Hello everyone this will be the begining of the story and i will follow raildex timeline as well.
Chapter 2: Electro Collision
It was 1st, July, today was the day where all esper on every school doing a System scan that was a regular city-wide testing event in academy city to determine every esper levels. The scan of each esper were different regarding all kind of esper powers to every levels, well every doesn't mean all. A director once told that every student that those with no power at all that was placed at level 0 doesn't have any power had to undergo a certain test to gauge their true level. This fact itself made so many level 0 angry for that reason that gangs of level 0's were established that create the largest gang in academy city that was known as skill-out.
However, one of the level 0 that was a student of Sakugawa Middle School was one of the most unique level 0, his name is Kotaru Hikari. He has the power to control wind, fire, and electricity but the system scan cannot even detect his power everytime he did a test on the system scan, the result will always be a level 0.
After the system scan he did, Kotaru was in the school rooftop with his closest teacher, Daigo Sensei talking about the system scan and say to him "Man, why the system scan can't even detect my power? I should be more than a level 0 not to mention how powerfull my power is" Kotaru shrugged
Daigo say to Kotaru "Well, your power is based on that thing in your glove so it might be the reason you stay at level 0. After all that thing isn't natural at all."
Kotaru is a bit pissed about it because it was entirely true while saying "it's true that this thing don't come natural as if a god give me this power, but still why can't they just give me an exception because of it?" Kotaru sighed he litteraly don't like it especially he know his power should be at least above level 1, but a level 0 which means people that doesn't have any power.
Daigo chuckling a bit then says "Even though you're a level 0, you're not an ordinary level 0." Daigo paused "Besides, even though your level is level 0, your power isn't a level 0, it might even be equal as a level 5. So you should be happy that because of it, you have the title 'Elemental Burst' and the 'Judgement Element Master (EM)' that make you popular Hikari, So cheer up." Daigo mused try to cheer Kotaru.
Kotaru just sighed and had to accept the truth again and feel happy a bit because of his title "Well, at least I am happy that I was able to protect innocent people. Well I gotta go now, I have a meeting with someone." Kotaru start to go back inside the building leaving Daigo sensei.
Daigo sensei immedieately say to Kotaru "Well, stay safe Hikari." Then Kotaru go back to his classroom and packing his bag and walk straight out of his school.
After he got out of the school, in the front of his school gate, he saw 2 girl one of them has a short hair and wear a flower headband named Kazari Uiharu and the other one with long hair and a flower clip named Ruiko he see Saten coming closer to uiharu from behind her then cry out slowly "UU-II-HAA-RUUU" and in an instant, the girl just flip the skirt of the girl with flower headband. Kotaru know what's gonna happen and he drifted his eyes away and to make sure he doesn't see the flower headband girl underwear, but the girl with one flower clip and a long black hair says "Ahh, you wear Pink Polkadot panties today eh?" then Kotaru blushed a little bit as he heard what his classmate and his friend says, then he heard a high pitched scream coming from uiharu.
There is a commotion for a moment, then Kotaru approaching them while saying "Could you sometimes not to do that especially in front of our school?"
Saten and Uiharu look where the sounds coming from, then saten immedieately saying "Hey Hikari san, how long were you here?" saten asked
Then Kotaru says while a little bit red on his cheek while scratching his cheek with his right hand saying "Well, long enough to hear you calling out uiharu and saying her underwar color." He was a bit embarrassed saying that.
Uiharu blushed furiously glared at kotaru and saying "Hikari-san, you're horrible!"
Kotaru then try to defend "Hey I don't enjoy it okay? Besides I didn't expect to see that when I came out from inside the school." all of them then walked to the bench near their school after walking for a minute.
Uiharu talk about how cruel saten flip uiharu skirt and saten apologized and say in exchange she say to uiharu if she want to see hers but uiharu refuse. After that saten immedieately asked both of her friends saying "So, how was both of your system scan" saten was kinda curious about it.
Uiharu first to answer "Nope, still stuck as a level 1 and I didn't make any progress since elementary school at all. What about you Hikari san?" she asked the elemental burst.
