Deep in another world, there is a student dorm for monsters who attend the academy. In this dorm, a certain student walks through the halls on his way to the cafeteria to meet some friends of his. Wearing only his pants, a white buttoned shirt with the sleeves rolled up, and his signature scarf wrapped around his neck. As he walks through the dorms, a familiar face walks towards him and calls him, wearing a casual dress under a white buttoned blouse.

Moka: "Natsu, good morning! Are you heading to the cafeteria as well?"

Natsu: "Yeah! I thought that I could go early to get all the good food before it's gone!" His stomach then starts to make a loud rumble that they both hear.

Moka: "Well, we better hurry up then!" As they both walk side by side, Moka glances at Natsu and notices the scarf around his neck that he always seems to wear. She was always curious to ask Natsu about it, and now is a good time to make small talk while they walk to the cafeteria.

Moka: "Hey Natsu, how come you always have that scarf on?"

Natsu: "..."

Moka: "It seemed really important to you. When we were in the swimming club, you threatened those two girls when they touched it."

Natsu: "...someone really important made it for me, before I left and came to this academy. I wonder if she misses me?"

Moka didn't want to pry into Natsu's past or his life before Tsukune and her met him. But she trusted her hunch and asked if he would tell her or refuse to answer.

Moka: "She?"

Natsu: "Yeah… my earliest memory was when I was just a kid. She took me in and taught me everything I know now. We lived pretty isolated, away from any humans or monsters, deep in the mountains."

Moka: "You must be pretty worried about her if you're thinking about her so much, if I didn't know any better, you sound like a little kid missing his mom."

Natsu: (A mom, huh…) He pondered about Moka's statement for a while, thinking if that were actually the case. "Hey, isn't that Tsukune over there?"

Moka looks to where Natsu was pointing at and makes their way to him, while Tsukune was in the middle of a conversation on a payphone.

Tsukune: "...Yeah. Yeah. Okay… we'll then I'll keep in touch!" As Tsukune hangs up the phone, Moka gets behind him and whispers in his ear, scaring him instantly.

Moka: "Did I scare you Tsukune?" she and Natsu chuckled from Tsukune's reaction.

Tsukune: "Moka, Natsu, what are you guys doing here!?"

Natsu: "Well I was headed to the cafeteria until I bumped into Moka on the way there, and then we saw you here."

Moka: "Would you like to join us, Tsukune?"

Tsukune: "O-Of course!"

The three then continued to walk to the cafeteria, with Tsukune appreciating Moka in a casual dress for how cute she was.

Moka: "Just now… was that your mother, Tsukune?"

Tsukune: "Well, yeah…"

Moka: "That's so sweet. Someday I'd like to go to your house and see what it's like!"

Natsu: "Me too! I've never seen other humans besides Tsukune."

Moka: "Oh… but maybe it's impossible. We're different from your family and yourself, since we're not humans…"

Tsukune: "Nonono! It isn't like that! My parents would be so pleased to meet you two!"

They finally arrive at the cafeteria and take their seats together with their plates of food, with Natsu's having a little more than it should.

Tsukune: "You know… it's kind of like everything has been going too well for me. I'm almost scared. Because at first I didn't know how it would turn out. But… I was lucky to be able to get closer to you Moka! And Natsu and everyone in the club is really kind to me. I'm really glad I entered this academy! I'm sure everything will be alright now, and I'll be able to continue to have fun with everyone until we graduate!"

Moka then looks at Tsukune with concern, while Natsu stops to stuff his face with the cafeteria food with a smile on his face.

Natsu: "You'll be fine Tsukune! You've got us, remember? I'm sure it'll all work out!" He says with a mouth full of food and then continues to eat.

Moka: "Oh yeah! We're handing out the newspaper we all worked hard on later today, right!? Since everyone worked the hardest they've ever worked on that newspaper. Wouldn't it be great if a lot of people read it!"

Tsukune: "Yeah…" He then notices while Natsu was finishing his meal, Moka had barely touched hers. "Hm, Moka, it isn't like you to leave food behind. I'm sure today will be tough on you if you don't get enough energy!"

Moka: "Yeah, for some reason I don't have much of an appetite. I guess I haven't been feeling very good."

Tsukune: "Wha… Are you okay?"

