Judy Hopps – Female rabbit. Corporal (equivalent to Police Officer III in other PDs) within the Zootopia Police Department, Precinct-1. Three-years of honorable service on the force. Originally from Bunnyburrow County within the Greater Zootopian Territory. Previously, she acted as Field Training Officer for Nicholas Wilde after his graduation from the Zootopia Police Academy. The gray rabbit doe was promoted to Corporal after making the minimum time-on-force due to her successful closures of the Missing Mammal and Nighthowler Cases. SWAT- and firearms-qualified.

Gerard Deacon – Male gray fox. Bartender at Mimi's Stillhouse. Reserved, firm, and dedicated to his job at the predominately predator bar. The todd is technically divorced since his partner left after birthing their litter of three kits: Gerard Junior, Mark, and David Deacon. Their kits are mixed red and gray foxes, and information on their mother is not known.

John Dempsey – Male Northern river otter. John was kitnapped when he was young by a criminal group of prey mammals. He plays as the lead guitarist for the unnamed trauma-support predator band under Dave Mingan. Not much else is known about the otter's background.

Dave Mingan – Male gray wolf. Last direct descendant within the hierarchy of the former Mingan Pack after his parent's group was murdered by prey thirty-years prior to the events of Revisions and during the era of TAME Collar legislation. Brothers and sisters of his parents ended up fighting over his right to be Alpha within the Mingan Pack, aided by some of his own uncles, and he was subsequently forced from the pack due to his victimization during the Missing Mammals Incident after being struck with the Nighthowler serum and being "disappeared" by then-Mayor Lionheart. Dave Mingan's current partner is Rory Silverthorne, most senior daughter of the Silverthorne Pack, and he ended up forming the all-predator band that Randy Phillips, John Dempsey, and Nick Wilde are involved in to help with their issues of PTSD. Mingan was one of only two of the victimized predators to end up killing another mammal while in his savage state and, after being cleared from the hospital, devolved to the point where he had nearly committed suicide.

Randy Phillips – Male North American bobcat. Born in the United Mammalian States of America. Moved to the Greater Zootopian Territory at an early age. Randy became one of the leading predators to defend preds-rights and defenses within Zootopia during the MMC and NHC. He was assaulted during several protests during this time and ended up becoming the drummer of Dave Mingan's band post-Bellwether Administration. He is the voice of country music within said group, as a result. It is assumed that Randy was born and / or raised in Wyoming for the majority of his kithood prior to, for some reason, disappearing and showing up within Zootopia.

Nicholas Wilde – Male red fox. Patrolmammal (Police Officer II) within the ZPD's Precinct-1. A red fox born in the city of Zootopia proper. Previously a conmammal in his earlier life and roped into assisting with the MMC and NHC by then-Patrolmammal Judy Hopps; subsequently aiding in the closure both cases. Wilde was the last mammal to be struck down with Nighthowler and had to be hospitalized. Once he was cured and cleared, he submitted his application and eventually graduated top-of-his-class from the Police Academy. Though he was "cured", he was the only predator to suffer residual psychological and physiological effects from the Nighthowler serum, and he suffers from Post-Traumatic Stress Disorder as a result. In line for promotion, but he is stayed in his rank due to the lack of open spots within a corporal profile. Potentially could be promoted past corporal to detective due to his amazing investigatory skills from his previous knowledge of the city and its residents. SWAT- and firearms-qualified. Tends to seek out additional training courses from mammals within dedicated SWAT and TUSK units to watch his partner's back. Nick acts as the lead vocalist and rhythm guitarist for Dave Mingan's band, though all of the predators alternate between their specific instruments for the sake of practice.

Tracy Hudson – Red squirrel. Landlord of several buildings within the city: including the Breezeway Apartment Complex. Temperaments include: feisty, possessive, defensive, and flirtatious. Judy Hopps views her as a female version of Nick Wilde. Tracy is an old friend of Wilde's through an unnamed kithood friend.

Kendra Oliveira – Female jaguar. Owner of Kendra's Coffee within Savanna Central. Old friends with Nick Wilde: who frequents the shop often due to the proximity to his residence.

Angela Dyess – Female marble fox. Dayshift Manager at Kendra's Coffee. Holds a passing fancy for the red fox todd due to his single status.

Benjamin Clawhauser – Male cheetah. Desk Sergeant at the ZPD's Precinct-1. Rotund figure with a jovial demeanor. Placed at the front desk by his own request due to a previously unknown incident on the streets. Because he was promoted to the position, it is assumed that he had committed to honorable actions during the event. Nobody, who doesn't already know, dares to inquire about what it was that made him seek out such a boring assignment. The cheetah loves his sweets, is affectionately referred to as the "Gossipmonger", and is assumed to be the mammal behind several of the most recent pranks within Precinct-1 according to Nick Wilde – considering that the todd was not there or had adequate cover-stories at the time.

