A/N: Just watched the first 3 episodes of Arcane, wanted to write something about it. This was what first popped into my head.
This is currently in the League of Legends section, if Arcane gets a separate one, I will move it there.

'Shit'. That was the first thought Powder had as they turned the corner, and saw the pair of Enforcers on the overpass above them, each holding a bola in their hands. The first was hurled at Vi, who - to Powder's relief - narrowly dodged. But Powder had let herself get distracted. She saw the other bola too late. Leaping into the air, she tried to dodge, but was too slow.
Crashing to the ground, she was quickly grabbed by one of the pursuing Enforcers. Held far too strongly to wriggle. Vi glanced back and saw her, started to slow - but Claggor grabbed her, dragging her away with him, around a corner and out of sight.
The still struggling Powder was carried back towards the apartment they had robbed.
"This is one of the thieves?" asked the leader of the Enforcers as they entered, a mix of disbelief and amusement in her tone.
"The only one we managed to catch, the rest escaped into the sewers". Hearing this, Powder calmed down slightly, relieved that Vi and the others had escaped.
The enforcer plucked the satchel off her shoulder, picking out one of the orbs and holding it up to examine it.
"Woah, be careful with those" a voice called.
"Mr. Talis, I take it these were yours?" said the Enforcer leader to the man who had called as he was walked out of the damaged apartment.
"Yes Officer Greyson" he admitted, "they are probably what caused the explosion. I haven't managed to stabilise them yet."
"Chief, what shall I do with her?" questioned the Enforcer that was still carrying Powder.
"Take her to the holding cells, she will be brought before the council"
The muttering of the crowd was fierce as Powder was walked through them to the council - the firm hand of an Enforcer on her shoulder.
"Is that one of the thieves, she is just a girl"
"Damned Undercity, sending a child to steal for them"
Their whispers quieted as the domed roof above them began to close, plunging the hall in darkness before a single beam was allowed through, focusing onto Powder.
The councillors seemed content to simply stare for a while, before one of them spoke up, asking the question that was on so many minds.
"How old are you?"
"9"
"What is your name?"
"Powder"
"Who were the others with you?" At this Powder's face turned stony and she shook her head resolutely.
They asked a few more questions, but Powder refused to answer. Realising they would get no more from her, they began deliberating.
"She was responsible for the destruction of a building and the theft of many, potentially dangerous, items. She refuses to cooperate and is clearly unrepentant. There is little cause for discussion, simply send her to prison and be done with it." The condemning comment came from an aristocratic looking woman with short blonde hair.
"She is just a child" defended the woman who had spoke first, "She has been taught that this is acceptable, she can't be blamed for her actions"
"14 people were injured, it's a miracle no one was killed"
"Prison is not an option," said a robotic counselor. "Under Piltovan law no one under the age of 16 may be sent to prison. However nothing was ever decided regarding those under 16, as it was never expected to be a problem."
"Then what can be done?" the blonde woman questioned, "she cant simply be allowed to escape punishment because of her age"
"The closest part of our law to this situation regards orphaned children. Unless we wish to create additional laws to suit this situation, this child should be send to a willing family - preferably one capable of preventing her escaping back to the Undercity"
"Well then" said the blonde counselor with a smug smirk at her rival, "Counselor Kiramman, you have been outspoken in the defense of this child, perhaps you wish to take her. Or would simply removing the age restriction on a prison be easier?"
"I would never agree that a child who has never learned any better deserves imprisonment".
"Very well" said the Yordle at the head of the table. "It is decided, Counselor Kiramman will take responsibility for this child - until she is 16 at least, then we will talk about her future then.
A/N: This might get a sequel, depending how the rest of the season goes - and if I think I can tie this story into it, or if I get bored enough to write one anyway.