Natsu: "Oh, I bet it's because you haven't sucked Tsukune's blood in a long time, right Moka?"

Moka: "That's it!" Moka's expressions lit up in joy while Natsu looked at Tsukune with a sly smirk.

Tsukune: (What the heck Natsu!? I was hoping that Moka had forgotten that by now!) He turns to see Moka eyeballing his neck and instinctively covers it up.

Moka: "Tsukune, let me suck your blood!"

Tsukune: "N-no way!"

Without a moment's notice, Tsukune quickly got up from his chair and ran away from the vampire. Moka then follows suit with Natsu chasing them as well, taking his food to go.

Moka: "Wait, I promise I won't drink too much. Just a sip!"

Tsukune: "Nooooo!"

(School Gate)

Moka: "We're the Newspaper Club. Please take a copy of the school newspaper we made!"

Yukari: "The case of the disappearing female students…"

Kurumu: "As well as many other happenings and news about the academy are written in here!"

All three: "Thank you very much!"

As the Newspaper members pass out the articles, the students, especially the males, quickly make their way to take one from the school's beauties. The numbers of the male students quickly overwhelm them as they hand each newspaper out, savagely taking them. As they handed more newspapers to the students, Kurumu happily hugged Natsu in celebration of the fast selling articles.

Kurumu: "I'm so happy our newspaper is a big hit, Natsu! I love you!"

Natsu: "What does hugging me have to do with the paper?"

Kurumu: "What's the problem, you are mine after all!" She then hugs Natsu tighter, squeezing her breasts to his head. "After you confessed your love to me that day, I can't help but hold you so close to my heart!"

Natsu then felt a wave of jealousy coming from the crowd of male students who were watching them, with a few broken hearts in the process.

Tsukune: (You guys are way too close!)

Yukari: "Hyaaa! I'm scared, lolicons are scawy!" Yukari then gets swarmed by different male students, getting a little too close for comfort. She quickly escapes from the students and runs in fear from them.

Tsukune: *sigh* (But… I'm glad. It looks like our newspaper is really popular! I'm really glad that things are looking better for us now!)

The gang then continues to pass out more articles to the public without a care in the world. But unknowingly to them, a strange figure with long black hair and dark sanpaku eyes looms over the gang in the distance with the newspaper in hand, taking a quick peek at the main article and disappearing into the mist.

?: "What… The Newspaper Club?"

Sanpaku Eyes: "Yes sir! They appear to be currently in the process of distributing their newspaper in front of the school gate. Naturally without our permission I might add."

The strange figure with sharp, slanted eyes kneels in front of another figure with long white hair holding the same newspaper, particularly focused on the main article about Ishigami and the missing girls incident. He crumples up the newspaper in frustration and tosses it aside, then turns away from the figure with the sanpaku eyes.

?: "The Newspaper Club… so it's that gang again! Disregarding us and acting like saviors of justice. Those scum! Keito, gather the others at once, I believe it's time to remind those fools who the true guardians of justice are in this academy."

Keito: "Yes sir, as you wish."

(School Gate)

Ginei: "How's it goin'? Are you giving out lots of copies?"

Tsukune: "Oh, Senpai!"

Ginei: "Ohh, looks like it's a pretty big hit, eh!? We're gonna need to start charging for these."

Moka: "Ahaha, we've already passed out half of them! It really makes me happy!"

Tsukune: "Speaking of which, why don't you help us out?"

Ginei: "Yeah right, don'cha know boring work like that is work for the underlings!" he waves his hand around with a curt grin.

Tsukune: "What!? Boring work!?"

Natsu: "Underlings!?"

Yukari: "That's because the only thing he's interested in is H stuff! Just like a stray dog during mating season." She chuckles to herself as Ginei flinches from the comment and faces her.

Ginei: "As if a flat chested girl like you was good for anything other than badmouthing people!"

Yukari: "Hey, I happen to prefer being flat-chested!"

Ginei: "Then why don't you put some band-aids on those mosquito bites?"

Yukari: "That's sexual harassment!" She takes her want out and summons a wash pan, falling on Ginei's head as he bleeds from his nose.

Natsu: "Hahaha, serves you right!"

?: "Move, you're blocking our path. Make way!"

The gang then turns their attention to a commotion in the crowd of students making their way towards them.

Short Yokai student: "What's going on?"