Idris Bogo – Male cape buffalo. Chief of Police at the ZPD's Precinct-1 after over 25-years of honorable service on the first: "mustang"-ing his way out of the "Enlisted" rank structure to work his way into the Stars. Bogo answers directly to the Mayor of Zootopia: and, by extension, is a serious and firm mammal to end up dealing with. Despite his no-bullshit nature, Bogo's emotional compass is focused more on his officers than anything else. He craves efficiency and professionalism from his officers, but the bull makes sure that they are all defended. While his anger tends to be hidden from the sight of others; Bogo can end up dropping the hammer with jokes that can even surpass Wilde's ability on occasion. While previously bigoted against the Small Mammals Inclusion legislation, from former-Mayor Lionheart's organization, Bogo has seen the benefits of having Officers Hopps and Wilde work together within his precinct. Additionally, he holds unvoiced concerns for Officer Wilde's issues with post-traumatic stress from the NHC. The bull does not wish to lose a valued member of his family to such a disease. The bull is married to Darlene Bogo.

Rory Silverthorne – Female gray wolf. The eldest of the Silverthorne pack's kits: will become the pack's Alpha Female in the due course of time. Owner-operator of the Harvest Moon Groceries store. Rory ended up finding and saving Dave Mingan as he was on the verge of committing suicide from jumping off of a local bridge due to his failing emotional state after having been a victim, a captive, and then shunned from the Mingan Pack by the coup from his aunts' and uncles' actions within the pack's council. Over time, the pair ended up becoming close, so much so to end up pairing off, and Rory ended up seeking to bring him into the Silverthorne Pack.

Jacqueline Martin – Doe rabbit: gray and black complexion. Mother of a single, four kit litter: Adam, Amy, Abby, and Audrey Martin. Widow of Peter Martin: who died in a vehicle accident prior to meeting Nick Wilde at the Breezeway Apartment Complex, where she had become a tenant. The doe is weary of predators, by nature, and somewhat forced to encounter Nick Wilde occasionally due to the open-hearted views of her kits. The doe never wants to encroach on others territory.

Lincoln – Male black jaguar. The local pizza-delivery mammal: frequently seen by the duo at both the Breezeway and the Grand Pangolin.

Jason Kynes – Male maned lion. Previously a neighboring tenant of Nick Wilde within the Breezeway Apartment Complex. Terribly short tempered: showing so little restraint as to go as far as threatening the officer during an early episode of PTSD-induced nightmares.

Jacob Riverfoot – Male river otter. Owner of the River Monster Market in the Haymarket subdistrict of Savanna Central. Jacob was born in Japan to two American parents, while they were working in-country, before growing up in Scotland throughout his kithood. After turning 18, the river otter immigrated to Zootopia and meeting Anna, whom he ended up going on to marry and have four kits with. Time has softened the otter's Scottish accent save for the times he becomes excited, frustrated, or angered.

Keith Riverfoot – Eldest son of Jacob Riverfoot. Handles the counter at his father's shop while his mother and father handle the seafood preparation with his siblings. Incredibly even-tempered and has a knack for customer service.

Anna Riverfoot – Wife of Jacob Riverfoot. Incredibly kind and soft-spoken. Acts as the shop's censor for unruly customers… and her husband.

Tabitha Renton – Female ocelot. One of the waitstaff of Flores' Diner.

Nina Flores – Female kit fox. Owner of Flores' Diner in Haymarket. Old friends with Nicholas Wilde and his mother, who had previously worked at the diner. Nick occasionally frequented the establishment prior to meeting Judy Hopps; though, not always at the same time his mother had been on shift. The vixen has several mammals in her employ: all of whom know Nick.

Bernard [Last Name Unknown] – Male grizzly bear. The primary shift cook at Flores' Diner. Nick refers to the boar as "Grizzles" and the bear had previously worked with Nick and Finnick during their grifting days. The bear was the first to go straight with his employment. Bernard is not the one that one should play cards against.

Dwayne Silas – Male black jaguar. The current and 54th mayor of Zootopia. Had previously been elected to City Attorney and served under both Leodore Lionheart and Dawn Bellwether before their subsequent arrests. After Bellwether's arrest, the city was left without a mayor until the ZPD had investigated whether or not there were co-conspirators in the lower ranks of the elected positions and the separately elected city council positions. Silas was named provisional mayor of the city once the investigations were complete and went on to win the follow-on special election due to his experience and gruff candor. It is said that the latter point was a large factor after the city had gotten used to dealing with Chief Bogo during the interim period. The bulk of his first two-years – of a four-year term – has been spent dealing with the fallout of the Nighthowler Incident.