Kotaru then answered while he sighed and a bit disappointed "Well, still a level zero, kinda sucks that with this Powerfull ability I still labelled as a level 0"
Saten then says "Well, for uiharu at least you still have an ability and for Hikari-san, at least you were a special case belong the level 0, as for me I'm still a level 0 but as long everyday is fun, it's fine for me." Saten says while she's winking
Kotaru then remember "Ah yeah, today me and uiharu will finally meet Misaka today, I heard from shirai even though she was the Ace of Tokiwadai, she's pretty friendly so i'm curious and excited to meet someone like her" Kotaru then look at saten then asked "Wanna join us saten?"
Saten face show a uncomfortable expression then says "I'll pass, I bet she's another one of those people who act better than everyone else because of their abilities."
Uiharu then saying this to her best friend saying "She isn't like that Saten san, she's actually a nice person after all right Hikari san?"
Kotaru agreed "Yep, not to mention I heard that she is the sanest and the friendliest level 5 after all, so come on let's go"
Saten face slowly didn't show her uncomfortable expression then show a smile and immedieately says "well if you say so, I'll go with you then." After that, they went to the meeting place.
Three of them walking to Joshep's where they will meet, when they walk there, Kotaru kinda wondered in his mind thinking if his judgement teleporter friend tell Misaka about him as a level 0 elemental burst because from what he heard from shirai, Misaka was kind of a battle thirsty and because of that he's kinda curious if she know what his power is and after making plans on the meeting he tell shirai to not tell her about his power until the right time because it would be troublesome if he has to fight with her everytime. After a while he says to uiharu and saten "Hey when we meet her, could you girls keep the secret from her about my power until the right time?"
Uiharu and Saten immedieately asked "Ummm why?"
Kotaru answered "Well….. I don't wanna know what happened if she knew about it, because from what I heard she was kinda battle thirsty so for now i wanna keep my power a secret from her, can you?" Kotaru beg for it.
Uiharu and Saten nodded that makes Kotaru feel relieved about it.
Now three of them were in front of the Joshep. When they about to reach the Joshep's, they saw shirai kuroko the pigtail girl got a sore pain on her hair because the brown chestnut hair girl planted a punch on her forehead.
Kotaru, Uiharu, and Saten still kinda kept their distance because of what they saw outside Joshep's, then shirai introduce to the three of them that the girl beside her is Mikoto Misaka the railgun, after that both three of them introduce themselves to Misaka with Saten and Kotaru revealing their levels that makes Uiharu asked in shocked why both of them reveal their level. To their surprise Misaka greet them like a normal person and really friendly towards them.
After the introduction, they want to do something else beside just standing around here, Misaka herself then suggested to go to read a manga and play in the arcade which make Uiharu, Saten, and Kotaru surprised that the Ojou-sama of the tokiwadai high school would do an activity that wasn't ladylike. Kuroko immediately say to Misaka to find a new hobby that resemble her high status which make her get punched in the forehead by Misaka. With nothing in mind all 5 of them walking until they find something interesting happens.
Along The way
"I didn't expect that she wasn't ladylike" Saten still a bit surprised.
"She doesn't even look down on people too" Uiharu says while reading a brochure she got along the way.
"Ya know what they say, don't always judge people by their status because we don't know how they were like inside" Kotaru says
"Yeah I guess you're right" Saten eyes then looked at the flyer that uiharu read and asked her away "Anyway, what's that?"
"This looks like a new Crepe store it says there is a free gekota mascot for the first 100 customer" Uiharu says when she read the flyer.
"What kind of cheap character is that anyway?" Saten asked "is there even someone that liked i-" she bumped into Misaka that stopped looking at the brochure "I'm sorry, eh?"
"Something wrong Misaka?" Kotaru asked
"What is it one-sama? Oh, are you interested in the Crepe store or do you more interested on the price?" Kuroko says with teasing smile
"Eh?"
"What are you talking about? I don't like Gekota at all." Misaka denying "It's Just a frog, An amphibian. There is no way any girl in the world would like-" She got interrupted by uiharu says "Ah" because she was looking at a gekota Keychain that was hanging on Misaka bag. Kuroko holding her laugh and Misaka is a bit embarrassed.
"Haha i was right about not to judge by their status" Kotaru amused that he was right about what he says before. "Well, you don't need to be embarrassed about it anyway, my cousin that's a year younger than me who lives in Kyoto likes gekota too after all."
"Wait, really?" Misaka surprised
"Well, I sent a gekota Doll I somehow get by winning a lottery a month ago and I sent that as a package from me as a birthday gift a month ago." Kotaru explain
"I wanna talk with her sometimes" Misaka want to know about Kotaru cousin since his cousin likes gekota too.