Shy Yokai student: "Oh crap, it's the black shirts! What are they doing here?"

Slick Yokai student: "It's the Academy Public Safety Committee"

The Public Safety Committee finally made their way to the Newspaper stand as the girl with the Sanpaku eyes, Keito, is accompanied by their leader and all of the lackeys. The leader had long, blond hair all combed back, short eyebrows, pointed ears, and wore a long, black coat along with the safety commission uniform.

Kuyou: "I am Kuyou, the manager of the Public Safety Committee. I am pleased to make your acquaintance." He introduces himself as he gestures a gentleman's bow.

Natsu: (Public Safety Committee? These guys look like bad news already.)

Moka: "Public Safety… so you're the ones maintaining the peace of the academy? What can we do for you…"

Ginei quickly slips in front of Moka, guarding her from Kuyou as he picks up the latest newspaper, skimming through the articles.

Moka: "Gin-senpai?"

Kuyou: "Huhu, so you're the newspaper club. Well, your work here is quite good… However! Who gave you permission to hand out newspapers with these contents? We don't recall having inspected these!"

Kuyou swiftly kicks the newspaper stand and sends the articles flying all around as the gang flinches in fear from the sudden attack.

Kuyou: "Don't you understand that it will cause problems for us!? When a club like yours selfishly does whatever it wants and it disturbs the peace and order of this academy!"

The public safety committee members follow suit of Kuyou's example as they start to empty the boxes full of newspapers and destroy what's left in the process.

Tsukune: "Wha...wait!"

Kuyou: "We're the ones protecting the peace at this academy, do you understand!? If you are going to do anything inside these school grounds, you need to get permission from us without fail! We will continue to severely crackdown on any unapproved activity in the future!"

Natsu: "!"

Natsu balls his fists and walks straight at Kuyou, who takes notice of his presence. As Natsu gets close to him, Ginei intercepts and tackles Natsu to the side and pins him down with Natsu's arm behind his back.

Natsu: "Ginei! What the hell!? What are you doing?!"

Ginei: (I'm trying to save your life, you idiot! Stay down.)

Kurumu: "Hey st-stop it! All we were doing was just passing out newspapers!'

Ginei: "Kurumu wait! You'll only provoke them!"

As Ginei tries to stop Kurumu, Keito intervenes and spits a white thread-like substance onto Kurumu's wrist.

Kurumu: "What is this, it's like a sticky thread?"

Keito: "I see the newspaper club is filled with lowlifes, just like always. What a dumb, slutty airhead. The Newspaper club hasn't changed a bit from last year as well."

Kurumu: "Who are you calling slutty?!"

Tsukune: "Last year?"

Ginei: "..."

Keito: "Don't think that you can keep disturbing the peace at this academy! Keep this in mind, if you ever do anything without our permission again… we're not going to let you off so easily!"

Keito then begins to stomp and jump on one of the newspapers like a puddle on a rainy day, all the while Kurumu watches in anger and hopelessness. The public safety committee began to take their leave, leaving the newspaper club defeated in a losing battle.

Kuyou: "Keito… "

Keito: "Yeah?"

Kuyou: "I want you to keep an eye on them… see how those little journalists respond to our message…"

The crowd of students murmured among themselves in fear as the committee was well known to discipline any student who even thinks of stepping out of line.

(...)

Moka: "Kurumu, are you ok? That stuff looks sticky…"

Kurumu: "Yeah, but I can't get these weird threads off…" she pulls on the thread only to stretch it farther like pulling on putty.

Yukari: "Horrible" *sniff* "Who were those… those fascists?"

Ginei: "The Protection Committee of Yokai Academy, whose job is to keep the peace inside this academy. They enforce the rules and subdue troublemakers… which at this school often requires 'force'." Ginei stretched on the word troublemakers, which he was referring to the group but to Natsu specifically, as he was the one that got into fights with the other students the most.

Natsu: "But they're supposed to protect the peace here?! They're the ones that attacked us in the first place, we were defending ourselves until you got in the way!"

Ginei: "And that's exactly the problem. You see… they've gone corrupt. Turned that whole group into a yakuza gang that threatens the students and extorts 'protection' money from them. So it doesn't matter what we do right or wrong, it matters if what they see is fit for them and only them, only from paying bribes to keep them away."