Diana Fangmeyer – Female tiger. Member and detective within the ZPD. Partnered with Detective Michael Wolford. Judy Hopps' ends up figuring out that the tigress was smitten with her own partner. Diana and Judy became closer over the doe's earliest days on the force and the two pairs of officers tend to be swapped with each other more than any other pair of officers. Wolford tends to be partnered with Wilde in the cases where male predators are needed for undercover work.

Marcus [Last Name Unknown] – A male kudu who works as a waiter at one of the duo's other frequented diner's near to Precinct-1.

Robby Hopps – Male rabbit. Eldest of the Hopps's R-litter and one of the younger brothers of Judy's. He was the first Hopps sibling that Nick Wilde ended up meeting and the todd holds the buck in an especially high regard due to the kindness that was initial shown. Robby is his father's right-paw rabbit when it comes to work around the farm despite later moving to Zootopia to pursue his dreams. His callsign is Romeo One-One over the communications link.

Stewart and Bonnie Hopps – Male and female rabbits: mated and married pair. Highly dedicated parents to over three-hundred kits and their family farm. Both rabbits come from a pair of long lineages from Bunnyburrow County, GZT, and that is reflected in how deep and rich of the history is shown within their warren. The patriarch handles the business, farming, and construction aspects of the warren while the matriarch handles the internal affairs and public relations. The sexes are nearly segregated to each parent's chosen and agreed upon roles within the warren: though, more exceptions to the rule have cropped up since Judy's aspirations to join the ZPD while having preferred the outdoor labor aspect prior to that. The couple's mindset and demeanor, regarding outsiders (and, especially predators), have softened since hearing more and more about Judy's activities with Nick and other officers post-NHC. Despite not having met the todd in an official manner, they hold a very high consideration for him due several events where Nick protected their daughter both during the MMC, NHC, and then after his graduation from the Academy. Stewart is referred to as Hotel Actual or "The General" by most of his sons.

Danelle Hopps – Female rabbit kit. Daughter of Carter Hopps and an unnamed doe, granddaughter of Stewart and Bonnie. One of the ringleaders of the younger grandkits of the warren. Eager to act as she pleases, though caring, and loves stories from strangers to the Hopps home.

Marcy Hopps – Female rabbit kit. Daughter of Derek and Vera Hopps. The "fearless leader" of the youngest of kits and grandkits within the Hopps warren. Still young enough to not have spoken her first words yet, focused on her artistry as opposed to playing with her siblings, and enamored with brightly colored things which leads her to become innately focused on the red fox, Nick Wilde, after his first trip to the warren. Oddly enough, Marcy was born as a litter of one instead of having three or four other siblings. As a result, the doe sets her own goals for herself and operates on her own timetable as much as her parents will allow.

Derek and Vera Hopps – Male and female rabbits: mated and married pair. Derek Hopps is one of Judy's elder brothers and, at some point in life, ended up meeting and marrying Vera around the time that the younger doe was headed for the Police Academy. The couple currently only has one kit, Marcy, but the doe is currently pregnant with their second litter. After picking up on how welcoming Marcy was of Nick Wilde, the couple made sure that Marcy could spend as much time with him as reasonably possible.

Veronica Hopps – Female rabbit: black and white spotted in complexion. She is the most senior nurse within the Hopps nursery and medical wing. More often than not, she is the doe who is operating within the East Hill of the warren.

Betty Hopps – Female rabbit. One of the eldest Hopps daughters. Has a litter of kits in the maternity ward of the warren's nursery.

Harrison Fredricks – Male, Unknown Species. Holds a doctorate degree. Chief Medical Examiner of Zootopia.

Andrew Hopps – Male rabbit. An exceptional exception to the rules of the warren, the buck made a name for himself by learning how to cook and later becoming a renowned chef within the Tri-Counties.

Charlie Hopps II – Male rabbit. Son of Charlie Hopps. Nick Wilde assumes that the kit is actively training for the Zootopian Space Administration.

Michael Wolford – Male gray wolf. Member and Officer III within the ZPD. Partnered with Detective Diane Fangmeyer. Technically outranks the tigress based on time-in and a far exceeding undercover track-record. Previously worked with McHorn, Rhinowitz, and Higgins.

Grizzoli – Male gray wolf. Member and detective within the ZPD: frequently operating on undercover operations as opposed to being on the beat. Partnered with Officer Delgato.

Degalto – Male maned lion. Member and officer within the ZPD: frequently assisting Detective Grizzoli with his undercover operations.

McHorn – Male rhinoceros. Member and officer within the ZPD. Partnered with Officer Pennington.

Francine Pennington – Female elephant. Member and officer within the ZPD. Partnered with Officer McHorn.

