luffy gave him a glare " Hey whats that glare for!? Do you want my dad to punish you!?"

Luffy stepped forward and uppercutted helmeppos jaw so hard that it evened out, the marines yelled at him "WHA-*luffy interrupted and spoke* I am captain rank and I demand that you confine this man right now, I will remove your current captain from this base" they looked on in suprise but did what he said.

" Coby, tashigi follow me, ann find Zora swords, take helmeppo or a subordinate with you, they will know where they are "

Coby and tashigi yelled " HAI SIR" while ann simply said " See ya soon "

Tashigi, coby and luffy went to the court and saw Zora.

Ax hand Morgan arrived and was pissed

Zoras eyes widened " KUINA!? " Tashigi looked at him " Who? " she was suprised and trying to process as tashigi explained the situation and Zora realized it was some kind of coincidence.

" Captain Morgan right? Your pathetic, How did you even become a marine? "

" HOW DARE YOU DEFY ME!? I AM THE GREATEST MARINE CAPTAIN IN THE WORLD "

" Are you sure!? Huh Morgan, I have seen petty officers more impressive then you, your the best marine In your own little base, I heard your greatest feat was defeating captain kuro, well I've seen his brother, a man stronger than you, I know that his brothers death must of been false information " Morgan was livid

" KILL HIM! " he ordered, but most of the marines just held still so he gave another order " KILL HIM OR KILL YOURSELVES! "

" Tashigi shield coby while he unties Zora, ALL MARINES LEAVE THE PREMISES AND AWAIT MORGANS DEATH! "

38 of them stayed in fear of Morgan, 9 immediataly ran out of the base and only 3 attacked luffy

Luffy spoke to Zora " Tell me what do you want to be? " 3 swords were thrown to Zora as she was freed and immediately knocked out the 3 swordsmen " I WILL BE THE WORLDS GREATEST SWORD USER, YOU BETTER NOT GET IN MY WAY! " luffy smiled and tashigi seemed to like her dream

Luffy grinned " I'll need at least that much If I want to make my dreams an reality "

Zora was suprised that luffy didn't laugh or deny the possibility or even look away and put up a fake supporting smile, it was genuine belief and support.

" But If your really want to become the best, then I can help you, Tashigi a sword please, * tashigi gave him her sword * I am not a swordsman, however I do know how to use one, I promise that If you follow me then I will help you become the best" Zoras eyes rose in question

Luffy spoke " EVERYONE DOWN! " he warned, he knew that only the people who underestimated him and were enemies would ignore his order. He unsheathed his blade " BLACK RANKYAKU BLADE" he literally made a giant energy blade that Morgan was unable to block as it broke through the 3 enemies swords and through morgans axe cutting that arm off.

Zora and tashigi were in awe ( tashigi knew he was strong, but not this strong )

Morgan screamed in agony and rage as he charged luffy, Luffy backflipped and used an upside down geppo with haki right in Morgan's face breaking his jaw and rattling his brain, knocking him out.

A marine subordinate put a gun to cobys head and demanded " LET ME LEAVE AND ILL RETURN HIM ALIVE! " but coby yelled " LET HIM KILL ME " as tashigi cut the man down, and saved coby

The marines cheered as luffy walked to Zora and held his hand to her.

Zora flashback

It was mostly cannon but the end is different

They used real swords and clashed, Zora lost for the 2001st time, " DARN It's so frustrating " Zora said as she raised a sword to the sky and covered her tear filled eye's.

Kuina crouched " I know, Its gonna get worse, when girls get older they become weaker then the boys, pretty soon we will be the weakest, " Zora interrupted " It doenst matter, I will surpass you, I WILL surpass all men I WILL BECOME THE BEST "

Zora raised her hand and shook his " All right I'll be a marine, I give you my word, But hear this, If in any way you get in the way of my dream I will make you commit Seppuku! "... luffy looked right into her eyes " You'll need to tell me when I've done such a thing, But I promise that If you tell me too, I will commit seppuku "... " I wont take that promise lightly, Captain" Zora fell and luffy caught her and carried her piggyback style embarrassing her. Tashigi same over and asked " Um so luffy was he really the same rank as you? He was so weak " the soldiers sweatdropped at the fact that these people could call Morgan weak. Zora was suprised since she thought he was at least a vice admiral, ' marines must be stronger then I thought ' luffy explained " Well the ranking system Is different here then in the new world, and I meant It when I said he was no better then a petty officer, and that you are just as strong as an east blue captain " she smiled.

ps I just want to say that in Zora's mind, even if she has to do some stuff that waste her time, she knows that she'll still fight potentially strong opponents and that she has a chance to recieve new levels of training.

They were eating at the restaurant that the little girls family owned

" Thanks! that was delicious " Zora sighed

The owner spoke " I would hope so, you know I meant It when I said I would give It to you for free "

Luffy replied " Yeah thanks, but I'm good I have the money "

Tashigi spoke " so not only did Luffy carry you here, he also payed for your food " Zora blushed and was a bit frustrated

" I think Its fine, thats the price I have to pay for having the future best swordsman in my crew " luffy said making Zora smile

Zora asked " So whats next? "

" Well we will patrol island to island until we reach the grand line. "

" GRANDLINE! * Coby shouted * THERE ARE ONLY 6 OF US, ISN'T THAT THE SAILOR'S GRAVEYARD!? "

Tashigi spoke " COBY! relax " he took a breath and luffy spoke " Not really, In the grandline the entrance is called paradise because It Is easy compared to the new world, I've sailed there before, If you really want to chase your dreams and become a great marine then thats the place I would go " cobys eyes widen

" luffy we haven't known Eachother for long but we are friends are we not? " luffy nodded " you are the first real friend I have ever had, no one ever stuck up for me... Even I wouldn't stick up for me, but the three of you... you taught me to fight for what I believe In, THANK YOU!. Thank you for being such a good friend, and inspiring me to chase my dreams, I am proud to be your subordinate, I will help you achieve your dream and I, one day will become a admiral, I PROMISE, I WILL FOLLOW YOU ANYWHERE! I WILL HELP YOU TOO REACH OUR DREAMS!"

Everyone smiled " Good coby, Thats exactly what I expect from you " he got up and left

Luffy went to the top of the marine base and into the captains quarters

He called somebody on the den den mushi

" Huh!? Who is this and how did you get my private number!? " luffy chuckled " Hi grandpa Its me * garp relaxed * I found 2 people I want as marines "garp nodded and talked " Alright what can you tell me about them "

Luffy told their stories " Coby has good spirit and great potential, I wouldn't be suprised if he one day becomes a captain or even more, Zora is considerably strong for somebody In the east blue, If she gets proper training I believe she could be one of the best "

3 days later

The crew boarded the ship as the marines from the base arrived

There were various shouts but they all asked one thing " LET ME FOLLOW YOU INTO THE SEA! " they had all wanted to join luffys crew

Luffy refused and said " Sorry but I only recruit the best " the marines were disheartened but supposed It was charma for never going against Morgan, coby sweatdropped and luffy noticed and spoke up " Coby you may not be the best yet, but you will be " coby smiled

They left the island