"Well, I'll tell her next time." Kotaru then realised "Oh yeah, we better be go to the store if we don't want to ran out of gekota mascot."
After they get into the Crepe stand, they didn't expect to see so many people were around here especially so many kids on that area. Apparently there were tourist on the area and uiharu thinks that they were coming at a bad time. Because of so many people around, Uiharu and Kuroko try to look for a seat and that leaves Kotaru, Saten, And Misaka on the line. When Saten finally got the crepe, the seller says that she got the last gekota mascot keychain and because of that, Misaka fell on all four fell on despair like she lost so many money because she lost on a bet that made Kotaru just watch her holding a bit of laugh because of her action and made Saten and Kotaru learn more that she isn't that ladylike. Saten give Misaka the gekota that she got and become happy, after that Misaka and Kotaru buy their crepe.
A few minutes later Uiharu and Saten sat on the bench, Kotaru leaning against a wall eating his strawberry and chocolate crepe and Misaka with Kuroko have their usual antics.
"Isn't it great that Misaka-san is very different from the lady-like image that I had of her? It looks like she's a lot easier to get along with than I thought" Uiharu admitted.
"Well i don't know about that though…" Saten still not sure about it while looking at Misaka holding kuroko in place with a arm to keep kuroko close to her.
"Well for me I could see that she is easy to be friends as long as we sincere to her." Kotaru admitted "By looking at the way she talked to us already give me a definitive proof about it."
"Well, sometimes you could read through people Hikari-san so no suprises there." Uiharu and Saten agreed in unison.
Then they look at Misaka who slowly approaching the bench. After she was near, she says "Here Saten-san, try my crepe."
"Eh?" Saten looked surprised that she lffered her a bite of Misaka crepe.
It's thanks for earlier," Misaka explained brightly, "come on, try it!"
"Onee-sama!" Kuroko sounded horrified as her twintails fluttered wildly, "Even though I'm here, you want to share an indirect kiss with S-S-Saten-san!" she wailed, "Ah, Onee-sama!" she pressed her hands against her face in despair.
"Man does she always like this when she's around you Misaka?" Kotaru asked I disbelief and surprised expression to think that his judgement partner was like this towards her.
"Well sometime she is and it's troublesome for me to keep her away from her acts." Misaka admitted with a disgusted face.
Kotaru, Uiharu, and Saten only laughed awkwardly. Kotaru looked around and notice a bank that was behind him across the street and says "Uhh why is a bank closed at this afternoon?" Kotaru asked suspiciously feel like something bad is going to happen because the bank has their shutters down in the middle of the day.
"you're right it is strange…" Uiharu agreed looking at the direction across the street.
As soon as she says that, the entrance of the bank immediately exploded. Kotaru expression start to become serious and he immedieately eat all of his crepe, Misaka face become grim and Kuroko Swallowed her entire crepe as well and ran towards the explosion.
"Uiharu hurry up contact Anti-Skill now and check for casualties!" Kuroko demanded to her 2 judgement friend.
"Yes!" Uiharu confirmed as she opened her laptop as she slipped on her judgement armband and try to call the nearest anti skill.
Saten rubbed her ears that still ringing from the loud explosion and asked "What's going on?"
"Looks like a Bank robbery." Kotaru answered as he slipped his judgement armband to his right arm "Well, another day, another incident happen." Kotaru cringed
"Kuroko!" Misaka want to join but immediately stopped by Kuroko
"Onee-sama this is a judgement affair, please don't interfere okay? Let's go Kotaru" Kuroko say slipping her judgement armband as well and ran toward the explosion.
"Coming!" Kotaru reply back
When both of them saw 3 robbers dashed out of the bank in a hurry, they were trying to escape then suddenly they saw 2 person stepped in front of them and saying "Stop right there! This is judgement and you better surrender or face a way higher consequences!"
The robbers stopped with a gasp of fright, before relaxing as they saw that the so-called 'Judgement' member was only a teenage girl and a unimpressive teenage boy. They exchanged an incredulous look, before breaking into raucous laughter because of it "These two judgement punk were these kids? Are they even shorthanded or something? Screw off bitch! The fat robber sneered
Kotaru and Kuroko narrowed their eyes looking at them in a annoyance "Well shirai, you can go attack one of the thug first." Kotaru say with a bit of annoyed expression.
"No need to tell me twice" Kuroko fired back as she slowly walked towards them.
