On a planet deep within space...
"Is this the right decision?" a concerned female voice spoke. "Are we doing the right thing, dear?"
"Yes my love," a powerful voice replied. "I know it won't be long before those guardian bastards destroy our planet and all of us as well… and after everything we've done for them and their orders…"
"But how can you be so sure about their intentions?" the female asks. "For all you know, recalling all Saiyan back to Sadal for something else… Minato, what if you're wrong?"
"I wish I were, Kushina." the male, Minato, stated with a frown. "Unfortunately, the scars from my battle with one of the new so-called 'ManHunters' prove otherwise. There's a reason they were created and if I'm wrong, and I pray that I am, then at least I can rest knowing our son will be safe."
"And where will we send him?" the female, Kushina, asked. "At least it has to be a planet that he can be well taken care of."
"Krypton… is." Minato replied. "And my contact on the planet assured me that he will do everything in his power to make sure that he is safe and well cared for." the man pauses. "I'm also sending a complete historical account of our race with him so that he'll know where he came from."
"I wish we didn't have to do this Minato." Kushina painfully whispered. "I don't want our Naruto to grow up without his parents."
"If I'm wrong then we can go to Krypton and pick him up." then the male looked tired. "Do you think I want to do this? I wish there was another way to but there isn't. Hoping that he makes it to his destination safely is the best we can do for now."
Unfortunately for the two, their son never made it to Krypton because an unexpected wormhole diverted its destination in both space, and time and knowing Krypton doomed fate, it's safe to say that the wormhole appearing, and sucking him in was a good thing.
And as for the said son in question?

"Clark? Can you use your 'faster than a speeding bullet' thing to head over to Smallville? We're having a… situation."
…
Let's just say that he's lived a rather… interesting life.

Authors Note: Very short chapter, even as a prolouge, but it serves to get the point across and that point is this: before the Manhunters, the Guardians had a force that helped them 'fight evil' in the universe which they created - the Saiyans - however, because of their growing power, which led to a growth in Ego and a growth in disobedience that the Guardians didn't appreciate, the blue lifeforms decided to Eliminate the Saiyans as they were afraid that they'd become too powerful to control if not taken care off at the moment. That's why they created the Manhunters. And as a test run, they sent a small unit to take down a group of Saiyans in a mission and obviously, Minato - who took out a number of the Manhunters - was in that group. He quickly figured out what was going on and rushed to his home so that he could send Naruto to Safety while he would confront the Guardians.

Three guesses as to what happened afterwards.

Anyways: Like Goku, Naruto was sent away from his world before it was destroyed but a wormhole appeared and sucked his ship after it passed through a number of cosmic storms on its way to his destination.

Bloodline: Minato is Half-Saiyan as while his mother was a Saiyan, his father was Highfather of the New Gods meaning that Minato is a New God; Kushina also is Half-Saiyan but her mother is Tamaranian meaning that Naruto, in this story, is a Tamaranian/Saiyan/New God Hybrid. The title of the story 'Sanction' reflects a bit of that mystery and as to the abilities he'll get? Well, expect him to have the normal powers of those three races combined, including a few new ones due to the wormhole and cosmic storms energy that his infant body absorbed and interacted with.

Harem: He's a male Tamaranian. That should pretty much answer that.
