A Certain Elemental Burst

This is a story of a level 0 esper who has a mysterious thing on his right hand glove that give him a power to control 3 natural elements in the world. This story follow the railgun timeline.

1. The introduction

Hello everyone, this is my very first fanfiction of toaru series. The story has an OC and it follows railgun and index story. I might not good at making story, but I wanna try to make one if I could so here it is.

Chapter 1: the character introduction

Academy city is a landlocked sovereign city-state whose territory consists of a walled enclave within the Tokyo metropolitan Employment Area. Academy city population itself has consistently been referred to having at least of 2.3 million students and those students was called esper which is a student that participating through a Power Curriculum Program. Esper has different levels from level 0 to level 6. Level 0 means that they were the weakest esper or we could say that those esper don't really has a power, level 1 as the people who have power but still too weak, level 2 has a power that is slightly weak, level 3 could count as a normally strong one, level 4 is way more stronger than a level 3, then there is a level 5 which is the strongest esper right now, and lastly there is a level 6 which people says know as the level that is equal as a god and no one has reach it.

Among all of the student there is one of the most unique level 0. This level 0 has a spiky black slightly blue color hair, always wear a long shirt under his uniform and wear gloves that has a strange accessory on his right hand with an accessory sticking on the glove. He always bring a stick that has a button on his handle that could transform into a badminton racket and usually use it as a weapon to fight. The accessory that was on his right hand glove has 3 picture inside it, one of them has a fire symbol known as pyro, the other one has a wind symbol known as anemo, and the last one has a symbol of 3 spiky line that linked together known as electro. With this accessory, he manage to control fire, wind, and electricity at once whenever he want as long as he has this unknown thing because he doesn't know the origin of this accessory. This boy apparently has gain popularity on a rumor on academy city, this boy known as Kotaru Hikari with the title of 'Elemental burst.'