The whole group shuttered at the fear of the committee freely doing whatever they please as long as they see it as their twisted version of justice.

Tsukune: "What…?"

Moka: "That's ridiculous! They shouldn't be able to do that, especially to the students here!"

Ginei: *sigh* "There's no other way out of this, we better give in to their demands. Natsu, burn what's left of the papers and the extras in those boxes."

The whole group was taken aback by Ginei's solution to the problem, leaving Kurumu the most frustrated out of everyone.

Yukari: "Burn them?! But we've still got lots left to hand out!"

Ginei: "Forget it. Burn them, shred them, just get rid of them. Nothing good will come of picking a fight with them. We've just got to take it."

Everyone: "WHAT!?"

Ginei left the whole group bewildered of not fighting back the committee as they left him to stand there on his own. Whether or not they listened, Ginei felt the sneaking suspicion that they were gonna fight the committee head-on no matter what.

(Courtyard)

Tsukune and the others sit by in the courtyard, all gathered in one table fumbling over the committee's rule over the academy and processing their next plan of action to deal with them. Out of all the newspaper members in the table, Kurumu was the one fuming over what had happened and loudly slammed the table, shooting out of her seat.

Kurumu: "What a coward! He's no club president! We don't have to follow the orders of a wimp!" The main reason she was mad was the little comment made by Kaito, calling her a slut and airhead. "Hey… are you guys with me? Let's pass out the rest of the papers!"

Natsu: "Yeah, let's show them that they can't push us around!" He gets up from his chair, sharing the same anger as Kurumu.

Moka: "Wait you two, we should think about this with cool heads. I mean… maybe Gin has some kind of back-up plan."

Kurumu: "That guy's never had a plan for anything that doesn't wear a skirt!"

Tsukune: "Moka's right, we don't know what we're dealing with. For all we know, these guys could be really strong, more strong than all of us!"

Natsu: "That's what I'm hoping for!"

Tsukune: "Are you even listening to us?!"

Kurumu: "Oh we're listening alright, there's no way we're gonna be scared off from the likes of them, especially her!"

Yukari: "That 'slutty' remark really got under your skin, huh?" She chuckles to herself from the thought right before receiving a hit to the head from Kurumu. "Ow, that hurt!"

Kurumu: "Fine! If you guys won't help us, then we'll deal with them ourselves! Let's go Natsu!" They move away from the group and storm off before Moka or Tsukune could interject again.

(School Junkyard)

The two rush on their way to pass out the rest of the papers, with Kurumu leading the way to the entrance of the academy. Natsu with his hands behind his head with a stern face and Kurumu determined to do whatever it takes to pass the newspaper and fight back.

Kurumu: "We don't need them, we can do this ourselves… can't we, Natsu?"

Natsu: "Of course we can handle this! We don't need their help, and we sure as hell don't need that lapdog's help!" Natsu kept on walking until he turned his head and noticed that Kurumu had been silent for a while, looking down at the papers she held on to, tears emerging from her eyes.

Kurumu: "The others, they just don't understand. This newspaper… is my baby! We wore ourselves out making this paper! And we had just got them back when Nagare took the drafts! All that, just to have it go up in smoke?! Those thugs aren't going to beat me!"

Kurumu yelled with hate and anger in her voice, distressing Natsu with the last statement she had said. Natsu then turned and stopped in front of her, which Kurumu bumped into him but didn't dare to look up at him.

Natsu: "Kurumu, look at me! I promise you that we will get back at those committee members if it's the last thing we do!"

Kurumu: "... you promise?"

Kurumu was unprepared by Natsu's sudden invasion as he grabbed her shoulders and looked at her with a determined glare. That look was all that it took to ease Kurumu of her worries as she sighed in relief and looked back with confidence as well. Kurumu then gave Natsu a quick peck on his cheek and smiled cheerfully.

Kurumu: "Well, I'm at least glad that you're here with me!"

Natsu: "Y-yeah…" He looks away with a small blush.

Kurumu: "You know… I think I would feel a lot more sure if you kissed me back."

Natsu's eyes widened with Kurumu's question as he turned to face her. Kurumu looked at Natsu curiously, waiting for a response from him. Natsu thought about it for a while until he finally confirmed with an anxious nod, with Kurumu internally screaming with joy. While Kurumu was mentally preparing herself, Natsu leaned in close to Kurumu's lips, closing their eyes while he moved forward. Natsu then felt something latched onto his ankle and jerked him upward, interrupting the kiss.