The Deacon Kits – Three male foxes: mixed red and gray foxes that are hued more in the black than either of the other two colors. Gerard Junior, Mark, and David. Sons of Gerard Deacon and an unknown red vixen. The three operate as assistants, bouncers, and live music performers for Mimi's Stillhouse on occasion. Honing their skills on the provided instruments is their forte and they occasionally play with Nick Wilde when the rest of the red todd's crew is not present or otherwise available.

Gregory Fedorov – Male tundra wolf. The wolf immigrated from the former-Soviet Union, prior to the dissolution, with his wife. Owner and operator of a tailor shop in the Ficus Grove subdistrict of the Marshlands. The wolf's history with the Wilde Family goes back as far as when John Wilde originally began his own startup. Gregory's loyalty to the Wilde Family was especially high due to this and elevated even further once he learned of Vivian's passing.

The Gemsbok – Male gemsbok antelope. Never specifically identified by name. Implicated in the serial murders of the Beijars Family specifically because they were red foxes. It is noted that the murders were of a serialized nature compared to a mass murder because of the different location that the Beijars' husband was killed at. The Gemsbok was described as calculating, sadistic, and outright bigoted against foxes in later reports.

Melissa Waldron – Female cheetah. Lieutenant in the ZPD. Melissa specifically works with the district attorney's office on criminal prosecutions. Having seen the after-action reports of every imaginable crime that can be conceived, the cheetah has little in the way of patience for those who screw-around. Melissa Waldron is far easier to anger than the Chief of Police.

Neil Fernsby – Male whitetail deer. News-anchor for the Tri-Counties News Network in Deerbrooke County. A married mammal with a son named Jason. The buck ended up dutifully reporting on a fatal Bird-of-Prey attack that had taken the lives of two local teenagers: one of them being his own son.

Hilda Villan – Female rabbit. News anchor for the Tri-Counties News Network in Deerbrooke County. Works paw-in-hoof with Neil Fernsby.

Mike Jones – Male fennec fox. Better known as Finnick by his friends, the small todd was the last of Nick's friends to go straight with a proper line of employment. Mike ended up becoming an analyst for the Zootopia Customs & Border Protection Agency (ZCBP) and taking on personal research of a group who was smuggling mammals into the Greater Zootopian Territory after the port raid. The fennec is extremely analytic and computer-savvy despite his previous "employment" history. He is also extremely suspicious of mammals that he does not know well and tends to create several backup contingencies should he be singled out by a dirty agency employee or a rogue entity.

Rebecca Brumhurst – Female gazelle. Director of the Zootopia Customs & Border Protection Agency. The mammal that Mike Jones reports directly to after digging up information on the smuggling group.

Tyler James – Male, Unknown Species. Director of the Zootopian Bureau of Investigation.

Victor Galnai – Male Arctic fox. Employed by Mister Big as a cleaner. Tasked with sanitizing an unknown member of the foreign smuggling organization in the snow-covered Sahara Square district. Under strike orders to make sure that the body is found. Immigrated from the Russian Federation with his friend, Vasaly.

Vasaly Dulus – Male polar bear. Employed by Mister Big as a cleaner. Tasked with sanitizing an unknown member of the foreign smuggling organization in the snow-covered Sahara Square district. Under strike orders to make sure that the body is found. Immigrated from the Russian Federation with his friend, Victor.

Domenico Big – Male Arctic shrew. Formally referred to as Mister Big more often than "The Don". Head of the largest mafia family within Zootopia. A soft-spoken, Italian-accented mammal with a quick temper, at times. After capturing one of the smugglers, the don makes it his mission to see that a message is sent to the organization while making sure that the information goes public through the leaky ZPD. As a bonus, the decision will show his local rivals that the shrew is not to be trifled with.

Koslov – Male polar bear. Right-pawed mammal to Mister Big.

Raymond and Kevin – Male polar bears. Senior security leadership for the Big Estate.

Able Hopps – Male rabbit: tan complexioned. One of the eldest sons of Stewart and Bonnie's first litter. Extremely honest, to the point that it's viewed as rude to some, and loyal, to those who have earned it. Sometimes described as crass. Nick would describe Able as being similar Robby, with the exception that the younger buck was far more conversationally tactful.

Hopps J-Litter – Joy, Julianna, and Kathleen. All female rabbits. It's unclear how many kits were born in the litter. Kathleen, originally born in the first K-litter, was the only kit to survive a vicious bout of the flu that struck days after their birth. Bonnie immediately placed her with J-litter after Kathleen was medically cleared. The does are all very close to one another despite their gossipy natures; which vexes Judy to no end. Joy has a gray coat with a black dappling. Julianna holds a brown complexion. And, Kathleen has a more leather-colored coat. The does tend to run around with their sister-in-law, Vera, and are openly supportive of Judy's pursuit of the red fox, Nick Wilde.