"Hey little girl, if you don't get lost right now, you're going to get hurt!" the fat robber charge toward the girl try to punch her clumsily.
"Mooks like that only gets you raised a death flag." Kuroko says as she sidestepped the thug relaxingly as she reach the fat guy with a high speed and after that she pulled down on his sleeve, using his own momentum against him to unbalance him, before sweeping down with a kick to his stumbling leg. The momentum, combined with his mass, made him flip over and land on his head knocking the fat guy and made him fell unconscious.
"You..!" one of the robber with sporting black hair and a blue shjrt covered by a black jacket hissed in rage while both 2 robber that still standing take a step back
When this happen, Saten amazed by how kuroko beat the robber and then Misaka and Saten hear uiharu try to stop the tour guide to enter the plaza. Saten and Misaka approach them and asked what's the matter and the tour guide reveal that one of the boy is still inside the bus because last time he went inside the bus exclaiming to get something that was left inside the bus. With that Misaka try to look for the boy, then Saten want to come along too. Misaka still feel like she doesn't need to
At the same time the black hairred robber opening his left hand in front of them generating a pluming fire show it to 2 judgement officers in front of him mocking "Even if you regret it now, it's too late to go back down!"
"A pyrokinesis huh?" Kuroko mutter then she felt someone hold her shoulder when she look behind her it was Kotaru's who's holding her shoulder.
"Let me take care of him" Kotaru say to his judgement friend beside her and she nodded to him taking one step behind.
"Nice light you have in your hand." Kotaru said as he walk towards him and summon a badminton racket in the air out of nowhere to his right hand and began to say again "But, it's not beautiful enough!" after he says that, he charge toward the robber.
"You're naïve kid!" as he say that word, the black hair robber throw the fire towards him.
To the robber surprise, when the fire was close to the judgement boy, he swinged his racket upwards and slash the fire in two and began to fade slowly in the air. After he slash the fire, he began to run towards the robber and when he close enough to him, the robber immediately throw a punch on him with his left hand. Kotaru read his enemy movement and dodge to the right then says "Too slow!" and then he used his left hand to push the back of the robber and slammed him hard enough to the ground.
"Shirai use your pins NOW!" Kotaru ordered his friend.
Kuroko then reach her hands to the set of pins that was on her thighs and teleport them piercing the robber clothes and made him stuck on the ground. After that Kotaru let go of him because he knows that the guy won't be able to move anymore when those pins piercing the robber clothes.
"A teleporter!" The robber surprised.
"Well, try to resist and these pins will go inside your body." Kuroko warned the robber on the ground as she approaching them.
Suddenly both of them heard a scream. When they look where the sound came from, they spotted Saten was holding the boy steadfastly to make sure the last robber didn't bring the boy with him. He finally let go the boy and immediately kicked Saten right in the face. The sight make Misaka blood boiled because of that robber action to her friend and Kotaru used his electro power to move faster towards Saten and catch her midway falling. Uiharu called her friend after she saw what the robber did towards her.
"KUROKO!" Misaka growled furiously with a dangerous look of murderous expression, "This fight has just turned personal. Sorry, but you'll have to clean up after me." As she finished her sentence, her sparks were already beginning to fly from her body.
Kotaru doesn't look different, as he looked at Saten swelling bruise on her face, Kotaru started to getting angrier each second after he says
"Saten, stay here." Kotaru began to talk with a angry voice "I'll make sure that bastard is going to pay for this"
Saten immediately nodded to him and has a shocked face to see her friend has that angry voice. After that he stand up and walked to the right side of Misaka and stand alongside her .
"Don't even think to stop me Hikari-san" Misaka warned
"I'm not gonna stop you" Kotaru say back "Let's attack this robber together, I wanna hurt that bastard so bad." He then preparing to charge his attack and began to summon a purple electric ball with his right hand and charge it swirling with his anemo power as well to give a good measure to it in front of him.
Misaka was surprised a bit to see that the boy is a electromaster too, but she don't wanna think about that now. The robber driving his car he hit the pedals and started accelerated against both Kotaru and Misaka in the middle of the street. She reached out her pocket and take out an arcade coin. She flipped the coin to the sky. After the coin descended, both Kotaru and Misaka fired an attack with Kotaru pushed the charged electro wind ball and turned into a purple beam that was covered with a slight green lines on it and with Misaka flicked her finger after the coin she flipped was in front of her finger create a orange stream. As soon as both of these attacks released from them, the absurd amount of shockwave was seen around them.