Natsu: "Ah!"

Kurumu then opened her eyes as she saw Natsu had disappeared and a white clump of thread stuck itself to the box of newspapers. The thread then pulled the box upwards, away from Kurumu's arms.

Keito: "Hee. Don't make me laugh. You really are too stupid."

Kurumu: "Y… you!"

Kurumu looked up and saw Keito standing on her thread attached between two trees, with the box in her hands and Natsu dangling with his leg trapped in the thread. He holds his mouth before passing out and turning blue in the face.

Keito: "You must be a glutton for punishment, newspaper slut. I better put you out of your misery."

Keito descends from her web with her thread and the newspapers in hand. They hadn't realized that their walking had led them to the academy's junkyard, with mounds of broken and used desks and garbage bags, and an incinerator to burn said trash.

Kurumu: "H-hey! Give back our newspapers, and let my Natsu down!"

Keito: "Too late for that now. Or didn't you know…? The Newspaper Club has been targeted since last year. Ever since they dared to defy The Committee." Keito went on to explain that the club had rebelled to change the school's policy, but was powerless against them.

Kurumu: (Gin went through all of this before?! So that's why he…?)

Keito: "The only reason this school hasn't exploded into chaos is because we enforce the peace. Anyone who can't understand that… must be eliminated!"

Kurumu: "But we haven't done anything to you! It's you and that committee that attacked us without proper reason! All we wanted was to publish our newspaper! So please… just leave us alone!"

Keito stood in place for a few moments, processing Kurumu's plea as it made her furious inside.

Keito: "...leave you… alone…? Leave you alone!? Who do you think you're talking to!?"

Unable to hold her anger any longer, Keito chucks the box into the open furnace and smiles maniacally at the open flames. Kurumu stares in utter shock from the incineration of their paper that they worked so hard to make and protect. The crackling sounds of the newspaper haunted their ears as Kurumu held her hands to her mouth and teared up from its demise.

Keito: "Well! Newspapers are very flammable, aren't they? Heee hee hee hee!" She cackles as the smoke up on the chimney releases balck smog of what once was the finished newspapers.

Kurumu: "... Now you've done it."

Kurumu's words carried malice as she began to walk towards Keito, her anger slowly rising.

Keito: "We are the authority, our actions are absolute in the name of peace! You think some dumb airhead and her club are going to dare defy me!"

Kurumu: "..."

Keito: "Naughty girl, I'll give you one more chance to amend. If you want to be forgiven, you have to be obedient and grovel for forgiveness. Make the right choice now."

Kurumu: "Shut up!"

Keito: "Excuse me!"

Kurumu: "All my life I've been told by others that I'm nothing more than some selfish and childish girl, that boys have lusted over me and obey my every command. But not anymore, I finally found something in my life that's worth protecting and cherishing. The newspaper club, my friends, are very important to me! And if you take that away from me, then you got another thing coming, you hear me!?"

Kurumu transforms to her succubus form and flies towards Keito, who has not moved an inch. As Keito prepares to attack, Kurumu summons up tree roots from the ground and restrains Keito from her arms and legs. Keito quickly opens her mouth and shoots out a long white thread aimed at Kurumu's wrist, but misses as she maneuvers out of the way.

Kurumu: (I'm not falling for that a second time!)

She closes in on Keito, ready to slash and finish her off in one fell swoop. But Keito had still one trick up her sleeve as her abdomen sprouted out spider-like legs to ensnare Kurumu with her appendages. Kurumu quickly flies back and away from Keito, mentally catching her breath from almost falling for the trap. Keito then tugs forcefully at the tree roots holding her down, freeing herself almost effortlessly.

Keito: "You see, those of us in the committee… can reveal our powers in the interest of protecting the peace. We can be as monstrous as we want to be! And now, you've fallen right into my trap!"

Kurumu: "What?!"

Before Kurumu could realize what she meant, Keito jerks her arm back pulling on a thread she spat out earlier that was unfortunately around Kurumu's ankle. Keito swings her arm around her body, slamming Kurumu into a sturdy tree and quickly tying her body to that same tree. Kurumu grits her teeth in anger, struggling to free herself from the webbing.