Zinnia Hopps – Female rabbit. One of the youngest in the Hopps parents' first-round of kits. Newly-minted trainee in the kitchens. Referred to as "Zinny" by her mother. Doesn't like the smell of meat, fish or bugs in the kitchen. Ends up building a good rapport with Nick Wilde during his stays at the warren due a quick understanding of where the todd's mind was about being in an unfamiliar location. The doe ends up taking over the majority of cooking for the todd's alternative meals later on: whenever Bonnie decides that Judy is banned from the kitchens.

The "Pred Enthusiasts" – Members of the Hopps Family who were mentioned to have a propensity for dating or sleeping with predators, as opposed to other rabbits. Several names were mentioned throughout the line of Hopps litters: Amber, Em(ily), Courtney, Victoria, Kayla (second K-litter), Kathleen (possibly courting an unnamed bobcat), and Bailey Hopps (pursuing a platinum vixen love interest – original characters owned by Selaxes) are all mentioned.

The "Grandkits of the Goth" – Grandkits of the Stewart and Bonnie Hopps who seemingly held onto the long-dead goth / emo culture from their parents' grade-school days. Led by Daniel Hopps, the son of Albert Hopps, leads Emma and Evelyn (sisters), Dylan, Carter, Camila, and Issac (all from separate litters) in the endeavor to get Nick Wilde to play music at their upcoming prom. They had encountered Nick while heading out to play their own music, only to find that the todd had been doing a solo venture within their favored booth.

Echo Hopps – Female rabbit. Mother to a six-kit litter. Happy to allow Nick Wilde to bottle-feed her litter. The doe doesn't entirely or correctly interpret how the todd feels about handling her kits and it ends up leading to a minor discourse between Nick and Judy. The three named kits of the litter are: Annabelle, Gloria and Nico.

Samson Hopps – Male rabbit. The buck is assumed to be one of the warren's militia members. Occasionally seen around his older brother, Robby.

Hopps W-Litter – William, Walter, Warren, Wyatt, and Victor. All male rabbits. Victor was brought into the W-litter after being the lone surviving kit from the mostly stillborn V-litter. His younger brothers are all "abnormally" large-framed in size and ended up going on to play football through school for the Bunnyburrow Tunnelers. The four W-bucks are vehemently anti-harassment / bullying: having had to defend Victor from others due to the buck's smaller overall size. The group is a mix of brains and brawn subsequently. All are extremely hardnosed when it comes to work ethic, though the W-bucks constantly have to remind Victor that life is not always about the work. The bucks specialize in metal and stonework, as well as vehicle mechanics. The four W-brothers all concur that Victor is likely the smartest of Hopps kits to have been born. W-litter occasionally is referred to as Wyvern Squad and Victor's specific callsign is Viper One-Sierra.

Chaaya and Cleopatra [Last Name Unknown] – Male black panther and female leopard. Married and mated pair. Next door neighbors of Nick and Judy's after both mammals moved into their new rental house.

The Hendricks – Two male rabbits. Bernard Hendricks is the owner-operator of the Hendricks Truck Stop in Jonesboro County. He previously worked as Sheriff for the county before retiring to his family's business labors after thirty-years. He had followed in his father's pawsteps. His son, Josiah, works as an attendant for his father and is a huge fan of Nick and Judy. His mother is mentioned, but not seen in the story.

Arabella Hopps – Female rabbit. One of the eldest daughters of Stewart and Bonnie's first litter. In charge of the kitchens when Bonnie is not around. Tends to handle all the meal organization throughout the days while working remotely for an unnamed company at night.

Bradley Hopps – Male rabbit. A hulking buck who is one of Stewart's brothers. Tends to lead one of the construction parties around the warren.

Bradley Hopps's Working Party – Male rabbits. Their work focuses on construction when not involved in the farming. Two bucks mentioned as being involved are Colby and Devon Hopps. Bradley comes to appreciate Nick's work ethic and frequently tries to make sure that he can wrangle the todd into assisting with work before other working parties can claim him. They all hold onto a typical male humor when working together and it is alluded to that Devon is gay. Bradley leads the second Hopps working party: referred to as Whiskey-Papa One-Two.

Don Watts – Male rabbit. Brown and white complexioned. Mayor of Bunnyburrow and member of the Council of the Tri-Burrows.

Jeremiah Scott – Male whitetail deer. Mayor of Deerbrooke County and member of the Council of the Tri-Burrows.

Patrick Dunn – Male rabbit. Mayor of Jonesboro County and member of the Council of the Tri-Burrows.

[Unknown First Name] Wilcox – Unknown male. Reserve officer at Precinct-1. Backs up Clawhauser at the main desk when not acting as precinct security in the atrium.

Darlene Bogo – Female water buffalo. Wife of Chief Idris Bogo. Extremely kind, caring, though strict in the home regarding work-related materials being brought from Bogo's office.