When the robber see the attack coming from them he didn't have a time to react. As soon as both attacks impacted the car, the force and magnitude sending it hurtling into the air and landing in a messy heap some distance behind Misaka and Kotaru. With that finished, Misaka and Kotaru feel relieved that they released their anger against the robber that become the weight of their shoulders.
"Amazing.." both Uiharu and Saten amazed when they see the destruction by both Misaka and Kotaru that made them stunned.
A few minutes later
Anti-skill finally arrived and rounded up the robbers and getting the testimonies of every people who present near the area that witnessed the robbery and the slaughter that had occurred when the robbers attempted to escape.
Uiharu reported to her superior, Konori Mii, the details of incident in a slow and concise manner while Kuroko surveyed the robbers.
"Ouch it still hurts." Saten whining while she's holding her pain in her forehead.
"Don't worry Saten, just don't move." Kotaru says while he use the first aid kit to soften the pain in saten's head. After that he planted a bandage on her forehead that make her flinched a bit. With a gentle tap he says with a smile of relieve "There, all done."
After that they heard a sound of people walking toward them.
"Thank you so very much!" the mother of the boy who was almost kidnapped gushed profusely as she hugged her son tightly, her eyes leaking tears of joy that her son was safe and sound.
"Ah, no… it was nothing…" Ruiko stammered, unused to the attention she was receiving from the mother and the Tour Guide.
"How can we ever thank you?" the Tour Guide asked, her face full of gratitude.
"I mean, there's no need," Ruiko waved her hands ineffectually to signal that she didn't need a reward.
"Thank you, Onee-chan!" the rescued boy said loudly as he looked up at her with adoring eyes.
Saten blushed as the boy thanked him, but she gave them a warm smile saying "I don't really need any reward because anyone would have done the same."
"Then we shall be on our way," the Tour Guide said, "and really, thank you. Not many would have stepped forward."
"Thank you and God Bless your soul," the mother said as they got on the bus.
Kotaru and Saten waved them a goodbye. After that Saten talked to Kotaru "Thanks for catching me there Hikari-san"
Kotaru smiled so warmed to her and say "No problem Saten. You know, i was really impressed with your bravery, you jump to make sure that boy was saved and even held the pain received by that robbery" then he began to pat her head and with a happy voice he continued "you're really are impressive and cool back there"
Misaka says to saten as well looking down to her warmly says "That was great action you took Saten-san, if you're not there that boy might be hurted other than you."
Saten face started to get redder because of his sudden action. Somehow she feels something warm inside her and after some time he stopped. Then Uiharu coming closer to both of them worried about her best friend asking saten how worried about her injuries on her head.
Misaka says to saten as well looking down to her warmly says "That was great action you took Saten-san, if you're not there that boy might be hurted other than you."
Saten then getting more and more crimson on her face "Thanks Misaka, you too Kotaru"
"Like I said, no problem." Kotaru simply answered
Then they heard Misaka loudly says "Baka Hentai!" and saw Kuroko being fried crisp with a loud thud to the ground. Kotaru wondered "if she could survived that high amount of electricity, that means she could survived his Electro power right?" that question came up to his mind after what happened.
After that, Misaka approach Kotaru then asked him"So you're the Judgement Elemental Burst I heard from Kuroko huh." Misaka questioned him.
Kotaru feel like he can't hide it anymore, so he answered "Yep, that's me. I want to keep it a secret for you because you might want to challenge me everytime we meet" Kotaru admitted
"I'm not always like that you know? You are my friend after all so I don't always challenge my friend like that." Misaka answered him back
"Whew thank goodness" Kotaru relieved
"Besides, if I want to fight you, we better make plans ok?" Misaka says to him
"Well sure then" Kotaru accepted what she say to him.
After looking at the time on his watch, he then says goodbye to all his friend and left to the store to get some discount groceries. He think everything that happened today, it was so much fun even though there is an incident happened midway he still having fun. He somehow think back how Saten protect that boy which made him amazed at what she's did to protect that boy.
CHAPTER 2 END
Whew I underestimated the time to make this story, to think it will took this long to make it. Well In the future I might gonna add Kotaru's father into the story later and I already make plans for Touma fighting Misaka like in the railgun season 4 so there will be a bit of difference.