Keito: "Heehee… no use struggling. You'll never cut through my silk. Now I'll gorge on your fluids! That's what you get for defying us!"

Keito's jaw slowly widens as her teeth sharpens, two large fangs extend out, as well as another pair of eyes on her temples, her face morphing to that of a spiders. Kurumu looks in fear shortly before looking to her side, Moka pushes Keito with both hands as she is thrusted back to the ground. They then see Tsukune and Moka to their aid, with worried looks on their faces.

Kurumu: "Moka! Tsukune! What are you guys doing here?!"

Moka: "I had a bad feeling… so we came looking for you two!"

Tsukune: "Where's Natsu?"

Kurumu: "He's up there tangled up. We need to get out of here before-!"

Keito: "You dare!?" She shoots her thread to Moka's wrist, catching her and the others by surprise. "The Protection Committee is the one and only… authority in this school! We hold the power… of life and death!"

Moka is jerked towards the committee enforcer and is faced with one of her legs close to slicing her.

Tsukune: "NO!"

Tsukune jumps in front of Moka and hugs her tightly, embracing himself for the attack. Blood gushes out of Tsukune's back, and splatters slightly onto Moka's face, speechless of his sacrifice.

Moka: "Tsukune…?"

Tsukune: "Why… is this happening… Moka? All I wanted… was to have… friends." His embrace begins to loosen over Moka as she holds his body going limp.

Keito: "When will you learn!?"

Moka: "Tsukune!"

Keito stops in her tracks as a bright light erupts from Moka, causing an aura to envelope around her. Keito then notices that the cross around Moka's neck has disappeared, and is located at Tsukune's hand. The other Moka has been released from the rosary and turns to Tsukune, setting him down gently while Keito stands there, shaken to the core from the energy of a true vampire.

Other Moka: "Tsukune…"

Keito: (What… IS this girl?! Incredible… monstrous power! Wait… my silk! It's still wrapped around her arm! That bitch is mine! Come to me and I'll suck you dry!)

Keito tugs on the thread as hard as she could, but was taken aback that Moka didn't move an inch from where she stood.

Keito: (She isn't moving?! That's impossible!)

Other Moka: "You…You did this to Tsukune…"

Keito: "!...H-hold it right there! Raise a hand against a protector and you will suffer! So let's just drop it, shall we…?"

Moka stays silent as she yanks the silk to pull Keito and sends her a left roundhouse kick to the side of her head, sending the spider lady to the mounds of trash.

Other Moka: "You have it backwards. If you raise a hand against me… you'll learn your place."

Moka snaps the silk from her wrist and dusts herself off. She then frees the others from their silk bondage, with Kurumu helping the unconscious dragon up from the ground. Tsukune himself attempts to stand up, but was offered a hand from Moka, which caught him by surprise. He takes her hand as she helps him up and carries him over her shoulder.

Tsukune: (Moka…)

Kuyou: "They beat Kaito…?"

Two of the committee members appear in front of Kuyou, recalling the events of the defeat of Kaito just moments ago. The surveillance of the committee goes to show that no one is truly out of sight under their eyes.

Kuyou: "That infernal newspaper club. Are they seriously considering going up against us again? Don't tell me they forgot what happened to their pathetic attempt last year!" *sigh* "Well, they won't have to remember anything this time. After this… there won't be any newspaper club ever again!"

?: "Heh… hold on. Protectors or not… you can't just eliminate a club without due cause."

The mysterious figure walks into the den of the committee, ever so slowly towards Kuyou and his lackeys.

Committee member: "Who are you!? How did you get past the front gate?!"

Kuyou: "!... You're…"

?: "I could just make them vanish. But… I can't expose myself at the moment. What I can do… is reveal the newspaper club's great weakness."

Kuyou: "..."

As the mysterious figure walks closer to the center of the room under the fluorescent light, the dreads of the figure begin to hiss from the exposure of light, revealing to be Ishigami.

Ishigami: "The true identity of one of its members. Tsukune Aono. I believe he might be… human."

Kuyou takes a moment to briefly take in the new information he just heard. Kuyou stares at Ishigami to see if she was jokingly claiming that fact, but her face says otherwise.

Kuyou: "Are you saying that… this elite school for monsters has been… infiltrated by a filthy human?"