Alex Pederson – Male rabbit. The father of Bonnie Hopps and holds a similar complexion with his daughter, save for having gray eyes instead of purple. Affectionately referred to as "Pop-Pop Hopps" by his family and, occasionally, the "Old Timer" by Nick Wilde. Previously married: wife passed away several years prior to the events of the story. The buck is over ninety-years old, the most speciest of all of the Hopps that Nick Wilde had met, and it is mentioned that Alex served for an undisclosed military entity that fought a war specifically against fox-kind. Nick's comments on the war can lead to an assumption that the buck served for the Zootopian Armed Forces, before it was referred as the SDF, during the darker years of the GZT's history. Nick ended up winning a lot of Alex's respect after saving one of his great-grandkits from a Bird-of-Prey and being so willing to stand up to the specism that he was facing during their meetings after the incident. Alex Pederson enjoys Ashton Sweetpaw cigars and the Tri-County's oldest Waldron Whiskey.

Hopps I-Litter – Male rabbits. A portion of I-litter is seen keeping Judy out of the trauma ward after Nick's encounter with the BOP. Isaac Senior is the eldest of the litter and has kits of his own. Isiah does not enjoy the task that Stu has given them, but he does it regardless and in a stoic fashion. Ian Hopps is also nearby within the ward, at the time.

Suzie Hopps – Female rabbit. Mother of Abbott Hopps, the great-grandson of Alex Pederson.

Abbott Hopps – Male rabbit. Brown-fur, blue-eyed complexion. One of three kits who was attacked by the BOP near the Hopps warren. The buck had snuck his two friends into the warren and then all three of them had snuck out before the incident. Ronnie Hopps – Male rabbit. Brother to Robby Hopps from the R-litter. One of Robby's most-trusted brothers when it comes to procurement of items on the down-low. Just as much of a wise-ass as his brother.

UMSA Federal Predator Monitoring Agency's 32nd Expeditionary Response Team – Mixed sex and species unit. The team is led by Tyler "Kid" Jones, a male American cougar, who is dispatched with Mira Fields, a female American elk, and Daniel "Stump" Graves, a male American black bear – who is the most experienced of the team, as well as a combat veteran and an amputee. They respond to the continued attacks from a long-hunted BOP as it moves into the Greater Zootopian Territory. By the time the politics are situated, Nick Wilde had ended up killing the hawk and the team's mission ended up switching to gathering after-action reports from the several attacks that had occurred in the new area. The team ends up considering a criminal investigation after an unknown mammal was found to have removed a portion of the hawk's body from the corpse post-incident.

[Unspecified First Name] Harrison – Male rabbit. Brown in fur-color, rotund in nature. Sheriff of Bunnyburrow County. Upon seeing much of the BOP attack footage, the buck ends up leading the charge in pursing criminal negligence charges against several members of the Hopps family for their decisions to discharge firearms at the hawk while Nick Wilde was downrange.

Amylee Hopps – Female rabbit. One of the eldest daughters of Stewart and Bonnie's first litter.

Brody Hopps – Male rabbit. Radio callsign: Boomer One-Actual. The eldest son of Stewart and Bonnie's second litter. Focused on political and military history when he was going through school. Graduated by testing-out of high school by the time he was fifteen-years old while committing to physical fitness training at a young age. Ended up talking his parents into signing the papers for the buck to join the Zootopian Marine Corps (Maritime Self-Defense Forces [ZMSDF]) at sixteen. The buck's primary role within the service required training as a Joint Fires Observer and, later on, he became a Joint Terminal Attack Controller – calling in aerial strikes against enemy targets.

Leodore Lionheart – Male maned lion. The 52nd Mayor of Zootopia. Lionheart orchestrated the abductions of the mammals, who were struck with Nighthowler pellets, in an effort to contain the fear of the citizens of the city while the Zootopia Police Department investigated the perpetrators of the previously titled "Savage Mammals Case" and, later, the "Nighthowler Case". The lion's attempt to do right, on the behalf of his constituents, and ended up doing more harm due to the concerns of the families of the missing mammals. He was eventually arrested and charged with illegal imprisonment, criminal negligence, and malfeasance of office, amongst other criminal issues. Lionheart is currently serving 40-years with the possibility of parole for his crimes.

Dawn Bellwether – Female sheep. Previously the Deputy Mayor, and later, the 53rd Mayor of Zootopia. The "Mastermind of the Nighthowler Case", as she is referred to, is assumed to have usurped the Lionheart Administration by precipitating the events that led to the lion's arrest. While it was never confirmed by the ewe directly, enough evidence was unearthed to indicate that she had done so in an effort to present the necessary reasoning to reinstitute the previously enacted and struck-down TAME Collar Initiative for the predator population of the Greater Zootopian Territory. Former Mayor Bellwether was later charged with two counts of premeditated murder, fifteen counts of attempted murder, conspiracy to commit murder, malfeasance of office, and a litany of other criminal charges. Bellwether is currently serving three life sentences without the possibility of parole.

John Wilde – Deceased male red fox: mated and married to Vivian Wilde. Father of Nicholas Wilde. The todd was killed while attempting to stop a robbery after having closed up his place-of-business. It is assumed that the todd ran a tailoring business, though the name is not unknown. Furthermore, it is unknown if Vivian possessed the building at the time of her death so that it would be passed to their son. John Wilde had become a rather big name in the scheme of business within the city prior to his murder. If they knew him personally, many predators end up recognizing Nick as being John's son during his day-to-day affairs due to their similar appearance and demeanor.

Vivian Wilde – Deceased female red fox: mated and married to John Wilde. Mother of Nicholas Wilde. Widowed for an unspecified number of years prior to her death. The vixen had ended up suffering from an unspecified type of cancer: due to the number of tumors that were found in her body. The vixen ended up working at several different businesses across Zootopia after John's death. She passed away November 23rd, 2020. Described as a loving wife and mother to their only kit, Vivian and Nick suffered through a rocky relationship due to John's passing and Nick's scout incident. Their relationship was on the up-swing prior to the vixen's untimely death.

Duke Weaselton – Male weasel. Frequently detained on small-time criminal activities: including but not limited to, larceny, breaking and entering, burglary, conveyance of false information, forgery, and piracy and copyright violations. Tends to flee law enforcement regardless of if he's being sought for a crime or not.

Gazelle – Female gazelle. Singer celebrity and political activist from Zootopia.

[Unknown First Name] Cline – Male. Commander of the Zootopia Highway Patrol. Supposedly good friends with the ZPD's Chief Idris Bogo.

Riley Hopps – Female rabbit. Sister of Robby Hopps. Works in the warren as one of the laundry crews and specializes in kickboxing as well as mixed martial arts. Is subsequently described as the "Ronda Rousey of Hopps kits". Ended up getting knocked out by Robby over a disagreement about him getting to use a clothes iron.

Tyler "Kid" Jones – Male cougar / mountain lion. In early 2018, Jones was hired on at the Federal Predator Monitoring Agency in the United Mammalian States of America and worked out of the agency's headquarters in Washington D.C. as a researcher. The tom had previously graduated from the University of Connecticut at Stamford with a Bachelor of Science in Computer Sciences degree and a Master of Science in Zoology (Apex Predator-focus) degree. The cougar's fascination for apex predators is unknown. Jones' first tasking order came days after being hired on, when he was assigned to the 32nd Expeditionary Response Team's hunt of Bird-of-Prey FH849 (Case Identifier) within the Yukon Territory of Canada. The abnormally sized ferruginous hawk ended up being unilaterally agreed to being the deadliest single apex predator case that the North American continent – between Canada, the UMSA, and the Greater Zootopian Territory – had seen since the 1927 Atchafalaya Basin alligator attacks in the state of Louisiana. Jones' nickname came about from how much younger he was compared to the rest of the unit. An unknown mammal, going by the name of Gus, was mentioned to be the mammal that Jones ended up replacing at the agency.

Mira Fields – Female elk. Employed with the FPMA for an undetermined number of years prior to Tyler Jones' arrival and operates as the unit's unofficial second-in-command. The doe's background history is unknown to everybody, save for the agency director, due to her lack of willingness to share. Thus, it's unknown as to why she signed on to hunt the most dangerous mammal killers that reside in the world. The doe is described as being cool and calm, though slightly frigid in workplace demeanor. Originally put in charge of watching over Tyler Jones during the FH849 hunt.

Chuck Farrier – Male grizzly bear. Formerly a commissioned officer, holding the rank of Captain, with the United Mammalian States Marine Corps. The grizzly began his career as an enlisted Marine and "mustang'd" his way to commissioned service early due to his wartime experience and leadership conditioning. He was the senior member of Marine Special Operations Team-8260 and led a team of fourteen mammals prior to completing the remainder of his final contract's term. The reasoning behind his exit from the service was due to a mission gone wrong in Kenya. Farrier was one of only five mammals to survive the mission after the enemy force had driven them into the jaws of an unknown number of Nile crocodiles, and one of only two to have made it out unscathed. After the event, two of his team-members had committed suicide and it left Graves, Huang, and the grizzly as the last survivors of the MSOT.

Dan Henderson – Male [Unknown Species]. Unknown background. Addressed as "Sergeant" by Farrier at one point. Possibly a rear-echelon support technician. Likely to possess a former military background.

Morrison – Male bighorn sheep. Director of the Federal Predator Monitoring Agency. Concise and directly to-the-point in speech and demeanor. Always immaculately dressed and wears reading glasses to take in the written reports.

Daniel "Stump" Graves – Male American black bear. Formerly an enlisted Marine with MSOT-8260 and held the rank of First Sergeant. The boar was attacked by a large Nile crocodile during the unit's mission in Kenya and lost both of his hindlegs: forcing him to medically retire from the service and wear prosthetics for the remainder of his days. By rank, he is Ferrier's defacto second-in-command despite the agency not having any sort of equivalent rank structure for their ERT members.

Alex Huang – Male Asiatic black bear. Formerly an enlisted Marine with MSOT-8260 and held the rank of Master Sergeant. As the defacto third-in-command of the 32nd ERT, he ends up doing all of the yelling and ordering of the three squads' members.

Don Kelley – Male elk. Addressed by the rank of Sergeant due to his prior service with an unnamed American armed forces branch. Leader of Bravo Squad within the 32nd ERT. The bull was wounded after a mechanical malfunction struck the Griffon helicopter that his squad had been flying in. Kelley ends up being the second to address Tyler Jones as "Kid" and made sure to arm the researcher after Alpha's helicopter was requisitioned for casualty evacuations. Every mammal on the Bravo helicopter was injured in the crash-landing, but eventually made a full recovery.

Donald Dyess – Male timber wolf. Lieutenant Colonel within the Canadian Armed Forces and the designated military officer behind the Canadian side of the hunt for FH849. Statements made by the wolf, about the commitment from the American side of the venture, nearly led to Daniel Graves physically assaulting the officer during a meeting in Whitehorse. The resulting disagreement between the mammals on the ground ended up making it back to the Canadian Parliament and the joint-party endeavor to hunt down the hawk was dissolved.

Angela K. Harris – Female Arctic fox. Codename: "Skye". American by birth in Florida and later ended up in the Greater Zootopian Territory when she was a kit. It's assumed by those that know her that she was likely kitnapped and smuggled into the city. The vixen has no recollection of how she ended up in the city, without parents, or anything earlier than a random point where she realized that she was in an adoption home. Having heard the rumors of her surprise arrival in the city, Skye ended up striving for justice on behalf of other mammals who might have been in her shoes. Before the vixen knew it, she had aged-out of the system and eventually found her way to the steps of the Zootopian Intelligence Agency: where she serves with distinction, previously as a field agent, and later with the Special Agent rank. Harris has no previous law-enforcement or military experience and is referred to as a "gifted civilian" within the agency. Upon her promotion, it was announced that she was being groomed for a senior leadership position within the Special Activities Group-12 and Jack Savage ends up becoming her partner. Savage, described as a "hard-ass and a jokester" by the Director, comes up with several nicknames for the vixen: including, but not limited to, "Snowball" and "S'mores".

Paul White – Male tiger. The Director of the Zootopian Intelligence Agency. Calm and collected but also imposing, by nature, Director White was the mammal chosen to replace a previous and "retiring" mammal who had held the seat for the ZIA. White ends up spending roughly three-years contemplating how to deal with a rising threat to the territory before reorganizing a previously defunct element called SAG-12.

Jack Savage – Male jackrabbit. Real name unknown. Savage would normally be easy to recognize due to his unusual black tiger-stripes across his back, the rear of the head that curl around to his cheeks, and on the backs of his ears, in contrast to his normally gray fur. The buck commits to a regime of fur-dye to hide his stripes from the world. His blue eyes are said to be as cold as the Arctic waters. Unless a mammal knew him personally, Paramilitary and Operations Officer Jack Savage was treated as a myth during his years as a special agent. After being served up by the then-Director of the ZIA, Jack inadvertently became a household name almost overnight as the character of a budding film franchise. Jack was one of four mammals who were named in clandestine operations and had to go into hiding; to be later supported by what remained of the original 12th Special Activities Group. It is rumored that, prior to leaving Zootopia, he ended up killing the director within his own home before disappearing long enough to end up being sought out by the replacement director, Paul White, and being reassigned to a disavowed status within the ZIA. Jack's only mandate is to pursue leads on the smuggling organization, referred to as "Uniform Company", on behalf of the agency, and had previously worked with an unnamed partner while in Indonesia prior to the mammal being killed. He ended up working for over two-years before Agent Skye was tentatively assigned as his partner in 2017. The result of his betrayal, loss of his original partner – whom he had worked together with since his training days at the Farm, and subsequent seclusion morphed the former-special agent's outlook on government and overall temperament to something rather dangerous despite the normally calm air that he presents. If the buck's calm demeaner is pressured, then it is appropriate to assume that violence is imminent. Some mammals, claiming to have been agents that knew Savage within the ZIA, allege that his real name is John Sanford and that he originates from Jonesboro County, GZT.

Xian – Male civet. It is assumed that his designation is a surname and that he is from either the People's Republic of China or the Republic of Taiwan. He's assumed to be Jack's "concierge" or "valet".
